It. So this is examples of some of the illegal anchor outs. You can see that theres one here thats recently sunk and down at the pier, which is the public fishing pier for the Union Point Park, theres at least two sunken vessels. Oakland police are not providing the iteam with any specific data, but delap says over the past few months, pirates have been attacking vessels at five different locations along the channel, including Jack London Square, the jack loon Aquatic Center, the estuary channel west of the bayside hotel, Union Point Park west and Union Point Park east. I counted at least seven vessels either abandoned or sunk here at Union Point Park, you can see theyre right here in front of us, lining the shoreline. Were told theyve been here for multiple years, from boats to masts. The problem is sticking out right in front of the Us Coast Guard island, the federal agency that has shared responsibility with local agencies to oversee the waterfront despite the problem being present for years. As the Commanding Officer of the Us Coast Guard sector for San Francisco is now stepping in. Our primary effort from the coast guard is to work in coordination with those local Law Enforcement partners to a ensure that there is a deterrent. Overt presence coast guard captain taylor lamb says theyre deploying different Multi Mission small boats like the one seen here along Yerba Buena Island to conduct regular patrols throughout the oakland estuary and other waterways in the region. Our plan is to increase the level of coast guard Law Enforcement presence in the estuary at random times throughout the day, in part because police say the thefts happened 24 over seven morning, noon and night. They take things that are easily fenced, outboard motors, radios. In the case of the boat that was stolen out of the Embarcadero Cove marina, they found firearms. Theres no excuses for that. You know, this is something that has popped on my radar. That is a newer situation. In march, the city of oakland unanimously passed a nuisance vessel ordinance. This gives the Oakland PoliceDepartment Marine patrol unit the tools that they need to deal with boats that are anchored out in the estuary, especially those that have People Living on them, whether its pirates or whether its shippers or what have you. Its like there has to be justice. Of course, that means policing has to be done differently. Investigation must be done differently. But delap says nothing has changed. You know, many of the people that come and rent spaces to leave their boat overnight or for months, they return to get to their boat. And there are People Living in their boats like this, slew of abandoned boats that turned into a homeless encampment near the Jack London SquareAquatic Center parking lot. Emails obtained by the iteam show the city has received reports that high School Cruise students who practice here have been harassed by those living in the parking lot. The problem has gotten tremendously where our youngsters cannot even freely get out and sail or row their boat. And now the coast guard has a plan. There are multiple types of vessels that would be used to help in situations like this, including this 45 foot response boat. The Us Coast Guard would deploy to help local agencies. Additionally, we will be looking to use some of our Aviation Resources when they are available to provide, again overt presence from the air to ensure that we see what is happening along the estuary and throughout your career, have you ever seen it get this bad in the oakland estuary . Well, i would certainly say that this phenomenon of criminal activity in the maritime domain, its new to me. I think its going to take a comprehensive interagency effort to really effectively address it. And were committed to doing that. Captain lamb says theyre also focused on any vessel that would interfere with military traffic, as well as the pollution threats. These vessels may pose. For example, if there is an oil or gasoline spill, his teams will be responding. And these enhanced patrols are happening as we speak. Okay. I think a lot of people will welcome that for sure. And weve built back up the Sexual Assault team. Weve hired over 100 people, which is in this amount of time is unheard of in government. And certainly for Alameda County and Alameda County. Youve had it. You want accountability. And everybodys job is on the line. It should be. And youre right to be angry about this. And i just want to acknowledge that. And acknowledge now that youre not interested in this same conversation. A year from now, youre only interested in real results. And thats our commitment to all of you. And i dont think he wanted to own it. Gavin newsom has no choice. Hes got to get out there and do it. Can San Francisco be like dreamforce every day . Sure. If we want to cordon off the downtown like theyve done in basically we set up a zone there thats going to be homeless free. But no, the reality is that when dreamforce leaves, San Francisco is going to seep back to itself. Not as bad as it was a year or two ago, but still has a way to go. All right. But as he said, nobody wants to have this same conversation a year from now. Well, thats when the voters are going to be having the conversation. And mayor london breed knows that and gavin newsom knows it. And a host of other politicians in oakland, berkeley, and across the bay area know it. That the time has come for a certain amount of accountability and they are changing their perspective. You are seeing people now say, okay, there needs to be accountability. You cant just choose to live on the streets. If there is a shelter you might not like it, but you have to take it rather than be on the street because the citizens have certain rights as well as the homeless. That is the contention of the cities. The courts will see how they rule. All right. So lets talk a little bit more about politics. Utah senator mitt romney will not be running for reelection next year, saying its time for the next generation to step up. The 76 year old also says he doesnt still want to be in office in his 80s a bit of a poke, perhaps at donald trump and joe biden are just having a bunch of guys that were around when the baby boomers were around in the post war era. I mean, 50 senators, ten senators are over the age of 75. 50 are over the age of 65. So he has a point. Half the us senate is collecting Social Security if they wanted to. So yes, that is not exactly the baby boomers. But the bottom line is that the us senate and the house of representatives that hes referring to is built on a system of seniority. So the longer youre there, the more power you have. And that breeds seniors participation and yes, youre asking me this question because dianne feinstein, whos 90, theres questions about her mental capabilities. Joe biden, who is 82, would be 86 when he leaves. The white house, has made it to national issue. But the flip side to that is nancy pelosi, who 83 and last friday, we reported that she was seeking another two year term. And i talked with her and shes on top of her game. So its not so much where you are on the age spectrum, its where you are on the ability spectrum. Okay . Because age can be just a number, just all depends. It does. Trustee after trustee took to speaking in long beach, california wednesday to discuss raising tuition costs by 6 for the next five years at all. 23 California State University schools. The final vote is 15 years, five nays, zero abstentions. The motion passes. That was the final vote from the California State University board of trustees to raise the cost of tuition. A vote that will directly impact students and parents who had adamantly been against the multi year plan, one that will increase tuition by 342 next year and nearly 2,000 by 2028. Im. Its going to affect us in the most negative way possible. Im already in immense debt for what the csu costs right now. I dont feel like that price increase is justifiable based on what im offered here on campus. Several trustees have stated that they feel as though they dont have a choice on this issue. I cant like not look at the facts and the facts is if we dont do this, if we dont do this, there is no alternative path that we can pursue. So in that spirit, thats why ill be voting yes for this reluctantly , we reluctantly support raising tuition because for the moment i dont feel that we have found an alternative path. This isnt easy and it shouldnt be. But it must be done. This graph shows past tuition increases at csu schools, including San Francisco state, san jose state, sonoma state and cal state, east bay. There has been just one tuition increase in the past 12 years and trustees say campuses need to be better taken care of. If we dont do this, well go through the reserves and then well start cutting jobs and faculty and staff and cutting courses. San Francisco State students we talked with say theyve already seen courses cut. At least one student trustee voicing his displeasure with opinions from other trustees. All i can say is the feeling and the vibe i get in this room is ominous. Doom at least one College Student that we talked with is fearful of having to drop out of school because of the future costs.
