The 23 year old graduate student struck and killed by a Seattle PoliceDepartment Vehicle in january. Everyone that i talked to about this incident just felt really torn up and really traumatized by what happened. And the way that the officer had made such really callous remarks about this young woman who died. Body cam footage released this week captured an officer on the phone laughing at the fatal incident and saying kandula is life has limited value. We wanted to create a space to grieve this young woman, john kandula death, and to send a message that our immigrant community or aapi women, we have limitless value and contrary to what the officer had said, she disbelief and just absolute anger. Rage at what has happened. And to hear these words was painful. Morning Community Members taking to the podium and taking a moment to call for justice. I think we have to completely reimagine a system, the police system, the justice system, and hold people accountable. All its really just unacceptable. And the Group Gathering sunday is extending beyond the south asian community. Being a person of color and understanding that sometimes, you know, black or brown aapi people arent valued the same way. Happening tomorrow, oakland city leaders will take up the search for a new police chief. The Oakland Police commission will vote on extending the tenure of interim chief darren allison. Hes been interim chief since february. Stepping into the job after the firing of lauren armstrong. Allison stint was supposed to last for just six months. That also comes as tomorrow. Community leaders in oakland are prepping and preparing to let out their frustration over a big missed opportunity. The city is getting nothing from a multimillion dollar retail Crime Fighting grant from the state. City officials failed to submit the application on time. Several community groups, including the naacp, have called a joint press conference for tomorrow questioning why such an important deadline was missed. Abc7 news anchor stephanie sierra spoke with oakland city councilman noel gallo to get some answers. So it seems like there was a lot of hands involved in the filing of this application, including the chamber of commerce, Business Owners, members of the community. Who was ultimately responsible for making sure it got uploaded and why didnt it happen . Well, no, you know, thats a government responsibility. Its a city of oakland responsibility. The state told us your colleagues blame the late application on a technical issue. What was it exactly . A glitch in the system . Well, you know, the technical issue, i mean, its theres many ways to get around technical issues for that type of level of support, considering the emergency that i have. And id you know, i can do it here within my computer system. I can do it at the, you know, borrow yours or i can go to sacramento and get it done so that for us to be able to miss out on those millions of dollars with the emergency that would have is you know, you cannot blame the system or we need to take responsibility at the administrative level. Oakland city administrator Justin Johnson told us yesterday appropriate action will be taken to address this. Do you think appropriate action in this case, someone will be fired or just more education is needed . Well, you know, you know, i do want to say, well, whoever was responsible should be fired. But then, you know, you know, that that action travels down from the mayor all the way down to the administration, all the way to the department heads. So there is no excuse. I did check in with the governors office. I did reach out to the board of community and corrections that that that, you know, presented this proposal and finalized it. And so they did give me the feedback. Well, you know, oakland did have the information from us and you just failed to submit your complete application on time. So, councilman, you of all people know oakland needed this money. What have you heard from Business Owners . How are they reacting to this . You know, ive received emails every hour. I receive phone calls. I had people knock on my door yesterday that theyre completely upset with us. So we need to do better. Frances we have some widespread overnight clouds moving throughout the bay area and spreading inland. So tomorrow morning when you wake up well wake up to cloudy conditions. Sunrise at 653. Temperatures will be in the low 60s and upper 50s and then by lunchtime the clouds will dissipate a little bit earlier. Partly cloudy conditions. This means a warmer afternoon soon. So expect inland highs to be in the upper 70s to near 80 around the bay. Its going to be really comfortable. Cool, low 70s to mid 70s and at the beaches mid 60 as there will be a breeze sunsets at 714. The owners blame the countys rising rent as the reason theyre being forced to say goodbye. A manhunt is happening right now in search of the person who shot and killed a sheriffs deputy as he sat in his patrol car saturday night. Authorities are now offering a 250,000 reward in search of the suspect. And new tonight, friends, family and local town leaders just held a candlelight vigil in the city of palmdale where it happened. It comes as there is new Surveillance Video tonight