Well we've been mentioning the Tic-Tac case for quite a while now 18 months ever since it exploded on to the front page of The New York Times the story had actually been floating around a longer than that but once it landed on the Times everything changed it changed because we suddenly learned about the Tic-Tac we saw this video we subsequently saw the gimbal video and suddenly other media took it seriously Congress took it seriously and as we have learned our intelligence and military folks have been studying this in secrecy and unlike some reports that program that we know is a tip did not and it is still ongoing another a fact of the tick tack exploding into public consciousness was the creation of a new organization called the f c u The scientific coalition or you follow g. And one of its. Bounders rich Hoffman a 25 year veteran of army information defense contracting and twice that long studying U.F.O.'s is my next guest will be back in a moment with rich Hoffman to talk about tick tack and related issues. Welcome back a lot has been written about the Tic-Tac incident and related incidents investigations of similar phenomena but nothing quite like a forensic analysis of Navy carrier strike group eleven's encounter with an a.v. Anomalous aerial vehicle at 270 page report put together by the scientific Coalition for you fall a g b s c u a relatively new organization one of its co-founders rich Hoffman is my guest and Rich I think it is a terrible oversight for me when I read that this is the 1st time you've been on Coast to Coast but welcome to the program at last. I'm going to be on with 2 George Yes it's pretty amazing I've been a coast to fighter for a very very long time. But anyway I know I'm just glad to be on with you now and then. I've enjoyed the show is in fact I think doing this show that's a lot of input on some of the things that been discussed as well but you know I got I got started back in Dayton Ohio after and like you know I was only 13 years old when I got started and I was just right down the street practically from Project. And so when I got hooked on to this thing the next thing I know I was like going around doing cases that's cation myself and I have a Bluebook officer sitting next to me and I began sharing information with that officer then eventually I was able to get. More contact I was able to get radar approach control phone numbers like a deuce and. I was coordinating with one strain field in Cincinnati and we were we were doing a lot together. And so this is really a significant day for me because it's also kind of carnal anniversary to 24th and it's not it's pretty exciting that here we are at this time after the book ended Condon Committee and the whole 9 yards to be actually gauging this whole topic again but on a whole different level so 72 years ago today Kenneth Arnold kicks off what we consider to be the current you know the modern you up all era you start your research and your interest in this starts right down the street from from Wright Patterson Air Force Base which not only was the home to Project Blue Book but might have been home to some other things related to the subject we've all heard the rumors there 55 years you have pursued this topic and here we are the tick tack the New York Times the 8 temp stories that Allsopp stories give me a sense of the tenor of the times and how unusual it must be for someone like you who spotted Purcell long to see these stories being treated seriously in mainstream media and to see Congress members of Congress say yes I had a classified briefing when I question whether I've guided inclined to have and I mean because we have made it to a scene where like you know when well look you know I didn't like feel like your entire legs were cut out underneath. The you know and then you know it was. Silence and then you get into the tabloid to that became humorous. To deal with the subject. Tried to maintain staying with treating it seriously and you just couldn't get anybody to take it seriously any more. For me the situation that's going on now with the revelations that you have like a tip program and you had senators were getting engaged. Starting that whole program and rather Bigelow being involved of course you know just this whole thing and watching all of these things take place on a daily basis conversations it's just it's mind boggling it's just. I don't even know how to take it all over well. I was thrilled to be able to have like Lou. How. The March conference we had it was our 1st conference here in Huntsville. And just to be able to have even them calm and to get to know them a little bit more to hear what they were doing you just think I just became totally impressed and even now I'm you know I'm talking with little and how. Often and we were starting to see now more of our scientific people getting engaged in the subject even if. It's just a little history for the few contacts here. We're largely composed of x. Move on people. The small number was the start of the whole thing but we've added on more and more over that period of time here but we're really not new we actually started on the case back in 2013 the Puerto Rico video that was released from Homeland Security and so we actually did we said you know it's ridiculous that we're not taking our time and spending a long time looking at these excellent cases especially when you start to get thermal imaging camera footage that's there and you get you know credible pilots and so on and so forth so we were thrilled with with even just being able to do that one start to learn a lot of the thermal imaging and and how to interpret it in studying that then all of a sudden boom out of the blue we're starting to see these other videos of thermal imaging things from military aircraft that were sent to like wow this is incredible and for scientists. They want data and this is now providing them with data and in my God I wish we wish we had the radar and the sonar and a lot of wonderful stuff I think it would be really incredible for us to do that and we'd like to even be able to validate whoever did what they did previously if they did some sort of analysis. For honest it's very exciting I mean we've got something like right now over 60 people part of Su We decided that we were going to focus on science and bring scientists together and we're doing it I mean we're now got something like about maybe 20 