We know her accused killer had been arrested and deported multiple times and prompting a lot of people in and around San Francisco to ask why was he free to walk streets wednesday night when the shooting happened . First of all, our sources close to the investigation tell us that Francisco Sanchez admitted shooting steinly here on the pier wednesday evening. Unfortunately, this admission is not as simple as an admission. It becomes more complicated than that. Flowers now mark the spot where she was fatally shot. Abc 7 news learned that divers from this police boat found a gun off the waters of the pier. Tests are being done but investigators believe it is the one used by Francisco Sanchez, the man caught not far from the shooting. He is charged with steinlys murder. He has a long wrap sheet. Sources say he has been arrested not only in texas but oregon and washington. He has been deported to mexico five times. He was uncustody in march but says he was turned over to Sheriffs Office when found he had outstanding drug warrant but the d. A. Dropped the case and the Sheriffs Office subsequently released sanchez. In a written statement it says it requested notification prior to release so they could take him into custody again and says the detainer was not honored. City supervisors two years ago approved policy which would prohibit local Law Enforcement from complying with federal detainers unless the person was convicted of a violent felony or other crimes such as Human Trafficking in the past seven years and was in custody again on a similar offense. Carved out a stricter policy which in most all cases would require ice to go to court. If a court order for review were issued we would honor that order or that warrant. There were none in this case. Reporter he bonded out of jail one day after his arrest which we learned today was quite a surprise. High School Students and families got to know coach steven desler well here on the track where he was a coach for close to 20 years. It was one alleged sexual relationship with a 17yearold female athlete off the track that led to an arrest thursday night. As he departed the plane returning from the islands of hawaii where he had been on vacation. Reporter his wife was shocked. It was the teens mother who alerted authorities in june after investigators say she found Text Messages suggesting an inappropriate relationship beginning in april.
