To get this bill from congress. It is absolutely massive. Thats why the president signed a seven day continuing resolution around midnight last night to try to buy them some time. As soon as the bill is on the president s desk, he is expected to sign it. We just dont know when that exactly is going to be. In the meantime, here is whats in this bill that Congress Approved around midnight last night. A second round of stimulus checks. 600 per person for most americans or 2400 for a family of four. Youve got an extra 300 a week in unemployment benefits, an extension of the moratorium, more funding for vaccine distribution. Heres whats not in the bill. Liability shields for businesses which republicans really wanted. More money for state and local governments, which democrats wanted. Direct aid for the Restaurant Industry which has been hit so hard in the pandemic. As for those all important stimulus checks, the treasury secretary Steve Mnuchin said heres when you can expect those checks to start going out. The president wanted direct payments, so we will be sending out next week direct deposit. I expect well get the money out by the beginning of next week. 2400 for a family of four. So much needed relief just in time for the holidays. Reporter so start going out by the beginning of next week, according to the treasury secretary. Now, some republicans like senator rand paul, say that 600 is way too much. You also have some democrats saying that 600 is far too little. Shes also very upset so is senator ted cruz that the members of congress did not have very much time to read what was in these 5,500 pages. Still, dana, Senate Majority leader Mitch Mcconnell said he believes they were right on the mark with it. Dana . All right, kristen fisher, thank you. Lets bring in special report anchor bret baier. A lot to cover for you. The 600 direct payment. I understand some republicans thought it shouldnt be in there. I also heard of some people who are hurting that its a drop in the bucket and isnt going to help. Listen how nancy pelosi characterized something in the very recent past. Take a listen. We also have in the legislation direct payments which were not in the republican bill to americas working families. I would like to have been bigger, but they are significant. They will be going out soon. In terms of the bonus that Corporate America received versus the crumbs that they are giving to workers to kind of put the smooze on is so pathetic. I think its insignificant. Dana just another example of the hypocrisy people get frustrated with. What do you make of this bill . It is a month in the making. Do you think they hit the mark . Listen, dana. I think that this process is why people hate washington because everything is rolled into one big sausage. And the sausage factory puts it all together and they dont have any time to read it. Kristens right. Theres no way a lawmaker read through 5600 pages. It includes 900 billion for coronavirus aid, which is needed and the ppp replenishment for Small Businesses and the direct payment, which some people said was too much and some said it was too little. You roll in to 1. 4 trillion to fund the government and it becomes a christmas tree, hanging different flavors for different lobbyists. You get tax breaks. Some people say, why is this in there . Thats how washington works when its all jammed in at the end. Dana yeah. Some of those things in the omni bus bill include a lot of foreign aid. If you look at some of these, you even have things like money for maintenance for offices, Kennedy Center performing arts. I know the government has to run, but it is frustrating to people. Let me ask you one other thing on a different topic. Theres so much going on. Lindsey graham had some thoughts whabt could happen in the hunter biden Tax Liability investigation. Take a listen to that. If it were up to me i would take the u. S. Attorney in delaware and give him the entire hunter biden portfolio so he could look at everything hunter biden did throughout the world, which is pretty massive, industrial size influence peddling. I think we need a special counsel because i worry that what hunter biden did may have compromise our ability to effectively wage foreign policy. Dana were still waiting to hear who the biden team will pick as attorney general. What do you think could happen between now and then . Well, well see where this investigation goes. Were getting bits and pieces along the way. I think the attorney generals statements this week about being confident that the investigation is on the right track and hes not moving forward with a special counsel. His days, obviously, are coming to an end this week, so who knows what happens after attorney general barr leaves, whether that changes. But at least his Public Comments suggest that he feels like the investigation is on the right footing. Dana all right. Bret, will you stick around for us . I also want to talk to you about our next story. The georgia secretary of state said he sent letters to 8,000 people who requested absentee ballots outside of georgia and he is warning them they could face prison time or major fines if they are voting illegally. Jonathan serrie is tracking this. Reporter part of a larger effort the secretary of state said he is conducting. Hes calling it a whole of government effort to combat illegal voting here in the state of georgia. Multiple agencies, including the Georgia Bureau of investigation are assisting