Ph D.'s right now that are all engaged in this so it's exciting times for me George and for all of us I will get into the report in a moment 1st you know the videos the videos really make this a big story that Tic-Tac video the gimbal video go fast are you satisfied and you've been around the defense establishment and worked with the Army for a long time as in addition to pursuing U.F.O.'s in your own time but are you satisfied that those videos were in fact released by the Pentagon. I mean only in you Paula g. Could go ahead I'm sorry no I would just say that. I don't have any issues with that at all. Basically the situation there is that and in fact also want to point out if you have had private conversations with little about it. I've got a better understanding of what how it transpired but but to work in the i.t. World and the world for the Army cyber security of all people also got the foyer a group underneath us and we also have the visual department and I work with the 4 star Army headquarters and I pointed out repeatedly. And I talk with all the foyer people that we've got there's a lot of things that do fault of the cracks there's a lot of things and it's always been a problem of getting things actually passed to the records people and getting things like we should. But ultimately it's a situation and I jokingly pointed out the fact that if if you took a look at my government computer but I've got I've got 2 of them I've got one that's a secret and then. Non-classified But if you took a look at my computer and if I had somebody like Gary McKinnon that wanted to hack into my computer. One of light he would think that the army is engaged in U.F.O.'s . And. The same time. My computer is being looked at in terms of any foyer requests so. I'm just wanting to clarify that we think that there's a perfect role for records management out there and this stuff it's not. Some of the things we're trying to actually solve and improve but for me it's it's a no brainer and yeah if you take a look we typically like if we've got these kind of videos like these objects we would strip off personal data we would. Strip off the net of data associated with it we can be the cheap us co-ordinates we would we would trim it down to the point where you couldn't hear a like a pilot saying here is my name or mentioning some of these names or even locations or something of that nature so I wasn't even bothered by the fact that they were very short clips and could likely have been longer. But to me the overwhelming thing is that without a doubt there these are from those aircraft and from what Elizondo has told us there are more that maybe we'll get to see maybe we we won't but if in your dealings with boy a knowledge of it directly if somebody inside wants to keep records to themselves and not released to the public they can find ways to do it yes there are clear ways that we we can circumvent that that's not an issue typically you have all these different classification markings and things like that that you can put on it and then alternately that keeps it like for official use only example. That's going to keep things pretty much out of the play of world so ultimately it's a situation where you'd have to and then And then there's the matter of just if you take a look at the entire i c world and how long stovepipe it is not connected. And there are so many disparate systems you basically bringing data or trying to get access that data across the entire Army is almost impossible. Even if you look at. Reports Government Accountability Office report stuff like that you'll find that there's all kinds of problems with. What are we to make of conflicting statements from the Pentagon on the subject you know for a long time after Blue Book it was we don't study U.F.O.'s that's not the national security matter there's nothing we can learn from them scientifically a tip was cancelled you know and then Lou Elizondo had nothing to do with it a tip didn't study you oppose all that stuff most of that stuff has now been proven to be untrue and. Yes You know I see people latch on to statements that the Pentagon has made and then a week later they say the Pentagon issues a conflicting statement yeah and. You can watch and bet your bottom dollar that there's going to be a restatement or a retraction or something of that nature about Lou working for a test I mean. There are inherent issues in the sense that if you think that just how large the d.o.t. Is and to think that you could have an individual spokesman or a group of people even at the Pentagon who wouldn't know about these programs is just ludicrous and especially when I don't call it a u.f.o. Program I call it something is. A Big us if you would as a threat dance threat identification program it's not there's no we had difficulties even knowing our own organization and who belongs to who and what they're doing and got people in Cuba sitting next to me that they don't know what they're doing so I mean. I could think that there would be a spokesman who would be able to do that to make a statement that with any kind of certainty is ludicrous Well I remember when Elizondo came out and he stood on that stage in Seattle I met him a couple days later and you know I knew there was a guy in that job I just didn't had never heard his name and he said you know I'd ask him there's going to be repercussions here I would think he said yeah that's already happening as that he has his supervisors immediate supervisor did not know what he was doing it was a secret program the guy above him knew about it but his immediate supervisor didn't and there is pushback as you would expect Don't worry if you recall what I mean and usually I think Harry Reid number trying to get that United Press full access program well that even close is that there were further on what you would know because ultimately a situation where very few people know. About special step programs. And and so I guess what I'm trying to get out is yeah I mean I would think they would have a boss that they would report to might be doing their ratings or something of that nature but even that person wouldn't necessarily know what that individual is doing on any and I sat program and sat there all over and terms of the types of programs that are going on and that they're they're very close they're very restricted they're very controlled. And you know I'm not at all