Theres not a lot of movement you can see, it looks like this latest look at the shootdown of that drone, what does it communicate to you . David well it communicates that it reinforces exactly what the Central Command leadership is saying, that this aircraft was flying in International Airspace and quite frankly as a military officer whos actually been involved in the operations on the, theres no reason to fly this aircraft over iranian airspace. In a couple hours, if not the matter of days, exact coordinates of where the aircraft was operating will be released. Harris weve just learned that there is a plan for the white house to brief on iran, bipartisan, bicameral congressional leaders in the situation room at 3 00 p. M. Eastern, just to further the reporting here. Canadian Prime MinisterJustin Trudeau is now being pushed back, timing is unclear on that. This is not taking precedence it seems over everything else. What do you anticipate will be part of a briefing based on what we already know . David harris, as youre well aware, the pentagon into Central Command are masters at putting together courses of action. Im sure that was what was briefed during the 11 00 hour and it appears that the president is going to share the plate with the Current Situation and perhaps go into the courses of action that lay in front of him and share that with the congressional leadership. Harris we are getting worried that the majority leader senator Mitch Mcconnell is going to head to the white house for that briefing on iran today so people are starting to put their plans into place, timing may slide it to her for a what we are reporting on that. You mentioned global hawk, i want to understand the mission here because you said it wouldnt even be necessary for it to fly over iran. David this particular aircraft is owned by the navy but is operated by Central Command, its all large aircraft and people talk about drones, you can see on the video there, a wingspan larger than a 737 and the intelligence surveillance, reconnaissance capabilities it carries are both electro optical, infrared, and radar. So at the altitudes this aircraft is flying at, it can be 20, 30 miles away from the area of interest as well as monitoring in this particular case maritime traffic in the gulf of hormuz as well as looking into their military and naval forces. It can look ten, dozens of miles away from where its actually operating. Harris you give us such rich detail on how big this aircraft is, other people simply call it a drone, but with something with a wingspan larger than a 737, thats big and it speaks to the issue of our reporting at the pentagon on why this does look like shoulder fire, someone actually took this out. David the Missile System that was used to engage in shootdown this aircraft was and indigenously designed surfacetoair Missile System similar to what the audience might have heard about, the same kind of capabilities of the patriot or the russian s200. The essay 17. This is the kind of Missile System but it has the capability to arrange across the strait of hormuz and go as high as over 90,000 feet. Harris the recent release from the pentagon, the actual shootdown video they have supplied to the media with in the last short little while. Im just saying so people can kind of see on the screen what they are looking at, go ahead. David what i was going to suggest is i think its a very savvy move by the president to introduce the notion that this may not have been a top down directed engagement action because it gives him maneuver room in the diplomatic space. However, i was also going to say, it wasnt and accident to the person who engage the aircraft. Somebody didnt accidentally put their coffee cup down on the shoot mechanism, acquire the aircraft with a radar thats necessary to guide the missile and then detonate the missile in proximity to shootdown the aircraft. So there is chain of command problem where there may have been and clearly the president has all the intelligence information that would give him that kind of an indication. But theres a big difference between, you know, command and control from leadership and the actual action taken to engage the aircraft. Harris all right, that is very helpful. I want to hear from the president as soon as the team in the control room says we can about opening that door. It wasnt like somebody set their coffee cup down and it was that kind of an accident but this speaks to the issue of what you were saying, whos in charge now . Jennifer i think who is in charge, unless we see evidence otherwise, it is still the Supreme Leader of iran who is in charge and then you have the civilian leadership and then you have the Iranian Islamic Revolutionary guard corps, the top generals there. It is hard to imagine that with such a sophisticated missile, surfacetoair missile, that it was a rogue unit. That being said, the president has intelligence and he is aware of things that we are not aware of right now and he also has a larger strategic purpose in terms of bringing the iranians back to the negotiating table. The military is providing him with options, they are going to be calibrated options designed to send a signal. From my read of hearing there is a 3 00 p. M. Meeting in the situation room with