And it is a day of remembrance and mourning in Charleston South Carolina today as that Community Begins the long road toward healing. Mourners are leaving flowers at make shift memorials, holding prayer vigils, and this morning churches are ringing their bells in unison to honor the nine victims that were murdered inside their historic church. Their accused killer 21yearold dylann roof has reportedly confessed to the police. During his bond hearings family members confronted roof directly with emotional reactions and some remarkably even offering forgiveness. Joining me now, sw unwho is well versed in tragedy and healing and leading, rudy giuliani. Great to see you, mayor. Thanks for joining us. Great to see you, maria. Its a tough day to look at whats going on in charleston. How does a community move past and get beyond something so awful . They have something in charleston that is remarkable and thats this deep faith in jesus christ and they are doing exactly what the founder of my religion their religion told them to do something that some of us are not perfect enough to be able to do. Theyre turning the other cheek. Theyre showing love. Theyre showing that love can overcome hatred. re showing that you have to forgive. This is all astounding and remarkable for most people but what a beautiful i would love to be at that service. I think it would be one of the best experiences of your life. But theyre showing what they truly believe, and i think theyre showing what is the heart and soul of the black community and christianity black or white or whatever race. So i think thats how theyre overcoming it. At the same time its horrendous. My background i wanted to be a priest. My background as a prosecutor. For me this guy deserves the hare muchest punishment of the law and then let god figure out if he wants to ameliorate. How does this look for the 21yearold child . I find a remarkable sort of similarity between him and the four people arrested in new york in the last five six days who were involved in theyre all in roughly their 20s. They were involved and wanted to help isis. Some wanted to go overseas to help isis. Some wanted to do bombings here. Theyre all over the internet like he was spewing his case racial hatred. In their case hatred for christians and jews and for basically, you know western society. It probably indicates that honestly i think it really indicates that we have a certain number of really sick people in our society, that these causes can affect so these causes of hanging out there, part of bin ladens plan, realizing that there are these evil weird people that he can effect them and have a whole plan for actualizing them and isis is carrying it out better than isis did. In case of racism its carried out. America is not the only country with slavery. Horrible thing. I dont know which president ial candidate calls it our original sin. Ted cruz hes right, it is. Its a blot on america, and every once in a while it rears its ugly head. But these are not just heres the strange thing. These are not isolated completely. They do connect to ideologies. In isis case they connect to the ideology of jihadism. In his case they connect to the still remaining ideology of racism. It is smaller. It isnt what it was ten years ago. Its not what it was 50 years ago, but wed be foolish not to realize that you do have skinheads. You do have these people who are moved by what again, is an irrational insane ideology. When september 11th happened the last thing i said at my press conference was lets not apply group blame to the people who did this. That is exactly what they do. Lets not fall into their trap. Lets show were better than they are. Thats what racism is about, group blame. All these Group Associations that are made. Thats what the jihadism is about. You want an answer to it . The answer to it is that church in charleston. Its the teachings of jesus christ with similarly good plen and men and women. Its amazing whats going on and so impressive to see this kind of faith. This could help us. This could help us the way after september 11th we had two months of wonderful bipartisan cooperation. I got more help than i needed. The amount of love that was shown for the people in new york helped the healing in new york. Thats right. I think the amount of love theyre showing in South Carolina might help some healing in the United States. Mayor, i have to ask you about Something Else thats going on in the country, because we are seeing a spike in violence in large cities across the country. Yes. The number of shootings in baltimore nearly doubled through may 31st compared to the same period a year ago. The new York City Police Department Said it had about a 9 increase in shootings, almost a 20 spike in homicides in the same period. Chicago reporting a rise in homicides as well. What is going on in our cities across the country . Sort of as a statistical nerd about Crime Statistics i read them every day for the last 40 years including being in charge of the fbi Crime Statistics. Very proud of comstat which i helped create. Its alarming. Thats not the trend you want. The numbers in new york are so low that a 10 or 20 increase means 10 murders, 20 murders, that number but if it keeps going in that direction, were in deep trouble. And the fact that its happening nationally is also very very troubling. And i cant help but think it has to do with the antipolice rhetoric that has been almost constant since last summer. In fact i know it has to do with that rhetoric because i travel all over the country and Police Officers and other people tell me that. We are sort of teaching young People Police are your enemy. I was taught as a young person the policeman is your friend. Right. I was also taught you say yes, sir, no, sir, you tell me to put your hands behind your back you put your hands behind your back. So what did you do . Under your leadership overall crime was down almost 60 . Murder was cut by 65 . New york city was one of the most infamous cities in the world to be tough and bad and clean it up. Complaints were down 35 to 40 , meaning police interreactions and complaints against the police. My Second Police commissioner started a program and you see it on every new York City Police car, courtesy professionalism, respect. Thats a course in the police academy. Every new York City Police officer is taught. Now not everyone can do it because not everyone as we know is able to control themselves. Some people lose it. No matter how bad the criminal you deal with the person with respect, you call them yes, sir, no, sir if you can. Right. Get rid of the darn curse words. That comes from leadership. It comes from teaching. They are taught that as 22yearolds. 