Themselves. Gop senator tim scott is heading up the effort saying he thinks the plan will help restore confidence in police. We found ourselves with a pact that speaks to the families that i spoke with yesterday that lost loved ones. We hear you. I think this package speaks clearly to the young person who is concerned when hes stopped by Law Enforcement officers, we see you. Well get reaction from republican Senator Cory Gardner in just a moment. Hes from colorado, of course. Lets begin with mike emanuel reporting live from washington on this. Mike . Dana, good afternoon. The senate gop plan would provide incentives for Police Agencies to ban choke holds. It includes penalties for not using body cameras and has recording requirements for use of force by police. Tim scott is leading this effort. Our policy positions are one that brings the communities of clear into a position of stronger understanding and confidence in the institutions of the authority. We believe it brings our Law Enforcement community to a place where they have the resources necessary to deescalate some of these situations. House Speaker Nancy Pelosi says the Senate Proposal of studies and reporting without transparency and accountability is inadequate. The senates socalled justice act is not action. A leading African American in the house does not like the senate gop plan. Still not clear to me that Senate Republicans are serious about meaningful and transformative reform. That is the only way that we are going to be able to once and for all deal with the problem of police violence. But other democrats sound hopeful a deal can be reached. Well, im encouraged that republicans are talking about reforming police and addressing the issue of systemic racism as revealed in our policing system. So ill take all suggestions. Im happy that they have embraced an awful lot of the substantive pieces in here. Mitch mcconnell is hoping to open up debate on the gop plan next week. Were serious about making allow here. This is not about trying to create partisan differences. This is about coming together and getting an outcome. Seven or more Senate Democrats are needed to debate the measure in the United States senate. Dana . Dana all right, mike emanuel. Thanks for that update. Lets bring in republican senator, cory gardner of colorado who is tracking this closely. Senator, could i have you listen to the democratic leader, Chuck Schumer about these efforts today . A Senate Republican proposal on policing does not rise to the moment. So we have a tale of two chambers. A glaring contrast between a strong comprehensive democratic bill in the house and a much narrower and much less effective republican bill in the senate. Dana senator, how do you see this . In some ways it could seem hopeful that you have both sides agreeing that they have to do something. Introducing a bill. Mitch mcconnell wants to get it going faster. The democrats doing posturing. What do you think the chances are of getting something done here . I think the chances are very good. Because we need to get something done here. Far too often, the default in washington is along partisan lines. Thats not acceptable at this time in our countrys history. We have to move beyond party. We have to move become democrat bills and republican bills and recognize what passes the United States senate will take votes from democrats and republicans. We cant avoid this debate. Its been avoided for too long in our country. The plain fact of the matter is, if i as a white man had been in the same situation as george floyd, i would be alive today. Thats wrong. We have to recognize it and we have to address it in a way that is meaningful. Thats why this debate is so important. So when it comes to Something Like a no federal ban on choke holds in this tim scott version, but something that would say will take away federal funding, is that a big enough stick to get local Police Forces to change their policies . You know, in colorado weve had departments and counties that have banned choke holds prior to this murder of george floyd. Colorado is a good model. The state legislature started out with what was seen as a partisan bill that looked like it had democrat support. As it moved through, it brought republicans and democrats with it and they banned choke holds. So i believe what were trying to do is complimentary of the work that a state like colorado is doing and we have to continue to work with our states to make sure were providing progress and reforms and ending the violence that we see. Dana im glad you brought up colorado. Great affinity there. My mom, my sister around my dad are there. With americans being home the last 3 1 2 months, everybody wants to get outdoors. Im intrigued by something that looks like it could get done. This is your build called the american outdoors act. Why is that important for people to know about . Congress will get to do something here . It is. You nailed it right there, dana. The fact is the American People have spent the last three months in the great indoors. Theyre itching to get to the outdoors. The Great American outdoors act has support of President Trump and the republicans. Passed 7325 overwhelming bipartisan support. It will move to the house. We need to get this done. This combines two of the crown jewel conversations, the land and Water Conservation fund and restore our parks act. So this is a huge bipartisan opportunity for us to show that congress can work and create jobs in the middle of the division and sometimes challenging environment that we face. Dana so i know in colorado theres youre in the middle of a reelection effort. Primary is held june 30th. The former governor of colorado, John Hickenlooper has run into questions about ethical concerns. You think he will end up being your opponent in this general election . Its going to be a big challenge for him to explain to the people of colorado to explain why hes the first to violate the states constitution. I know he tried to figure out how he can avoid a subpoena. He was