Richmonds mayor says his city has the potential to become the east bay smoke shop capital, with 78 licensed tobacco retailers. Thats too many, that is, too many smoke shops. Muriel cromwell, a lifelong richmond resident, is a smoker who was parked outside of a smoke shop. But even she thinks the city can cut back. It would be a good idea because why would we have all these smoke shops . Thats just making it, making people want to smoke and creating bad habits, to be honest. is proposing a 45 day moratorium on new permits and licenses. We need the moratorium so that we have the space and the time to look at all of the regulations, all of the rules that we have. This would impact smoke shops, lounges and tobacco retailers with provisions to extend the moratorium for up to almost two years. Nothing is ever quite the way it seems in richmond. Tom butt is the former mayor of richmond. He served 28 years on city council. He says the problem isnt the proliferation of smoke shops. Its regulation. Some of them are unlicensed, unregistered uh. Some of them are illegal. So the problem is not one of needing new legislation and needing moratoriums. The problem is getting the city council to fund the

so they can start the regulatory unit back up again. In richmond, its the police who license and regulate tobacco budget cuts. The

Right now, a stretch of highway one in capitola is closed because of construction. Caltrans crews are demolishing the capitola bridge over crossing the portion of the highway, which is a little more than a mile, is closed until seven tonight. Caltrans is telling people to take 101 to avoid this closure. Its been nearly one week since part of highway one between carmel and big sur collapsed, stranding travelers and locals. Now, businesses in big sur say theyre losing millions of dollars. Caltrans crews are still trying to stabilize whats left of the road. Caltrans is planning to build a barrier on the road to protect workers making repairs. The

The captel operator silently typed every word the scammer said if you can post bail quickly, i can make sure its a misdemeanor and not a felony, but you need to act quickly. Can you get to your money today . What bank do you go to . He looked it up and hes like, oh, they open at 10 00. Judith asked about her grandson. The operator typed the reply. Hes a bit embarrassed and wants to keep this between you guys. He did suffer minor injuries. The airbag broke his nose. They gave him five stitches. The captel operator typed out every word of the scammers instructions. Are you back from the bank . Did you get the cash . Did you get the envelopes . The scammer said, get a nine by 12 manila envelope. Youre going to put the envelope from the bank in the middle of two magazines, and then youre going to place it in the manila envelope like youre making a sandwich. A courier would pick up the money and quote, the driver doesnt know anything about the case. Hes like an uber driver. Leave me on the line and head outside. Ask his name. Give him the package. My mom put the phone down, went outside, delivered the money, and then he called back like an hour and a half later. Oh, i have bad news. The woman that was in the car with him was pregnant. She lost the baby. The scammer wanted more money from judith, supposedly for the womans medical expenses. You need to go get more envelopes. Go back to the bank, get the cash after the fact. The family got the call log and could see every word the scammer said. I read a couple the first time. I mean, its just so disheartening. Donna was furious. Then tuesday and wednesday we get a return to some low clouds, some fog, a summer like pattern where it will be milder to warm inland and well have less of a breeze at the coast. But even
San Francisco<\/a> getting into the 70s, it looks like by wednesday. Heres a look at what happens today. Those clouds want to develop and bring in maybe an isolated shower throughout the day. Today so dont be too surprised if you see that. But overall, most of us enjoying a nice afternoon with a few 60s arriving. This is tomorrow for the south bay with upper 60s to low 70s arriving monday. And then look how quickly you warm up through the 80s, wednesday, thursday, but then thursday and friday those 60s will be below average. Another look around the bay from oakland, where well get up to above average readings for your monday. Very pleasant as we go through the middle of the week and look at that drop on friday, 59. And its not out of the question that we could see maybe some showers by the end of that time frame there. 60s for your monday. So thats a big jump from today. And then looking at the 70s arriving wednesday, bigger sea breeze on thursday. Quite windy as we get into friday and look at the highs for the rest of us around the bay today from the upper 50s downtown, so about three degrees below average there with 63 in san jose, some low to mid 60s depending on how much sun you get there up in the north bay, but you also get some cloud cover throughout the afternoon. The accuweather seven day forecast slightly milder in spots today, but breezy. Good viewing tomorrow for the eclipse. Warmer for everyone. Above average. Tuesday wednesday and thursday.
