Lone wolves by and large are individuals that are inspired, id logically but may not have a formal connection to a terrorist organization. Frank is the director of the Homeland Security policy unit at George Washington university. He has researched lone wolf terrorists. Thats why these are the most difficult cases because theyre not going come under terrorist surveillance. Its a very different type of terrorist. On november 5, 2009 he opened fire on fort hood, killing 14 and wounding 30 others. It was an act of jihadistbased terrorism. Now locked up at fort level leavenworth, kansas. Consider the man who wanted to blow up the new york subway. And the cztsarnaev brothers who bombs at the new york city marathon. And the man who beheaded a former coworker in moore, oklahoma. And isis has put out a call for lone wolves to attack. They are playing a psychological war. We have to call them for what they are, rats. Joining us is former u. S. With isis there has been a call to people to do this directly but is it more this ideology out there and everyone sort of says they are doing it in the name of the ideology without a specific direction. You have to really deal with the ideology first. So when people are inspired to act, to be self starters, the term lone wolf is not a bad term. But i agree with the judge, few of these people can do this without some kind of support network whether it is a network with physical help like explosives or weapons or whether its ideological support to give them the confidence to go forward with the mission. On june 26th, 2014 the body of a new jersey resident was found shot to death in the familys jeep. The vehicle was abandoned here. Home for the summer after his freshman year in virginia, the popular student and lacrosse player had been shot eight times. When brendans body was found it was collapsed into the floor of the passenger seat. Mark diano is a veteran reporter for the star ledger newspaper. The crime that happened here is shocking in its location to many people. I never thought not if this area. That something so horrific could have happened. It was on the Athletic Field of Seton Hall Prep School that i met up with his grieving parents. Brendan had spent the evening at a friends house in west orange and texted his mother he was on his way home. What time did you get the text . 11 32. Four hours later, the police knocked on their front door. I could see on his face. I think i grabbed him and said no. No. Not brendan. And he said, yes, its brendan. And he was he was murdered. But why would anyone want to kill brendan . He was just a bright young man, a friendly young man. He enjoyed school. He enjoyed his athletics and sports. He was such a good young fella. The murder of brendan had the police baffled. They didnt know what happened. It was in a very nice neighborhood. The viciousness of it. You know, they couldnt figure out. Brown was caught at a Security Camera where he left behind the bag with a 9 millimeter magazine and fingerprints. When he robbed a man at the crest ridge apartments, police started looking for the assay lent. They apprehended him then. Police arrested him and his gun would be tied to a series of crimes. It was then that brown made a stunning confession. He said he picked brendan at random at this interaction as he waited at a traffic light. He said he murdered him in the name of jihad. Brown pulled up behind brendan with two other men. He went to the passenger side and simply opened fire on him and shot at him ten times and hit him eight times. Brown dumped the jeep at the apartment complex. Its about a mile and a quarter from the intersection where he was shot. Brown parked it around here in one of these spaces. Brown described himself as a devout muslim and said that the murder was a just kill, as pay back for the United States involvement in the middle east. He has made statements saying he was doing this as revenge for what is going on in iraq and syria and afghanistan. In our opinion, he is a murderer and whether its down the road, the Law Enforcement comes to the conclusion that he is involved with something bigger, i figure the truth will come out. On august 4th, authorities announced the arrest of brown and two accomplices. For the murder of brendan. They have yet to reveal the connection between brown and his accomplices. But all three pled not guilty and are being held here at the Essex County Jail in newark. Its a complicated case and they are really working hard on it to find the whole truth to it. Were back with our panel. Judge, these cases are easy to prosecute because they leave a lot of clues behind or they are shot dead on the scene. The big challenge is to get them before they commit the crimes and here was this Young College student. It was random. It wasnt like he was in the military and a target. Totally random. The only way to the that is to gather as much intelligence about the imams and others spreading the message and the websites that are spreading the message and find out who is tuning into those and thats the only way to stop it. I assume they are aggressively doing this, but are they breaking a lot of these stories before they get to the random shooting on the street . What you hear privately