As youve heard many times but its still important to impress upon america, if you are immunocompromised, if you have chronic medical conditions, if you are over the age of 60, you are at higher risk. If you are a child or a young adult, you are less likely to be impacted from the coronavirus. The second part of the prescription, know your circumstances. Are you are in an environment where you can telework, do you live in a community that is being particularly impacted by the coronavirus . You can find out this information from your state or local health department. Does your state have a hotline that you can call to help you assess symptoms . Number three, this is the most important part. Know what you can do to stay safe. We have leaned into coronavirus. Gov send people to that website. Weve put tools for individual groups so people can understand how to stay safe. If we follow this prescription, we will overcome the coronavirus as dr. Fauci said, we will see more cases, unfortunately we are likely to see more deaths. We have not hit the peak of this epidemic quite yet but if we follow this prescription we will decrease the number of people who are impacted, decrease the number of people who will die and we will more quickly get to the end of this situation. Questions. Reporter that poster right there says to avoid crowding and consider rearranging large activity, will that Trump Campaign suspend Campaign Rallies and other activities . That will be a decision thatt is made literally on a daytoday basis. I thought dr. Fauci spoke to that very well. Im confident that the campaign will take the very best information and make the very best decision Going Forward. These proposals are things that every american can do across the country that will reduce the risk of contracting or being exposed to the coronavirus. [reporter questioning] we are working out details right now, you make a proposal, we are checking with the leaders of both parties in both houses and to see what is doable and where the tough nuts are going to be. I dont want to get into any detail. I think the outline of the thing is very important. The payroll tax holiday is probably the most important powerful piece of this but on the other hand, i want to draw attention we can use administration and executive authority to help unpaid sick leave people which is very important. We can use them for medium and smaller businesses which is important, other distressed sectors, we have leverage on tax deferral. I will say as i have for quite some time, the economy is strong. We also know there are going to be problems ahead and challenges ahead, i dont deny it. We will see, i want to take that a day at a time but this will be the broad package and at some point in the near future, we will outline a more detailed package for you. [reporter questioning] [reporter questioning] the payroll tax holiday is a bold move, its a very bold move. This has always been a bold president. We have been cutting taxes and rolling back regulations and changing trade deals and opening up the Energy Sector and doing things that nobody thought we could do before, weve had pretty good economic results for it. We are in a challenging period now, i get that, with respect to your question on the specifics, i think there will be a big growth payoff, i think it will help deal with whatever challenges occur in the next few months. I think beyond that, ameliorating the tax burden on the middle class, the socalled bluecollar boom that ive talked quite a bit about, thats what this is aimed for. Thats with the payroll taxes principally about. By lifting the burdens of those middleclass folks i think we are going to get a big kicker. Weve had a strong labor market, it may stall a bit but im speculating on the challenges of the health side. I think over time we will make it up with much better Economic Growth and i will remind also that later on way down the road, probably later this summer, early fall, we want to unveil another package. Its a bold proposal and this is a bold president and i think it has paid off. [reporter questioning] we arent talking about medicare at this point. The answer is yes, you can backfill it and that has been done before because weve had other payroll tax cuts and you mentioned one of them in 2010 or 2011. The answer to that is yes and the answer is we will always maintain a solvent Social Security system. Tax reform is very important, Economic Growth is very important, incentives for middle and lower income workers are very important and i would just add in terms of the boldness of this president s policies, despite what some of our critics think actually, its the middle and lower middle people that have done the best in wage growth terms and i think this is absolutely consistent. This lifts tax burdens on the middle class, i think its consistent with his earlier policies. Let me also say if i can that the other piece of this is what the doctors have said to us, with the experts have said is if you are sick, if you have reason to suspect you may have coronavirus, we want you to stay home. The president is absolutely adamant, working with congress or using his executive authority to ensure that hourly workers, people working for small or mediumsize businesses that dont currently have paid family leave, will be able to stay home and be confident they arent losing a paycheck. I think every american can identify with that concern. We are going to work forward whether we do it legislatively or whether the president has some resources in his executive authority to act, we are going to make sure that hourly workers dont feel like you have to go to work sick because you are risking a paycheck. Get home, stay home, take those couple of weeks to get better. Reporter i want to drill down on something larry just said. In 2018, federal payroll taxes generated 1. 