Firefighters said they found heavy smoke coming from the home when they arrived. Everyone inside the house was able to safely escape. Crews were on the scene for several hours. The cause of this fire is still under inveveigation. One person died in an overnight fire in des moines. Police were originally called out to a home on the citys Northwest Side for a report of a disturbance. Police say a man inside the home was threatening officers s en they arrived at the home. When police couldnt get the man to come outside, officers saw a fire erupt in the home. After breaking into the home to rescue the man, police say that man resisted the officers attempt to save him. Police ultimately had to leave him behind and run out of the home because of the fire and smoke. Investigators say the fire was set intentionanay. Authorities have not released the victims name. New at midday, a washington faces a manslaughter charge after a deadly hit andrun last year. Arrested 30 yearold justin milam of west chester on monday. Manslaughter influence. He was taken to the Washington County jail where his bond was set at 10,000. 51yearold Katherine Whetsine near wellman last june. Whestine wawaout running north of town when investigators say milam hit her with his car. She later died at the university of iowa hospitals. Today 9 people are dead after two trains crashed in germany early this morning. Fifty others were injured. Germanys transport minister says the 2 passenger trains were going around a curve when they crashed headon. Authorities say both trains were likely goininabout 60 Miles Per Hour on that stretch of track. The transport minister says there is a Safety System in place to automatically stop trainbefore they crash, but this morning that system crews have recovered the black boxes from both trains which they hope will give them a better idea about how the crash happened. Today former Iowa Governor chet culver is Holding Townhall meetings in eastern iowa to educate people about iowas move to privatized medicaid. Hes holding one meeting at the Coralville Public Library right now. This afternoon hell travel to cedar rapidss for another town hall at the cedar rapids Public Library at 2 00. Culver says the change will have a negative affect on the several hundred thousand iowans who rely on mededaid. Meanwhile, a bill that would undo governor branstads plan to privatize medicaid is moving forward in the state legislature. For now, the state is set to transition to privatized care in less ththn a month, on arch 1st. The transition was supposed to happen january 1st, but federal regulators said the state needed more time to signup the more than Iowa Governor terry y anstad sss privatization will help cut the rising price tag for medicaid. The administration said costs are expected to the state currently spends more than 4. 2 billion dollars each year on medicaid. Branstad has said privatizing will save during the first 6 months. Some of iowas democrats are saying the transition is too o st, that it disrupts longstanding patient and provider relationships, and could diminish care. Senators will likely vote this week on the billo dismantle medicaid privatization. Republicans s s it wont pass through the house where they hold the majority. Yet Senate Republican David Johnson from northwest iowa says hes supporting the bill. He didnt say hes against privatizing medicaid, just that the p pcess should slow down. Im going to support it to give it a little extra push. To give it an extra push because i want this to be a bipartisan the bill passed the Senate Committee vote. If a company will build a pipeline across the state. This week, the iowa utilities board is meeting to discuss whether to approve a permit for the project. The company, dakota access, wants to build the pipeline from nonoh dakota to illinois, and it would cut through 19 counties in iowa. The utilities board is reviewing a range of concerns, from vironmental to economic. Dakota access says that pipelines have a Better Safety record than other methods of crude oil sierra club points out that in 2013, more than 800,000 gallons were spilled froro railroad cars. But over 5 million hazardous liquus were spilled from pipelines iowa is the only state that has not yet approved a permit for the pipeline. She met with farmers at the Iowa County Farm Bureau to talk about some of the ag issues important to local farmers and agribusinesses. And theres a lot of federal ag policies on their minds right now. Ernst says she gets questions about the hot topics of ag legislation all over the state. So whether its cool, whether its gmo, whether its the renewable fuel standard, wotus, you name it. These are topics that always come out and people are very active in these areas. And wanting to know more in maybe what the federal government is doing. So they are very in tune in whats going on out there in washington d. C. I love to hear that, i love to see that engagement. Iowa was recently in the National Spotlight because of the first in the nation caucuses hosted here last week. But candidates siding against the renewable fuel standard. Agriculture stayed largely out earlier in the Campaign Season there was the ag summit hosted by businessman bruce rastetter. Then the outside markets under a lot of pressure weve got the equity markets under pressure. Crude oil under pressure so its a commodity liquidation. And it all adds up to some selling ahead of the monthly supply demand Crop Production report. The Cattle Market had a very poor trade on friday in the cash market after the futures close. Poor technical have stalled out. We had a weather rally and now we have to deal with bigger suppliesoming at us in is following the Cattle Market lower to a certain degree. Weve had some technical buying early in the day. But now were back to reality. And bigger supplies going to be coming at us in a few the last week so the top end of the range. The colfax sheep and goat auction on saturday saw 179 head of sheep. Feeder lambs fetched the days high average price of 1. 82 per pound, while fed lambs averaged 1. 30 per pound. Thats next a warehcounty thousands of dollars each year. And the county cant do much about it. Kcrgtv9s Forrest Saunders followed the paper trail and has the story. Remember that final scene of indiana jones. Rows and rows of boxes. This isnt a hollywood set, its where linn county stores most of its court files. The county generates an esttated 40thousand newewnes each year. And, as you can see, those files have really piled up over time. To try and figure out how many we have, ill say we have thousands of files here. How about that . Thats linn county clerk of court roxann repstieh. Shes essentially in charge of all the shes out of space to store it all in the courthouse. Nats this is one we have two of these rooms you can come on in here. Ats why the county rents a half floor of the old hubbard ice building on 1st street. 7thousand boxes, potentially up to 700,000 individual files are kept here. Itused to be more. The 08 flood destroyed a bunch at an old facility and damaged many others. They had a company freeze dry them. Then they all came back in boxes. We had to inventory. Rh onda ogreen comes here regularly to grab a few relevant files each week. She says some date back to the 60s. Many files are seldom used. Yet, the county spends nearly 50 grand in rent to store them, each year. And it doesnhave a choice. Depending on the type of record it is there are different retention rules. Repstien is talking about this it says, for civil cases, once settled, the county must keep the file for at least ten years. For criminal cases, ten years after the sentence is complete. Then files can transfer to microfilm, which is much smaller to store. Things get longer from there. Probate files, we have no rules to get d of any of those. We have those forever. Juvenileefiles, there are no rules. Linn county isnt alone. Courthouses across the state face the same storage problem. To the north, jones county owns a similar warehouse. Essentially its little more than a tightly packed, dank basement. Well, its very dark in here. Wehave to use our flashlight. Relief is in sit, in 20101 the state started the electronic Document Management system, allowing new files to be stored electronically, eliminating the need for paper records. It was rolled out in phases. Linn county started april 2014. But that didnt address the mountains of old files. They have to stay put, meaning linn county s to keep payayng its 50grand rent check. Thats a full job position. So, thats a big deal to us. County supervisor Linda Langston says this is an excellent example of an Unfunded Mandate from the state. Something, she says, legislators donoften notice but should. We want to make sure that theyve mindful when they impose these things the only way old files get ditched is if iowa code is changed. State legislators we talked to didnt know of any bills currently in the works to do that. In fact, some said there isnt enough man power to digitize t paperwork and purur all the files, anyway. Nor would it be worth the price tag. Nat door. So, for now, it looks like all this paper is here to stay. Destined to collect dust in courthouses, basements, and in linn countys case, a warehouse, while tax payers foot the bill. The city is working to buy the hubbard ice building, where the county stores those files right now. The city will likely demolish it to make way for a flood wall.
