So not just totally for the airlines. Furthermore, there are about 257 airlines that share that money as well. There are six major ones, that we all know about, but its actually money thats quite dispersed. Number two, about 50 of it originally was supposed to go to grants, 50 was supposed to go to loans. But the treasury is administering this program, and a certain part of the grant will be low interest loans. If so, overall, its going to be a combination of loans and grants. And, of course, as part of the these, this disbursement of funds, therell be some equity that will be taken by the government in the form of interest. Neil we help the taxpayers might get Something Back on this. This money is supposed to make payroll, first and foremost. 90 of it is going to be maintaining payroll and operations. And so, as the secretary of transportation, im concerned about the safe operation of the transportation system, and im also concerned about workers payrolls. Workers jobs. Neil you know, the workers have been concerned that the few people who are fine these days, secretary, they are not Wearing Masks. In fact, its quite routine for a lot of people crowded and plain, 8 out of 10 of them arent. Do you think they should . You know, we are just not accustomed to it as a country. So we have to get used to it, and some people are going to wear it and some people are not. We should really listen to the Public Health experts, United Airlines is thinking about asking their crew to put on masks. They are not putting passengers in the middle seat, there is facing the passengers out. They are cleaning the cabins much more frequently. But having said that, the safety of the passengers, the safety of the crew is important, so we are encouraging the unions and management of the airline to talk to one another and we are also participating in bringing them together and talking about some of these issues. But the airlines are already taking steps for social distancing on board the plane, they are also taking steps to frequently clean the planes and cabins, more than they have before. But again, these are issues that we are all facing together, that we have to talk to one another about, and decide on a path forward. We should really listen to the Public Health<\/a> experts, United Airlines<\/a> is thinking about asking their crew to put on masks. But at this point, with a 96 drop in passenger volume, the load factor is about 4 . There can be social distancing on airplanes these day. And the airliners are doing at their own way. They are not putting passengers in the middle seat, there is facing the passengers out. They are cleaning the cabins much more frequently. They are asking their crews do not use the same equipment, and give them more flexibility to flight attendants, for example, to show the safety procedures, not necessarily using those things. Neil secretary, you mention flight attendants, Flight Attendants Union<\/a> was among those saying theyve got to be Wearing Masks<\/a>. They have to wear masks. Its dangerous for us, and then a bunch of coughing, hacking folks come on board, we are in danger. So that it should be required, what do you say . So, as mentioned, the tremendous decrease in passenger volume is a reality these days. So, so many of our airplanes are going with less than their usual load factor. But having said that, the safety of the passengers, the safety of the crew is important, so we are encouraging the unions and management of the airline to talk to one another and we are also participating in bringing them together and talking about some of these issues. But the airlines are already taking steps for social distancing on board the plane, they are also taking steps to frequently clean the planes and cabins, more than they have before. But again, these are issues that we are all facing together, that we have to talk to one another about, and decide on a path forward. Neil are you worried, though, that even when its clear for people to start a venture out a little bit more, theyre not going to, because they will be afraid to be in crowded planes, they will be afraid to go to restaurants, theaters, all that, this could take some time. What were going to do is we Just Launched<\/a> a program called test number asking. It is a program to get nebraska to be assessed, then well do the testing. If they test positive, we will do Contact Tracing<\/a> to be able to make sure that not only are those people who tested positive isolated, but we go back, and get all those people theyve been in contact with over the last several weeks, and get them to isolate, or to quarantine, so that if they develop symptoms, theyre not infecting anybody else. This is a way we can slow the spread of the virus and isolate people who are most impacted to laos to start doing some of these other things, to lessen the restrictions on people who were not impacted by coronavirus. So its a key part of how we open up our state, and all this is about making sure we dont overwhelm health care system. Thats really our northstar they are, were really watching what happens or hospital beds, our icu beds, and our ventilators, are we keeping capacity there. The president then asked a question of dr. Brian, well, is it possible to inject or in some other way get disinfectant inside the body as a sort of a cleanse. But today, in the oval office when asked about it, the president says it now, i was just plunking the media, watch here. President trump i was asking the question sarcastically to reporters like you, just to see what would happen. Now, disinfectant, for doing this, maybe on the hands would work. And i was asking the question, of the gentleman who was there yesterday, bill, because when they say that something will last three or four hours or six hours, but if the sun is out, or if they use disinfectant, it goes away in less than a minute, did you hear about this, yesterday . I was asking a sarcastic, very sarcastic question to the reporters in the room, about disinfectant on the