Despite the president being overseas. President trump i think he is a deranged human being. He grew up with a complex for a lot of reasons that are obvious and hes a very sick man and he lives. Adam schiff made up my conversation with the president of the ukraine. Melissa chief White House Correspondent live in london. You know, Prime Minister justin trudeau, the president defended, and the president is also promising that if it does go to trial and Senate Things will be much different. He encourage the White House Administration officials that he blocked from testifying in the house to participate in the senate trial. Listen to what he said. When its fair, i would love to have mike pompeo. I would love to have mitch. I would love to have rick perry. And many other people testify. But i dont want them to testify that this is a total fix. While impeachment remains a big story, here are the big story is nato. The president was very critical of the french president Emmanuel Macron saying that his comments that nato was experiencing brain death was insulting and very disrespectful. Later though, the language was much more diplomatic. The u. S. Has shouldered more than its fair share of the burden in funding nato but the discussion hast to be more about money and trip numbers. Its clear there are growing differences over the fundamentals of what nato should be. Listen to what the leader said. I appreciate you saying that. The United States for decades has been paying disproportionately to much for nato. We had a different objective i think right now, and its a much bigger picture. One of the things that mccrone is saying, turkish president to one is fighting the Kurdish Forces that helped nato decimate isis. Mccrone and the other european nations have resisted taking back people to join up with isis but macron is saying its a very tiny percentage. Listen to this exchange. President trump would you like some nice isis fighters . I could get them some for you. And i think number one, its to get rid of isis. This is our number one. This is that was one of the greatest nonanswers ive ever heard. Another disagreement between the two leaders, identifying some 2. 4 billion in french goods including wine that could be subject to tariffs if france goes on with that tax. We got the reception at Buckingham Palace, and the meeting with Boris Johnson will also be with the leaders of nato. So while there may be a oneonone pull aside, they are avoiding the appearance of a oneonone bilateral meeting and that keeps President Trump that sort of armslength there with the British Election looming ahead of next week. Melissa thank you for doing that. Youve given us lots to nibble on. Lets dig in with nile gardiner, former advisor to late prime comic british Prime Minister margaret thatcher. Steve hilton, a host of the next revolution. Im so excited to have you here because you have experience reading the tea leaves. Lets start with that exchange with Emmanuel Macron. Some say they Exchange Ideas about being forth and, now i will go to your first. I think the centerpiece of the summit so far was the clash between President Trump and president macron. And a sharp difference in visions between the two leaders. Hes making a series of very unhelpful comments recently claiming that nato is on its death bed. And macrons comments have been hugely counterproductive and theyve been widely condemned across the nato alliance. And President Trump as a defender of nato and urging the french and other nato members to spend more on the defense. And i think Emmanuel Macron wants to build a European Union army which is apparently delusional. Melissa how ironic is it that they are having a conversation as the defender of nato when the very first thing he did when he came into office pretty much was to talk about how nato people werent paying their fair share. He said it directly to their faces. They snickered at him and there was so much pearl clutching about how much the president had insulted nato. What do you think about this turn of events . I think they go together actually because by putting those arguments out there so directly, and shaming the other nato members to doing more, a lot more, an enormous amount. 130 billion, thats a huge amount. Melissa im sure you are absolutely right but right now, the president has finished the tea that he has had with Prince Charles and has moved on now. You can see the president there along with first lady melania trump. And, they are woefully behind schedule i have to tell you. This was supposed to start a while ago but the president was over having tea with Prince Charles. Now they have arrived and gone inside of Buckingham Palace where there is a reception laid out for the evening. It will be the nato members there hosted by the queen herself. And, later on, the british Prime Minister will be hosting a reception himself for all the nato members as well. Thats a bilateral meeting with President Trump, and so instead they have a reception, the Prime Minister while they are. Where all of the nato members not sure whos getting out of this car but while we are watching it, steve i will let you finish your point because it was a good one. I think that President Trump by being direct with nato over its deficiencies has actually strengthened it. He shamed them into doing more and thats why those two