17 trillion its an enormous figure, youre suggesting you can make that up from general revenue. Where youre going to get a trillion dollars from . Let us put the proposal out in concrete details and flesh that out and we will have much better answers. Right now, i want to stay in my lane and i think the health story, the coronavirus story is very important here. We will do the best we can to give you specific plans and details once we flesh them out. Reporter we are still seeing supports of severe rationing in many cases because of the limited supply, its going to be impossible for average americans to get tested without being hospitalized first, when can the American People expect to see these test kits available at the Minute Clinics and that sort of thing . I will have the secretary stepped forward and address that. We have made great progress over the last week, a million tests are in the field. Every state lab in th america cn do coronavirus tests. If youre concerned you have coronavirus, your doctor can contact a state lab and have it processed. Another 4 million tests will be distributed to your very important question, we are working day by day with the largest commercial labs in america. We had some good discussions today with outside experts as well who said that when the president brought the commercial labs and he did the exactly right thing because its the Big Companies that have Logistics Infrastructure all over the country and labs all over the country that can distribute the tests and process the tests whether its qwest or lab core and we believe we will see the availability of tests dramatically rise and we are driving toward that every day. May be dr. Redfield can add in also. By the end of this weekend, we had 1. 1 million tests that were actually shipped. We have another 1 million that are in transit or waiting for orders. We have a surplus capacity already of tests that have been produced and as the Vice President said, there will be another 4 million tests. The tests are out there, they are in every Public Health lab in the country, they are in hospitals and labs, but i think theres a false premise in your question which is the notion that just because i as a person say id like to be tested for the Novel Coronavirus i should be going to a Minute Clinic or some other facility and walking in and say give me my test, please. Thats not how diagnostic testing works in the United States or anywhere in the world. Weve always been clear. If there doctor or Public Health physician believes they should be tested, and needs to always be clinically indicated to receive a test. Its a false premise go to your doctor. Dont go to your doctor, call your Doctors Office, if you believe may have the Novel Coronavirus. Call the clinic, call the hospital, call the Doctors Office so that you dont just walk right in and follow their Infection Control procedures for doing that. And then they will decide working with you whether a test is appropriate to be done. There are millions of tests out there now and as the Vice President said with qwest and lab core getting it at the Doctors Office its going to be a closer to the Patient Experience as i talk to on saturday when we get together. Im going to ask dr. Burks to speak to this too, shes done a tremendous job bringing our commercial labs to bear on this. To your other point, the president directed us to essentially change the criteria that cdc was giving labs around the country. We heard from governors around the country that people who were only mildly symptomatic were being told they couldnt be tested. We changed that, change that description and as the president said, anyone who on a doctors order wants to be tested can at a doctors indication be tested now. We are working to fill that need and we are making great progress every single day i wanted dr. Burks to speak to it as well. I wanted to talk to you briefly about what happened and decreasing barriers. Ive been a lab person, vaccine developer, a doctor, ive been all of those things but i have never in my lifetime of Government Service have worked with the cdc in a way that every time the state or local government calls and says i have this barrier, i need a modification to the regulations that has happened almost daily. The reason we have commercial labs willing to step in immediately is because the fda has created that ability and posted on their website i dont know if youve been there this unbelievable waiver system and clear definitions. Every single hospital, every Single University can utilize this testing algorithm. Thats highly unusual but its also bringing the super large high throughput companies to the table and this has been unique for me to be able to see this unbelievable dialogue between what