inside. All right, so the president says it was just sarcasm, but lets rewrite the tape and listen to what he said last night, how he said, and who he said it too. Watch here. President trump a question that probably, some of you are thinking on the internet world, which i find to be very interesting. So, suppose we hit the body with a tremendous, whether its ultraviolet, or very powerful light, and, i think you said, that youre going to test it, then i said suppose you brought the light inside the body, which you can do, either through the skin, or in some other way. And i think you said youre going to test that too. So that was interesting. And then i see the disinfectant knocks it out in a minute, one minute, and is there a way we can do Something Like<\/a> that, by injection inside, or almost a cleaning, you see gets in the lungs, and it does to medas damage, it would be interesting to check that. Youre going to have to use medical doctors, but it sounds interesting to me. Now, one area where the president is correct here, neil, his honest idea of maybe getting ultraviolet light inside the body, because there is a company in colorado that is experiencing with a medical device, not yet in use in patients, which embeds one of those ventilator tubes with ultraviolet light and leds in hopes that if you got that deep in the trachea, you might be able to treat some of the virus from the inside, with ultraviolet light, but again, im told that research is very early, its not ready for application in clinical settings, just yet, neil. Neil the makers of lysol, among other said just say you know, this not something for ingesting. But obviously, they mustve been concerned enough to say that the president gave that impression. But heres the issue, when you have people that are hunkered down, at home, theyre very afraid of this virus right now, that is possibly not the time to speak offthecuff, especially when youre thinking of things you can do at home to protect you from this viral illness, you know, you only have to look as far as the tide pod challenge to know that people dont necessarily have the where all not to swallow laundry detergent, i mean its not going to wash her insides like it washes your close. So, i agree with what dr. Burke said, that he gets this information, and he chews on it, and he likes to speak offthecuff, but the truth is we have to be very clear in what were saying to the general public, because people are afraid, and they really just need some concise information as to what they can do to stay safe, which i do think they are also doing a good job of providing that information. Neil but you know, his words do carry weight, hes the president of the United States<\/a>, so people obviously less than, they pay more attention than they might others who go up to that microphone. And in the same week we learned that hydroxychloroquine isnt the magic medical bullet that some, maybe even the president had hoped. The fda saying this is dangerous stuff outside of clinical studies, or hospital. And, this only days after these findings out of the va hospital, that a number of people died who were vulnerable to some of the side effects, or had some of the underlying conditions that could make taking this a little risky. Do you think that the president just has to be more careful, or leave the medical advice to his experts . I do think, right now, because we are in such a heightened state of awareness, and we dont have a proven treatment for this illness, we dont have a vaccine yet, i think its really important to be very clear and concise and straightforward with our information to the public, because we dont want to incite any undue panic, and by telling people, certain pieces of information that he may have heard from one report, that may not actually translates information that the public needs to know right now because, i will tell you, i heard what youre talking about with the uv light being treated within the trachea, we are a long way from using uv light in vivo like that. There are proven benefits of uv light, but not in that sort of way. Its important that we dont give fake news, and we do provide as much truth in factual evidence is possible to keep americans a safe and healthy. Neil all right, thank you very much. Lets hear from another doctor who says you know, everyone take a chill pill, i dont think he was running it that way, but the Johns Hopkins<\/a> University Physician<\/a> and professor of Public Health<\/a> joining me now on the phone. You did not take the president literally on his remarks, is that right, doctor . Thats right, i was surprised at all the coverage over that comment. You know, the president doesnt speak sort of openly, and likes to flow big ideas, and out of all of the things in that press briefing, i took a lot of things away, but i didnt even Pay Attention<\/a> to that, so i was kind of disappointed with all the Media Coverage<\/a> around it, and look, i think everybody is in agreement here. Nobody should ever ingest disinfectant, or bleach, or injected, and i didnt hear that suggested, in fact, literally, what i heard was, maybe we could think about Something Like<\/a> that, and i interpret that as a some big idea, some big antiviral, some new therapeutic, lets think big. Neil very good point, but it didnt strike me as being sarcastic, heres exactly what he said dominic take a look again. Do you think you should just be quiet on these type of issues, and leave it to folks like you to suggest these things if you would it all . Well, i do think he should leave it to physicians, and i did hear him say that even a few times in that comment. You know, i dont know, he knows, it could be interesting, we will leave it up to the doctors. But i have seen him, i havent worked closely with them, but i have had several meetings, when i worked with him on price transparency, and he just throws gigantic ideas, he says you know, you think about something along these lines. And people take it, the experts take it for