Roads. The predicted storm surge didnt happen. A lot of people told us they were grateful for that. 20,000 people taking refuge in shelters, fearing the worst. What is next is to get electric power up. 210,000 customers, about 200,000 lost their power. So now you have many families at home alive in their houses, whole, but without electricity, without air conditioning, without phones and many of the schools still closed because they are damaged, too. Neil, back to you. Neil to your point, this could be the case for weeks, right . Half the state is out of power. Its a huge problem and a huge effort by authorities. Theyre marshalling the biggest power effort in history to try to get power back up and running. Lines snapped here in naples from gusts of 140 Miles Per Hour everywhere you look. Stocks soaring on that it wasnt worst. As bad it was, floridians working hard to make sure it wasnt as bad as it was. Gary joining us on the phone. We had the dow up more than 259 points. A lot of that considered a relief rally that this category 4 or 5 storm didnt do more damage. That seems to be hanging on a lot seeing all the dislocations going on there. I can see where theyre coming from. What about you . One would expect that we would have troubles in the market. Ive always had this motto, if you cant send a market down when youve had harvey irma, north korea, this Republican Congress still not getting anything done, National Media taking down a president , i would think the dow would be down a few thousand points. When you see they cant take it down, eventually the big money recognizes that and guess what they do next . They take it up. When you have a situation where you still have a lot of easy money, when you still have earnings that are decent, an economy still growing okay and the world doing better, this is what you get. Now whether we can really break out, really get going, that may be another story. Well see what happens. Today was definitely a very good day. One other things, the transports had a really strong day. Good to see that. Theyve been lagging badly. What is remarkable as we look at the images on the storm, the markets did bounce back from this. I guess the feeling was that a lot of the insurers and the reinsurers, the guy that insurance the insurers would see significant losses. Theyll have to pay a pretty penny for this. The feeling seems to be, gary, not as much of the penny. Theyre wellprepared to deal with this. How would they know . Youre there. Were sort of quantifying the damages and saying theyre sustainable. Are they . Well, the words in time, thats when well really know. With a lot of these insurers and reinsurers, they got hit hard into last week and late last week started to rally. Something like an everest, reinsurance was up. So its like by the end of the storms, they sold into the storms and now its a matter of the real numbers, which well know in due time. Right now its about estimates. You know what you can do with estimates, especially when you first have to get in there. I can tell you, i mentioned earlier today, the numbers are staggering of the potential in florida when you basically have a storm that hit all of florida. So in time, well know and the markets will react if the numbers are worse than the estimates are. You know, its interesting, too. You went through i guess andrew in the early 90s. The feeling was after that one, the state would pry to make itself not hurricane proof but more hurricane resistant. Buildings up to code that would stand a minimum category three hurricane. A lot of the buildings had to live to this code. Seemed to make the difference, didnt it . Yeah. Anymore a hotel right now where all the windows and the big windows and all the rooms are hurricane resistant. Believe me, last night i could tell they were hurricane resistant. We were getting hit with about 100 as far as Miles Per Hour. So that was a definite big help. Every time we get another hurricane, unfortunately we get them but also it makes people take a real hard look at what can we do better Going Forward when we do the reconstruction. Obviously Getting Better each time. Leave no doubt, theres been some serious destruction. This is going to add up over time. Keep fingers crossed. Its not as bad as the worst numbers and well know as i said, in time. Neil yeah, thats whats going on, a relief in florida and a relief at wall and broad. Thanks, gary. Morgan says when all is said and done, irma will be one of the most five expensive storms ever. Goldman sachs is saying because of what happened in florida and because of what has been happening in storms in general with harvey in texas, that its going to save up to a point of gdp in the present quarter that were in. The betting seems to be here that would be about 2 when it was supposed to be 2. 