states need, what local governments need to end the federal government being responsive, we are changing those regulations. That has been wonderful to wat watch. Reporter i wanted to ask, the administration has touted the success of the travel ban on china and iran, why hasnt he extended the bands to south korea, japan, italy and is it still under consideration and has the administration shifted to mitigation to containment . Im going to let dr. Burks speak to that in a moment but there is no question as dr. Fauci said a few days ago, we would be in a very different place if President Trump had not suspended all travel from china. We would also i suspect be in a very different place if we hadnt issued travel advisories for portions of italy and portions of south korea and initiated screening of all passengers on all direct flights into the United States from both of those countries. I will tell you, we had a very thorough discussion today of the prospect of recommending to the president additional travel advisories. What we are doing particularly as dr. Fauci said, we are following the facts and we are going to bring those recommendations forward in a time and manner that we as a White House Coronavirus task force determine are appropriate. Its literally a daytoday consideration and we will continue to put the health and safety of america first. Dr. Burks . I think that was perfectly said. Has ten days before hospitals could be overrun, he recommended that what does the administration think about that, that the u. S. Could be at the point where it could be a turning point in the next two days or so . The recommendations that you have and every american now has at coronavirus. Gov apply to every jurisdiction in the country, every state and community irrespective of whether there has been a coronavirus case established. I will tell you we are working very closely with california, washington, new york, florida to develop community specific recommendations for those areas where we have had what is known as Community Spread. A number of coronavirus cases appear to be transmitted in the community. In the next 24 hours, working with those states, will be publishing cdcs recommendations for what ought to be done. I want to turn it over to dr. Fauci comeau the most important thing here is we continue to bring the facts foro the American People and our proposals and recommendations all of these apply to everybody in the United States and it will help reduce the infection rate of the coronavirus. For those communities that are being impacted, we are going to develop specific recommendations. Reporter dr. Fauci, can you say can you wait whether his Community Spread to make these recommendations . It depends on the degree of Community Spread, you can start to see multiple generations. Getting to your individual question, everything is on the table for consideration. The idea that we are not closing i think for the country right now to say we are going to close all the schools in the country, i dont think it would be appropriate. Would School Closures be appropriate depending upon not whether the you have whether the horses already out of the barn if its getting dangerous, lets do it. Hiits incorrect to say everythg has been bad to come lets close schools and incorrect to say lets blanket close schools in the entire country tonight but i do think it will be appropriate to carefully try and do things like close them but theres other things besides closing, to do real mitigation. Some time you think you really need it, it gets back to what i said a few moments ago about where the puck is going to be. You want to make sure youre not so far ahead. Should the president stop shaking hands with people . Is that necessary at this point . In our line of work, you shake hands when someone wants to shake your hand. I expect the president will continue to do that, i will continue to do it. What this is is a broader recommendation for americans but a good recommendation is to wash your hands often and all the experts tell me while people want to get the various sanitizing lotions, washing your hands with hot soap and water for 20 seconds is just as good as any lotion you can buy. I know they spoke about a broad range of issues and im confident coronavirus was discussed. What i can tell you is that our focus is on the health and wellbeing of the American People. We are going to continue to communicate with nations across this hemisphere and across the country but what the president has given us as a mission to see to the health of the American People and we will continue to make recommendations for just that. Reporter on Washington State, they made a request of the strategic stockpiles of 233,000 masks and they received half of that. Im wondering if that report is accurate and if you could speak to it. On cruise lines, are you looking at a bailout for cruise lines . A lot of these companies are they got half of the shipment from the Strategic National stockpile initially and when the Vice President went out to the state of washington, thats when the second half of it arrived. Ive spoken to governor inslee and we have a superb working relationship, he is informed me that there is Additional Needs a couple of hospitals have and we are working with the National Stockpile to make sure