Certainly on the cool side, we had a few upper 30s up in our north bay valleys. But live doppler seven quiet right now. And as we look at our current temperatures, you see those 30s from danville to livermore, 46 in san jose and 42 in oakland with mid 30s up in calistoga and santa rosa. So we are getting into a breezy pattern again with that sea breeze throughout the afternoon. So that will kind of offset those low 60s that arrive later on. Right now, anywhere from 2 to 4 degrees, a little milder, cooler. At the coast, theres a look from our emeryville camera. And as we go through the morning hours, 50s by noontime, mostly sunny, mid and upper 50s, there could be a few isolated showers over the higher elevations, but well see those mid 60s arrive in our inland valleys today. Then well talk about the warm up coming up stephanie. All right lisa, thank you. One person was struck and killed by a caltrain in san carlos overnight. The San Mateo CountyTransit District says the person trespassed onto the tracks when the collision happened. They collided with one of caltrains electric trains that was undergoing a test on caltrain property. Officials say its too early to determine the cause of the collision. Well stay posted on that developing news now. The search for two Young Children continues. Chp is asking for your help in finding four year old david wu and nine yearold daniel wu. Investigators believe the boys were taken by taylor wu, who is on the right of your screen. The photos were released in an endangered missing persons alert, a connection between the boys and the woman has not been confirmed by police. The children were last seen in mountain view, near montecito avenue and san pierre way early yesterday morning, right around 1 30 a. M. Taylor wu was driving a blue 2018 ford escape with a missouri license plate reading vb 9v1w the city of richmond is looking to crack down on smoke shops, saying many are operating illegally. Elected leaders also say theres too many smoke shops scattered around the city. Abc seven News Reporter anser hassan talks to critics who say cutting off businesses wont solve the problem. Richmonds mayor says his city has the potential to become the east bay smoke shop capital, with 78 licensed tobacco retailers. Thats too many, that is, too many smoke shops. Muriel cromwell, a lifelong richmond resident, is a smoker who was parked outside of a smoke shop. But even she thinks the city can cut back. It would be a good idea because why would we have all these smoke shops . Thats just making it, making people want to smoke and creating bad habits, to be honest. According to statistics provided by the city, there are more than two places to buy tobacco per square mile. In richmond, mayor Eduardo Martinez is proposing a 45 day moratorium on new permits and licenses. We need the moratorium so that we have the space and the time to look at all of the regulations, all of the rules that we have. This would impact smoke shops, lounges and tobacco retailers with provisions to extend the moratorium for up to almost two years. Nothing is ever quite the way it seems in richmond. Tom butt is the former mayor of richmond. He served 28 years on city council. He says the problem isnt the proliferation of smoke shops. Its regulation on. Some of them are unlicensed, unregistered uh. Some of them are illegal. So the problem is not one of needing new legislation and needing moratoriums. The problem is getting the city council to fund the Police Department so they can start the regulatory unit back up again in richmond, its the police who license and regulate tobacco budget cuts. The Police Department meant cuts to the regulatory unit. In documents prepared for the Previous City Council meeting, the city admits to being behind on compliance. You know, sometimes these regulatory actions involve uh. You know, they involve arrests and that kind of thing. So you need somebody who has the authority to do that and the experience doing it. So the Police Department is a good place for it to reside. The Mayors Office did not respond to requests for comment, but butt believes more inspections of shops could lead to shops immediately being shut down, which would bring down the overall number. City council is expected to vote on the ordinance on april 16th in richmond, anser hassan. Abc seven news. Californians are Getting Better protections from hefty rent hikes. A new rule passed this week prevents landlords from raising rent by more than 10 in new low income housing. Its not mandatory for buildings that already exist or projects currently under construction. Most existing low income units in the state will likely follow the rule anyway to get new tax credits on renovations or to sell property later. Right now, a stretch of highway one in capitola is closed because of construction. Caltrans crews are demolishing the capitola bridge over crossing. The portion of the highway, which is a little more than a mile is closed until seven tonight. Caltrans is telling people to take 101 to avoid this closure. In the north bay, a high speed chase turned into a hazmat threat. Police say a driver tried to get away from officers hit nearly 110 miles an hour, right on highway 101, in santa rosa. The driver tried to exit onto petaluma boulevard but could not make the turn. The electric car crashed over the barrier and landed in the marsh. That sent chunks of car battery on fire and onto the road. This is not something we normally deal with. This is probably the first crash that i came out to where there was batteries in the road on fire, and so its going to be an evolving thing, training, i guess, and evolving as we go and learning more about these vehicles. Chp says the car was so hot, officers couldnt move the crashed vehicle. They had to call in a hazmat crew to handle the battery fires. Were learning more about waymos presence here in San Francisco. The robotaxi company is telling state regulators ridership is going up. Thats according to the San Francisco chronicle. Waymo says its cars carried 316,000 passengers in the last quarter. Thats about 3500 people a day. Waymo reportedly covered about 1. 4 million miles with driverless cars. Out of 400 Solano County residents surveyed, about 70 said they would not back the California Forever project. The plan includes building a community with homes for 400,000 people, a group against the development says the poll reflects public mistrust of the builders. It needs voter approval before moving forward. California forever proponents say people havent heard enough about the project. The California Legislature is the first in the country to seriously consider reparations for the legacy of slavery, and decades of policies that excluded and harmed black californians. One of the bills currently being considered is an apology to the black community. Lets start with that apology. And experts say the forecast is shaping up for a bright burst of color across the state, all because of those rainfall patterns, temperatures, and soil conditions have been playing a role in whats expected to be a vibrant spring. I think in general, weve had a very mild year and mild is good. So one of the biggest kickers for super blooms is when we have early heat waves. That tends to burn out those young little seedlings. So when we really havent had that this year, which is fantastic. So that consistently cool temperature fairly steady rainfall at good frequencies has really set us up to have a pretty good super bloom across the state. Southern california will have more dazzling blooms. Less rain means theres not as much nonnative grass competing with the wildflowers. Well still be seeing big blooms, though, of course, up north along steep soils and steep slopes, that is, and thin soil. And there are some beautiful areas that really stand out here in the bay area.
