Im tom llamas, and were tracking the Weather Threat on several fronts tonight. From severe flash floods to scorching wildfires. High winds and rising temperatures fanning those flames in arizona, just outside of phoenix, burning more than 7,000 acres. In northern california, officials turning off power to some 1,600 customers. You see those flames right there, to prevent any further sparks with those dry conditions. The heat alerts posted from San Francisco to phoenix to southern texas. Plus, the slowmoving storm system drenching the southeast with relentless rounds of rain, putting drivers in harms way in north carolina. These levees in conway, arkansas still straining from earlier storms. Some 18 million americans in the potential flood zone tonight. Abcs senior meteorologist rob marciano starts us off. Reporter tonight, firefighters still struggling to contain a fastmoving wildfire in arizona. In phoenix, the socalled mountain fire already burning through over 7,200 acres in the Tonto National forest. Fire crews desperately battling the wildfire from the air, trying to slow it down with retardant and water. Investigators say the fire is human caused. In northern california, a smaller wildfire erupting, triggering evacuations and burning through 25 acres. Pacific gas and electric shutting off power to 1,600 customers to reduce the risk of sparking a fire. This as heavy rains continue to inundate parts of the south. Its a torrential downpour, and i tried to make the turn. It was really hard, and we couldnt see anything in front of us. Reporter in north carolina, First Responders pushing cars to safety after fast rising waters stranded these vehicles. The torrential rains in virginia flooding out roads, barricades put up to keep cars from danger. I dont want to be driving and have my car flooding off there. Reporter in tennessee, rescuers on boats pulling out at least five people from rising waters after flash flooding filled two churches with several feet of water. The president approving a major disaster declaration in arkansas after early recordbreaking rainfall triggered historic flooding in several rivers that can result in economic losses in the billions. Rob marciano joins us now live in studio with the forecast. Rob, we saw it there. So many areas inundated with water, and more rain on the way . The system is not moving and its a tropical system more or less. A lot of tropical moisture. Its raining heavily in these spots, and now look at atlanta. They were in the drought. Flash flooding out there. Raleigh saw 7 inches of rainfall in just four hours, and watch that moisture. Through the day tomorrow, it doesnt move a whole lot. Maybe nudged a little bit east, well see more storms fire up throughout the day. Flood risk through tomorrow night. Meanwhile, the west dry and hot temperatures up and over 100 degrees in those fire zones. Excessive heat watches in arizona and southern parts of texas. 96 degrees in sacramento, and it only gets hotter as we go towards the beginning of the week with more windy conditions, and fire risk will be high, tom. Tough conditions for the firefighters. Rob, thanks so much. We turn to the new deal with mexico. The president backing off potentially crippling tariffs. The u. S. Has reached a signed agreement with one of its biggest trading partners in what he calls strong measures to reduce or eliminate immigration on the southern border. Details on the deal from abcs white house correspondent, tara palmeri. Reporter as he returned to the white house friday night, a hint from president trump, a deal was close. Do you believe youll have no deal . Were doing well. Reporter then, a breakthrough at the 11th hour. President trump announcing that the u. S. And mexico reached an agreement on immigration. Averting a potential economic crisis as the president was set to slap a 5 tariff on mexican goods, beginning monday unless mexico did more. The president tweeting, those tariffs are, hereby indefinitely suspended. I think they have more drastical measures and proposals at the start. We will reach a middle point. Reporter mexico increasing enforcement at its own southern border with guatemala. Stationing 6,000 National Guardsmen there, vowing to crack down on smuggling and human trafficking. The two countries, agreeing to expand whats called migrant protection protocols. Those crossing the u. S. Southern border to seek asylum will be rapidly returned to mexico, where they may await the adjudication of their asylum claims. Reporter the aclu has already challenged the administrations plan in federal court. Tonight, calling it illegal, saying it will, continue to challenge the policy in court, but the two sides did not agree to a u. S. Request, a Safe Third Country Agreement requiring migrants to claim asylum in the first country they step foot in after their home country, which for many is mexico. Images like these prompted the latest move from president trump. More than 1,000 people crossing into the u. S. Through a break in a border fence near el paso, texas last month. In may, 132,000 migrants were apprehended at the u. S. Border with mexico. The total number of apprehensions in 2019, expected to hit more than 1 million. Many republicans, including some who spoke out against the president s tariff threat, celebrating the deal, but tonight House Speaker nancy pelosi had these words for the president. Threats and temper tantrums are no way to negotiate foreign policy. All right, tara palmeri joins