things go together. To your earlier point i love the way that President Trump is just ripping the mask off of the diplomatic b. S. That weve had from year after year. I used to work on ten downing street as you know and i remember with these events, its all in the past. Its all cooked up any bit comic in advance. They literally write and communicate the statements before the events even happen. As part of that authenticity and directness that President Trump has brought to politics here in america, hes doing that on the world stage, two and i think its great. Melissa do you think that gets more accomplished . So if you arent agreeing to things ahead of time, because there are a lot of career diplomats that say its up to the teams, the preteams on the lower levels to agree to things ahead of time. When the president flies in at the last minute he accuses them of being illprepared. Instead what he wants to do is have a facetoface sincere conversation but, at diplomats all the time come on and say, thats not how it works. You cant accomplish things that way. Whats your take . I think its very refreshing to see the president of the United States lead the free world speaking so freely on the International Stage and so strongly advancing u. S. National interest. I think President Trump has accomplished what many previous u. S. President s could not do which is increase the overall level of defense spending within the 29 member nato alliance. I think President Trump deserves the pressure that he has applied by nato members to step up to the plate. And as a result i think he has accomplished some real change and progress. I think within nato. Its good that you have the most powerful leader of the world here and those were european elites who for so many decades have hesitated to lift a finger in terms of increased defense spending and President Trump has confronted many of the european elites here and said, its time for everybody to roll up their sleeves and fully invest in the nato alliance. Melissa on conversations like this, and we have to leave it there with both of you because we have more breaking news. We are confirming that senator Kamala Harris plans to drop out of the 2020 president ial race as of today. We expect an announcement coming in a short time but we are confirming right now the next one to fall out of this race. Senator Kamala Harris from california. We will be right back. When we see you enter through our doors, we dont see who youre against, or for, whether tomorrow will be light or dark, all we see in you, is a spark we see your spark in each nod, each smile, we see sparks in every aisle. We see you find a hidden gem, and buying diapers at 3am. We see your kindness and humanity. The strength of each community. Weve seen more sparks than we can say. About 20 million just yesterday. The more we look the more we find, the sparks that make america shine. Wwithout it, i cannot write myl tremors wouldname. Xtreme. I was diagnosed with parkinsons. I had to retire from law enforcement. It was devastating. One of my medications is three thousand dollars per month. Prescription drugs do not work if you cannot afford them. For sixty years, aarp has been fighting for people like larry. And we wont stop. Join us in fighting for whats right. Melissa a fox news alert as we just reported, we have learned that senator Kamala Harris will drop out of the 2020 president ial race. Peter doocy is joining us live with more on this. I just got a text from a campaign, and we should expect to see a video from her. They are so proud of that california senator who is getting out, just as Michael Bloomberg is getting started. And so, and this is the reason why you are hearing us injects this to mike jackson, mississippi. Thats something that, or a stead through her campaign. And super tuesday states, she was and is for the next couple years a senator representing california which votes on marc march 3rd. But she was pretty far behind the leaders of the pack in her own state and she was really struggling to catch on for the last couple months and i want. Remember about a month ago, she started pulling Campaign Staff out of other states. New hampshire and South Carolina and sending them all to iowa. She said she was basically moving to iowa and last week she spent thanksgiving in iowa with her entire family trying something at the last minute but it turns out that that was essentially a hail mary that was not caught because just a few days later she is announcing now that she is going to suspend. Melissa im looking at the Real Clear Politics National average and it is worth noting that you have biden at 27, and thats 3. 4 in the average. Shes actually below Michael Bloomberg in this point as he comes into the race late. Hes at 4 , which is a much higher but, still, mayor pete pulling in the average at 11. 