we are filling shipments to them as needed. I want to echo again our gratitude to governor inslee and all the Health Officials in the state of washington, all of our teams are working very closely together, we will follow up on that public report. All of the Insurance Companies here agreed to wave off copays on coronavirus testing and extended coverage for coronavirus treatments. Theyve agreed to cover telemedicine. These ceos have also agreed to no surprise billing. President trump also talked about why he had chosen not to be tested for coronavirus despite having spent time with matt gaetz, doug collins, and mark meadows all three lawmakers are in isolation after having come in contact with a man infected with coronavirus at the recent cpac conference. I spoke with the white house doctor, a talented guy, he said theres no reason to do it. No symptoms, no anything. Some of the president s colleagues believe that eliminating the payroll tax is too big of a bullet to use this soon, they prefer some of the president s other ideas in terms of targeted relief in taxes and making sure people who are in quarantine continue to get paid. Bret the threat of the coronavirus also hit in the primary election, both joe biden and Bernie Sanders canceling planned events in cleveland this evening out of an abundance of caution. I think from all the polling that we have seen, Bernie Sanders would need to carry out several upsets tonight to have a good night. It looks like joe biden is set for a strong night although we all must be chastened by the fact that polling showed Hillary Clinton well ahead of Bernie Sanders in michigan four years ago and he ended up winning. It will be interesting to see how this turns out. Any outcome is going to place a premium on this upcoming debate which will be the first time biden and sanders have faced each other headtohead amid growing questions about whether biden has his acuity and all his faculties. That of course raises the question of whether he gets out to a prohibitive lead to somewhere along the way, voters may begin to worry about him. Martha let me bring you win, theres been discussion about shortened speeches and shortened events for joe biden, seven minute appearances and that came up in our town hall with Bernie Sanders last night, your thoughts as we look at that . It is an issue, its been an issue throughout the campaign, i asked him about it ten days ago on Fox News Sunday and he called me chuck instead of chris but i dont take it personally. Tonight its important for two big reasons. Its going to give us our first indication whether or not the wave we saw on super tuesday when biden won ten of the 14 states, whether thats going to continue or whether it has crested and ebbed. If he continues to do well tonight, it may be the Democratic Party has largely made up its mind who it wants to face donald trump. The other reason i think its important, michigan is voting tonight. That is the first big midwestern industrial state to vote in the primaries and everybody that talks about the november election is talking about michigan and pennsylvania, wisconsin, those three big states that went for trump instead of for the democrats, instead of Hillary Clinton. We mentioned a moment ago that Bernie Sanders four years ago scored a big upset victory in michigan, Hillary Clinton was leading in the polls and it may when you look back on that may have been the first canary in the coal mine indicating that white workingclass voters really werent thrilled about Hillary Clinton and we saw that in november when donald trump carried in this state. According to our fox voter analysis, workingclass voters are favoring biden over sanders by about 25 points. That could be an indication that folks that didnt turn out come a very important constituency for Hillary Clinton in 2016 might just turn out for joe biden this november. Bret its interesting to think about the possibility if biden wins the big states, michigan, missouri, mississippi and he doesnt maybe sanders squeaks out some of those others does the revolution continue and how long does it continue for Bernie Sanders . Next tuesday, these four states Bernie Sanders did very well in. Next tuesday you have arizona, florida, illinois, and ohio, they werent as good for Bernie Sanders as they were for Hillary Clinton. If biden has a good night tonight you would assume that continues through next week, you would assume the questions for Bernie Sanders get very real. One thing we have in between is a scheduled debate between Bernie Sanders and joe biden in arizona. We talked a little bit earlier behind the scenes but i also asked roe if biden ends up with a considerable lead in the delegate count, do you really need to debate and have an internal squabble . I dont know. Bernie sanders might want that because he will want the revolution to continue but i would say about his revolution. If hes doing work in the states this year that he did four years ago, he did not make the sale in the last four years. Martha when you look at Bernie Sanders, he has never shied away from an intraparty squabble. Do you see him giving up if he doesnt do well tonight . It depends how you define giving up. I was watching your town hall and you asked about why he doesnt punch more at joe biden and he said hes not gonna