Suspension and a drug test. She says that she will fight back, despite using the band substance. Banned substance. I am a sarah kelly, thank you for joining us. We begin with breaking news from israel, where three people are now confirmed dead after a gunman went on a shooting spree in central tel aviv. The two shooters targeted a busy shopping district within the heart of the city. Police shot and arrested one of the assailants when he ran out of ammunition. Several others are believed to have been injured in the attack, many, seriously. And we have our correspondent tony cramer on the line from jerusalem. Tonya, what more do we know about this attack . At least two gunmen opened fire in this area, and was able to move from place to place. This was at the sarona market area. From a military standpoint, it is a soft target, people out further evenings. It is just across the street from a military headquarters, where it happened tonight. Sarah it sounds a couldve been a strategic choice of location. How about the gunmen, doing no anything more about them . Tonya nothing more on their identity. The two gunmen were captured, no word yet on who these assailants were or who was behind the attack. Of course there is an investigation about them, whether it was a more coordinated attack. That could point to one of the militant organizations, one of the military organizations on the west bank. Sarah an attack aimed at the heart of tel aviv, multiple people are dead. Thank you. Lets turn to some other news now. In syria, at least 15 civilians have been killed by barrel bombs in the city of aleppo. Syrian Government Forces coordinated a series of airstrikes on rebel neighborhoods. 10 of the dead are reportedly killed in a blast in the hospital. Reporter the attack east of aleppo cost many lives. The size of the crater shows just how powerful the blast was. There is a report from opposition rebels side, saying the attacks started in the night and went around the city. He blames the Syrian Government for the assault, part of an offensive by assad to take the city. At least 10 rockets and barrel bombs came down on aleppo. When we tried to save civilians, many of our staff were wounded. Many dead are lying under the rubble. This man says he prayed to god to take revenge on those who committed this crime. We can go on he said, god help us, make it stop. The syrian army claims it is also advancing east. It has long been the de facto capital of the socalled islamic state. President assads forces are making progress on several fronts. Anchor and across the city in falluja, Government Forces attempt to win back the islamic states stronghold. More civilians are trapped there than originally thought. 90,000 people are thought to be unable to flee the iraqi city. West of the capital, falluja has been under a state of siege for six months. Tens of thousands of already fled to government help areas. Lets bring in becky, she works for the norwegian refugee aid agency, to help people that have fleet. You are saying now that 90,000 people are trapped in falluja. Give us a sense, what sort of conditions are these people facing . Reporter we remain extremely concerned for the civilian population, still three weeks into the fight, trapped inside heavy crossfire with very few safe exits out. What we are hearing is that first of all, people do not have any access to food or water. There is no medicine left in the city, no electricity, no fuel, no gas. People have basically survived on dry dates, rotten rice, and yogurt. And the only means of Safe Drinking Water has been hot, polluted water from the euphrates river. On top of it, they are in constant fear of their lives every single minute of the day. Families that have managed to escape told me they cant even manage to move from one move to another within her house because there terrified of bombs or soldiers kicking them down. Children are not going to school, people are staying indoors. And those with managed to escape are telling us about an extremely dangerous escape, running in the middle of the night for hours, carrying children and sick and elderly. People are being shot at or drown in the euphrates river. It is a very critical and dire situation. We remain very concerned. Sarah it is a very difficult decision for Government Forces because they basically have to decide what is more important right now, sitting these civilians or retaking the city . How about getting aid into the city, is that even a possibility . Reporter no, at this stage, not at all. It has not been possible to get any aid into falluja since late september of last year. That gives you a sense of how little these people have to survive on. No humanitarian aid has made it into the city for many months now. They have also been under siege, making it impossible for any other lifesaving aid to get in there. People getting out are in desperate need of a specially food and water, but also medicine. Sarah becky, thank you very much. We are going to turn to the United States now where there is no rest on the campaign trail for u. S. President Hillary Clinton, now racing that struggle of unifying her party. She made history after claiming her spot as the Presumptive Democratic nominee. The first woman ever to get this close to the presidency. It was an eventful primary night. The stage was set for Hillary Clinton, triumphant, and one step closer to reaching her dream. In her Campaign Headquarters in brooklyn, she declared herself the Democratic Party nominee. But, she said the victory belongs to her supporters. Thanks to you, we have reached a milestone. First time in our nations history that a woman will be a major party nominee. Sarah clintons bid for the white house was practically a done deal. U. S. Media tablet on monday that clinton had reached the necessary amount of delegates to be officially nominated at the Democratic Party convention in