4 and warren at 14 . What is the buzz on what fails here . Whats the buzz . A lot of the buzz remember around her was after that first debate. She was the first candidate and the only candidate really to challenge joe biden on stage in front of a National Audience about his record on civil rights. And, she had a catch line here she said that girl was me. And she got a lot of buzz coming out of miami but there was never anything in the time sense that we can remember, and we go to all the events, that generates just as much interest in democratic primary voters as that. That might have still, she had about 20,000 people the Campaign Said in the bay area. But between that and a few months later, the debate moment, there was never anything that got her the kind of spike that you would need as the caucuses and primaries get closer. Melissa stand by for a second, i want to bring in scott bolden. Democratic party and former chair of the National Bar Association pack. Good afternoon. This is huge. This is a tough issue for her and her campaign to make. But as you are prayer guests said, she could never create enough space among the 15 to 22 people who were running and, remember this, she qualified for the december primary debates for the democrats. So this was not as if she couldnt make that. Melissa she qualified to be on the stage but shes dropping out before that. When i talk to people, when i talk to people for the whole thing got started, it seems like on paper one of the strongest candidates. She has obviously failed to connect with voters. Why do you think that is . I think the number of candidates in the race, i think biden heard her tremendously in regard to the black vote and you have to move. We didnt see her moving in the right direction even when she had the bump after the first debate, she wasnt moving. And whether that was her organization, underperforming if he will, whether it was her flipflopping, and that was an issue, but we see not written but i dont believe that. If they look on paper and they dont connect, often times they have to do with authenticity. This is a real person. Some of the completes have been like that flipflop, and shes changed to many of her possessions and, they give biden a run for their money. Thats a tough one. I think mayor pete has a different story and a different following and hes given voters a reason to vote for him. Whether he is the mayor of a small town. I think what, lusk struggled with most is giving voters a reason to vote, not just for my resume but really what i stand for and how we are going to turn this country around. Not only through rhetoric, but what i deeply believe. And, thats the connection. People have to buy into that. Thank you so much and we appreciate your time. I want to bring back peter doocy who is still with us as well. We are also joined by our parapanel and judy or miller is a pulitzer prizewinning journalist. Page deputy editor, both fox news contributors. Dan, i will start with you. Whats your reaction . My reaction is this was predictable. You could ask why she was running in the first place. A lot of people thought they could maybe recreate Barack Obamas magic and come from nowhere and she didnt do that. I think what you had just been discussing, Kamala Harris got caught between the Democratic Left in the democratic center. Initially in the campaign as peter doocy was reporting when she called out joe biden, she was appealing at that point to the left. It became clear after a while that the lefts position had been captured by Bernie Sanders and Elizabeth Warren. Joe biden was holding onto the center and there was nothing left in between. I would say Amy Klobuchar has the same problem, trying to figure out whether you are going to compete for the center or compete for the left and she ended up losing both. Melissa hold on one second judy. I want to bring in peter doocy was standing by. What do you think of the comments that you just heard of . It all fits and i would add on tuesday night we were at the Harris Campaign headquarters into des moines where some of her volunteers and distaff workers were phone banking. Senator harris herself went upstairs away from the cameras because she needed to make 100 phone calls on tuesday night before the holiday to all 100 iowa county precinct chairs. So as recently as seven days ago she was still putting in long hours late at night in contact with people on the ground. So she is certainly was not acting like somebody who is going to spend a couple hours on something that was going to be thrown away a week later. I would just add since we are here it at jackson, mississippi, at a Michael Bloomberg event, he was about a minute ago on his way out to his car and i asked him if we could ask him about Kamala Harris dropping out and he said he was afraid not. So we will try again a little later. Melissa thank you so much. Let me bring in judy to react to that very quickly. So its interesting, it wasnt for lack of effort is what i would take away from what he said. Here is Hillary Clinton just nights before she drops out putting in phone calls late at night to every single hotel in iowa. Putting in phone calls and coming here to new york with a very expensive fundraiser which would start with tickets at 500 and go to the maximum of 2,800. But there was huge discord in her campaign and huge disagreements about strategy and how she should position herself and where she should put her resources. Others said it was a mistake. She is tied with bloomberg at 3. 