from investigators is two things. One that they feel they are somewhat hamstrung by . By the rules. By the understanding that theyre pulling back and this is not only recently but in the last five to eight years, pulling back from doing surveillance at religious sites. The fbi does not want to engage in that. They want to engage with the community. And its politically correct. The on the night of april 7, 2014, Leroy Henderson walked home in the skyway section of seattle when he was murdered in a hail of ten bullets. Two men were murdered in the neighborhood of leschi. Terrorism came to my front door and took my son. They shared memories of the young man. He was the son that everybody wanted to have. He was just always wanting to learn new things. And he had a good work eth wiic he said i wanted to work. Rather than asking for money he would say what can i do. He didnt wait for opportunities to come to him. He created his own. As he grew into his own. As he just approached his teenaged years he was struggling with his sexuality. And he came out at 14 wane toan me he was gay. After graduating high school in 2009 he earned a bachelors degree in communications from the university of washington. In 2014 he had just landed a job at a Consulting Firm and growing his own web design business. He was really look forward to his future and the opportunities. And for his life to be cut so short, its just its so sad. On the night of may 31st, 2014 his friend, a 27yearold somali american offered him a ride home from the nightclub r place and offered a ride to another man that he had met on a website. That man was ali Muhammad Brown. Several of their friends that, you know, he just didnt look like he fit in with the crowd. They all got in the car and thats thats the last that they saw of him. Alive. These charging documents state ali Muhammad Brown pulled out his 9 millimeter handgun and essentially executed the two inside the vehicle. He is a terrorist and for whatever reason he was going to call th kill them that night. I dont know if it was because he had a muslim gay, i dont know. In his 29 years, ali Muhammad Brown left a trail of depraved crime and violence. Court documents show he was charged with child rape before pleading guilty to lesser accounts. Two mothers of his children filed for Domestic Violence protection with allegations of strangulation and punching. One stated that brown dropped my tendayold daughter on the ground. Our team went to seattle to look deeper into browns past. David gomez and David Rubicam are former members of seattles joint Terrorism Task force. In 2004 we were looking at the fundraising for overseas support of terrorism. At the center of the investigation was this barbershop from hell. Brown hung out there with its owner. Ruben shumpert was a prison convert to islam. He learned to cut hair in prison while ruben was trying to indoctrinate students into radical islam by showing videos about al qaeda. I had a piece of that investigation that involved an imam at the mosque. Ruben shumpert and others would attend the mask and the imam we saw him going to crescent cuts. He was a vocal proponent of jihad. At the time, the mask was 500 feet away from the barbershop. We had reports that a father took his son to get a haircut hears what is being said and drags his son out of there, and says no, this was supposed to be a haircut, not jihad. In 2004 after an investigation, the barbershop was raided. Members of the joint Terrorism Task force executed 19 search and arrest warrants and included among those people was to be arrested but ali Muhammad Brown, his two brothers and a Co Conspirator on the Financial Institution fraud. Shumpert was already in jail for assaulting the owners of the restaurant below crescent cuts. They were convicted of fraudulently depositing checks and spending the money. As we reread the indictment, browns older brother claimed the money was to help our muslim brothers and sisters in the cause because you cant go to war broke. The fbi conduct an investigation and was unable at that time to prove that any of the moneys had been sent overseas in support in a Material Support of terrorism. Ruben shumpert pled guilty to gun and counterfeiting charges. He wrote this letter asking for leniency in his sentencing. He claimed he was a changed man, citing his muslim faith and complained about fox news. He made a good case that he was not a bad guy. But he was a bad guy. He decided to flee the jurisdiction of the court and travel to somalia where he wanted to fight with al shabab. I think they realized their mistake when he didnt show up for sentencing and someone said we forgot to get his passport. He slipped the country to go fight with terrorists in somalia. He served 84 days of his twoyear bank fraud sentence and weapon found more. David ruben remained certain of the radical motivation of the mosque. This guy is an extremist religious zealot of the worst kind. He had been and still a member of the National Liberation front and a preprecursor to al shabab, which we call them cousins to al qaeda. Today, the mosque has moved from its original location. At the time it was 500 feet from the barbershop. He was here to raise money to fund them overseas