The united stes, russia and others signed an International Agreement that syria wasart of that said syria would not only use but possess chemical weapons. The first thing we need to do is enforce the existing agreement russia is a partner to. We need to make sure we do that in the National Interest of the United States to make sure the proliferation of chemical weapons spreads no further and that is something to be careful of, not just the deterrence of future use, but the proliferation of them.