4 . A little before hand. Let me interrupt for just a second here. Now she, could we see the email she sent out to supporters saying im suspending my campaign today. Im taking stock and looked at this from every angle and over the last few days have come to one of the hardest decisions of my life. My campaign for president doesnt have the Financial Resources we need to continue. Then she goes on to say, im not a billionaire. Which is interesting because shes immediately taking a shot at we start of the segment thing if you look at the real clear politics average, Michael Bloomberg just past her and she is qualified to be on the stage in december. Yet as she sang it shes forced to drop out because she doesnt have the money and shes not a billionaire. Thats an interesting point, isnt it . Lets start calling this the bloomberg effect. Make no question about it. Now that hes in with all that money its just about impossible for someone like White House Correspondent live in london. You know, Prime Minister justin trudeau, the president defended, and the president is also promising that if it does go to trial and Senate Things will be much different. He encourage the White House Administration officials that he blocked from testifying in the house to participate in the senate trial. Listen to what he said. Yet as she sang it shes forced to drop out because she doesnt have the money and shes not a billionaire. Thats an interesting point, isnt it . Lets start calling this the bloomberg effect. Make no question about it. Now that hes in with all that money its just about impossible for someone like Kamala Harris to compete in the super tuesday primaries. One other thing, she was looking forward i think to a humiliating loss in the california primary and as a freshman senator from california she probably didnt want that to happen to her out there. She didnt want it to happen because she still thinks he might be a contender for the number two slot on someones ticket. You dont think thats true . I think shes too damaged to be number two on a ticket. I was having a conversation with somebody about how you get somebody in new york to run for mayor and how do you find the right candidate and why have republicans not found politics. s democracy is sincerely going to go to the rich people now . Dan, what do you think . I think you should start contribute money to some of these candidates rather than self funding themselves. The country is full of billionaires and of some of the democrats think Amy Klobuchar should be president , why dont they step forward and give her the money to compete . Melissa why do billionaires get to pick the president . We will let billionaires pick the president . Or be the next president if they choose to be so. I dont think thats really true in this sense. Look at Elizabeth Warren, look at Bernie Sanders who is one of the poorest in the u. S. Senate at least among socialists in the u. S. But they are not self funding and they are so far doing very, very well. Lets wait and see how a candidate like Mike Bloomberg does once he gets out of our comfort zone of new york and has to deal with people and get the black vote that she was courting and failed to get. Melissa so maybe what it does is, it calls the herd. He gets rid of the week players but it doesnt decide at the end of the day that may be in the same way he gets rid of Kamala Harris but he cant knock off somebody like Elizabeth Warren and maybe he can have an impact on the race but he cant actually win it with his money. Is it still fair . Is that still democracy in america . It feels like democracy to me. We have all these candidates out there testing for the democratic nomination. Its a race within a race between Elizabeth Warren and Bernie Sanders. They clearly are contesting for the progressive vote. I cant wait to get to the primaries and see some results on where the left wants to go, then they can contest against a moderate like bloomberg or joe biden. I dont think that Kamala Harris succeeded in positioning herself as a moderate. That and theyre very unfortunate and counterproductive attack which played well for the first debate but made her look like an opportunist for the rest of them. Again the breaking news of the hour, we have california, or is dropping out of the democratic primary in that race for president. We will have more reaction from other candidates in the race, after this break. Dont go away. Melissa senator Kamala Harris announcing she will drop out of the 2020 president ial race. Senator harris tweeting to my supporters, it is with deep regret but also deep gratitude that i am suspending my campaign today. But i want to be clear with you i will keep fighting every day for what this campaign has been about. Justice for the people, all the people. His reaction from Michael Bloomberg. Ive met Kamala Harris a couple times and it seems like a nice person. I know how tough it is to put together campaign and to work hard and i have some sympathies for her. If it doesnt work out, im sure shes disappointed but i dont know what shes going to do in the future and she would have to speak for herself. Lets bring back our panel. No tears of sympathy there. I think shes going to be going back to being senator from california. Thats what she was elected to do and the president ial thing didnt work out so now shes got to go back and preside over the impeachment trial of donald trump, if he is impeach impeached. Melissa it shes blaming Michael Bloomberg essentially. She didnt quite say it like that but in the email that she sent out she said she has qualified to be on the stage. And in the next breath, she says im not a billionaire. And who just passed her in the real