surprised that that would be like that somebody supervisor would not necessarily know what that individual is doing for all the time that you've been involved and you follow g. And a pursuit of the subject I rarely if ever can remember seeing you involved in one of the giant spats that for which the field is so well known and I don't know how you've been able to slip through the raindrops but I admire that ability but right now I mean as soon as the stuff came out it seemed like the you follow just the people who presumably are interested in pursuing this topic where they resisted the most vociferous Lee They pounced all over it jumped on anybody and sticks their head up and have insisted Well this is birds it's planes it's it's retro rockets it's jets it's a flare it's anything but a u.f.o. . Yeah and I seen that over my 55 years of youth ology I mean any time somebody would show a photograph in the back in the late sixty's and stuff like that I could started in 64 but I mean you know everybody would offer an opinion their own opinion always a pie plate it's always this is that you know it looks like a bird or whatever. That's the human nature is is pretty consistent in that regard and I and I just learned to say that you know like well people can offer their opinion and just I just let it roll off my back because ultimately it comes down to analysis needs to be done and somebody needs to really spend time and do a good thorough investigation and that's where I I mean. To me I've been in a largely I mean I think desk 4000 cases like I was the the. On Star team I was a stark director for both fine I've been with move on and sent with the still the Midwest phone network. That was back in 69. With a boy. And we used the database over and over all the photographs and the films and various other things and I you know a lot of misidentifications colliding with that are you know and that's going to continue to happen I'm telling you right now that these pilots who are seeing things all are likely unless you do a good analysis right investigation on it they could be seeing something that's perfectly normal fact I just saw where that fear and that's where it was great. That that basically has the same exact identification look as a radar reflected. I mean that would look like that spear was a little square and it be transparent. It's very possible that that could be explanation for that one. Drug could be hypothetically that kind of same situation but I guess I'm going to really come back to what your your point was not get too far away. I think that there's a lot of facts and I and it's like my God Is it. People are just all over each other and I get way from they could be going for all distractors who got here if you approach just like a whole bunch of other kind of things that are going to get people want to attack them too. We need to study the subject of you know fine well. And what he's doing and how it maneuver to fix if it breaks one of the physics which it is. What can be learned from the observation how can we better job of getting here where it's very kind of you know there's a lot of people that I was working with even to move on that we were I was helping the look and it's from occasion and how can we get instrumentation out to fight where there are constant activity to be able to get you know every every kind of like thing from like you know thermal imaging to. Having a camera or Great Attractor he thought that Opal in this report that we're going to get into you make the point there's a lot of data you'd like to have access to but you did a heck of a job with what you is available 270 page analysis of the tick tack and when it jumped right into that in just a moment with go into the break now Johnny Rivers takes us into the break we'll be right back this. Rich Hoffman the 270 page forensic analysis of the Tic-Tac cases is fascinating reading there's a lot of information as you note in the beginning that you'd like to have that you don't but you're a be able to put this together with publicly available information right. Then and interview as well to. Describe the process. Well. First off let me let me clarify that Robert Powell who got started with this after seeing the pocket. Article. That was back in 2015 and he kind of like. He started to Clacton started to contact a lot of different people are trying to get a hold of people and then we decided that we were going to form a team. After that and to start to tackle it and to do that we had 3 ordinary officers Robert reality literally case that tackled the major part of the writing and then we hadn't a number of us that got involved with it from the standpoint of helping do to do the interviews with witnesses to see if we could get ahold of them. Who also then beginning to learn and study about the entire carrier group and the type of equipment. I documented a lot of the equipment that they had the capabilities of that so we started to collect all this information on that and then to to start digest where was this thing where because if we didn't have that location we had to go on the basis of trying to see if we came up with that other kind of data that would help us to mail that down. Many of the things like you know for example people like Kevin day were extremely helpful and we talk with Gary Voight he's We talk with Jason Turner we talk with. You know the. Commander Lieutenant Commander slate Mynor viewed him. And we took the braver information and we were able to assemble it all together and start to put together the entire narrative he then this is even prior to the. Executive summary that came out that was passed a little bit later which added some other additional details. We hope for a period of time then we started to look at well let's assemble what we now look to see if we can come up with any conclusions on how we approach. And obviously the same exact method to be able to do that we incorporate things like you know the null hypothesis and various other things people to make sure that who are on target but the bottom line was that we started to capture the data in the information that was provided to us and when you get multiple witnesses on board and we look at like 7 day and both these are highly trained and highly skilled individuals in fact you know I mean. I thought we had them in the. Service so we took their information and then we said Well Ok let's