do it. That has not been in character for him when it was quite clear that he and Hillary Clinton had a bit of antagonism. You see some of his supporters say you know you need to be more poignant going after joe biden, look at how the republicans are going after him in a way i think is offensive. Democrats have also said the same things. Not quite in the offensive way about him. You can have a montage about flaws but you cannot go after someone in a personal way as to suggest they are demented or mentally flawed. I think that is what is offensive. We can argue about that but i think tonight is very big for a reason that my colleagues have pointed out. You have a 70 white electorate in michigan. A third of which is white noncollegeeducated, that is how Bernie Sanders pulled his upset four years ago. Bernie sanders, this electorate is tailormade for Bernie Sanders, if he cant win in michigan, youve got to literally say whats the point Going Forward . When we talk about the debate sunday, i think its absolutely critical they have the debate and have the issues but i dont think theres any way either of them is going to pull it out or youre going to see potentially sanders dropout. Bret the betting odds and they beat you to it have joe biden like 99 going to win the nomination. If you are the biden camp, why do you go sunday . I suppose you go because you said you would then you dont want people to think you cant debate but i think its a very good question and i can well imagine a strategist looking at this and thinks what is the percentage in it . If you come out tonight with a huge delegate lead and you are looking ahead to states next tuesday where bernie did not as well four years ago as hillary did and worse than he did in the states that are up tonight, you can make a pretty good case that says cancel the debate. From michigan, what are you from . You point to your hand, because that is the shape of the state. Detroit down here. This is where Hillary Clinton did very well. This is detroit, wayne county. A lot of boats in this part of the state. She won 60 of the vote. This is where joe biden will be looking for major wins tonight. Also, suburban detroit here, county of oakland, picked up quite well go Bernie Sanders. You want to go back decades, go to macomb county, northeastern city, this is where you find reagan democrats, 1984, we all remember that. Titer raced in that county with Bernie Sanders on the ballot against bernie, but nonetheless clinton was victorious four years ago. I will show you missouri. Just like Hillary Clinton won destroyed, she also won the big cities in missouri, as well. Over here in the east, st. Louis, kansas city and the west, look at these numbers in st. Louis county. You are talking, easily the most populated part of the state, upwards of 160,000 votes, so be watching that about an hour from now to see how those results roll in. The nomination is quite clear. Vice president mike pence and the Coronavirus Task force him or her own measures, washing hands, staying home with your sick. The impact on tonight, we see already that the celebration parties have been canceled, but on the larger election of coronavirus, as you see it. Well, the coronavirus is the threat in two ways, one is a Public Health is the threat it poses. Which may subside as the fall election rolls around in the campaign is underway. The other question i think is equally concerning to the president s political advisor and to him is what effect on the economy . It seems perfectly clear at this stage that we are going to have slackened Economic Growth in this corner. The question becomes, does it go negative . How flat does it get . And the question, does it extend to a Second Quarter . Recession is defined typically as consecutive quarters with negative growth. Could we be in a recession by the time the fall election rolls around . Im not predicting that is going to happen, i dont know whether it will or not, but that is certainly something you have to think about if you are the president , and that is why i think you are seeing him try to introduce these in immunity measures to try and help some of the injurie industries in troubd rod measures to help the public with tax cuts and the like, but i think those are the two issues on the table politically. Bret chris wallace, we talked about the continuing battle between progressives and moderates in the Democratic Party and Bernie Sanders wants to continue that fight, it seems, depending on what happens tonight. However, workers, former employees, and they call themselves fellows come of the war and campaign have just come out within the last hour with a statement, saying now that elizabeth has told us our campaign is concluded, we, the undersigned former employees and fellows of warren for president , are ready to get back in the fight for a just and progressive future. They go on to say that the best thing the best option for warren democrats right now is to support Bernie Sanders for president. This isnt Elizabeth Warren saying this, these are the people who worked for Elizabeth Warren, a long list of them. Thoughts on that . Well, i think endorsements have a limited impact, with the exception of james clyburn, who had an enormous impact in South Carolina. But putting him aside for a moment, and also the other