Away from city hall. This looks like just a car crash, a porsche kei yen suv slammed into parked cars on eddy street near van ness in San Francisco near 2 15 this morning. It left a big mess and a driver with head trauma. What wasnt obvious became clear once police took a closer look. Upon further investigation it was discovered he had a gunshot wound and was pronounced dead on the scene. Reporter they have no description of the sheert and no motive. Investigators are searching for witnesses and looking for help from nearby businesses. They came in and started asking for video . Yeah, but i didnt have access to the camera. So i told them to ask my manager. Reporter the owner of this nissan verse ah says police woke her up around 6 00 to tell her what happened. She didnt want her face shown on camera but made it clear Police Activity was not unusual in her neighborhood. To be honest i wasnt totally surprised. I have been living here for about six years, Something Like this, im just not sad, but im not shocked. Reporter well, the victims name has not been released. We are tracking the latest information out of oroville. Crews are continuing to work to shore up the spillway and tens of thousands of people are getting back to homes and businesses today, and yet there are some ee vac youys who refuse to return. Jonathan bloom just spoke with one of them. Reporter with cars on the road and people in the stores and restaurants it is starting to look like an ordinary day here in oroville even as extraordinary work goes on at the dam to continue shoring up the emergency spillway and empty water out of the lake ahead of tonights storm. Water managers are 25 feet of the way to their 50foot goal of lowering the lake level as the rain comes, but as the first droplets start falling from the sky a lot of people are on edge. As the sun came up over oroville, the sound of traffic on streets that had been deserted. Yesterday evening it was it still looked very much like a ghost town. Reporter orovilles vice mayor was among the eve a cuees and so with a lot of the people lined up at dawn for coffee. Jacob thorn says he is happy to be back at work. We might as well stay. Reporter all the way work on the dam continues with the promise of federal funding to help. And, in fact, the folks here, who are living here at least are really hoping thats the case because the traffic getting out of here last time was pretty terrible. The city does remain under an evacuation warning and city leaders stress what that means is people should keep their bags packed and by the door and ready to leave at a moments notice. The report from the American Society of Civil Engineers estimates it would cost the state 65 billion per year to fix our crumbling dams, our bridges and old roads. The 2013 report card blames years of neglect. The group said the state needs to spend nearly 3 billion per year for a decade to protect state residents from floods. The Group Releases its report card every four years, and were expecting a new one due out next month. More bad news for californias crumbling infrastructure. A new report shows many of the nations bridges dont make the grade, and a handful of those are right here in the bay area. Maybe even one you use in your commute. Theres 6 0 over monument boulevard in contra costa county. 880 in alameda county. 280 at lawrence expressway in santa clara county. And highway 101 in is a matteo county. Thats north of the whip exit. The report released this morning is by the american road and transportation builders association, and apart from the 5 of bridges that are deficient, meaning a key part of the bridge is in poor shape, it also shows a whopping 18 of bridges statewide are structurally obsolete, which means they dont meet current building codes. They say california needs 12 billion to fix its bridge problems. Meanwhile, nearly 56,000 bridges nationwide are deficient, and for an idea of how much road that equals, if you strung all of those bridges together it would get you halfway to new york and, get this, on that list the iconic Brooklyn Bridge in new york and washington d. Things are back to normal on the bay bridge now after a problem many of you may have noticed on your commute this morning. A live look here at the bridge now shows traffic is moving along just fine, at least on this span. A few hours ago, those drivers were headed right into the dark, literally. Lets show you the scene around 4 30 this morning, shortly after the lights went out. Caltrans told us the electric issue stretched all the way from the tower on the new eastern span through the ti tunnel and to the west end of the bridge. Thats why you can hardly see the bridge there. Look at this, as they try to fix the problem, part of the eastern span flickered on and off like the lights on a christmas tree. Wow. Caltrans eventually got power restored around 5 45 this morning. Quite a sight for those drivers. Happening now, watch out for dangerous debris in the water. The coast guard issuing the warning this morning about the hazards in the San Francisco bay, a direct result of our recent storms. Abc 7 News ReporterAmy Hollyfield is live at the peer in San Francisco. Reporter the next time your ferry is late it could be because it hit a log. Look at the water behind me, there is junk everywhere and it is causing a lot of problems right now. Ferry officials have a diver in the water trying to replace a damaged propeller on one of the ferries. They say it has been a very challenging winter. Our bay is a mess look at this view from sky 7 near the san rafael richmond bridge. You can see masses of floating debris. Clusters like these are clogging the waters from here to angel island andal ka traz. Experts say all of the rain we had is to blame. Our ferries are the ones paying the price. Four vessels had their propellers bent and in some cases had to be replaced, and in three other cases the water just sucked in debris and we had to stall and stop and get that debris out of the water jet engine. Reporter personal water crafts have also been damaged. It is so bad the coast guard is today officially issuing a warning to watch out for the junk and to make sure your stuff doesnt become part of the problem. We really encourage boaters to make sure that their vessels are secure. Double check their mooring lines, even small craft. Make sure eye yaks, canoes, paddle boards shall make sure theyre secured. Any gear along the banks, make sure you have it all secured. Otherwise it could become marine debris. Reporter the higher water levels and faster current pushed all of this debris downstream. It is not just strash, but also a lot of plant matter and logs. Some ferry routes have been delayed or cancelled with buses have to take their place. Officials say theres not much we can do but try to steer around it and to wait. We havent had a situation like this for a while because our rains have been light, but now were back into a rainy season, which is great. We do have this issue to work through, and it will eventually work itself out.