8 to 3 will come back. Generally a hurricane rule of thumb. Im looking at it through the prism of those that say we come back in history and proves yes do come back. One thing is a constant as well with hurricanes, is looting. We saw a lot of that including this going on in ft. Lauderdale where looters were targeting a sneaker store. Played out again throughout the state. I must emphasize. We sent a strong message out on social media and to our neighbors that we would do everything we could do protect their lives and property and anybody that attempted to victimize our neighbors would be caught and arrested. Weve been successful in that campaign. A lot of them didnt realize they were being videotaped. Those that did,you sent out reminders. Dont think about it. This could happen to you. Has it slowed since publicity like this . It has slowed. As of this point, we captured 20 individuals that have attempted to either loot businesses or burglarize Residential Homes that were in the evacuation area. Its definitely slowed down. We just caught our 20th in the same footlocker that was burglarized several times. Neil theres a different way people can be penalized with this. Its not just that youre looting, but looting during a disaster, which is like double indemnity. Can you explain that . Yes, sir. Its an enhanced crime to commit these types of offenses when theres a declared state of emergency that could lead to harsher penalty. Neil a lot of people look at this and say gosh, maybe i evacuated my condo or apartment or my home. Maybe i should get back, this is a possibility. It scares people. What do you tell them . Well, as soon as the declared state of emergency was made and the Evacuation Order was given, we felt we had an additional responsibility to protect the folks property that were asked to leave. We put staffing on the draw bridges to our Barrier Islands to control who went in and out. We also cancelled all of the officers days off and any vacation leave they had. We deployed 24 7 burglary suppression teams that were plain clothes officers that did nothing but try to catch inprogress burglaries. Even during the storm where the majority of the folks, thats where the group of nine folks that we caught at once figured they would have a better chance of getting away with it, we deployed our teams of swat vehicle called the bear a heavy armored vehicle. We were able to go after them during more Severe Weather than we could if we wept in regular police cars. Good for you. Neil how did the word get out, scott, or how did you manage by the time i had a chance to speak with your mom, she was relieved because she heard that you were all right and then it was the journey to puerto rico. Could you explain the order of events . Well, the day after the hurricane hit, the general manager for the hotel got together with a couple people, and they traveled up to the top of a mountain nearby just to try to get cell service. At that point, they called their Corporate Office who has a list of every person that was staying at the hotel. The Corporate Office made personal calls to each and every Family Member on the list to let them know that everybody was safe and sound. Neil sarah, for you, this is a honeymoon for the record books, im sure. So you certainly have something to tell the kids and grandkids down the way. But there was no anticipating a storm of this magnitude. How did you ride it out . Honestly, we really thought it would be something that would pass. It wasnt until the day, that tuesday when we knew how bad it was, but there were if flights out and we were trapped there. We did our best to stick together. Scott was very strong. I was crying most of the time. We really just got through it together. Just kept hoping that the building would hold up and we would be able to walk out of there alive. Neil thank god you did. How long are you in puerto rico . Easier said than done getting a flight back here. What are you planning . We have a flight back wednesday. Well be here from now till wednesday. Neil scott, is it in puerto rico . It might have avoided a direct hit but still had some damage, right . Yeah, from what weve seen, mostly all right. We spoke to some locals. They said their houses, they didnt have power for two days. Other than one billing really being damaged at the airport, we havent seen much. Its been how we thought st. Maarten was going to be. We havent seen anybody try to gone or off that. This, again, is basically the Jacksonville Landing on an island now. You can see how high the water has gotten on a sign for the cross walk. Not much danger for pedestrians except being swept away by the high water. Nobody has tried to drive by boat or by car that weve seen in the time that weve been here. Local officials are saying that they have rescued about 100 people so far from the high water and surrounding communities. The mayor is saying its going to talk about a week for the water to start receding. So even though irma is gone and the high tide mark was two hours and 20 minutes ago or so and we have seen the water go out, it will be like this quite a while, neil. My beach house got a little sand blasting from the category two gust winds coming up the beach from the southeast. But a lot of landscape damage obviously. Some big parents that are 70 plus years in the back yard, lost one of those. Honestly, minimal stuff in the context of what we just went through. Neil what is amazing, a lot of folks opted to stay. I dont know whether it was a voluntary evacuation where you are, but we heard a lot of people say i cant leave, its a nightmare on the roads. I hear stations are out of gas. Why did you stick around where you were . Ever since ive moved to jupiter island, ive stayed in early hurricane from ivan to francis to gene. Mainly because ive caught one or two unsavory types trying to loot. I dont have my boats here now. I caught an individual trying to ransack my boats. Police here are phenomenal. But when we go on lock down moat, they put security on the