FOXNEWSW Outnumbered Overtime With Harris Faulkner April 9, 2019

Just ruled incredibly that he doesnt want people staying in mexico. Figure that one out. You have a Democratic Congress that is obstructing. He talked about obstruction, the greatest obstruction anyone has ever seen. Harris a lot of questions shouted they are. We will lean now on chief White House Correspondent john roberts to bring us the news. John . Harris, good afternoon to you. A lot of talk in recent days at the white house is considering starting a new policy regarding family separation. At the end of that press availability with the president of egypt, elsisi, and the chaos of the white house staff tried to shoo the press out of the oval office, the president address that and said hes not going to do that. Listen here. We are not looking to do that, no. We are not looking to do that. Thank you very much. But it does it brings a lot more people to the border. When you dont do it, it brings a lot more people to the border. We are not looking to do it. President obama we change the law. The president they are saying that president obama separated families. He stopped it, although the zerotolerance policy did reinitiate it, but the president said, not looking to do it. What they are considering is the socalled binary choice, which is agreed to in a joint court filing by the department of justice and the aclu last july. It would give parents who are being detained a choice of whether or not to have their child stay with them in detention or at the end of 20 days voluntarily separate from their child and allow their child to go stay with either a relative in the United States or a licensed program in the United States. This is the court filing right here. It would have given parents the choice of doing that. In terms of dhs, when Kirstjen Nielsen leaves at the close of business tomorrow there is going to be a lot more people who were on their way out the door with her. They will likely lead. Democrats mean time the primitive the man on the light dont migrate. Kevin mcaleenan saying in a letter from the Homeland Security chairman, the president shall, though the law does not allow mcaleenan to step into a job. Saying, the law of succession is clear. The management shall serve as the acting secretary if the others are unavailable. The current undersecretary is clear grady, who is also serving as the acting deputy secretary. So its pretty clear that she is going to be have to be removed from her position in order for mcaleenan to take over. Of course, all the political appointees serve for the pleasure of the president. They know but theyre getting into and these take these jobs. It grady has all the number of positions across the government, the department of defense, the coast guard. She received a rank award in 2010. I assume that she will have no problem finding another job. Another big change at dhs, the u. S. Secret Service Director, randolph tex alles, is leaving at the end of april. He will be replaced by james murray, currently the head of protective operations. The u. S. Secret service staff, im told, were shocked to hear that alles is leaving. He came over from customs and Border Protection a couple years ago. Marie has been with the service for 20 years. Alles was seen as something of an outsider, which is what the president was looking for when he was appointing him. Murray has moved through the ranks. Rumors of lumbar changes. Stephen milligan of the chief to mystic quality advisor who was given he wants to restructure management throughout dhs to take a tougher stance on immigration. Reports that Lee Francis Cissna may be mexico, along with senator Charles Grassley of iowa wearing the white house not to make any more changes at dhs. Im concentrating on those, trying to save a good intellectual basis for his immigration policy. Talking there again about the head of the United States customs sorry, citizenship and immigration service, as well as the policy. The policy deputy. Grassley says that by making any of these changes, the president is pulling the rug out from underneath the people who are trying to support them. Harris . Harris im curious to know what the white house says, from the criticism that comes at this point, that you are looking at some open position the food chain. What is the response . The president is doing what he thinks is best for the nation, and im sure that he appreciates the difference of opinion whether it be without the white house or in congress. But the president is going to do with the president wants to do. You should know that by now, Harris Harris john roberts, thank you very much. Coming up in a few short minutes i will be talking with the public and cant spend my rogers about this. He is Ranking Member of Homeland Security, enable get his use and expertise. Keep watching for that. He fox news alert as per attorney general william barr is testifying on capitol hill. That happened earlier today. For the First Time Since the Mueller Report was completed. He says he will release the report, redacted, along four areas, within a week. The issue is how much of that congress will see. Democrats are demanding a full unredacted report, and the underlying evidence. But barr says there are and will be redactions of that the special counsel is working with the doj on providing colorcoated explanations for. Watch. We will cover code the excisions from the report and provide explanatory notes describing the basis for each reaction. Within a week. , i will be in