FOXNEWSW On The Record With Greta Van Susteren October 22, 2014 23:00:00

Unafraid. No online show tonight. Kimberly guilfoyle in for greta goes on the record right now. This is a fox news alert. Just moments ago fox confirming the shooter in todays rampage is a convert to islam. Chaotic scene playing out in canadas capitol city. New fears the deadly shooting spree could be terrorism. [gunfire] that dramatic scene caught on camera as dozens of shots rang out inside the Canadian Parliament building today. Hello everyone, im Kimberly Guilfoyle in for greta van susteren. Todays Violent Attacks started with a gunman shooting a canadian soldier to death after National War Memorial in ottawa. Then the running into parliament sending government members running for their lives. That gunman was shot dead by security. And just moments ago, fox news confirming the suspect is identity. He is 32yearold michael gabo. And officials believe is he a canadian convert to islam. We have Live Team Coverage from canada to washington, d. C. We begin with fox news chief intelligence correspondent Catherine Herridge. Catherine . Kimberly, within the house hour Government Official confirming to fox news investigators believe the suspects real name is Michael Joseph hall and u. S. Agencies have been advised the shooter was believed to be a convert to islam Counter Terrorism investigators is reviewing his social media traffic and re. To the attack on two canadian soldiers in quebec monday. Tonight, we are told nothing has been found, but the investigation is ongoing. This information about the shooters identity was shared earlier today and inLaw Enforcement bulletin portions were obtained by fox news. And were also learning that the secretary of Homeland Security jay johnson was given a full briefing on the shooting earlier today. An Fbi Field Office have been told to raise their level of vigilance given todays shooting and last weeks joint intelligence bulletin warning military and Law Enforcement of a spike in isis chatter calling for attacks. Separately Counter Terrorism source tells fox news that a similar pattern was scene in the five days leading up to todays incident in ottawa with a spike in chatter targeting canada after it joined the Coalition Fighting isis. There has been no claim of responsibility yet for todays shooting. Nor is there confirmation the shooter is linked to a recognized terror group. Kimberly. Catherine, people at home wondering you have some factual information there that is significant. Shooters identity being determined the fact that he is in fact convert to islam. Are we able to connect any of these dots to say this was an unusual who was on any watch lists . Has any criminal contact . Any kind of re . Runins with Law Enforcement, someone who might have been recently inspired to do this type of attack . A great set of questions. Can i can lay out for you some of the dots that theyre trying to connect tonight. First and foremost whether there is a connection between this shooter and the incident in quebec on monday, whether there is social media traffic that can connect the men and whether they seem to be from the same track, if you will, that they both wanted to fight overseas but they were both prevented from leaving canada. In canada they have been taking away the passports of individuals they think are at high risk tore radicalization. Secondly, when you look at the data stream, what you see is since late september, early october, there has been a con sis is tent beat of threat information targeting members of the military. We were first to report here at fox news about an incident involving an air force father and his son were were attacked sort of flash mob style by isis at the end of september. This led to bulletin, telling people in the services to reduce the number of people who can look at their social media profile also take off information that limping them to the u. S. Government or u. S. Military. Now we are told we have seen another stream targeting Law Enforcement and the u. S. Military and then something very similar playing out in canada. And tonight what we know from a Counter Terrorism source is what they are looking at a photo that has been posted online by a group purporting to be isis and saying that that is the shooter, kimberly. Again, some other twitter traffic, social media, isis trying to claim credit. We dont know if that can be verified or not. That may be a false claim. Sure. But there are significant number of data points that are connecting here, if you will to sort of create a Fertile Ground for this type of incident. But, first and foremost, for the canadians, based on a conversation with a Counter Terrorism source is whether there is any connection, electronically, between the suspect today and the individual monday. All right. They will be hot on the electronic trail to see if they can tie any of this together as it this investigation develops and bring it to it you live. Catherine, thank you. You are welcome. Most of the downtown ottawa still under lockdown because there could be more suspects on the loose. Joining us from ottawa the reporter who shot that dramatic video inside the parliament. Josh, thanks for being with us tonight. My pleasure. What you can tell us at this hour. You shot that video which is incredible. Everybody has been commenting ton. Really a harrowing scene. It was. Seems like quite a while ago now, just before 10 00 a. M. , this morning, shots broke out it was a quiet morning. This is morning when all the members of parliament are here for their motion, their caucus meetings. In other words, this is a time when you had all or nearly all of the mps in the building when there is a not a lot of times you would have that still in parliament under lockdown. Dont know when we are going to be sent home. I dont