23yearolds in the academy. There is a course called courtesy professionalism and respect. We put it on our police cars because at that moment when you chase a guy that just shot two people and maybe hes trying to shoot you. Theyre pretty angry. Theyre human. As a Police Officer you cant be human. As a Police Officer, thats your profession. You have to learn how to contain that. What about these incidents where youve got white Police Officers you know killing black men and thats what were seeing on television every day. This is not white Police Officers killing black men. In baltimore three of the defendants are black and the principal defendant is a black police sergeant. Its a misperception . This is a misperception in terms of white police black children in terms of large numbers. There are small numbers of those. It can just as often be an hispanic Police Officer and a black person. It can be a black Police Officer, as in baltimore, with a black mayor and a black district attorney. Were not hearing that from the leadership of the cities. Would he have to get this out of the racial. Right. Exactly. The issue we have to get into is the issue of heavy crime that causes the heavy police presence. Now today is fathers day. This is a good day to focus on how many children are growing up without fathers. Now a single mother can do a wonderful job. To me theyre heroes. Isnt it better that young men, particularly have a strong father figure . And when they do even if it isnt their own father a grandfather, or somebody that takes over as a big brother or big sister or whatever it really really helps. Right. These are the issues we have to work on. How about choice in education so that these children in poor neighborhoods can have the same benefit my children had to be able to get a really good education . If we really care the biggest civil rights issue of this century is vouchers and choice in Public Schools for black and hispanic children for all children. Comes back to education. Candidates trying to gain traction at places like the faith and Freedom Conference this weekend, but what is it going to take for someone to really separate themselves from the pack . Joining me now to take an inside look at the krystal ball is larry sabato who is the director of politics at the university of virginia and honor of the kennedy half century. Wonderful to be with you, maria. First, i want to ask you about your take on the ever expanding field of candidates for 2016. Do you think when you see so many candidates for the party its a negative because they can attack each other or is it a positive to see that the republicans have real depth in terms of a bench . What do you think . Well rand paul estimated the number at 55. Thats a little high. Its mid teens. Could grow to 18 or so. Look it depends how they handle it maria. They could during the debate and during the primary campaign end up focusing more on Hillary Clinton than on themselves. That would, from the Republican Partys perspective, be the ideal. You and i both know it doesnt work that way, that there will be a lot of internal attacks. But you know here is where republicans will benefit from two things. One is they have a much better deeper field for 2016 than they had in 2012 and, second this is a very polarized partisan era. Even if the republicans divide six ways to sunday ill bet you right now that for the eventual nominee, they will join back together fairly quickly because theyre going to be looking at Hillary Clinton. Lets talk about the field right now. Who do you think has the best chance to actually win over Hillary Clinton . Well the three top runners, not going to call them frontrunners, im going to call them top runners, im going to give them to you in alphabetical order. Okay. Because i dont think there is any single frontrunner. Jeb bush marco rubio, scott walker. Why those three . Because they have about the right combination of money, organization name, new propose alls als in some cases. You put it together and you could see how they could be in the sweet spot for the Republican Party for 2016. Maybe not right now but as they are evolving. Thats not to say that nobody else can compete. I think ted cruz has a lot of strong support. Rand paul has a lot of strong support. I picked two governors to give you examples john kasich. Anybody who dismisses out of hand the twoterm governor swing state of ohio doesnt deserve to win. Think about him for v. P. If you dont think about him for president. Chris christie everybodys written him off. We dont think he has a very good chance to win the nomination but ill tell you where he could influence the entire race. Hes putting all his chips on the New Hampshire table and by doing that he is rivaling jeb bush. Thats where jeb bush wants to make his break through which probably isnt going to come in iowa. Probably isnt going to come in South Carolina or nevada the first four states. He should win one. He doesnt have to win one of the first four states. Christie could really foul him up. Youve gone through who you think is the top three, then youve got a second tier and a third tier group of candidates. What differentiates you know what makes a person good for the second tier and not for the first group . Tell me what differentiates these guys and gals. Sure. Its a primary campaign, maria. You have to have excitement and excitement is measured in terms of organization volunteers reactions to the public presentations. Of course money, although i would caution people. Money does not necessarily buy a nomination. Its aumgs better to have more of it than the others but it is not the single criterion that determines dominations. I want to get to your map because we have this map where you indicate you know whats going on in terms of the candidates right now. Can you walk us through what these findings show as we look at this map that we have from your from your research . Okay. Is this the map of the swing states . Yeah. Weve got the swing states showing which candidates could actually be victorious in some of those swing states. Oh, yeah. No those are look. You have to look at the broad picture of president ial elections. We are down to a handful of swing states that actually can go one way or the other. Its frightening, really to consider that 40 of the 50 states are already decided. Were in the first half of 2015 and almost everybody in the Political Community knows you can color in 40 of those states either blue or red on this very day, but the remaining seven are the key seven. Right. Youve got florida, of course the biggest one. Ohio virginia. Some small states like New Hampshire, iowa nevada. Yes. These are states that could swing back and forth, and as the parties are picking their nominees they really ought to be thinking primarily about who can win those states. Sure. Sure. Real quick, larry, whats your thought on Hillary Clinton at this point . So much noise around her candidacy with these scandals. Another one with the boys and girls school just this morning. Whats your take in terms of how its impacting the candidacy . Shes still the overwhelming favorite of democrats, but you know something, maria, im going to personally be surprised, and im surprised all the time but im going to be personally surprised if Hillary Clinton really wins all of those primaries and caucuses. Already we can see Bernie Sanders doing well enough in neighboring New Hampshire. Right. Hes from vermont. Hes got a lot of excitement in iowa. Its going to be very tough forin all of those.