showing the suspects car during the moments of the shooting. Reporter sophie flay from our sister station in los angeles has more on the deputy and the search for the suspect. Tonight faces illuminated by candles and cell phone light at palmdale sheriff station. A Community Holding each other close at a candlelight vigil mourning the loss of 30 year old sheriffs deputy ryan clincoln brumer. There is a lot of anger in a lot of people. Its heartbreaking. And this was very heart warming to see this kind of support and unity. Id like to see it more often, but not on these type of circumstances. Klinkenberg was fatally shot while inside his patrol car in palmdale saturday , described by authorities as an ambush just outside of the palmdale sheriffs station on the corner of sierra highway and avenue. Q a Good Samaritan found the deputy unconscious inside the patrol car. He was quickly rushed to the Antelope ValleyMedical Center in lancaster, where he later died. Im begging that somebody has information about what happened out here, and its very critical that somebody comes forward with this information on. The gunman is still on the run. Surveillance video shows a vehicle pull up to the deputys patrol car as it was stopped at a red light before speeding off the vehicle of interest described as a dark gray. 2006 to 2012, toyota corolla. Clincoln brumer was an eight year veteran of the department and had been with the palmdale station since 2018. Some of his family here tonight, his father and grandfather both worked for the la county sheriffs department, and he had just celebrated his engagement four days before he was killed. This is a time to embrace one another and recognize wise palmdale and lancaster are strong. Moving along now in the east bay, the city of berkeley commemorated the 100th anniversary of the citys great fire of 1923 by unveiling its new citywide outdoor warning system. Three, two, one. In. A test of the city of berkeleys outdoor warning system. Berkeley fire says the new system can be heard up to half a mile away, but Fire Prevention goes much farther than that. Were hoping that we can lead the community and really this can become a Community Effort to transition berkeley in a really substantial way in a relatively short period of time to becoming more wildfire safe. The 1923 fire destroyed more than 600 homes and left thousands of people homeless. A san leandro teen received a heros welcome in his front yard today. This comes after a recent heart transplant on top of a liver and kidney transplant. Joseph Sanchez Munoz beat the odds after receiving three transplants at different points in his life. After also battling a serious heart condition for nine months. Joseph was finally able to return home. A parade of 20 cars and the Fire Department were there to celebrate this afternoon. You so much, everybody who welcomed joseph in this beautiful car parade, it means a lot to us. We thank you to our three organ donors who were able to donate their organs to joseph for him to be able to be here with us today. Just wonderful. And heres what you need to know for the forecast. Well see. Increasing clouds overnight, but then it will be mostly sunny tomorrow. So afternoon, temperatures will warm up a bit and theyll continue to warm up. Well have a warmer day on wednesday with even more sunshine. So its all due to this area of low pressure. This is a cut off low. Its been cut off from the jet stream and over the next 24 hours, its going to wobble towards the south as it does that, it will change how much cloud cover were going to get tomorrow. But for tonight, well see widespread, low clouds spread inland overnight, about 7 00 tomorrow morning, well see lots of gray skies all around the bay area, including the interior areas. And then by lunchtime time, notice, they pull back to the coast pretty quickly and then in the afternoon, well get a lot more sunshine. But the sea breeze will still keep things cool at the beaches overnight lows will generally be between 54 to 60 degrees. So it is a mild night. Temperatures in San Francisco tomorrow morning will hit 56 degrees. San jose, 59, near 60. In oakland, san mateo, fremont, even concord and antioch. And well see temperatures dropping into the mid 50s in the north bay like santa rosa and napa and look for slightly warmer temperatures. Were coming up by a degree or two in some spots. San francisco is going to be comfortable right near average, actually 69 degrees there with partly cloudy conditions. And thats where well see some of the clouds along the San Mateo County coastline. But everywhere else, plenty of sunshine, an around the bay, really nice and oakland, 72. San mateo, 74. San jose 70 38in pier areas like antioch and livermore in the upper 70s and really nice in parts of the north bay. Really comfortable near the mid 70s for santa rosa and napa. Heres a look at the week ahead in livermore. Average highs 85. So weve been below that for a while. Average and then we come up on wednesday, thursday, an area of low pressure drops. We could see some gusty winds from the north and then we warm up again towards the weekend as High Pressure builds, build will finally be closer to average in the mid 80s for inland neighborhoods.