on the basis of that work whether or not a human what let's see if we can determine certain kind of criminals like this that look at the size of the object down let's get. The speed if we can let's get the power celebration and let's take a look at that and then we got earlier we were getting information that by the way outs clarifies it saying as the witnesses have now some of the witnesses have gotten together and clarify I think let me give you an example of what I'm getting at we were at we were originally told that it was a calm 2 x. Exercise that back when it happened and then now what we're getting told is no it was prior to that that it was the what they call it to us t.s.a. Which is a tailored ship training availability and that's where they give the integration hope a lot of their life in their systems and that type of thing with this little clip with I think that. There is that and then there were other kinds of things we recalled that the artists were dropping from 80000. Down to 20000 see someone for going from a 1000 feet down to you know that the piece about the water well Ok let's take a look at it and that's you know see if we can evaluate if you have that kind of thing in a recall what it was point 78 seconds Well let's start with point 7 seconds but let's also add in appearing you know conservative number and discotheques seconds you know meaning that we're just going to say an object. And what would be. Its chief forces that you would experience what kind of. What kind of heating in the atmosphere you would expect to have happen you would expect a sonic boom you don't have that happen is you can expect on the water video to see some sort of a horrible indication of some sort of propulsion systems and you don't see any of that. The you know the I think it's true that you get is really bizarre In fact it's not really heating up from all that money over. And you say well wait a minute other makes any sense let's go on the basis of well how because a task for example water kickback was 46 feet by her feet high Ok well that's approximately the same size so big you know not exactly but with the same sizes you have 18 Ok Well all right great so let's now figure out what the weight would be of the most common for the mass and we had I would be like I can remember I think we like to use 20200. Something about I came readouts up on what it was but we got that nailed down and then what we did is begin doing the math you know and we decided that we're also going to have that I think 3 different methods. Let's make the power of the product and all. Information let's do it based upon what we know from what witnesses told us Ok And then at the same time look at what the pilot the pilot say something else for example the object left them and went to the cap point Ok one for a recap point and let's calculate that same kind of information from that speed Well then what else can we get from the video and if we do the video analysis and break it down can we see that the rapid acceleration. Of that except for the last is what. Can that tell us in terms of the speed and amazing thing about it is all 3 of those different ways of looking at this using very conservative numbers came up with objects that would exceed anything that we know and I've heard just I haven't I'm sorry I was just going to say like for example and we also know that if the standpoint that from a linear as well as a parabolic trajectory meaning that you know it typically like you know you speed up the cell array and then you decelerate by slowing yourself down right into a stop at. We look at that as a linear is that a linear kind of relationship or is that parabolic getting when it goes Up Close down and you know gradually and then it goes into if you celebration mode and then we constantly do that and we came up with things like. Incredible amounts of g. Forces when we took a look at this I'm talking on a scale of like thousands of you forces if you're talking about the point 70 seconds. But if you're talking about the 6 seconds well then it comes down a little bit Ok it's not as big what about the speech you know well it was you know could be 104000 miles an hour at one point and then could be decelerating after that but the bottom line is that you come up with the calculations using all the things that we would typically do for the standpoint of known physics in Newtonian physics I should say and we come up with the fact that you know like something like a 6 2nd parabolic trajectory is equivalent to 2.3 tons of t.n.t. Being detonated seconds I mean if you look at it from a point 78 seconds if that's an accurate then it's equivalent to a $1.00 ton Killick on tactical nuclear weapons being. Accepted in just the power and then you would have the kinetic effect of the object stopping which would actually basically bend so powerful that it probably wouldn't even as far away as the ships where they would have been impacted. You know the complaints that we've heard about the video if people don't want it to be something anomalous they'll say it's blurry it's grainy it's this it's that it's pretty darn good from where I sit in terms of compared to what you get perms cell phones and given the provenance of it coming from the sources that it came from. You would agree. No I would agree. There are obviously limitations with the video I mean you're talking a lot of people look at that and they fail to notice the fact that the magnification and move on it increases that went from like one time to time and it expands and you can order on the screen and so if you if you if you think about it if I've got an article pretty far away that way as it might look for my work but when you bring out I picked up and it moves away it's closer to you that it is you know it can be pretty fast right then so that to an observation you have to know going into the analysis of the actual video and then also at the same time you know it also there is there could be some impact from. You don't really see the onset per se you're seeing. And we saw this in the outward video that we looked at as well where you're trying to look at a thermal think this or a fun thing you know and you have to understand you're not looking at the visible you're looking at the sea and the photons are coming from it so you know you're trying to make sense I don't know where the if you would and then that could be a