a Bipartisan Group from capitol hill and the urgency of the meeting in the way in which the pentagon is rolling out the evidence of where this drone was, it suggests to me that there will be military action. What that military action is at this point is hard to say, my guess is they will take out that sam missile because they know the location of where it was fired from. That being said, those options were presented to the president. Were going to point out and remind people that International Airspace and International Waters run 12 nautical miles from the shoreline of iran. When we heard from the top u. S. Air force general in charge of combined operations just moments ago at the pentagon, he made it clear that this Global Hawk Drone was flying 20 miles from iranian the spot where the surfacetoair missile was fired. It is outside of iranian territory according to the u. S. Military and that is significant and why the president will feel the need to respond. Harris the present of the United States moments ago in the oval office on this topic, watch. Fortunately the drone was unarmed, there was no man in it, it was over International Waters, clearly over International Waters but we didnt have a man or woman and in it. It wouldve made a big difference, let me tell you. I have a feeling, i may be wrong and i may be right. I have a feeling that it was a mistake. I can tell you. Harris there was the president talking about the specificity of how this couldve happened and may be a mistake but he said, if this had been unmanned drone, a very different situation. I wingspan larger than a 737, some people who are watching may wonder, how could it have been manned at this point, why would we need to do it . The largeness of this for a lack of a better word, enormity when most people think of a drone speaks to the issue of what we can do with the size and how far away we can be from different countries. Jennifer i think the reason this is unmanned is that it diminishes the risk to the u. S. Military personnel and whats unfortunate, whenever a drone like this it shot down is that it tells the enemy, the adversaries what our capabilities are and the u. S. Military has incredible surveillance capabilities, our allies know that and unfortunately our enemies also know that. That global hawk is worth about 180 million, it is an expensive loss, there arent enough and drones in the u. S. Military, there is a demand for these all over the world. It is a loss but i think the president is drawing a clear line that there was not a loss of u. S. Military personnel lives and that would change the calculation in terms of a military response or any response at all and i think is drawing a very clear line there that any u. S. Military personnel who are killed by iranian actions, there will be a very different response. I think that is a significant messaging that was taking place moments ago. Harris jennifer, youve been with us for the better part of an hour now, with therefore Central Command with one video and audio telling us what was coming up and this latest shootdown video. I think the general was right in several senses, one of the challenges for this particular Missile System, both of those are shoot and scoop type of missiles and so they may have launched and may have moved those missile batteries to a different location. Certainly we will go after the assets, whether they are on the water or on land and how we do that is going to be quite interesting to watch. Harris one of the things weve been covering, thats so interesting, the shoot and scoop and mobility youre talking about, would it be quick mobility . One thing jennifer said based on the size of this, this was not a shoulder missile and you had this surfacetoair missile was sophisticated compared to what you might use on your shoulder, this thing was huge that they did, a large wingspan. John right. One of the disadvantages of the global hawk is that it is very large and not very maneuverable at all. It becomes an easy target for any type of radar Missile System. A range of about 20 nautical miles, this was right at the very edge of that. However you are shooting at a target that doesnt move very well so it wouldve been easy to knock down. The x300 is a much more capable system but both of those have the ability to launch, destroy a target and get up and move relatively quickly within half an hour and i will guarantee you, harris, there is some nervous missile battery operators right now because we are really good at that. Harris half an hour is a long time when youre talking about the u. S. Military. John it is. I guarantee you those operators are moving as fast as they can. We can find, fix, engage, and destroy targets on anybody else in the world. Those folks are nervous. Harris thank you very much for giving us maybe next steps, the next look at all of this. If she actually used it to talk about closing those loopholes, to end of the asylum problems we have in the United States, to make sure the Border Patrol guys who are daytoday changing diapers, feeding children, if she makes sure all the resources necessary or allocated to them, she could have a real impact on this debate and solve it but right now shed rather shift of the blame because she likes the partisan play.
