That statement says in part this boeing 737 maxx 8 is a bigger design. The engines necessitated a redesign of the planes trim control system. When you turn the trim control off and the planes two switches by your thigh and power it up, it causes a different reaction than the other models of the 737. When you apply full power to the airplane, its going to drive the nose up. So what boeing did to counter that is they automated it. The first officer in the Ethiopian Air crash had 200 hours of flying time. Compare that to a minimum of 1,500 hours for u. S. First officers. The flight and voice data recorders have both been recovered somewhat damaged. They may reveal what theyre hinting at. Radar data shows the max 8 first climbed rapidly and descended down and killing everybody on board. In the october 218 crash of a lion air max 8, there were similar kinds of oscillations. But in that case, the plane had maintenance issues with gauges that monitor angle of attack and altitude. Yesterday the aircraft had no maintenance issues. While the country of china has grounded all max 8 flights, neither boeing and neither the faa has done so. I dont see any technical reason why the airplane should be grounded. Now, if china has some additional information, i sure hope they share it with the rest of the world so we can make an intelligent decision. Boeing opened a finishing facility in shanghai, china. Not where they build planes but they fit them out. The first plane to roll out in december was a boeing max 8. Back to you, charles. Thanks, doug. U. S. Carriers are standing by their boeing 737 max 8 jets for now, this is in response to nervous flyers. Southwest tweeting, at this time our flight of boeing 737 max 8 are operating as planned and we plan to operate them going forward. Just know Southwest Airlines focuses on the safety of our operations and is constant and unwavering. Two of these planes involved in two horrific crashes in six months. Anybody will be worried about this. Is the industry and the faa worried about this . I dont think so. I think its a little early to panic. I know that there are similarities between these two airplane accidents. But airplanes are machines. Theyre based on science. We dont tend to just panic and make extremely emotional decisions as the earlier commentator said without some kind of facts. Were going to have something here probably in the next three 6 hours with these two recorders in hand. Thats respectable. The one fact is, we know theres been two horrific crashes here. The initial reports seem like the pilots lose control of these planes. Would the better or smarter idea to ground them temporarily until theres a better handle on this . Well, that could certainly be argued. You know, i tend to be im a pilot. I always want to know what happened first. I know thats what my friends at the ntsb and the faa are doing. From a passenger side, i understand why people might be concerned. But we just dont know enough to make that decision yet. We hope we will. We just dont. Again, the faa just telling everybody that look, were watching this as close as everybody else. As soon as we see anything that looks like its a problem, they probably will ground these airplanes. But we dont know yet. Neil most experts are saying the plane itself is structurally sufficient, a great airplane. Many have zeroed in on the potential problem being a software that sort of fights the pilot, wants to descend when the pilot wants to go up. If you listen to doug mckelway, it climb rapidly and descended rapidly. You have the crazy oscillations, the same sort of narrative that we heard with the lion air flight. What should boeing be doing and the faa to convince the Global Public the software is not interfering with the pilot . Well, of course, thats an issue for boeing in terms of, you know, figures out the software issues. We havent heard much out of them since the lion air accident. I know theres something about to be released. Pilots are welltrained and the story of what happened, what they believe happened in the lion air accident, which is that the trim kind of got away from the got out of sync with the auto pilot is easy to turn off. Everybody that flies the 73 right now knows if that happens, the first thing im going to do is reach over and turn off the switches to deactivate the system. We dont know if its something completely unrelated to that that happens to look similar. Thanks, robert. We appreciate it. Youre welcome. Of course, boeings stock getting hit hard. Jeff flock has more on how the company is responding. Jeff . The stock is down 12 this morning. Now recovered quite a bit. We got this air worthiness directive coming up at 5 00 p. M. My experience with air worthiness directives is generally theyre issued with regard to some problem with an aircraft. So all eyes on that at 5 00 p. M. Well see where that goes. As you report, boeing issued a statement. They say they dont see reason to have a change. Ill read you the statement. So you know, the investigation says boeing is in its early stages. At this point based on the information available, we dont have any basis to issue new guidance to the operators. That means no groundings. But china and indonesia have gone ahead to ground that aircraft. India has issued a directive that says you might be an experienced pilot if you want to fly the new 737 max. You have to have 1,000 hours behind the have controls of the previous incarnation of the 737. Cayman airways, comair and india and china have all grounded the aircraft. Lots of them in the pipeline. 