It could be just a dirty bomb in a large western city, and we know from the event of the last two days that no one has completely accounted for the thousands of tons of Nuclear Material thats scattered all over the world. It seems a lot of his idea go counter to what we are probably going to hear from these World Leaders including president obama. How hard would it be for him to implement some of these idea and why would they have to be so radically different than what we have currently. The one where we dont have strategies because we are dealing with a Loose Network of jihadists, its isis. For each of these battlefields you have to respond with a different strategy. The statement he made may have appeared different according to the peninsula when he said that south korea and japan maybe left to build their own counter action to the north. But its only one scenario meaning if russia and china are not going to help us with the north. There are other scenarios. Thats what he meant. Putin last year saying russia is going to start adding icbms. I know we are talking about terrorism. But in traditional theaters where we are concerned about Nuclear Weapons there has been an aggressive buildup. And you add that to situations like ukraine where we promised them we would protect their territorial integrity if they gave up their Nuclear Weapons. We havent done that. Charles isnt that part of the conundrum we are in. I wonder if america is going to come to my aid. We sort of foisted this on japan because they lost world war ii. But i think they have elected him because its supposed to bring back that samurai spirit in abe. Trust that if north korea were to do something rash and side like fire a Nuclear Weapon at south korea or japan, that it would be the United States that retaliates with Nuclear Weapons. 20 years ago when i served in korea that trust was sacrosanct. Today in dealing with north korea and china and iran, there is a sort of sense of distrust and a sense of discomfort when it comes to trusting the United States that they will retaliate against aggression through the use of Nuclear Weapons and frankly i sort of understand that distrust. Maybe the opposite idea is the more countries that have it perhaps the safer the world will be. I think thats a dangerous scenario. Its scary enough to have a country like pakistan with 100 Nuclear Weapons. With the instability in the world with terrorists doing what they are doing, its pretty risky. I want to get to the point of Donald Trumps socalled strategy. He has this obsession with comiena. By saying we are going to abandon japan and south korea. Its not a consistent policy. China should already been emboldened by the feckless the nature of the obama administration. Obviously the administration stepping back from taking a stands in asia, from claiming our right of navigation in the South China Sea by allowing them to build these islands. But the past six years we have made significant meaningful progress in securing the worlds Nuclear Materials so it never falls into the hands of terrorists. I want to lay out what we have accomplished. Together we have removed the worlds most deadly materials from Nuclear Facilities around the world. With gentleman panels announcement we removed or secured all the highly enriched our iranian and plutonium from 50 facilities in 30 countries. 3. 8 tons which is more than enough to create 150 Nuclear Weapons. Thats material that will never fall into the hands of terrorists. 14 nations and taiwan, countries as diverse as argentina, libya, serbia and vietnam have rid themselves entirely of plutonium. Successfully removing all of ukraines highly enriched uranium four years ago amendments the difficult situation in sue crane the past two years was not made even more dangerous by the presence of these materials. We improved training, consolidated materials, eliminated 138 torns of our surplus highly enriched uranium which would be enough for 5,500 Nuclear Weapons. Working with russia we are on track to eliminate enough russian highly enriched uranium for 20,000 Nuclear Weapons which we are converting to electricity here in the United States. Every single one of the more than 50 nations represented here have taken concrete steps to enhance security at their Nuclear Facilities and storage sites. Stronger regulations, abiding by International Guidelines and International Peer reviews. 15 new centers have been created to pro note Nuclear Training and share best practices. We plan to continue to strengthen our nuclear defenses against cyber attacks. The Security Initiative has grown to 100 nations including regular exersizes improving our ability to interdict shipments. Radar detection equipment has been installed at 300 International Border crossings and ports and we are developing mobile detection systems as well. Finally as i noted this morning, we strengthened the treaties and International Partnerships that are a foundation for so many of our efforts. We made significant progress and everyone involved in this work, especially our teams that worked tirelessly for years can take enormous pride in our achievements. But our work is by no means finished. There is still a great deal of Nuclear Material around the world that needs to be secured. Nuclear arsenals are expanding in some one trirs with small tactical new jar weapons which could be at greater risk of theft. And as a consequence, one of the central goals of this summit is how do we build on the work that has been done so we have an International Architecture that can continue the efforts even though this is the last formal leaders summit. So even as this is the last of those leaderlevel such its, today we agreed to maintain a strong architecture including through the united nations, the International Atomic Energy Agency and provide the resources and Technical Support thats needed to continue this mission. And we are creating a new Nuclear Security contact group, senior level experts for more than 30 of our countries who will meet regularly to preserve the networks of cooperation we built and to keep driving progress for years to come. At our session on isil this afternoon there was widespread agreement that defeating terrorist groups like isil requires more information sharing. Everyone understands the urgency in the wake of what has happened in brings, pair is, turkey and pakistan. I invited all the nations represented at this summit to join a broader discussion among our intelligence and Security Services on how we can improve information sharing within an among our nations to prevent all manner of terrorist attacks, especially those that might involve weapons of mass destruction. Let me say broadly, that so long as iran is carrying out its end of the bargain, we think it important for the World Community to carry out our end of the bargain. They have in fact based on the presentations that were made by the iaea this morning have in fact followed the implementation steps that were laid out. As a consequence, sanctions related to their Nuclear Program have been brought down. Part of the challenge that they face is that company havent been doing business there for a long time, and he need to get comfortable with the prospects of this deal holding. One of the things that secretary lu and his counterpart in the p5 plus 1 elsewhere will be providing clarity about what transactions are allowed. And it will take time over the next self months for companies and their legal departments to feel confident that in fact there mayor not be be risks of lie bit if they do business with iran. If iran continues to ship missiles to hezbollah, that get businesses nervous. So part of what i hope happens is we have a responsibility to provide clarity about the rules that govern so that iran can in fact benefit, the iranian people can benefit from an improved economic situation. Iran has to understand what he country in the world has tounde. Businesses want to go where they feel safe, where they dont see massive controversy, where they can be confident that transactions are going to operate normally. And thats an adjustment that iran is going to have to make as well. Within iran i suspect there are different views in the same way there are hardliners in the youth who even after we certify this deal is working, even after our intelligence teams, Israeli Intelligence teams say this has been a game changer, are city opposed to the deal on principle. There are hardliners inside of iran who dont want to see iran open itself up to the broader World Community and are doing thing to potentially undermine the deal. So those forces that seek the benefits the deal not just in their own term, but more broadly. We want to make sure over time they are in a position to realize those benefits. David nakamura.