people who were on the ballot, like Pete Buttigieg and Amy Klobuchar before super tuesday, who got off the ballot, so it wasnt just a question of their endorsement, the fact you couldnt vote for them, and so people were voting for other people and they thought they would vote for biden, in most cases. I dont know one, whether Elizabeth Warren has a lot of impact in this race at this point, and i certainly dont think a bunch of people that nobody has ever heard of has much impact in the race. In fact, our voter analysis indicates that warren getting out of the race might actually be helping biden more than sanders, which seems a little counterintuitive, because obviously warren was well to the left of biden in much closer ideologically to Bernie Sanders, but you know, this is a party i think that really wants, more than anything else, to beat donald trump, and there seems to be a growing calculation that the person among voters, not the chattering class, not anybody we were all surprised obviously by what happened on super tuesday, by the average democratic voter, the person who is most likely to put up a good fight and perhaps a successful fight against Donald Trumps joe biden, not Bernie Sanders. Martha to that point, he put up a bit of a fight with a work on the campaign trail today. Lets take a look at that video, then start Marc Thiessen and get your thoughts . Lets watch. Martha marc, what you think of that exchange . I dont think it hurts him. The problem with bidens campaign is he seems fragile and sort of old, and he seemed pretty feisty there. Of course, he lied to him because he basically said i dont want to take away your guns, when just a couple of days ago he put his arms around beto orourke and said im going to put you in charge of taking everybodys guns. Bret ar 14s. I think republicans should compromise and give legislation to take away the ar 14, a compromise to gun control we have all been looking for. Biden, i think that is good he did that. Could he possibly do that in a debate . Could he be that feisty in a debate . They are supposed to have a debate on sunday, which i dont know whether it is going to actually happen. Bret to kris point, if the Democratic Party and the question is asked all the time from what you want most . And that is to be donald trump. Does the pressure build on Bernie Sanders, or is this kind of him making his stand and he has already moved to the party so far to the left, just by his last run and this run, that this is all part of the revolution. Right, but i think he has much to negotiate for. Lets stop for a second. Obviously, it looks like all intricacies, that this is going to be a good night for joe biden. Keep in mind, tilt and id come up only about third of the delegates have been answere answered. I think he still hopes, contingent on his performance in the sunday debate, that there may be some growth room. I dont see it. You look at the states coming up and again, they are extremely favorable to joe biden, and the current polls show biden leading in many of the states by 20 and 30 points. But when you see joe biden really make the case, the power he did in that situation with the young person, i believe it was a factory, again, i think it plays well with democrats who say and im not creating a pun here but that is straight shooting. We like that joe. Tell that guy what you think. And then he said im not taking away your guns. And its very clear, hes not talking about gun confiscation, hes talking about going after the kinds of weapons that are responsible for mass murder, like the one we saw in las vegas, or the one we saw down in florida, and i think democrats overwhelmingly think, yes. Canceled an event in cleveland tonight, no audience potential potentially being announced now in arizona. This is all out of caution, out of the health of everyone involved . It is. I think neither candidate wants to in any way contribute to the spread of the coronavirus, and they are concerned about the safety of people coming there. So i support the decision of the debate not to have a Live Audience. Martha so what can you tell us, congressman, about the structure of this debate, sitting down, standing, whats it going to be . And how confident are you that Vice President biden former Vice President biden is going to be there . Im very confident hes going to be there. He needs to be there. This is the first time the two candidates are going to get to contrast their visions. Its the super bowl, in some sense. Bernie sanders know he is going to come in as an underdog, but this is a chance for both of them to lay out their vision for the nation. Bernie sanders is going to talk about how he is a candidate of change, how people are tired of the status quo. We voted for change in 2008, in 2016, and how he is best positioned to win, being the person who can take on the status quo. Bret congressman, as you look to tonight and these polls closing in various states, as you know going into tonight, it was an uphill battle for senator sanders. We talked about it last night in our town hall. Paint the picture of how he gets the nomination and what is the path, and some of the states, as it seems the rest of the party is circling the wagons around joe biden and interest of beating President Trump. Well, it is an uphill battle. Hes