5,000 plus orders out there now. The company has fulfilled about 350 of these. Specific to the u. S. , you wonder why were out here at Midway Airport . Because southwest flies here and theyre the biggest customer for this aircraft in the world. Southwest has ordered 280 of them. They have gotten delivery on about 30 of them. Since we have the last numbers. United has ordered over 100 of these aircraft. Those are continuing to fly at this point until we get the air wort worthiness directive, nothing to change that. Jeff, you mentioned that boeing said the investigation is in the early stages. Did they ever conclude the lion air investigation . Do you know . They have not, no. Neither that or nor anything that has come out of this latest one. Tells me that theyre going to issue an air worthiness directive that the faa has something that they need to say. This air worthiness directive comes from the faa or from boeing . Faa. This is Government Agency will issue this. Secretary chao announced the faa would do that at 5 00. Jeff flock, thanks very much. Appreciate it. Thanks, charles. Billions more for the wall . New work requirements for welfare. The president s budget is calling for it. Juxtapose that with something democrat alexandria ocasiocortez just said, well, well debate it. Michael cohen heading for a perjury probe. What a top House Democrat hints at it, should he start worrying about it . Jerry reed singing eastbound and down eastbound and down. Loaded up and truckin we gonna do what they say cant be done weve got a long way to go and a short time to get there. Im eastbound, just watch ole bandit run whatever party youve got going in the back, weve got the business up front. A 4. 7 trillion budget battle brewing over the president s 2020 budget. The white house unveiling that proposal today to john roberts at the white house with the very latest. A lot of great questions, john. You know, budget day is one of the best days, charles. We get to dig deep in the weeds and talk to folks at the white house about these funding requests, which democrats on capitol hill are saying are dead on arrival. A couple of big things. The 8. 6 billion to finish the construction of the wall. That would complete about 722 miles of wall in addition to the 400 miles of fencing the president wants to put in with the current budget request and his emergency declaration. The other big thing is, the pentagon budget going up to 750 billion. The fact that 165 billion of that will be in the overseas Contingency Operations fund, which is an offthebooks thing that is not subject to spending caps. A lot of people are worried the white house may use some of that money in the oco budget to back fill money that is being used from the military budget to build a border barrier. I asked the omb director about that today. Heres what he said. We do not request any oco money for the purchasing of the completion of the wall. We do have emergency spending that we devote to it. We continue to continue the military rebuild by asking for what is necessary to complete the wall. Just to let you know, he called it the over seas Counter Insurgency operation. The democrats didnt like this. Nancy pelosi said. The president does plan on cutting 2. 7 trillion in spending over ten years. 1. 9 trillion of that will come out of mandatory spending like medicaid and medicare. Russell vought insists that its not going to be cut to medicare and medicare. Its savings. He says there will be a new work component for people using federal services. Listen here. Hes not cutting medicare in this budget. What were doing is putting forward reforms that lower drug prices. Because medicare pays a very large share of drug prices in this country, has the impact of finding savings. In terms of work requirements, its something that we have long viewed as important to say i think the same principles of reducing dependency and apply them to housing and food stamps and to medicaid. Just so youre clear, the work requirements would be 20 hours a week either working, in job training or in some sort of community service. The economic assumptions that the white house is making for this budget wont hold water. It assumes an average of 3 growth over ten years. That beats out, according to the committee for responsible budget, even the rosiest projections. Of this 8 billion border wall request to the welfare work requirements, the president setting up the battle lines. How will this play out . Lawrence jones and Rashad Richie and elena train. Elena. Lets start with you, this is a big budget. 4. 7 trillion is a big ask for the border wall. We know there will be political friction there. What do you make of the plan itself . The thing to keep in mind, these budgets put forth by the white house are more symbolic measures. This is dead on arrival as some democrats have said over the weekend before it was even released. So Congress Sets these spending levels. It does show the white houses priorities for 2020. The big thing we saw, massive spending increases. The president said he has wanted to see increases in defense spending. A detriment and something that were seeing is this budget wont be balanced for 15 years. The first budget was ten years. Remember, on the 2016 campaign trail, the president said he would eliminate the deficit over eight years and clearly this plan isnt doing that. Its adding a trillion dollars over the next four years. So i think that will be a big thing that democrats hone in on from a messaging perspective. Nancy pelosi calling it cruel. A lot of attention paid to work requirements for those folks receiving assistance including food stamps. Its the same. Look at the last three years. Unemployment is down to 3. 