with on going efforts including a signature audit in Metro Atlantas top county. Republicans are trying to reassure skeptical voters that their ballots will be counted properly and that they need to vote in the election that will determine who will control the u. S. Senate. The American Dream is on the ballot. Chuck shumer said he was going to take georgia and change america. If we vote, we will win. But if we dont vote, we will lose the country. Reporter early voting in georgia is already in its second week. A group called true the vote has submitted challenges that would require 364,000 voters who filed out of state or even instate changes of address with the post office to prove their eligibility before casting ballots in the county where theyre registered. But democrats are critical of these midelection investigations of voters, including jon ossoff who cast an early ballot today. When senator perdue supports efforts to throw out ballots cast by his own constituents, thats an attack on black voters here in georgia. Reporter Elections Officials in huge Metro Atlanta counties have already declined the electorate challenges. Dana . Dana all right. Lots going on in georgia. Thank you, jonathan. Bret, yesterday i asked senator mcconnell what the stakes are when it comes to the georgia runoff. Heres what he said. What we fear is if they control the entire government, these movements to defund the police and move us in the direction of socialism will have new legs. I dont think thats what the voters voted for on november 3rd. American people were voting for moderation, not far left. Winning in georgia guarantees the new president will be a moderate because he wont have any choice. Dana so much money is being spent, so many ads run. Looks like the republican candidates are a tiny bit ahead in georgia. Its very tight. Not a lot of polls down there, dana. Good thing. Were kind of sick of polls. It does seem like its going to be very tight. That is the pitch, you heard from senator mcconnell that, yes, if they lose both seats it will be senator leader chuck shumer, Senate Banking committee bernie sanders. The problem with that, you have senator joe manchin saying hes not for defunding the police, so hes kind of a check on the conservative democratic side. Its the pitch republicans are using and they seem to be using it effectively. Well see. Dana well see. I want to ask you about something very special to you and to your family. You do an annual Childrens National hospital benefit. Tell us about this years. Well, youve been down there, down in naples, florida. We raise a lot of money. This year we couldnt do it because of covid. We tried to do it outside and have all this testing. We decided to go virtual. We wanted to have a panel event february 13th that we are going to sell tickets to. There will be panelists, charles payne, Emily Compango and me. We will answer your questions. Well have guests and a great auction of things you cant get anyplace else. Our son paul was there two weeks ago and is doing good recovery. Good Stocking Stuffer. I bought your book to stocking stuff already. Dana thank you. You know, my dad was an amateur auctioneer. Did that for extra money. Youre very good at it. Everybody can tune in and come to this auction that bret does. Thank you. Well see you at special report time. Thank you, dana. Dana up next, new yorks governor, andrew cuomo, is under fire after saying santa should be good to him and for all of his very hard work this year. [ engines revving ] its amazing to see them in the wild like th shhh. [ engine revs ] for those who were born to ride, theres progressive. [ engine revs ] werewelcome to a wbetter way to live. S. Welcome to my house the croods are coming home. Kinda big, isnt it . Thats the mirror. Sorry. And the world will never be the same. What is this . Uh, we call that a window. Window. Dun, dun, dun. Make it a croods family movie night with the croods a new age. Go to watchcroods. Com. Dana new York Governor Andrew Cuomo getting slammed on social media after praising himself for the handling of the covid19 pandemic and assuming hell be on santas nice list. I will have a good one. Santa will be very good for me. I can tell. I worked hard this year. Dana joining me now, geraldo rivera. I hate the grade your own paper. Its a lazy question from reporters. He really does think hes been great. What do you think . I think that in the manner of his answering the question or making the statement, it answers itself. He has none of the humility and apparent compassion that his parent, his mother is a saint, his late father mario, three term governor, wonderful person. Frequent guest on my show. We used to have a drink after the show. Andrew, on the other hand, seems a bully. Hes a master manipulator. Hes boasting not just now to santa, but hes boasted now often during this whole pandemic. When push came to shove, when the ventilators were in short supply in new york, Governor Cuomo seemed to panic. Wheres President Trump . Help me, help me. Turned out that he never used the rescue ship that was sent into new york harbor or the Jacob Javitz Convention Center that was converted into a hospital. Of course, we here at fox have a special grudge against Governor Cuomo because of the loss of the weather machines, beloved in laws who were forced into nursing home with infected covid patients. There was excess mortality many critics alleged. However, he is at 56 popularity. He