known it was an uphill battle since he first announced, giving that he has been taking on the insurance industries, the lobbyist, the donors and taking on a lot of powerful interests. But the path is the debate, where he is going to get to make a contrast. I mean, we have seen the fluidity of this race. We saw in Amy Klobuchar had one good debate, or poll numbers shot up 20 points, and she almost won mike in New Hampshire. Weve seen one point Pete Buttigieg leaving, Elizabeth Warren leading, biden leading and then not leaving, so i think anyone who says they can predict with certainty what is going to happen is contradicted by the experience of the cycle, and Bernie Sanders is confident, once he makes that contrast, that some of the numbers will come in his favor. Martha congressman, do you think that joe biden is a weak candidate, or that he will have difficulty crossing the finish line, as senator booker said . And do you think senator sanders needs to make that point more clearly or go after him harder than he has in the past, if he does get that chance on sunday . I dont think he is going to make it personal, and certainly, Vice President biden is the nominee, im going to support him and senator sanders will support h him, as will senator sanders supporters, but the point is that senator sanders believes he is a better candidate to take back the voters we lost to donald trump. I mean, he understands the pain of folks who have faced deindustrialization, faced bad trade deals, faced outsourcing, and he is convinced he is the best candidate to win back those states. On the flip side, barack obama is elected to the senate in 2004. He shows up, sworn in in 2005, almost immediately plans on getting out. Two years later, 2007, running for president. That is the way you get to the white house from the senate. Bret so if joe biden has a big night tonight and continues to rack of delegates on the way to milwaukee, it doesnt seem like Bernie Sanders is the kind of guy who is going to step aside. Is for the Biden Campaign as they head towards milwaukee, with this insurgent still playing in each one of these states . Certainly it would seem to be handled bernie with care. I agree with what you said about his followers. A mod of them, in my reporting earlier, in iowa, New Hampshire, South Carolina, a lot of them had a sense of grievance from 2016, and they are kind of on hair trigger now, expecting bernie to get the shaft again. They are very loyal, and they will stay that way. The big problem is, because of the democratic system of proportional allocation of delegates, it is really hard to make up the lead. It looks like biden has the lead right now before any of these votes have been announced, about 95 delegates. Its really hard to make up 95 delegates unless you win some blow out somewhere. That is probably not going to happen. Martha this is short of the incredible shrieking debate that was set up for sunday night in arizona between Bernie Sanders and joe biden. First the audience disappears because the coronavirus concerns, no media spin room afterwards, you have to wonder if this thing is going to hold up. At the same time, byron, moments earlier the trump team is announcing a rally next week in milwaukee to bring out catholic voters. Well, that is one of the things the president has been dealing with a lot of skill. Part of it, what he has done is to mess with the democrats, wherever they are having a contest. The other part is he is campaigning in key states. He held a rally in des moines shortly before the democratic caucuses. He had a rally in manchester the night before the New Hampshire primary. He had a rally in charlston, down in South Carolina, right before that primary. And hes going to milwaukee, and hes been to michigan. These are the states he needs to win, so it is kind of a mixture for trump of showing the democrats how big the crowd he can gather, because the crowds he has are always bigger than with the Democratic Candidates are drawing. Michigan, mississippi, and misery, early results, numbers are still going to come in, but lets start with michigan, a big delegate prize of the night. Bernie sanders won in 2016, and there is enthusiasm tonight and sanders is the one primarily generating it. He brought out some 10,000 people at the university of michigan rally on sunday. Check out these numbers. About six in ten of his supporters are enthusiastic about backing him. While the overall passion is about the same for joe biden, the numbers of his voters feeling enthusiastic is lower than bernie, just under half. The question democrats are grappling with is do they want big, i mean huge changes to the government, or a return to simply the pretrump era . Weve been tracking this question in different states, and its never been 50 50 until we got to michigan. Half say they want a candidate would bring fundamental change to the political system. The other half want someone who would restore things to how they were before President Trump. Restore voters go big for biden, while you imagine, change voters go to sanders. Trade a big issue in the industrial state. Sanders likes reminding folks that biden backed nafta, and voters are split about increasing tariffs, half of biden and half of sanders supporters oppose higher tariffs. Most Michigan Democrats say they can be happy if either they got joe or bernie as their nominee. Almost half of those would be very satisfied with biden, about a third say they could be very satisfied with sanders. So what happens in the end of their guy isnt the nominee . Not a big deal among biden voters, nearly nine in ten of them say they will definitely vote for the democratic candidate against President Trump. But look at the numbers among sanders voters. 