held in contempt for that. My focus is on the Great American outdoors act. This will create 100,000 jobs. This bill will do good things for colorado. He will do witness prep. He had to pay the biggest fine by the ethics commissions for his violations. Im focused on doing good work for the people of colorado. Dana hes dismissed the concerns but theyre part of the mix. We appreciate you coming on. Good luck with that outdoors bill. Dana the white house is reacting to the legal action over joe bidhn boltons book. The white house is now suing to block the release of the memoirs. John roberts has more. John . Good afternoon to you. John boltons new book the room where it happened is set to be released june 23. But the doj went to court to block the public release of that book saying john bolton has not lived up to his employment commitment to submit the book for a prepublication review to see if it contains any classified information. Heres what the press secretary Kayleigh Mcenany said about it a few minutes ago. This book is full of classified information, which is inexcusable. Former National Security adviser john bolton should know too well that its unacceptable to have highly classified information from the government of the United States in a book that will be published. Its unacceptable. Now bolton did go through a lengthy scrubbing process with ell ell ellen knight. The lawsuit says in paragraph 46, on or around april 27, 2020, mrs. Knight completed the review and was of the judgment that the draft did not contain classified information. However, on may 2, the nsc commenced an additional review after request from the National Security advisinger Robert Obrien that was concerned that the manuscript still appears to have classified information because the same administration that the author served is still in office and the manuscript described Sensitive Information about on going Foreign Policy issues. The lawsuit argues that the staffer that conducted the second review, michael ellis, who is the nsc senior director for intelligence is in a better position to know what is classified than ellen knight. The doj may have a high bar to convince the federal judge involved here, the senior judge royce lamberth, to say that ellen knight is not qualified even though shes in charge of prepublication review at the nsc. The points that people close to john bolton have said to me if shes not qualified to do it and you have to pass it on to somebody else, what is the purpose of even having this prepublication review in see what the judge says about this. They may have a high bar here. All right. John roberts, thanks so much. Lets get reaction now from ari fleischer. Fox news contributor. Ari . Are you there . I am here. Dana hi. Im sorry. I cant see you. Something something seems im here. Dana i can hear you. Tell me what you think about the timing of this . I know you and i probably have a similar thought about a book like this or any book coming out while a president is still in office. Your thoughts. Dana, theres a long history and a good history of people writing books about the president s for whom they worked. It serves history for insider to tell it. Theres two sides. The Henry Kissinger side, the robert gates side. People of stature that have written books after the president they served left office. And then the more sorted side like George Stephanopoulos wrote. John is pursuing the wrong path in my opinion. His book would be much better if it came out whenever President Trump was outs of office. It would be accepted as a political polemic but as a real insiders reflection. Dana yep, thats interesting. When scott mcclellands book came out, our biggest defenders were former members of the Clinton Administration because they remembered the George Stephanopoulos book. In particular, James Carville i remember felt that way. I wonder what you thought about the idea that the administration is putting forward that any conversation between a president and a National Security adviser should automatically be considered classified . Yeah, i have really been thinking about that one hard. It doesnt seem to hold water to me. It would be a new notion, i think, of classification systems. Documents are classified. Phone calls with foreign leaders are classified. I had never heard in my time at the white house that president ial conversations in themselves are classified. I think what the administrations goal is here, dana, is to get this book through a lawsuit, pushed out beyond the election. And then it will do less damage to President Trump after it comes out. I suspect thats why theyre coming up with a new notion of classification and thats their goal. Let me ask you one last question. One of the reporters that will interview john bolton is abc news. Its set to do a saturday night at 7 00 p. M. Release. If you or the Media Organization and you know this lawsuit hangs out there, what would you advise they do . Well, the fascinating thing is, the book and its publicity may be divorced. If youre abc news, you run the interview regardless of the book. Thats john boltons problem and the publishers problem. So if youre john, you want your book to come out on the heels of the interviews. Thats how you sell books. Abc will run the interview about classification. If john bolton says something classified to abc, john bolton is in trouble if the Justice Department pursues it. Fascinating discussion. Really interesting to have you. One of my favorite guest. To help veterans get the care they need when they need it, we approve veterans choice and made it permanent. That was a big deal. Theyve been trying to get it for decades and decades. We got it. We got it done. Basically that means if you have a problem and you cant get to a doctor, doesnt work, you end up going outside, you get your doctor, we pay the bill. They get immediate service. Some of the veterans from past administrations for a long time, beyond the Obama Administration even, a long time they were expected to wait two weeks, three