and to recruit people to their cause to actually go back to somalia, take up arms. The imam was arrested in 2005 after returning from a trip to texas. Mr. Brown is facing three murder counts in the state of washington and one in new jersey. What do we gain if he is charged with a federal charge on top of it . Not a whole lot and the possibility that if they can tie all of that together and make it murderers in aid of terrorism he could get the Death Penalty in a federal court but its the effort, given whats gone on until now wouldnt be worth it. Its interesting. The American People really want terrorism charged on this even though he is facing these four murder counts and the terrorism wouldnt give us much. But the American People seem to want a federal terrorism charge in these cases. It walks like a duck, quacks like a duck is it terrorism. You have a motive that is idea lod ideologically driven. If we dont treat it as a terrorism case are we giving free passes to future cases . If we had unlimited resources i would be with you on that. But a judge will tell you a lot of the prosecutors and agents are so taxed that we dont have the luxury of going after them. I dont disagree with that but its the deterrent affect. And the thread that leads all the way back and to that Training Camp on the west coast and that thread is militant islamism. Thats the thread you have to follow. Why are we finding it when i see that thread i think how many arent we finding . What i come away from looking at that investigation is that if you look at this data set in a neutral way and you do not pull out the religious thread, you is this rich bed of information and several investigative threads that take you from new jersey to a major terrorist figure not only in the uk but also in somalia. But the you pull away this veneer there may be an extreme religious component what youre left is the bare bones of the facts and few investigative leads and that has the effect of undercutting our National Security. Can i pick up on that point. Most people are not aware since 9 11 there have been nine the ones that we caught . That includes attacks and that we prevented. These are plots. This comes from the Congressional Research service who did this analysis for the congress. There were 70 something as of february and a handful since. So this isnt a small number set of issues. This is a significant threat. And stepped up. What happened in canada this week. These attacks are being stepped up in north america, at least. The people who are leading these agencies are downplaying the significance of each of these. And downplaying the connection between them and militant islam. Why would they do that . Because osama bin ladens dead and them sis emphasis on the lon wolf, there is an emphasis to do that. That takes the individual and makes them an isolated crazy. Its easier to pretend its an isolated individual acting on their own initiative but it is a part of a Broader Network. But as the judge mentioned to me earlier, you dont need a warrant to look through all of the social media and comb through the internet. You dont need a warrant but people have to understand that if they dont want the government in all of their communications then they have to accept a certain level of risk. Part of living the way we do here in the United States is that there may be lone wolf cases that get through the net. But frank, every single one of these cases if you go back, all of these now getting arrested for these terrorism charges is that you could see the writing on the wall. They were all saying the same thing. Its more Political Correctness and civil right reasons we dont near them until after theyve done the murder. We have to hit the ideology. Expose it and remind people what it is they are committing. You can also authorize some more aggressive tactics like what are used in narcotics operations where you get people in undercover. You get people to act in a proactive sort of way to substitute and give disinformation. I think that Law Enforcement is very reluctant to do that because people are youre at the borderline with religion and people dont like getting into that but we may have to get further along in that direction if were going to crack this open. Let me understand, the bureau does get there. The whole objective is to get there before the bomb goes off. Its inintelligetliintelligent the bureau has had a number of cases where theyve been accused of entrapment. Many cases, so that gets back to the risk question that cat was discussing. At the end of the day its a multifaceted approach. Weve got to continue to apply pressure overseas. If they are looking over their shoulder they are not plotting and executing attacks. We need to look to ways that we can improve our information and intelligence sharing. The reality is youve got people in the middle east influencing people in the world over and youve got the investigation and Law Enforcement piece. The misinformation is exposing the ideologist for what it is. Theres more of it now. Theres more of it but in the last six weeks alone there have been three intelligence bulletin warnings about attacks here in the United States and also with our allies. Thats not an accident.
