She is in stable condition. And police still looking for the gun they say this driver used to flash at the people he was about to hit. This is how it ended in a residential neighborhood in berkeley after a suspect went on an hourlong rampage. Flashing a gun and smashing into dozens of cars, including several police vehicles. There was a car that was weaving in and out of traffic and swiped her car and the car in front of her. He would look at the driver and intentionally drive his vehicle into that persons car. Additionally, he would point a firearm at them. He was driving at high speeds, extremely erratic. At some points he was going in the wrong direction. Reporter it started just after 8 15, when the suspect drove to west oakland and on interstate 80 to berkeley, with police and chp in pursuit. An uber driver had just picked up a passenger when he was hit. Did he flash a gun at you . No, he just shot past me and when he hit me he got a flat tire. Reporter the suspect abandoned his car near the North Berkeley b. A. R. T. Station and ran into the neighborhood. He was living in south berkeley. We do have prior contacts. Reporter investigators brought witnesses out to the scene to identify the handcuffed suspect. In oakland, laura anthony, abc7 news. A twovehicle accident briefly delayed east bound traffic on the san mateo bridge this morning. Crews had to briefly shut down all lanes to move the damaged vehicles. Two out of three lanes were blocked for about an hour. Its not clear what caused that accident. There are new developments today in the race for the white house. Republican Carly Fiorina says shes suspending her campaign. The announcement was made today on her facebook page. This comes as the Chris Christie Campaign Says their candidate is also out. Reporter following his big win in New Hampshire, Bernie Sanders is feeling the love on the view, telling the ladies hes all in. We were on the water in october when they organized with other rescue crews from the coast guard and the Water Rescue Team for the big wave contest. Just last month, a preview of the real thing. Huge waves were breaking on january 7th, and big wave surfer Garrett Mcnamara wiped out, breaking his arm. So well be prepared. Well have ambulances standing by for the athletes and anybody else that happens to need their services. Reporter many competing are in hawaii today. The big sur of contest known as the eddie, was supposed to take place but this morning was canceled. But dont expect that decision to change anything here. I think its going to be big, solid. Reporter the beach and cliff around maverick will be closed to the public on friday. That brought the Unemployment Rate down to 3. 6 , 2 lower than the state rate. But theres no relief in sight for this regions high rent, high home prices and shrinking middle class. Tech companies are leading job growth. Incomes are growing as a result. Last year the average income was 122,000 in Silicon Valley, up 6,000 from the year before. However, middle class jobs are disappearing according to the new survey. We need clerks, stenographers, receptionists, secretaries, administrators. We just dont need them. Reporter that leaves some worried. Its been up and down with job security. Right now its doing good. Reporter that has both renters and home buyers squeezed. 4 out of 10 renters are paying over a third of their income. The ratio is 3 out of 10 for home buyers. Another problem is the availability of newly constructed homes. Here in Silicon Valley, only 5500 permits were issued last year, down 50 from the year before. Theres a price to pay to live and work here. Silicon valley, this is a golden spot of the country. So yeah, theres more jobs, more traffic. Reporter while gas prices are falling, rush hour stretches out for seven hours now. We burn an estimated 28 gallons of gas per year sitting in traffic. The federal governments Highway Safety agency appears ready to redefine the term driver. They now agree with google, saying Computers Controlling the cars of the future can be considered their driver. Analysts say the redefinition is an important break for google and big step for getting selfdriving cars to the public. Super bowl 50 is finally wrapping today. Those huge signs started coming down and all those streets and super bowl city are expected to reopen tomorrow evening, a day earlier than expected. The host city announced exactly how many people visited super bowl city and the nfl event in San Francisco. Did they beat the estimates that were used to sell the event . A proposal to move daley City Police Dispatchers is stirring up controversy. And a growing Health Crisis with a confirmed case of the zika virus in northern california. Authorities arrested a man they say hit dozens of cars during a police chase this morning. A pregnant woman suffered minor injuries after the man slammed into her car. Police are still looking for the gun witnesses say the suspect flashed during this chase. San franciscos police chief will present a draft proposal to arm his officers with tasers. But another organization is attempting to outshine the chief. Leea another large storm where officials may need to release water. Wayne freedman looks at el ninos impact in the north bay. Daley city looking at moving its 911 dispatching city over to san mateo county. The citys Police Officers oppose that money saving move saying it poses a Public Safety risk. Vic lee is live with a story youll only see on abc7 news. Reporter Daley City Council members will meet to consider that proposal at the end of the month. Most of them still waiting to decide. But members oh of the Law Enforcement community there are speaking out strongly against the move. Police say mondays officer involved shooting of a domestic suspect is a perfect example of why daley city needs the 911 dispatchers. We had a longterm history with him. So they were able to get that information out to officers much quicker. Reporter the city council is considering outsourcing its Police Dispatch system to the county. But theres no guarantee the citys dispatchers would be hired on. Nine dispatchers with a total of 120 years of experience here. Dispatcher jessica headman says they and the officers are a close family. We know the way that they talk, we know the codes, and it saves us a lot of time if we can short hand words on the radio opposed to spending a lot of time and wasting the air traffic. Reporter the proposal claims outsourcing would save the city some 750,000 a year.