clear politics average of polls and if she was at three and a change. So shes trying to say he came in and bumped me out with his millions, how does that play . I think its a graceful way of saying not my fault, but the fact of the matter and, shes a talented politician. And, obviously not this round. Im looking through some of the data that we have, going through this race. According to real clear politics, senator harris peaked around 15 and that was in early july. Its been downhill since then. What do you think about that . What does that mean about her future . Some have said shes damaged as a result of this, what do you think . I dont think shes damaged at all, i think the history of american politics are littered with people who have run for president and gone on to be awesome politicians and done incredible things in this country. I know this is a big disappointment for her but her resume, her leadership, and, democrats have another plan for her. Who are the winners and losers for, harris dropping out of the race. I think biden is a big winner, and thats the left wing of the party, i think this is a big boost for biden because while he controls the black vote in South Carolina, hes got his own issues in iowa and new hampshire. I also think it will be interesting to watch what happens with cory booker because he is qualified for the december primary also. What does this mean for him and the black vote and whether he can fill the vacuum left by her . I dont think its up or down for mayor pete because he still struggles with the black vote. This is the real indication that the struggle between the left wing of the party and the moderate wing of the Democratic Party is real and that struggle continues. Melissa another candidate Julian Castro just tweeting im so thankful for, harasses friendship and candidacy in this race. As a child of immigrants shes been a lifelong fighter for opportunity and justice for all americans and im glad she will keep fighting for an america where everyone counts. Your reaction . Yeah. I think we all feel that way, no one likes to see anyone disappoint them, especially someone who is a high achiever. I will disagree with one of the panelists, i dont think shes damaged goods at all. I think she is a real viable number two candidate depending on who gets the nomination. Certainly biden, if he gets the nomination, it would be dramatic for him to have an africanamerican woman has accomplished as her. Stacy abrams obviously has been in that discussion is as well but i think she has a lot to offer america. She is as i said a brilliant human being committed to the best of america. We will have to watch and see. The media will have, what really happened here. And. A lot of interesting points there and dan we will bring it out to you. Many made a point of the fact that family members are running the campaign. Was it about the campaign itself . He said it was a shock, hed been drifting lower and lower for so long, when they did the autopsy later on what happened, who do you think gets the blame . I think all of those things get the blame, the family on the rest of it. One thing we havent mentioned is the length of the campaign. These people have been running for most of the past we havent even gotten to the primaries. To run a Campaign Like this in the primary, all across the u. S. , we need a lot of money. You have to raise it for somebody. The fundraising competition is a really intense and the idea that you are supposed to be able to do that from early in the summer all the way into february of the next year and still maintain cash on hand is really a difficult thing to do. She just came up short. The other thing is, shes a senator. If the impeachment process proceeds as planned and anticipated she would be stuck in washington in january and february and not be able to raise money or go out to iowa where she had put all of her resources. So there was nowhere for her to go and that was a Strategic Campaign decision that proceeded Mike Bloombergs entry into the race. Melissa let me ask you because he made the point that she would be a great number two to joe biden. I dont want to let that go especially in light of what judy just said. Shes back to being a prosecut prosecutor, does that make her more desirable on the biden ticket . I dont think so. When i said damaged i didnt mean she was damaged in terms of her career but i think she was downgraded in not having whatever it takes, the charisma being secondround on the a ticket like this. Like cory booker or even Julian Castro come all of whom have to make up their own minds about how long they stick it out because they are going to make it. The question is why will they remain in the, and, how do you decide when to get out. Is the question of just keep going till you run out of money . You start with a long talk with your ego and yourself. Certainly money drive said, but you have money on your campaign who can have a hearttoheart if you will who tells the truth. Family members can be good and bad. They are throughout the situations, and someone can come to you and tell you the truth and say, now is the time. You can tell what happened here seems like such as soccer, the reality is maybe there was a deal that was cut or she was promised something if she got out of the race, not because she didnt want to be president but because