depicting it inaccurately as well as like a little bit of a blur of that because on the increased celebration. I don't know when going to know that Robert Powell is sort of a secret weapon for your guess a not so secret weapon he's done some great work on cases like Stephenville and yeah and certainly does great work here tell me this when the executive summary was released but I'm the guy released it so yeah and I and I given where I and I knew where it came from so I knew it was real but it had no markings on it as Dave framer has called it he called it an unofficial official summary or was it helpful and what did you make of it when you saw it. Oh sure it was it was very helpful and we were extremely thrilled by the fact that you as you had released it and it could help us to clarify some of the the questions we had about the information that we were getting. And so you know. Every piece of data is very important if you're trying to take a look at it you're saying always give it a. Break you're actually getting. Some excellent information on in fact that are down to actually getting into the names if you would even of the blotched out you could start to realize you know we started to figure out who those blast out or redacted areas and who those people were. You know we knew about things like the link 16 network we know without. The cooperation of engagement capability that supports the craft and how accurate capable those pieces of equipment are I mean you're talking about detecting missiles that are just above the water that are moving through a valley be able to see it to detect it. And to think that now. The essay called it but in the video. Say the. Electronically scanned array radars and have the newest generation of these things they're so capable that you're suddenly you know they're able to see actually objects with clutter. And so it's no surprise that as we keep improving their capabilities of this equipment that we're actually now seeing more and more and being able to discern what those things are that they are not a normal aircraft or it's not the so it's done and grown or whatever. I guess what I'm kind of saying here is that that document was very very helpful and thank you that's the kind of information that we needed to be able to continue to improve our work and then. Also if we continue to look at that because there's. You know this information that's being shared about the case you know it just you would McMinnville Oregon for example and actually hearing frame for a walk through that whole thing again was helpful tell me this What do you make of you know I thought maybe the smoke is part of the whole thing was the the object go into the cap point and how figured that out I mean it seems like it was it can't be a coincidence I maybe it could be a coincidence but it seems like a pretty weird one. Yes it is and the other point that we make even in our paper is that there was no confirmation whether that was also a 2nd object or it could have been another word we don't have the data details of that object directly went to that test point and that was the same object the left frame or the limb San Yeah they don't have license plates on them exactly so there might that might have been another was that the cap went away that we don't know but that in our paper we talked about the fact that that's one of the limitations but ultimately if indeed you have to look at it like this that the object and you heard Frazier talk about it even in the simple statement that he made where he's going down after the object the object seemed to indicate like it knew that he was there and it responded as he was going up and they were circling up on their altitude it got to work then he cut across the Arctic then come like shot off and immediately went by him and then it went to this cap point well that's kind of an interesting thing earns a actually tracking him because he was originally at the cap point when they started that they were to start the exercise the Bluefin read the exercise and see we're not even talking about the fact that this actually saw the underwater object prior to rape her. Within a community Kirk was with the the red team if you would and they came out to Miramar and they were over there getting positions and. Ready to have this exercise and so you see the frothing in the water from something and by having that a boom the next thing you know you got braver. Being called off the go and check it out along with. The other of us as well as the female pilot. And her got the last 2 were going out which is by the way slight. But the point I'm trying to get at is that you now have them. Basically seeing this object in other little detail that I want to share with you that that is not being brought out a lot is that the commander Larry actually saw the object at the point where it looked like it had a mirage like effect around it have you heard that before. Yes it had a mirage like effect around the actual object itself and so those are important details when you actually can talk to the other witnesses all the different witnesses because one witness will see something that and that witness. And. You know and that's why it was so important we wanted to so definitely talk to all these different witnesses to get their take and to get down into the minutia in terms of what they saw and it also explains why you know you have different perceptions by different witnesses that have led to some heated arguments but it's perfectly understandable it would be weird if they all saw exactly the same thing oh precisely and back in the early early days we could look I was going out on you up Ok says that and it's all 30 people watching something. Very and I'm having people all go to a room to write down their narrative at the same time not talk to each other and draw out what they see and there's very between all of them and you know if. You've got somebody who can see something my wife for example has great hearing she hear part of the mine you know and I think some people can have better vision you know and so alternately you got to look at all those wonderful pieces of data and the fact that he was seeing like a mirage like about her I want to get in do I want to get into that mirage attack and hear more about it we're talking with Rich Hofman about the tech tack incident we going to the break with John Boccardi mystic highway.