us now live from the north lawn, and i want to ask you about something the president tweeted today that wasnt part of the agreement. Writing that mexico would, quote, immediately begin buying large quantities of agricultural product from the u. S. . Reporter tom, mexico is not commenting on this. The white house also is not commenting. A senior white house official tells me that during negotiations a verbal agreement was made to buy more u. S. Agricultural products, but with no specifics. Mexico is already the second largest importer of u. S. Agricultural products, and tom, the agreement that was made to stop these tariffs from going into effect expires in 90 days. Now to the high tension in the high seas and that near collision between a u. S. Navy cruiser and a russian destroyer. Tonight, the finger pointing escalating. Heres abcs julia macfarlane. Acting defense secretary Patrick Shanahan calling the russian move, unsafe and unprofessional, promising to file a formal complaint. It will not deter us from conducting our operations. S. Navys 7th fleet at approximately 11 45 a. M. Friday, the uss chancellorsville while in the Philippine Sea was preparing for a helicopter to land on its deck. Thats when a russian destroyer accelerated, and closed to an unsafe distance, forcing the american vessel to reverse all engines at full throttle to avoid collision. Both ships coming to within 50 to 100 feet of each other, close enough for american officers to see russian sailors, appearing to sunbathe. But the Russian Pacific fleet disputes the american account, claiming it was the u. S. Ship that changed course without warning, forcing the russian destroyer to broadcast a protest and perform an emergency move. One russian senator warning both sides are now balancing on a razors edge from escalation. Well, this incident comes just days after the u. S. Now to the growing concern here at home for a texas police chief knocked right off his fishing boat. The coast guard saying the wake from a passing vessel pushed him overboard into Galveston Bay without a life vest. Three people killed, two others shot, prosecutors saying the victims were targeted because they were gay or transgender. Abcs lana zak with the details. Reporter tonight, police are investigating multiple deadly shootings, allegedly targeting members of the Lgbtq Community. In detroit, authorities have charged this man, Devon Robinson in the killing of three people. Paris cameron, timothy blanche and alunte davis. Robinson has pled not guilty. Authorities claim his victims were targeted because they are gay or transgender. Its rough. We just want justice. Justice. Yeah, just justice. For all them. Reporter in georgia, one of four states without a hate crime law, police are searching for the gunman who killed Ronald Trey Peters on the way to work. The driver jumped out with a mask on, and you hear, pop. And trey just locked up and fell over. Reporter witnesses say his attacker used an antigay slur before shooting peters multiple times, first in the chest, and then in the neck as he lay on the ground. Police are labeling the case a hate motivated crime. The celebrations of the capitol pride parade tonight marred by the recent rash of hate crimes. A man from texas dangerously dehydrated, surviving a sixday stretch in a remote and rocky terrain in arkansas. How they found him, and how he survived. Family and friends refusing to give up hope. Heres abcs zachary kiesch. Reporter tonight, the dramatic rescue, after going missing in the deep woods for nearly a week, joshua mcclatchy, spotted by a National Guard helicopter. We got a flashlight up top, hang on. Reporter and taken to safety. I thought id never see anybody again. Reporter mcclatchy went on a solo hike on arkansas mountainous buckeye trail to celebrate his 38th birthday. He was initially sending his mother photo and text updates when she received this alarming message. I noticed at 4 51, he had texted me letting me know that he needed help. Reporter he also texted hey mom. I need your help. Im dehydrated and getting low on water. I have bad reception and cant make calls. The trail is known to be remote and rugged. Many areas arent marked and even experienced hikers use maps and compasses to navigate. Its treacherous terrain. Its a natural wilderness area. Its steep, rocky, lots of wildlife, and snakes and stuff like that. Reporter mcclatchy was able to give his mother a rough idea of his location before the messages stopped, and authorities used his cell phone signal to help narrow the search. Tonight, he is recovering in the hospital after being found three miles off the trail. Search and rescue teams celebrating as he came out of the woods and into the arms of friends and family. Did you advise you have him . I do have him, i do have him. It was incredible seeing him come out of the woods with the team, and just be welcomed to his family and friends who were waiting for him when he got out. This man in nashville on a scooter with a child on his back. And just last month a 26yearold man died there, hit by a vehicle while riding a scooter. Across the country the Associated Press reports there have been at least 11 electric scooter deaths since the beginning of last year, and Consumer Reports estimates more than 1,500 scooterrelated accidents from just 47 cities since late 2017. Just more than a week ago this 18yearold thrown from a motorized scooter after hitting a pothole. Tonight she is hospitalized with a brain injury.