72 nearly three in ten bernie backers say their vote in november depends on whom the nominee is, and that could matter, remember, michigan with a blue state that one for President Trump by 2016 by less than half a percentage point. So every bit of this counts. More voter analysis coming to throughout the night. Bret and martha, back to you. Bret interesting stuff. Polls and miss the mississippi and missouri primaries moments away from closing. Martha announced from our panel, karl rove and donna brazile, former interim chairwoman of the Democratic Party, karl, start with you, what you see in those numbers about tonight . Its telling me that over the long haul, the democrats are sort of falling into a pattern, it looks like, more comfortable with biden, think he has a better chance against trump, but there is energy on behalf of sanders. Regardless of what happens tonight, i think Bernie Sanders continues on. In fact, think about it this w way biden has 670 delegates in the fox delegate count, 47. 6 of the delegates that have been selected so far. Bernie has 574, 40. 7, so biden needs 1,320 want to get to that magic number of 1,991 at the convention. All he has to do is win 51. 4 of the delegates from here on out, and he is the nominee. A little higher for sanders. 55. 1. If, tonight, biden is above that trend line or bernie is above that trend line, its going to make it more difficult for the other. Bret if you were in the Biden Campaign, you are not taking the pedal off the gas, right . Even if you have a good night tonight . Absolutely. Next week, 577 delegates at stake. States like florida, illinois, ohio, and arizona, so there is no question that this contest will not end this week or next week. I think the race will continue past march, and here is why. Why we have 60 of the delegates at stake, as karl pointed out, throughout the rest of the month, we stopped some big states in april that matter, like wisconsin, like pennsylvania. So this race will continue, but joe biden, clearly if he does well tonight, he will be able to go into the next week with a little more momentum. Bret let me just ask this, from a coronavirus perspective, if you are looking at voting and we dont know where this thing is going to go, but lets say it expands as projected, and you are an older voter. And you maybe think twice about going out to the polls, definitely to a caucus. Does that hurt joe biden more than it hurts Bernie Sanders . It depends on the state. As you well know, some states like michigan had a referendum last year, you saw more and more people cast absentee ballots. I think it is important that we give people the flexibility to mail in their ballots, as we see in Washington State and california. I believe there is over 1 million votes still unaccounted for in california, so yes, mail in ballots, lets do it the oldfashioned way. 60 delegates in california not decided out of 415. An interesting question, how is it going to play out . Older voters tend to vote more frequently and regularly, but are they going to say, i dont want to go out to the because i am more at risk . Bret thats what i mean. Into young people more enthusiastic about bernie, do they tend to turn out . This is going to be a weird dynamic. But young people tend to show up less often, but more enthusiastic about their candidate choice. Martha sometimes it is whether that impacts these things. This time, it could be the coronavirus. Michigan was a very big state in 2016, because Bernie Sanders come at a time when he seemed he was on the ropes, and was well behind in all of the polling in michigan against Hillary Clinton, scored a surprise victory, and i think it really propelled him to stay in the race until virtually the end of the race. Conversely tonight, if joe biden goes on to a decisive victory in michigan, its going to put a real crimp in the Sanders Campaign, especially if we see white, workingclass voters and that is with the indication is from our fox voter analysis going for biden over sanders by a wide margin. The other reason i think michigan is very important is because, obviously, its going to be one of the key battlegrounds in november. In a victory for joe biden tonight would be helpful as he prepares, perhaps, to take on donald trump in november as the democratic nominee. Martha weve seen so many people drop out after these big nights, chris, and just talking about whether or not that is a possibility from the sanders camp, given how different he is as a candidate, leading a movement, really, more than anything else. I talked to him on sunday morning, and i asked him specifically, if you lose michigan, such a key state, so important in 2016, when you get out of the race . I barely got the question outcome an end he said absolutely not, there are a lot of states 47 of delegates will have been chosen, that means 53 more to have been chosen.