a position to release the report to the public. Harris Catherine Herridge with the news from capitol hill. Catherine . Thank you, harris. Democrats use what normally would be a routine Budget Hearing to press the attorney general on the status of the Mueller Report. We got a much better idea of the timing, within a week, and what it would look like with this colorcoded system for material that is redacted. And the attorney general emphasized that the redactions are based on the laws and regulations. Grand jury material, classified information, also sources and methods, ongoing investigation, and respecting and preserving the privacy of individuals who are not charged. The attorney general also emphasized that his 4page letter to congress was not his summary. It was a bottomline principal conclusion. Listen. My march 24th letter was meant to state to the bottom line conclusions of the report, not summarize the reports. I tried to use as much of the special counsels own language as i could. The attorney general was here on capitol hill for about two hours today. He took a number of questions not only on the Mueller Report but also on immigration and the Affordable Care act, specifically democrats wanted to know about his decisionmaking on this issue of obstruction and the questions over whether the president was correct to tell the public that he was exonerated by the Mueller Report. Listen to this exchange. Can you elaborate on what is meant by does not exonerate the president . That the statement made by the special counsel. I report it as one of his bottom line conclusions. Im not in a position to discuss that further until the report is all out. There are some other headlines during the hearing this morning, harris, and they have to do with the review the attorney generals doing of the genesis or the beginning of the fbi counterintelligence investigation in 2016, and whether that was executed in accordance with the law. We also got a timeline on the inspector generals findings into allegations of fisa abuse. Abuse of the surveillance warrant system to obtain a warrant for Trump Campaign aid. Once again, heres the attorney general. I am reviewing the conduct of the investigation, trying to get my arms around all the aspects of the counterintelligence investigation that was conducted during the summer of 2016. I havent seen the referrals yet from congressman nunes, but obviously if there is a predicate for an investigation it will be conducted. We have a second round of questioning tomorrow, harris. The attorney general will be back on the hill for another Budget Hearing. This time, on the senate side. Harris catherine, thank you very much. Thanks for all that information. Its great for my next conversation. The democratic member of the house panel that questioned attorney general barr today, commerce men Matt Cartwright of pennsylvania. Thank you for being on the program. Its a pleasure, harris. How are you doing . Harris fantastic. I want to start with with his hearing was originally supposed to be about. At 30 billion fiscal year budget for 2020 and a close look at that. What percentage would you say focused on that versus the Mueller Report . Not very much. I will say this, harris. We are up to with these hearings im on the House Appropriations subcommittee that funds the entire Justice Department. Really, they describe the Appropriations Committee this way in the house we have republicans, we have democrats, and then we have appropriators. We have to get along. We have to come together on a budget that funds the government, and that includes the budget that funds the entire Justice Department. We got the request, we have questions not only about specific line items in the request, harris, but also its our job to conduct oversight to find out how is the Justice Department spending taxpayer money . If we dont ask those questions, we are not performing our constitutional responsibility. Harris i watched a lot of this this morning, and the backandforth you had with attorney general barr was a little chippy. You were upset because the doj is looking into the process of saving to find out the constitutionality of obamacare. With the attorney general said and i want to quote him now we will follow this on the basis of law. So they will look and see what happens. And he said, what happened if obamacare is ruled unconstitutional and people lose the health care . He went back and forth on that issue. But you had congressman you had nita lowey and others spending time on mueller. At a hearing like this, every before the report comes out, what that serves not the health care person, but the mueller portion. Those are fair questions, as usual come from you. Harris well, thank you. I will say this ive been looking for to talking with the attorney general general. I followed his confirmation hearing. I liked a lot of his answers in his confirmation. Member, this is a man who doesnt need this on his resume. Hes already got there. He didnt have to come back into the maelstrom of politics and policy fights that are going on right now. He didnt need to do this, but he did. Hes in a tough position because we have policy concerns, politics, and then you have Justice Department positions that have to be taken. The question that i had for him was about the Justice Department taking a position that they want to sweep away the entire Patient Protection and Affordable Care act. Do they really mean to devote precious resources to pushing that when they dont have a replacement plan . Has answer was, yes, but we dont he kind of sad, harris, that we are not all sure its going anywhere in the courts. Which astonished me. The question is, why are we wasting taxpayer dollars on the position that hes not confident will prevail in the courts . Go ahead. Harris i would just say this, it was a little bit stronger than we are not sure. What he said was, we are in litigation, we have to take a position. And he was wondering why you were feeling like it might actually happen with the constitutionality being wiped away. He put it back on you. Again, some of the more chippy and dramatic moments were between you two talking about health care. As you already said, a big portion was about a report the Mueller Report. And what we will see an rejected fashion. I want to slip this in real quickly. What the independent counsel did ken starr, he has told himself was quite different than what the special counsel release. Redactions along the lines of grand jury and three other lanes. Will democrats continue to push for something that is already going to come out in a week or so . Real quickly. I dont think we learned a lot new on that subject. We are all just stepping around in the dark until we see what redactions are. I was encouraged that the attorney general said hes willing to work with chairman nadler and figure out a way that he can satisfy any of his concerns. Thats what we are really after, all of us together, harris. We want to get over this. We want to air it all out, make sure there arent any lingering questions and lets move on. If you want to hear you see say the words im in courage and youre waiting to hear redactions put you in a special position as a democrat. I will approach you on that another interviews. I appreciate you being on the show today, congressman cartwright. Always a pleasure, harris. Take care. Harris thank you very much much. Coming up, when a Ranking Member of the committee, mike rogers, dreams me moments for now. Reports that President Trump could replace more top dhs leaders and any concerns they are, any plans there. I will talk with him. And a man is now in court accused of plotting to run a stolen truck into a crowd at marylands National Harbor near the nations capital. Ahead, former fbi assistant director on how authorities crack this case and how to protect socalled soft targets like this. Stay with us. Only one in ten veterans use their valuable va home loan benefit. But i have got some good news that will change that. Newdays Operation Home. It lets veterans buy a home with no down payment and without paying one dollar out of pocket for closing costs. No down payment and not one dollar out of pocket for closing costs. Why rent when you can buy . Newdays Operation Home is real. So spread the word our mission is to provide complete, balanced nutrition for strength and energy whoohoo greattasting ensure. Youve got a good record and Liberty Mutual wont hold a grudge by raising your rates over one mistake. You hear that, karen . Liberty mutual doesnt hold grudges. How mature of them for drivers with accident forgiveness, Liberty Mutual wont raise their rates because their first accident. Liberty mutual insurance. Liberty. Liberty. Liberty. Liberty. Harris look at this dashcam video north of atlanta. An officer was struggling to arrest a dui suspect or tried to drive away, pinning that officer to his car and then dragging him for several feet before the officer managed to turn the car off. Surprisingly he was only left with minor injuries, thankfully. Police say the suspect had Illegal Drugs inside the car. President trump is pushing back this hour against reports that as many as four top Homeland Security officials could be on their way out, following the departing of secretary Kirstjen Nielsen and the secret Service Director announcement that happened, breaking at this hour yesterday. The president likewise says the controversial family separations are not something that he is looking to restart, despite a report suggesting he was considering doing so. Joining me now is republican congressman mike rogers of alabama, Ranking Member of the house Homeland Security committee. Good to be with you. Harris first of all, the president talking today about looking at not restarting the separations. How important that all mike is that in the mix of the news happening . Its important, because thats a real distraction from the crisis weve got of people coming over. We have to keep these Families Together and have more resources to be able to do that. Unfortunately we cant get the democrats to work with us on making sure we can provide those resources to cbp so they could put that infrastructure in place. The medical personnel in place. So that we have capacity for these folks. Otherwise we are going to have to separate them, and thats just not what we want to do. Harris as Ranking Member of house Homeland Security committee, im curious to know what is happening at the dhs and what the goal is. Before the president says he wants a tougher stance overall with border security. First and foremost hes getting in the fencing bill. I went with him last friday to see the fence, demonstrating to the American Public how different this is from what weve used in the past. How successful it is, and to highlight the problem. What he can do right now is what he is doing. Moving forward in putting the barriers up, trying to shift personnel to work the border. Out of it administration functions, on the border where they can do their policing functi