know whether that is because they think its a very fluid ongoing situation, whether there is a manhunt of some kind or whether they are trying to get statements from us, i dont know. But all i know we have been in sort of lockdown since shortly after 10 00 a. M. When all this happened. Quite a harrowing day for everyone here. Tourists. Mps, journalists in this room. A lot of people who were in the building at the time. Okay. And, you know, so crucial was that information you were able to give us, of course, experiencing live, you were a witness to this crime as it was unfolding. Tell us about the shots that you heard. Yeah. So we sort of heard two waves. Found it a little louder. Speculation this might have been a rifle. In other words, that it would be the gunman firing. Thats what sent, you know, me and other guards and stuff running towards sort of mean, hallway where a lot of this went down it was in the rotunda. Sort of like a welcome area to the center block of Parliament Press tinge just area as can you imagine often very filled with tourists. Wasnt this particular it morning. There werent a lot of people around. Police then moved their way down whats called our hall of honor, tribute to soldiers died in afganistan. Sort of a backbone of the Parliament Building running right down the center of it at the end, its the library of parliament. They werent fired as they moved but as they sort made their way down i can only guess that the guy came out or someone came out and they opened fire firing a dozen or two dozen shots towards the library. In other words, away from me and others at the back and we saw the body on the ground and that was the first time i seen what i presumed to be the shooter. I hadnt seen him. That was the first time you got a visual . Yeah, yeah. Heard from other people that he was seen with a long gun and that he had come in sort of the main door. There is not a metal detector or anything. Just the regular door that has a couple of guards. One more short flight of stairs. Staff, we sort of flash a path and go in and out of the building. So, we, you know, it is not exactly tightly secure door. You dont have to break through anything. Okay. So you didnt notice any heightened security measures or tactics being employed today after yesterdays hit and run incident . Mondays hit and and as you noted the candidate raised the cair warning. I had one would didnt know we had one which gives you a sense how close the attention is paid to that we dont often check on the terror warning and stuff. So, you know, i did not he know this frankly any additional security today. There might have been, but i walked in, flashed my pass. Had my coffee in my hand like the rest are of us. Things were proceeding pretty normally until 9 54 in the morning when that gunfire broke out. You could smell the gunpowder in the air. You could see the smoke, which is a very chaotic scene. Wow, josh, and you are still in lockdown in Parliament Today as you are speaking to us. This is incredible story and i think that things have dramatically changed for the future for canada based on this act of violence tonight. Josh, thanks for being with us. My pleasure. That i can care. Take care. We still dont know if the gunman or gunmen have any link to groups. Was todays shooting attack related to mondays hit and run attack that i just mentioned on two canadian soldiers . For more on that, fox news correspondent David Lee Miller joins us from ottawa. I understand you just arrived in canada, what you can tell us . One of the first things that you cant help but notice is the capital city of canada, ottawa at this hour, much of it still remains in lockdown. More than nine hours now after the shooting took place imagine the heart of washington, d. C. Essentially shut down for nine hours after an incident. Well, that is what is happening here now. We have just received word that we expect later this hour that the Prime Minister Stephan Harper is going to take to the airways and make some type of a statement. This following a very difficult day for so many canadians. The time line here. 9 52 thats when the gunman opened fire on a reserve soldier serving as honor guard at the war memorial . That reservist jumped the opportunity. This is a very special thing to be asked to serve as. And he did so, of course, can no an it tis pation that anything like this could happen. There are reports that he was shot at point blank range by the gunman. Then, minutes later, the gunman made his way to the parliament. Thats just a few hundred yards away. As we just heard, thats where the chaos ensued. The gunman began to open fire, according to one witness i talked, to firing as many as 40 rounds. One of those rounds hitting in the leg, a Security Guard at the parliament. The gunman continued to fire. He made his way throughout the building on a significant day here. This is caucus day. That means the building is packed with lawmakers. Coincidence or not, there were dozens and dozens of people, hundreds of people, lawmakers in the Parliament Building expecting to do business as usual. The gunman made his way through the parliament and thats when things took a dramatic turn. The sergeant at arms, largely ceremonial post, opened fire on the gunman. We understand that he was in his office when he heard the shooting take place, according to a witness. I understand that the sergeant at arms then, with some type of side arm, left his office and was able to shoot the gunman. So the gunman at this hour identified as we just heard from Catherine Herridge, michael bebow, we understand a recent convert to islam. He recently changed his name from Michael Joseph hall. Local media reports say, kimberly, he had already been designated as high risk traveler and that his passport had been confiscated. Lastly now, there were a