There are a lot of frustration that republicans and democrats couldnt come together on that. If nothing else joe biden doesnt has a very long career that involves a lot of reaching across the aisles. I think a lot of people viewed him, the fact he had the long career as a do no harm candidate. He had been embedded in washington for a long time. He wasnt very transformational. That possibility may have aided him in the end. People saw him relatively harmless. Someone that would sit back and not be offensive and what not. Regardless i think the message of unity is an important one. Some people have doubts about whether or not that will translate into action.