july. But her challenger, bernie sanders, and his supporters, refused to give up the fight. Sanders remains focused on going up against republican presumptive nominee, donald trump. Our mission is more than just defeating trump, it is transforming our country. Our vision, a vision of social justice, economic justice, racial justice, and environmental justice, must be the future of america. Our vision will be the future of america. Sarah trump, for his part, continued to rack up primary victories. But all of his republican opponents dropped out weeks ago. What is more, trump accused Hillary Clinton of corruption, a potential foretaste of the election battle. We have made hundreds of millions of dollars selling access, selling favors, selling government contracts, and i mean hundreds of millions of dollars. Sarah trump invited sanders supporters to join his campaign, a sign he assumes you will be taking on Hillary Clinton in the battle for the white house. And there is also a big boat coming up across the pond in britain where the country plans to extend the deadline for voters to register or the upcoming referendum on eu membership. The government says it will ask lawmakers to pass legislation tomorrow. The last minute crash crunch crashed a government website. The two men presented arguments for and against britain remaining in the eu. One of the most vocal members of the campaign for the u. K. To stay in the eu is british mp stephen kinnock. In a conflict zone, he argues that britain receives a range of benefits from emerson, even if it costs some sovereignty. It has done is pretty well, we have seen growth and security and peace. You need to give a little bit in order to get something back. I see sovereignty like a boomerang. He throw it out there, pull it back, and a little comes back to you. You end up stronger, sometimes that means compromise, but we are adults. We should be living in an adult world, insuring we make a patriotic case for the eu. Sarah you can watch the rest of that interview on the latest edition of conflict zone on dws dedicated channel, also available on demand online. Floods, mudslides, and no less than four tornadoes. Germany has experienced an unprecedented amount of weather events. Lightning has injured several people. I have issued about 3000 Severe Weather warnings. It has alarmed politicians and triggered a debate, what is causing it . A tornado touches down in hamburg. It is an unusually destructive weather event. Two weeks ago in southern germany, thunderstorms match dumped massive amounts of rain. 11 people in the region are killed. Germanys environment minister puts the blame squarely on global warming. These events are the result of climate change, 8 of the hottest years of been recorded since the year 2000. As temperatures increase, the probability for extreme weather events increases. In many regions, a months where the rain fell in just a few hours. More than 100 liters per square meter in some areas. Small streams quickly became raging rivers, engulfing entire communities. Estimates put the storm damage at about one billion euros. One reason for the high level of destruction, there is no place for the water to drain. We are not just seeing thunderstorms dropping rain and moving on, they are staying for for several weeks. The landscape cannot absorb so much rainfall. That is why we have seen so much damage recently. After the day lose, comes the cleanup. And, a push for better Early Warning systems to prepare for the kinds of extreme weather events that germans are now experiencing firsthand. Sarah we have to take a short break, back in a minute with business and sports. Do not go away. Sarah welcome back. A quick reminder of our top story, gunman have opened fire in a busy shopping district in tel aviv, at least three people are dead. Police have described the incident as a terrorist attack. At least one of the attackers was wounded and has been arrested. In washington, indian Prime Minister Narendra Modi has called for his country and the United States to forge closer ties on security issues, and the fight against terrorism. Modi may be appealed in an address to congress. His speech is a high point of his threeday visit to the u. S. On tuesday, he held talks with president barack obama on a range of sus subjects. How did the indian Prime Minister present himself today . Reporter i think he did very well, it was a very american speech. It was very personal, he mentioned that when he was a younger man he traveled the u. S. From coast to coast, has seen more than 25 states. He said thank you, america, for fighting international terrorism. He said he loves American People for the values that they stand for, liberty and freedom. And let me have a look at the statistic, he was a rough interrupted by applause from Congress Almost 60 times. Sarah that sounds all nice and good, but what about the bottom line, how would you assess this trip . Didnt achieve anything that was concrete . Reporter i think it is more than only a america and india are not allies, but they are some sort of partners trying to balance chinas rise in asia. And this brings the u. S. And india together. Sarah when we look at modi and his relationship to the United States, it was not always a good one. Walk us through exactly what the issue was, and now where things stand at this moment. Reporter you are right. 