number of injuries at the Parliament Building including the three people who were injured tonight were released from the hospital. But at this hour, on the minds of so many canadians, the question, kimberly, 10 10 it 22. Is this a day that for canada at least many is going to change forever . Back to you. It certainly is thanks for update. Canadian parliamentary member was inside the building when the gunfire rang out. Thank you for being with us. Take us what you were experiencing when you first heard the shots snyder. Shots fired . As your correspondent said on the hill. I was going in my caucus which is a floor below where the incident occurred. Heard this pop pop pop. And i assumed it was construction because there is a lot of construction going on on the hill until the Security Guard came racing down the hallway and said out, everybody out. Do you what you are told. We were ushered out the pack door quite quickly. So then we kind of huddled out the back and didnt really know what was going on and whether the construction workers said to us well, if there are people in there shooting, it would probably be wise if we got behind something. So we stood behind one of the monuments and there is a woman and she was crying and another woman who was huddling, protecting her baby. And then we not much point staying on the hill. We skirted the eastern perimeter of the hill and got off the parliamentary precincts. Then it hit us when you saw all the security out on the main street in front of the Parliament Building. Quite a day and very dramatic. Had you received any advanced briefings to expect the heightened security or the threat level, perhaps, being raised that anyone would think that it would be a direct target there at the parliament, essentially the peoples house like we had here in the United States . Yeah, no, nothing. We have a relatively accessible parliament. I think that may be one of the victims of this day we hold dearly our opportunities to interact with citizens and legislators with citizens and citizens with legislators. I have been doing this for 17 years now and never ever thought it would come to a day like this. Which is, i guess its going to change. What measures would you recommend be taken in light of what happened today . I would like to get my facts lined up before i make my conclusion. I think there will be a panoply of suggestions that will be made certainly since 9 11 we have had heightened security on the hill. Certainly when i started here anyone could walk on or drive on to the hill for that matter. There have been quite a number of measures implemented. Probably some that are quite visible some that are not clearly as visible. Beyond that i think thats left left to others. Not imagine get shot off into lay down that suspect, how many other lives could be lost today . Clearly is a a hero and i dont i just have nothing but admiration for him. Where the shooting took place is just literally outside of his Office Government caucus and official caucus were meeting in separate rooms. And this as your correspondent said could have been a very very significant incident involving members of parliament from all the parties. You are right, just proximity the way you laid it out. It could have been much higher casualties so thanks be to god that he was there and acted so swiftly. Mr. Mckay, thank you for taking the time to be with us tonight. Thank you. Good night. The fbi and Canadian Police working around the clock to determine if todays deadly violence was an act of terror. So what signs are they looking for . Terrorism expert walid phares joins us. Walid, so you have heard them from our previous guest lay it out. Eyewitnesses, people who were there who heard the shots and of course, the heroic act from the sergeant of arms mr. Vickers taking out that suspect. When you heard that reporting as well from Catherine Herridge abs individua recent convert to islam and then you also hear the terror chatter that had been going on prior to this, what do you make of it . Well, first of all, there are things, kimberly that we know and things we dont know much about. The things we know are the big picture. Your guest and other guests have been talking about standing instructions by isis Islamic State in syria and iraq to anybody who is either a member or a supporter to do two things. First, believing as much as possible the United States and allies and canada is an ally on the bun hand. We saw what happened in australia a few weeks ago. An attempt to slaughter people on the ground and then a more specific instruction by isis to now as catherine has said targtsd the military in the United States and other countries, what we dont know is the actual operation two cases both are from question quebec and canada. Are they connected . Is it somebody, a middle man, a middle person between isis and these people or are they on their own lone wolves we dont know. Thats what people are wondering at home. Was this some kind of concerted effort or attack or someone they this identify passport revoked. Suspicious of. Going to do something to act here at home. Thats the real question given what we know at this hour. Heres the problem, kimberly, the pool of individuals who are are both in the United States and in canada is pretty big. People are radical. People who want to go to join in the taliban and now isis, hundreds of those. How are we able, are we going to be able to determine which one is going to act is the ream problem with Counter Intelligence services. So what we have right now is is the possibility that any member of that pool of people have been indoctrinated and radicalized could take action without being organized of with the mother ship back in syria and iraq that is the problem. When you look at these selfradicalized by reading and there is a lot of informati