is running for a fourth term. I dont know whether santa cuts him some slack or puts coal in his stocking, dana. Dana it is amazing. At some point in america, do your public service, step aside and let somebody else give it a shot. Lot of these democrats want a younger generation. One other question for you. I know well talk about this more on the five. In massachusetts, theyre saying Prison Inmates there will be among the first to receive a covid vaccine. Slightly controversial, as you can imagine. How do you see it . Mass chewachusetmassachusett got to either release them or vaccinate them. Theyre sitting ducks now. All the big, five of the biggest clusters are now in prison. They cant socially distance, by definition. The sanitary conditions, i have been in so many of these, everything from jails to deep penitentiaries. The sanitary conditions are horrible. Staff, also the staffs are at great risk. I think it comes down to that. I get it. You dont like them. What are you going to do . Give them a death sentence . You have to vaccinate or release. Many prisons, like here in cleveland, have been released that would not have been released. Who wants that on his hands . Its like putting them in a pressure cooker. Theres no way out. Once someone gets it, its going to be everybody. What massachusetts is doing, they tend to be more liberal. Maybe theyre showing us how the rest of the country should act. Dana more to come on that later today. Id love to get a drink with you after the show if thats what you used to do with Governor Cuomo. Lets do that one day. Ill send some details. Dana okay. You are all i need baby baby to get by in more than five states, voters approved measures to legalize some sort of use with oregon becoming the first state to decriminalize small possessions of marijuana. Hey, dana. Some say oregons new law will lead to more drugs and more crime. Supporters say its a first step to address the mass incarceration of addicts. So going to prison did not solve your addiction to drugs. Going to prison is about punishment. In the 1980s, Stanley Richards lived in the bronx and developed a habit of using cocaine and heroin, a lifestyle that led to multiple arrests and years in prison. You didnt get clean until you joined a program and started dealing with your life. Started dealing with my life. I went to school, got my ged, went to college, graduated khreupbl. Stanley is now a prosperous business man and head of the Fortune Society which advocates for alternatives to incarceration for addicts. Its Success Stories like his that helped inspire a majority of oregon voters to decriminalize hard drugs in november. Oregon became the first state to preclude prison for possession of small amounts of heroin, cocaine and variety of drugs. Drug users can choose to pay a small fine or submit to a a heah assessment. Its designed to take punishment off the table for addicts. Some are predicting unintended consequences. Do yr many addicts wont have the incentive now to seek treatment . People who are addicted need to hit bottom before theyll accept treatment. Some of those folks need to hit bottom. Jim ferarus is chief of police in woodburn, oregon. He perceives an increase in drug use, drug addiction and drug related crime. Theres also going to be differences between state Law Enforcement and federal Law Enforcement. Were going to have to figure that relationship out. State law, possession of small amount wont be a crime. Under federal law, it will still be a crime. 26 states have decriminalized possession of small amounts of marijuana. The federal statute has not. Child advocates say drug decriminalization means more parents under the influence. So much Child Maltreatment is an issue of neglect. The effect of drug legalization was studied on children in foster care. As many as 80 of our case of removal of children involve substance abuse. People certainly need to be held accountable for bad acts. He wants society to address the underlying causes of addiction. Absolutely. What weve been saying at the Fortune Society is that we need to have a nuance and therapeutic approach to our criminal Justice System. A nuance therapeutic approach which he says is much more likely to stop the cycle of drug abuse. Thats it from here, dana. Back to you. Dana really great and important report. Plus you get the back drop of the year with that one today. Thank you, douglas. Want to talk more about this. Lets bring in andy mccarthy. Andy, i have been following your work on this. Lets show the states where Recreational Marijuana is legal. We have a map of that. You can see theres a march across the country. Its happening and these referendums are working. Then if you look at legal drug revenue, state tax revenue on cannabis sales 1. 9 billion, right . Its a lot. You can see why some states are doing it. Then theres attention about federal legislation. Where do you stand . Well, i think first of all with due respect to douglas kennedy, part of the problem here is to report this as if everybody in jail is an addict suggests to people that people are in jail for Crimes Involving the use and possession of narcotics when in point of fact, the people who are in jail for narcotics are in sale for tph narcotics trafficking. So this whole idea that our prisons are just teaming with nonviolent drug offenders who were brought in to the system because they use narcotics is ridiculous, frankly. Its something that we need to get pa
