Areas of moderate to heavy rainfall and gusty winds will continue into the Early Morning commute. 5 00 in the morning well still have areas of downtours. Flooding is a big concern in napa where floodwaters drenched downtown the last time el nino was around. Improvements have been made since then. Wayne freedman joins us. Reporter behind me is the napa river. For the first time in memory, for the first time ever, residents in downtown napa are not concerned about it even in an el nino year. The reason they have done a lot of work and preparation. Does it look like a flood plain . Lets ask Katherine Cabrera who has a long memory. Were used to being flooded. Reporter shes remembering the new years eve flood of 2005 when the river crested at more than 30 feet and claimed much of this town in the process. It was the 21st time the napa river has flooded since 1862. Residents hoped it was the last as they dealt with the usual problems. Basically the whole basin is filled up with water. This is going to be new carpeting, cleanup work and all of the rotted wood on the walls. Reporter now ten years later, napa has reason to believe such a disaster wont happen again, and this is why. A recently completed Flood Control bypass right through the heart of town. Its built for the 100year flood part of an ongoing 600 million project. It will flow through this shortcut. And its over our head in depth at this point when that happens. Reporter phil miller knows it well. Hes the chief engineer for this network of bridges, river reroutings and walls, lots of walls. Heavy security greeted workers who returned for the first time to the San Bernardino social Services Center where 14 died in a shooting rampage. Security officers stopped every car and checked every badge as nearly all of the 608 employees returned to work. Most of us are relieved to be back at work. We want to continue with the normalcy. And we miss each other very much. And the center is planning to make a permanent memorial for the victims and their families. For now a chain link fence will remain around the center where the shooting happened on december 2nd. Tears of grief from an employee of the San Francisco district attorneys office. Wanda bailey says a coworker called her the nword at the hall of justice. Bailey claims when she complained to the Human Resources manager, she was scolded. You could have just told a supervisor. You didnt have to tell someone else. And i said, well, i didnt do anything. Bailey says this incident has made her ill, and shes now suing the city. In a statement to abc 7 news, representative for San Franciscos Resources Department said that every allegation is thoroughly investigated and appropriate corrective actions are taken where warranted. Police in San Francisco are looking for two people who stole precious necklaces from a 90yearold tibetan woman. This happened on Christmas Day and was all caught by surveillance cameras. Lyanne melendez joins us. Reporter what was stolen here has a lot of sentimental value. The family now spends their mornings and weekends going to flea markets hoping to find what was stolen. She left her native tibet 60 years ago. She had only two possessions, two necklaces that she always carries with her. They took everything she got. So she never leave it anywhere. She take it with her all the time. Reporter on christmas, her daughter, the owner of this Jewelry Store was loading her van with some items. Loading the stuff. And its just like five to ten minutes. So i asked mama can you watch this bag . Reporter in one of the bags were her mothers necklaces. This Surveillance Video shows the moment when the car pulls up, the passenger gets out and reaches inside to grab the two bags. Then they drive off. Mama is shouting. What happened, mama . It was just five minutes. They took my bags. Reporter witnesses say they saw the driver of the car minutes before entering other stores. Ironically the 90yearold womans a dementia and is constantly searching for her tibetan jewelry. She forgets what happened. And every five minutes shes looking for that, searching for that. Reporter inside one of the bags were other items and jewelry from the store valued alt about 40,000. But the family says they just want what was stolen from their mother. San Francisco Police are investigating an accident between a truck and a muni lightrail vehicle today that injured five people including the muni driver. Initial reports say the truck made a left turn in front of the muni vehicle at third street and egbert avenue. Five people went to the hospital with neck and knee injuries. The chp is looking into an unusual singlecar accident on northbound interstate 880 in san leand leandro. The driver lost control and ran off the road at the Marina Boulevard exit. Witnesses say the car flew 30 feet in the air right off the embankment. The driver went to the hospital. No word on the extent of his injuries. Theyre trying to figure out why an unoccupied chair fell from a lift on the downhill side of the north bowl yesterday. The Santa Clara Youth Soccer League is suing the nhl to stop the league from using its fields right next to levi stadium. The nfl took over the cityowned soccer park today. Advocates say theyll destroy the field but the league has promised to make repairs after the super bowl. Amy hollyfield has the investigation. Reporter brennan said his sister jennifer died on Christmas Day. Now her boat is gone. As he watched cleanup crews toss her belongings on to a barge, he asked them to please be careful. Supernice antiques and fine china down there. I know that. So you know, just deal with it day by day. Reporter the man living in the boat across from hers here at the harbor called 911 just before 5 00 this morning when he saw that it was sinking. This for me is really rough because that was that was my best friend. Reporter a dive team confirmed no one was on board. The coast guard says there could be a logical reason the boat sank such as recent rains maybe overwhelming the bilge pump. But Brennan Newsome who is Lieutenant Governor gavin newsomes cousin is a bit more suspicious. They told me the only way to sink a boat like this is like siphoning water on to it. So thats it. I dont know. Im a little bit shocked. Raised fares 3. 4 on new years day. That means that a round trip from fremont, San Francisco, is up from 11. 90 to 12. 30. It seems like they go up a lot, for sure. But i understand they have costs on their side. So its a little bit frustrating, though, for sure. Will you change how you commute . I dont think so. Not at this point. Its really the only option given traffic. So just roll with it. Reporter the fare increase happens automatically every other year. Fares are also going up for santrans customers. The youth pass dropped 15 cents to 1. 10. And the adult monthly pass will now cost 65. 60. Commuters on the Golden Gate Bridge will notice a change this evening. The current lane configuration isnt helping traffic during the evening commute so crews will shift the lanes only twice a week instead of every day. So heres the new configuration. Monday through wednesday, it will have an equal number of lanes going south and north, three each way. Thursday and friday evenings that will change to four lanes northbound and two southbound. Fairfield, napa, bodega bay. The Golden Gate Bridge is cloudy and the pavement looks wet although well see evidence of rain falling there, at least not any intense rain. Stormy tonight with showers later in the day tomorrow. A stronger storm comes in on wednesday and showers will continue into thursday. Now, tonights and tomorrows storm ranks two on our storm impact scale. Thats a storm of moderate intensity. Well see winds gusting to 45 Miles Per Hour. Half an inch to an inch of rain in most locations expected and a Flash Flood Watch is in effect until 10 00 tomorrow night to the areas affected by massive fires last summer. Flash flooding and debris flows are possible. Rainfall projections for the next storm by, oh, 7 00 tomorrow evening we expect over an inch of rain at novato, napa, and san jose, most other locations will see a half inch and maybe twothirds of an inch. Winds will be gusty overnight. Well start our wind gust animation, 7 00 this evening, by 10 00 look for gusts up to 41 Miles Per Hour. At Half Moon Bay 30, at napa by midnight gusts to 48 Miles Per Hour and point rayies. Then well see winds tapering off rather significantly by tomorrow morning. Midmorning hours. Into wednesday morning well see heavy downpours of rain rather widespread downpours with strong gusty winds, a stormy commute wednesday morning. That will continue across the entire bay area untilled a least the midmorning hours before it tapers off into showers and periods of rain tomorrow afternoon. Rainfall totals by, oh, thursday night we project will exceed two inches, maybe 2 1 2 inches in places like novato. 3 inches expected at san jose, over 2 inches at san carlos. Overnight low temperatures mainly in the low 50s. Tomorrows highs under rainy and then showery conditions will reach into the mid to upper 50s.