she wasnt moving up in the polls and this wasnt going to go away. She had a striped in the campaign and the money was driving up. Melissa she was offered Something Else to get out of the way, i like the way you think. Spicing up the conversation, we appreciate it. Not nefarious per se, but their deal is there all the time. Melissa i love it. Democrats on the house until committee are getting ready to release the impeachment report that is coming any moment. We will continue to follow also, harris decision to drop out of the democratic nomination. Way too much news for you to go anywhere, we will be right back. Ill get that later. Look, call right at home. Get the right care. Right at home. Melissa right now, the House Intelligence Committee is getting ready to release its report on impeachment. We are expecting at any moment in a News Conference with chairman schiff. Right now we want to go to a senior producer on capitol hill, chad pergram, who always knows whats going to happen before it happens. It would been checking to see if the Intelligence Committee will post this report. Thats what they been assembling after the series of hearings in december. The question then is, does the Judiciary Committee have additional hearings or do they go to a markup . Now i will educate everyone on what a markup session is. A markup is where they go through a piece of legislation or in this case markup were actually right articles of impeachment. What we will see you in the next couple minutes here is what democrats say he is making the case for impeachment. This is what they will use as their fodder, as their cannon fire to say this is the case for impeaching the president on this count, discount and discount. They may not go through in this report to say necessarily this was bribery or this was high crime and misdemeanor, that will be up to the Judiciary Committee to parse that and craft that into articles of impeachment. Melissa the way you are describing it though, it seems like they are going to come out guns blazing. And they will obviously go ahead. If they didnt forge ahead, the one thing that has been called into question, and who indicated that it would be hard to put articles of impeachment on the floor they announced that congress and the house would be in session through the week of december 20th right up to the edge of christmas time. In 1998 the house actually considered the articles of impeachment with president clinton on the saturday before christmas. So there is time to do this. To walk people through the process, number one you would have the report released today. You would have the judiciary commuting tomorrow and then may be other hearings or go to that markup session that i talked about and then actually put it on the floor. Once you put it on the floor then thats the key because thats where the rubber will really hit the road as they go talk about impeaching the president or not. And the house only approved two in the case of Richard Nixon and they considered five articles of impeachment and the committee only recorded out three things. Melissa it is all in the holiday spirit. How long do you think they could draw this out . Does it make sense to try to yell, we are drafting those articles of impeachment and keep that going for a sustained period of time. What is the thinking . Heres what it comes down to when they think they have the votes. Nancy Pelosi Nancy Pelosi the house speaker, she knows her carcass and shes very good at gauging where the votes are. If she think they have the votes she will forge ahead tomorrow. If she doesnt think she has the votes than this might drift over into the new year. Anyone who thinks they understand what the political benefit is are doing this before christmas or after christmas, we really dont know the potable impacts here one way or the other. Once nancy pelosi figures they have the boat, and shes an excellent vote counter regardless of what people think of her politically, shes very good at knowing the temperature of her carcass. Melissa chad pergram, thank you for that. I know you will be standing by in case that news comes out. I want to bring scott bolden back in. The president on the road obviously and talking about democrats back in d. C. Working on impeachment while hes on the road with nato. Heres what he had to say. This is a witch hunt the democrats. Its a continuation, thats for our country. Whats a risk for democrats. You have the president s overseas doing International Business and you have democrats in d. C. Working on potentially writing up articles of impeachment going through the holidays when we dont even have usmca right now and this is what the focus appears to be on to the voting public. Whats the risk . I dont think the democrats have any risk other than, like any Political Party or anyone wanting to unseat the opposition is that they dont win in 2020. The reality is that many of the democrats in the house are driven by in their opinion their duty on the constitutionality requirement that they are over oath of office requires them to do whether that republicans disagree with that or not. The president s rhetoric has always been one bucket and then political reality has been another. They have gone ahead and the Intelligence Committee has posted it. I want to bring back senior producer chad pergram as im looking at it here. The