So far Republican Leadership is using an Old Fashioned approach using side deals, which is to say dividing up the savings from the health bill among the priority of senators. Such a deal could feature 45 billion to address the Opioid Crisis up from 2 bill in the draft. That would be a win for rob portman. And because conservatives like paul favor Health Savings accounts, leaders are allowing consumers to tap their Health Savings accounts to pay for insurance premiums. Its not sure it will get passage.