2002, modi was chief minister of a part of indio where religious riots took place, and the u. S. Said that he was responsible for that. Right now, the situation has changed. Relationships are much better. And there are a lot of common interests. You cannot solve any global problems without india. Think of climate change, proliferation, terrorism. Sarah thank you. In business news, the ecb is putting its money where its mouth is. Reporter as promised, European Central banks started buying Corporate Bonds on wednesday. It is the banks latest effort to get businesses to borrow, and spend for that european economy. It is unchartered territory. It is one of the banks last weapons in its arsenal to combat dangerously low inflation rates. The European Central banks new Asset Program could benefit some energy suppliers. The company is in financial trouble and wants to restructure and divided business into two independent enterprises, financed by Corporate Bonds to be bought by they ecb. It is not certain which companies will profit from the asset purchase program. However, the criteria are clear. The central bank will only buy bonds deemed sound from companies with high credit ratings. The ecb will also favor those that provide a lot of capital to the central bank. Germany is ranked number one. It is hard to say how effective it will be. It is not the first and they have embarked on such a project. Laughter, the ecb purchased bonds from governmentbacked companies, such as an italian electricity provider. Sarah lets check in with wall street. What are you hearing in new york about the ecbs latest move . Reporter at least people observe it quite closely. It is a new experiment we are seeing here, what the ecb is doing. The big question is, we have seen it with other programs before, providing liquidity, giving companies more money does not mean those corporations also invest more. We have seen it in the United States and europe, and all of that money often got used to buy big shares, to increase dividends, to buy more corporations. But not to invest more money into the economy. So this is unchartered territory. Everybody is curious how this whole experiment and. Sarah despite the extra money, the euro is climbing against the dollar, why is that . Reporter that is a surprise, to a certain degree. The ecb gets even more expansive with their Monetary Policy. Here in the United States, we stopped buying government bonds. We have not even tried to buy Corporate Bonds at all. Basically, what happened was, last friday when we got the weekly reports, and you had janet yellen speaking on monday, it becomes less and less likely that the Federal Reserve is going to increase Interest Rates this summer. It is more likely we might have to wait until september, maybe even december. That has been the main point. The euro strengthened quite a bit last thursday, the euro cost about 1. 11, and now stands at a good 1. 14. It is a surprise, if you see how loose the Monetary Policy of the ecb is. Sarah many thanks. Landlords and tenants in berlin have been banned from renting out entire apartments or houses for shortterm holiday lets. It is for curbing online lets for things like airbnb. Here is more. Reporter the berlin administrative courts ruling came as a shock. They banned the letting of apartments for abovemarket rises. Religion is rising rapidly, and there is not enough housing to provide for new residents. It is a clear signal that holiday dwellings have to be returned to their status as normal housing. We can really only urge people to actually do that. Reporter Global Companies such as airbnb think it is even worse for local ebusiness pioneers. They see their very existence threatened, unfairly, they say. Tourism here is so successful because we are seeing many holiday apartments available. And people really are happy when they can holiday in a private apartment. Happy customers are one thing, a changing economy is another. Ecommerce is playing an everbigger role. The European Commission recently recommended that municipalities not banned these services, and prepare instead for new market realities. And the online onto burners involved in the case at the center of the dispute, say the ruling does little to solve berlins housing problems in the long run. The Cologne Institute for Economic Research says berlin needs some 80 thousand apartments by 2020 to help with its ballooning population. But only about 14,000 are rented out through online services, a small fraction of the number needed. Whether or not that matters, and whether apartment owners can or cannot rent up their space as they wish, will now be decided by an appellate court. Sarah your uptodate on the latest business news. We will turn to some sports now. Russian tennis star Maria Sharapova has been banned from the game for two years for doping. In january, the fivetime grand slam championship tested positive for a banned drug. She called punishment unfairly harsh. Lets bring in dw sports or respondent anthony howard. Was this a harsh ruling . Anthony it has been a Public Relations tugofwar ever since it was announced in march. It is hard to understand which side is coming down on the side of truth. But really, they have been at war during this period. The defense was based around the fact that she did not realize the drug that was previously ok to take had been placed on to the banned list. The itf did not in fact, fight against that. But they said they agreed she did not intentionally go against the rules, but she had to take responsibility, even though that may be the case. If there is a surprise, it is a blackandwhite nature. Sarah this is a sport where age really matters. The older you get, youre playing can become wobbly. Do you think that that two year ban will stay in place, or is there wiggle room there . Anthony the spore will have to work that out, but between the lines here, how the itf made their case, that she is a big star with so much money and she did not have people to check this for her, she must take responsibility. Yes, it is late in her career, but it could be over. Sarah we will see what happens for her. Anthony howard, thank you very much. We have to leave it there. Thank you very much for tuning in. I am sarah kelly in berlin. We will see you next time. [captioning performed by the national captioning institute, which is responsible for its caption content and accuracy. Visit ncicap.