impeachment inquiry uncovered a monthlong effort by President Trump to use the powers of his office to solicit foreign interference on his behalf in the 2020 election. I know you are scanning at the same time as i am, is there anything thats jumping out to you . What we are looking at it as a preamble thats put out by the Intelligence Committee. Undermined the integrity, and violated his oath of office. It will be up to congress to determine whether these acts arise and whether the President Shall be with the release of our report, the American People can review for themselves the evidence detailing President Trumps betrayal of public trust. The committee will meet behind closed doors to vote this out. As you know yesterday, the republicans released a prebatt prerebuttal, and they have until thursday to update and amend and offer any alternative views, before the Intelligence Committee since the majority report and the minority views over to the Judiciary Committee. Remember again the Judiciary Committee, this is their ball game right now but impeachment is in fact the bailiwick impeachment is im trying to get a sense of how long this is. Something ive just come across here, the kind of are enumerating here. If we talk about that a little bit it seems like they are dividing it into two categories. And thats investigations beneficial to his Reelection Campaign and then part number to come at the instruction of the house of representatives impeachment inquiry, the president instructed the impeachment inquiry by obstructing witnesses and agencies to ignore subpoenas for documents and testimony. Under that refusing to allow top aides to testify unsuccessful attempts to block key witnesses and exchanged that we saw through live tweeting as the hearing was going on. We are marking down more misdemeanors as you were. Is that what you are looking at . They lay this out kind of with roman numerals, but that was something at the very end of that caught my attention, the intimidation, tampering, and that obviously refers to that tweet that was sent out at the beginning of the hearing with marie yovanovitch. If you look at what is an impeachable offense, high crimes and misdemeanors is very vague. You have to remember that is almost as separate league of justice here as it pertains to how the founders are viewed. It does not have to be a criminal offense but that is something that could fall in that realm. They deal with not providing documents and not providing inferences. Contempt of congress and obstruction of justice so we could see potentially four articles of impeachment, and one dealing with a vague high crimes of misdemeanors and another when dealing with bribery which is right there in blackandwhite in article two section four right next to the high crimes and misdemeanors and then obstruction of justice and contempt of congress. Similar articles of impeachment, and sort of the vague amorphous one here they could craft and this is an issue with the president clinton in 1998 which is the abuse of power. You can see how they could incorporate any of these into articles of impeachment that look like that. Melissa dont move, bringing it out to my panel. What shes doing here is trying to count how many moderate democratic members of the house are going to defect and vote against impeachment because we have seen lots of reporting that they are not particularly comfortable with how this is going. And, thats a more christmasy thing to do. And he is the one that should they should decide. This isnt about reelection. Nancy pelosi understands that better, and thats why she and the resisted impeachment but they wanted to get this report out before my car hire Michael Horowitz provides a report and they have done that. It shapes the conversation and shapes the debate for a day or two. Foreign meddling an end obstruction of Congress Rather than bring in a lot of other things i could cloud the waters. You have to have aid and exchange for it and you have to god and have this press conference. Do you think you have the guts to prove that . And it looks like they are emphasizing obstruction of justice. And abuse of up to my office. For the American Public to try to make sense of all that in terms of the details of the ukraine i think will be a hard sell. Melissa lots of news this hour, we got that report and we also found out that senator, harris is dropping out of the race for president. I Melissa Francis and, the Daily Briefing starts right now. Dana the Kamala Harris has dropped out of the president ial race. Hello everyone, im dana perino. Dana we are also waiting for comments from President Trump and we will have those to you in just a moment but first lets head to bret baier. Lots of breaking news. Let me first ask you about this impeachment report as chad pergram has just received it and is talking through what he seen from Melissa Francis. Basically they are going through two basic things, foreign meddling, that hes asking ukraine for something inappropriate to help his own
@type":"Organization
archive.org
@type":"ImageObject
800
600
//ia803109.us.archive.org/27/items/FOXNEWSW_20191203_180000_Outnumbered_Overtime_With_Harris_Faulkner/FOXNEWSW_20191203_180000_Outnumbered_Overtime_With_Harris_Faulkner.thumbs/FOXNEWSW_20191203_180000_Outnumbered_Overtime_With_Harris_Faulkner_000001.jpg
@type":"Organization