general motivational thought to think big, but i dont think anybody took that literally. So you know, i think what ive also noticed as he throws big ideas out when he gets excited. And there were some good news yesterday. I mean, a day ago, a study out of china found that in 318 outbreaks, outdoor transmission was only identified in one of those 318 outbreaks. That means, being outdoors is really could have lead good. Its relatively safe. And that is a piece of good news right now. Neil so just to be clear, youre the medical expert, i am not, doctor. But disinfectant is fine for cleaning off services and counters doorknobs, that sort of thing, but to take it internally is not a good idea, right . Never a good idea, in any circumstance, and i would be very disappointed if anybody interpreted the media reporting in a way that they thought perhaps a goo could be. Very dangerous, people die from that sort of things in other settings. Lets be clear about that. I think there is broad consens consensus. Neil all right, then on the hydroxychloroquine issue if you will indulge me. Outside of clinical trials, a hospital taking this has significant risks, death being one of them. And the va Hospital Study<\/a> that those who took it, unnumbered died. Now, of course they were vulnerable admitted group, i might add, heart or respiratory issues, but do you think its a reminder to the president to not to use a magic bullet here, or to say what have you got to lose for those people, with these conditions, the one thing they have to lose is potentially their lives. Do you think that this puts that issue to bed, or continue to debate it . Well, sure. I think when we saw a soon ami headed our way, people were scrambling. They were panicked to grab it any idea of any kind of hope. The reason you saw so much enthusiasm around hydroxychloroquine and rem severe is that those were the only two therapeutics already on the shelf, there is a lot more promising stuff thats not fda approved, but i think this hyper enthusiasm came around the fact that those were already on the shelf, and were being floated out there. I think any benefit you see from rhonda severe will be small, it may be there. Hydroxychloroquine, generally speaking from the dating now, i dont recommend patients take it. Sure, if youre on a ventilator, maybe you can throw the kitchen sink at the patient if the patient wants, on a compassionate basis. But absolutely nobody outside of a hospital setting where a trial should be taking hydroxychloroquine. There are dangerous arrhythmias that can occur in those patients. Neil really quickly doctor, do you think we will have a spike in cases when people start slowly returning to work, is that unavoidable, or how do you see it . I think we can manage a continual reduction while going back to work because we have already seen it in the grocery industry. Grocery stress have been functioning with precautions, and other businesses can follow their lead, and we can, if were careful, can watch that, the burden of this virus go down. The key is weve got to be ready for the fall. If we see some cases in the fall, we dont want hysteria, we want people to know it may be a partly seasonal, and that we can address at the same way that we will be going to work cautious cautiously. He decided to talk to Homeless People<\/a> directly to get a sense of where theyre coming from, and what they know about this. It was riveting, but very unsettling, what did you find out . Yeah, i went there with the interest of learning what did they know about the coronavirus, how they get their information regarding the coronavirus, and if they were aware of the thousands of things Governor Newsom<\/a> has said are available for the homeless in the state of california, and i was very shocked and surprised to see that many were completely uninformed and the fact that this is the most vulnerable population in the state of california, because of the conditions in which they live in, if you look at the video, which is on the screen, you see a lot of them live around trash, and some of them do drugs, and theres a lot of mental issues among this population. Not only that, but they are vulnerable, they still go on the street and ask for money from individuals on a daytoday basis. So there is a very real possibility of them, if they have it, to contract that with individuals who are going about daily lives. Neil you know, the homeless situation is out of control. In cities like l. A. , san francisco, ive seen it in seattle and elsewhere. Its a huge problem, and im not blaming any city or mayor, or governor, or population there. But when you see such large groups of people just, by nature crowding themselves into areas and attends, none of them within the distancing measures that average folks are told to adhere to, and most unaware of how serious this thing is, youve got to wonder, whether we dont get it under control there, its going to be a potential outofcontrol problem there, it may be everywhere. Absolutely. Absolutely. Theres about 5,000 people that live in the skid row area among the 50 block radius. We talk about in the state of california, over 151,000 Homeless Individuals<\/a> in the state of california. A corner of the nations population of those that are homeless. This is a very, very serious issue. As you mentioned, a lot of the things that ive heard, gavin newsom, saying that theres going to be social distancing on skid row witches wear them just a couple miles away from right now, i havent seen it. I didnt seem any way for them to wash their hands, and the reason why some of them even had on masks in that situation was because some of them, i was surprised to learn didnt know about it, is becoming to the homeless shelters, and the homeless shelters require them to wear the mask before they come in, but worse, as one homeless person told me, when its 10 00 at night, theyll take the mask off, which means, whats the point of view wearing the mask in the beginning because you may still contract that.