3 . When you look at now that theres about 9. 9 Million People in the work force, this is common sense stuff right here. We want to get people back to work. I think if anybody is being cruel, nancy pelosi and many on the left that want to have meme dependent on the government so they never make it out of these communities. Lets take a listen to what alexandria ocasiocortez had to say over the weekend about president Ronald Reagan and welfare back in the 1980s. Watch. The perfect example of how special interests and the powerful have pitted White Working Class americans against brown and black working class americans in order to just screw over all working class americans. Its reaganism in the 80s when he started talking about welfare queen. Painting this photo, painting this recentful vision of essentially black women who were doing nothing that were sucked on by our country. Lets go back, rewrite the wrongs of yesterday or relitigate them. She talked about fdr being a racist. I dont know how this is helpful. You know, you can get mired in the political argument about what really happened in the 80s, particularly with the economy. What is your thinking here . Aoc seems to be the person making all of the major decisions or setting the tone for the Democratic Party. Lets be clear, charles. Shes not making any decisions. Shes talking about being a representative for the district that elected here. Theres a false narrative. Theres more whites on welfare than african americans. Thats not part of the conversation. Who is making that claim . Its so interesting to me. If someone says welfare reforms hand democrats say its racest, arent democrats assuming that blacks are on welfare more than any up with else . Bingo. I havent said that. My job is to tell you what the narrative has been. As a radio host that talks to people, many people think more black people are on well father than white people that should be corrected. Lets go beyond that to the actual policy that has been presented by the president of the United States. Were stalking about welfare to work program. This is a refurbished premised based on the plan from clinton. Im cool with saying if youre able bodied, you should go out and work. Im good with that. I think 20 hours is a bit high. Only because i want to see people going out and applying for jobs. Last month, 45,000 people left the labor force even though theres 7. 3 million jobs open. Obviously some people in this country dont want to work. Yeah, theres some people that dont work and we shouldnt be taking care of their need then if they dont want to get back in the work force. This is not the president take against way welfare. Hes trying to get people back in the work force. It worked in maine, kansas, worked in arkansas, worked in florida. So this is a proven model. Lets put it back to work on a federal level. Have to leave it there. Thank you. A perjury probe for Michael Cohens future because a top House Democrat is talking about it. Maybe he should worry about it. Well be right back. Or psoriatic arthritis, Little Things can be a big deal. Thats why theres otezla. Otezla is not an injection or a cream. Michael cohen could be in trouble again amount top democrat says the department of justice could open a perjury investigation based on his testimony last months. I imagine that chairman cummings will refer him. Thats just my guess. When he says when the chairman says Something Like im going to nail you to the cross, he means it. Former federal prosecutor john sale joins me now. John, i guess it shouldnt be a surprise since that testimony, weve seen a lot of contradictions at the very least and some that seem to be lies. Charles, Michael Cohens wish list was to get a reduction of his sentence. I think hes going to see the opposite. I tried to watch him with an open mind. I came in to this i was a water gate prosecutor. I remember john deans took down a president. Was it different. John dean was secretly recorded. Michael cohen as a lawyer selectively recorded his own client. Imagine that. So i start off with an open mind. Michael cohen begins by calling the president names. Anybody that prepare as witness, if you have something of substance, dont go to name calling. Get down to it. He came across somebody that had an agenda that is bitter, he went from darkness to light, blind, loyalty. He did not have a Cooperation Agreement with the Southern District. The Southern District in their sentencing memo said he just cooperated he did this belatedly and he profited to a great deal. What did he lie about . Or whether or not its perjury remains to be seen. He misled congress what did he lie about . Number 1, give me a break. He didnt want a job in the white house. That is easily proven. More importantly, when he said clearly that he used the word i never requested nor would i accept a pardon. Never means never. Despite the fact that lanny davis tried to do damage control, what is the meaning of is, what does is mean . He wanted a pardon. What is he going to do if he gets a pardon . He going to say return to sender . Id rather go to jail for three years . He lied. Theres the value of his testimony. He reluctantly said, i dont know anything about collusion. Thats what this is all about. Two things there that i want to lets start back that i didnt want a pardon. Semantics, maybe his lawyer asked, maybe his lawyer asked without him knowing about it. When they bring these things up, if