north idea of the island. The people that want to be bad, they come off the intercoastal. Its easy to come in when the place is dead, nobody is here. Thats the reason why i stay. Were very lucky to live here, but at the same time, were vulnerable to what Mother Nature can dish out and what the unsavory individuals are doing. Thats why a lot of people did abandon their homes, for personal safety reasons. You can get leery when they see the lootings like in ft. Lauderdale and they want to rush back because they get concerned. Its rare. Want to emphasize that. But it happens enough. What do your neighbors do . What others in the community do . I know the neighbors to my north, i checked on their property. I gave them a record. They werent here. Neighbors to the south werent here as well. Theres a few people left on jupiter island. I know the chief of Police Stayed on the island ever since the lock down mode. I cant tell you how many are here. I get out early and drive around. The roads were okay, cleared out so they can open up. The island did open a few hours ago. A lot of people were looking at what happened in florida. As bad as it looks, greg and this is incredible to me, they feared it would have been worse. Thats one of the reasons why the markets were up, a lot of floridarelated stocks were up that it could have been worse. Still looks good. I dont know if youve had a chance to go out and look around beyond jupiter. I mean, it looks like you had quite a beating. Oh, yeah. Were in the northeastern quadrant of the hurricane. We got a beating. We had 16 hours of nonstop winds. But i never heard this before. 3 00, 4 00 in the afternoon, we had a storm south of jupiter island. 90 miles an hour it was coming on shore. Ive never heard of anything like that. Spurned a lot spawned a lot of tornadoes. I know we got hammered around here. With us the nonstop, relentless battering for 16 plus hours. Neil thanks, greg. What it is like there now . Neil, the damage across florida will be in the billions. A significant portion is here in key largo and all the way down. These were house boats. Some were brand new. They have fallen on top of each other and crumbled, this looks like a roof. Cant tell if it was the roof or the floor. But it was one of two next to me. It was live here with you friday, i believe. They have to get here and clear the roads and the power lines are down. They have to clear that out before they let locals back in. At this point, we dont know the casualties. I chase storms because i have a passion for weather. I wanted to be a meteorologist since the third grade. Not only have i learned how the atmosphere works but i wanted to see it unfold. Thats why i storm chase. Neil all right. When i see an image of one of you, the other taking the video, is that right, simon and vice versa . Yeah, thats whats going on. When you do this looks like the winds are strong here. I dont know if you can see it. Its very difficult being a tornado chaser that is a bit of a crap shoot. Might or might not hit you directly. This is. How do you prepare for Something Like that . Yeah you want to be near, but you dont want to be in them. Tornadoes can be blue skies in a minute and be in a normal town and with a hurricane, were putting ourselves at ground zero. Going to an area that is not only going to get devastated by the areas around it for hundreds of miles will get devastated. So then we have to be ready to survive and help ourselves get out as opposed to going in and helping other people. Neil so justin when you experienced this, both of you, you knew what you were dealing with. Were there others outside as well or were you guys the only ones . I would hope you were the only ones. Yes. We were the only ones that were out. We actually had been to the east of where we were originally at, key west. Whenever were in a hurricane, our main goal is to get in the eye wall, which is the most intense part of the hurricane so we can experience and measure the strongest winds. In this case, we got irma. We wanted the eye to measure the lowest pressure it has. In order to do that, we had to head further to the east. In all those locations where it was ground zero where it was the worst, we were the only ones there. Neil do your families think youre crazy . I mean that with great respect. Yes. Our families are around us as little toddlers and planting our faces to the screen of the window when a storm would come by. They knew our passion. Maybe at first they thought we were crazy, maybe up to the age of 10. By the time we graduate high school, they just accented it as normal. Neil im glad youre both all right, juston and simon. But your indications are that the fema funding, emergency funding, whatever funding both states need is still on . Thats right, neil. Were staying in close contact with omb and fema to determine what those needs are. Congress cant act until we get a request from the white house, the administration. Theyll continue to assess it. We made the first down payment last week with funding for harvey. Of course now with irma adding to that, im sure there will be additional efforts to provide the resources that are needed for these states that have been impacted so severely to recover. Neil how did you feel about the way the aid was contracted, sir . The president working with democrats to raise the debt ceiling, tie at least initially harvey, largely harvey aid, to that . A lot of your conservatives were not happy, including members i spoke with from the Freedom Caucus and other groups. How about you . I get that, neil. I understand that most cases around here people dont like voting to raise the debt limit. Its something that we like to get reforms attached to and like to get a longer term with respect to raising it. But i also think that these were extraordinary circumstances. The president was determined to show a unified front in terms of what we were facing. So i think this is a short term deal. Theyre three month extensions. Dont read much to what happened last week other than this was a president and a congress trying to respond in a time of crisis. Neil senator, the two storms together could come close to 300 billion in emergency aid. A lot of it might come from private insurance companies, reinsurers, a lot might be expected to come from the federal government. You mentioned the original 15 billion payment is an installment. Where does the money come from . A good question. That is well wait until we get a request to make those determinations. Clearly, as you mentioned, a lot of insurance. Hopefully private sources that will assist with the relief effort. There will be federal resources required. Well have to, as that request comes in, analyze it and make sure were fiscally responsible. In most cases, if we can find ways of offsetting the resources that need to be extended, we need to do that. Its obviously a national emergency. The country always responds. We always respond in a bipartisan way. Thats what the president was trying to suggest last week. At the same time, we need to pay close attention to what were doing in terms of spending and a making sure were doing this in a fiscally responsible way. Neil some said you might have to scale backs the tax cuts to pay for this. Are you in that camp . The tax reform effort will continue independent of what is happening there. Of course, as you know, and i have said over and over again, tax reform needs to be about growth, jobs, wages and if we get greater growth in the economy as a result of tax reform, we will get additional federal revenues. One of the ways you deal with the fiscal challenges that we face as a nation, not only is to control spending and restrain spending, but you also have to get revenues to increase growth in the economy. Weve been growing 1. 5 approximately the last eight years. The cbo says well grow 2 the next ten. We have to do better than that. You would leave them hoping that would entice him back. It was 16 years ago today. We didnt know what happened. In tracing his steps, people would tell us things how he was helping people. Like he lent his cell phone for a person his last chance to say i love you. We know he was doing the acts of kindness. My dad was a kwooid man. His an introvert. Really . When you found out i know i asked you this before. Every year we get together. And youre always polite in the way you answer. But part of you in doing what he did, he was safe, he was out, he was free, alive. Yeah, my mom tells me that if he didnt if he came home, he would have never been the same. We must have lost him in some other way. Everyone is going to lose their loved ones. I happen to have a story of i lost my dad in doing an act of kindness that has elevated me and people around the world that talk about their acts of kindness and how they hold the door. We had an event last week. A woman, an elderly woman, a 5k, neil. She walked it, came across the finish line. She had been to some of our workshops. She said, rob, i didnt think i could do this for myself but i knew i could do it for you. How inspiring for me to have people neil amazing. You rejected me. I suggested i would drive it. You said you cant. You have to walk or run. Next year youre going. Neil when you look back, i can imagine you going through 16 years ago today. What did you know he didnt make it . Neil probably one of the worst moments of my life. I was doing research, talking to my friends that were doctors, parents that were doctors. We were in my kitchen. I was asking medically how long could you last. Remember looking at the newspaper and saying this is where we think dad is. Someone said hes no longer here. That really hit me. Neil then you later found out that he was alive, out and then you had that had to sink in. Yeah. He was on the phone with my mom. We think the second plane hit him on liberty street. Neil sorry to regurgitate it. You know, a lot of people say well, we all lose loved ones. I remind them yeah, but you dont see it on video year after year after year. You know . You do. How do you feel when you see those images and the planes hitting the towers and you know thats the moment that your dad died . Thats where i get my strength. I actually watch videos. I believe in reconnecting to what happened that day and owning it. People asked me, how old will your dad be when you tell her about grandpa . She knows. We have the pictures of the tower in the house. We want her to grow up strong, finding ways to help people. Neil shes 18 months now. Shes going to grow up always being attached to this horrific moment in history. How do you make it loose less horrific . You hold doors. She goes to look look at people dealing with things around the world and the hurricanes and a lot of times the focus is on the post traumatic stress. Theres also the post traumatic growth.
