Security camera video shows thieves, one of them armed with a golf club, ripping out the cash register. Abc seven News Reporter j. R stone talked to those at the colonial donuts and city leaders about what theyre doing to help fight crime. This is Surveillance Video of a recent robbery at the colonial donuts lakeshore location in oakland. And no, we have not shown it to you before, but we have shown you this past robbery there. And this second pass robbery and this third. I think one of the assailants also, brought in a golf club, and im not sure what he was intending to do with it to cause intimidation or cause harm, but. Yeah, so this would be the fourth time we got robbed within not even a one year span. Ping yamamoto runs colonial donuts. Her family has owned the business for 40 plus years. She says since the robbery started, they have installed a Service Window that is cashless and used instead of the front door during overnight hours. But this happened at 6 a. M. During a shift change. We got customers telling us like, can you please stay open . We really need you. Youre you know, youre such a Important Institution in oakland. But its hard. I wont lie, being a Small Business owner in oakland right now is very, very tough. Some in the community are angry. Seneca scott took part in a rally outside colonial donuts last december, and says more officers are needed on oakland streets. When we walk outside of our houses every day, people are not feeling safe. Our businesses absolutely will continue to close if they dont get immediate support. Oakland District Two Council member Nikki Fortunato bass says she is actively working with police, Business Owners and Community Members on Public Safety measures. Police have even told her that some of these strategies are leading to Crime Reductions. We have increased Community Policing in our business areas with foot patrol, so there are now Crime Reduction teams. We are in the process of identifying a location on grand avenue to start, where there would be a Police Resource office. While that would likely be on grand avenue, it would be in close proximity to where this latest fourth robbery happened at colonial donuts in oakland. J. R. Stone, abc seven news your voice, your vote. An unprecedented Silicon Valley congressional race just got wilder tonight. Two people are asking for a recount of the primary results in that race, which ended in a tie. The requests came in just before the deadline tonight. Former san jose mayor sam liccardo secured a spot in novembers runoff to represent district 16. In the primary election, but it was a tie for second with assemblyman evan lowe and Santa Clara County supervisor joe simitian coming in with the exact same number of votes. Really remarkable. All three will appear on novembers ballot unless its a recount ends up with different results. Its unclear tonight whether the people who asked for the recount have ties to any of the campaigns, but that could quite be likely. Time now for an abc seven news at 11 deep dive on one of the Biggest Challenges facing our state. Tackling homelessness is a critical part of building a better bay area. But a scathing new audit says california isnt tracking whether the billions were spending are actually paying off. The state spent more than 24 billion on homelessness over the last five years, but the audit says we arent gathering data to figure out whether its worked. The report singled out san jose for failing to track whether its programs are cost effective. This is more than a money problem, as well, the audit says. Its stopping us from finding Better Solutions is just validates everything that advocates have been saying for a long time. Weve been saying, wheres the responsibility . Wheres the accountability . And we were right. The lawmaker behind the audit hopes to create a framework for the state to collect better data. Now, its against that landscape that leaders in san jose approved two homelessness policies they say will require significant investments. The laws will force encampments away from schools and limit where rvs can be parked in the city. Abc seven News ReporterLauren Martinez continues our deep dive on student safety is a priority. This is a big issue, and its going to require a big solution on educational park drive in east san jose, a row of rvs and large vehicles are parked right outside school gates. On tuesday, City Council Members unanimously passed three ordinances that limit rv parking and encampment. The mayor says the goal is to make schools safer while we are working to build basic, dignified shelters, safe parking sites and more affordable housing, they should not have to deal with those conditions right next to their school every day. It would create a 150 foot no encampment zone for tent encampments around schools and then gives the city the tow authority for oversize vehicles, whether or not they are lived in, if they pose a Public Safety risk right around schools, the city says they will pilot three specific schools regarding oversize vehicles. Kipp collegiate is one of them. This will allow the city to scale and see how they will need to enforce at other schools. This is not a parking issue, although i can see it as an easy cop out. Some homeless advocates say these large vehicles are the only thing that keep people sheltered. The rv parking sites one are not big enough and they have too many barriers, and theyre turning down people that are applying. The mayor and students from kipp san jose collegiate say the new policies are not meant to criminalize homelessness. Alfredo hernandez, a senior and advocate for change at his school, said incidents of homeless trespassing on campus or altercations as students leave campus should not be tolerated. Ive realized that this has become a norm for them where theyre not even faced to this point, so im hopeful for the future. And im also hopeful that schools across san jose will be very secure and safe, because of this. In san jose. Lauren martinez abc seven news. All right, lets turn to the weather now. Turns out this whale has been in trouble for weeks. Abc seven News Reporter tim johns has new details now on the whales condition and the rush to help it. Troubling drone footage showing an entangled gray whale swimming off the peninsula coast tuesday morning. The video showing the animal with its tail entangled with netting and dragging a buoy through the water. It is relatively urgent in the in the fact that if we dont remove the gear and the whale cant get it off itself, its most likely going to die from it. Justin visbeck works with the National Oceanic and atmospheric administration, or noaa. He tells me his team has been aware of this whale for weeks and have been attempting to free it. Visbeck says it was first spotted already tangled off the coast of Orange County at the end of march. We were actually able to attach our satellite tag to it, in a couple of poly balls. And the reason that we do that is to actually slow the whale down and to bring it to the surface, visbeck says. When his Team Approached the whale to try and untangle it down south, it became aggressive and they had to stop. The idea behind the tracking device, he tells me, was to keep an eye on it as it swam further north on its way to feeding grounds in alaska. Once the whale became more tired out, the team would try to untangle it again. But visbeck says the tracking device stopped working and they lost track of the whale until he was spotted tuesday. Here near the bay area. Its really wrapped and caught on that tail and its not going to be an easy task to get it off. After being sighted tuesday morning, news of the entangled whale spread online. Researchers from the Marine Mammal center, noaa and other groups went out to try and gather more information on the situation. San bruno resident tony corso saw it on a Facebook Group and went out and shot the drone video with others looking on. There was just a general consensus that this was horrible and this should not have happened. Fishbach says hes hoping theyll know more in the coming days, about when might be the best time to approach the whale and try and get that gillnet off once again. In the meantime, he and his colleagues are asking for the publics help in keeping an eye on the whale and reporting any sightings of it in San Francisco. Tim johns abc seven news. The court is upholding a ban that dates back to 1864, before arizona was even a state, the only exception for legal abortion. Now is if it saves a mothers life. One arizona lawmaker responded, speaking about her own real Life Experience after a failed pregnancy. A couple of weeks ago, i had an abortion. Somebody took care of me. Somebody gave me a procedure so that i wouldnt have to experience another miscarriage. The pain, the mess, the discomfort. And now were talking about whether or not we should put that doctor in jail.
