Reporter i want to e show you one of the things that they have built here at the belmont Mobile Home Park in order to get ready for these continuing storms. This is a temporary but solid pipe that has been built and snakes all the way back behind the Mobile Home Park. They are using it to siphon all the water from the park into city drains. Because it is solid, you can see they have trucks parked right here. Thats because vehicles will not be able to pass through the main strans to the park. Its just one more inconvenience for these residents of these ongoing storms. The temporary Drainage Pipe leads to this spot near the offramp. Crews are pumping water down this temporary pipe and into street gutters. The rains caused a little bit of a backup. You can see how the rain pooled inside the Mobile Home Park again. People here are still trying to rofr from last weeks downpours. Its taken to so long to figure out a simple flooding problem. Living in a place in central illinois, people have got this figured out. The red cross arrived this morning to help with supplies. We are delivering disaster cleanup kits. These two boxes make a complete kit with mops and brooms as well as bleach and cleaning supplies. Reporter residents are still without power. No estimate on when that will be restored. Residents at two neighboring Mobile Home Parks are also trying to recover. They are still with belongings from residents. At lamar trailer park, residents were nervously watching the drain hoping it can handle todays storm. This is a drain. Reporter Carlos Garcia was evacuated when this park flooded. It was also red tagged because Health Officials were concerned the water was contaminated. Gar e see ya says we know we need the rain, but hes still worried. If it doesnt stop soon, the same thing is going to happen. Reporter the tags have been removed. A Traffic Alert is in effect, flooding has closed all lanes of 12 1 and 12. Motorists are advised to avoid the area. No estimated time for reopening that roadway. With this drenching rain comes storm damage. This tree fell on to a home. No reports of anyone hurt, but you can see damage inside the home. The Building Division will determine if the house will need to be red tagged. The officials are totaling up the damage from last weeks storms. The region was hit pretty hard. So far it stands at 16 million. One official says that number is likely to climb. Moving on to other news, demonstrators in oakland turned their focus to the police. This is video from sky 7. Dozens protested alleged Police Violence against unarmed black men. Even though no one has been shot in 18 months. They effectively shut down he headquarters for hours. Another event is set to get underway and thats where Laura Anthony is live for us tonight. Reporter we asked those demonstrators at Police Headquarters about that fact that there will be no officerinvolved shooting and they cited the history of police. They were not looking at the recent history u. Behind me youre seeing dozens of folks starting to gather. This is being called a violent procession for peace. This is one of three locations where folks are gathering. We understand they will light candles and march single file around the lake to form a ring of sorts around the lake. This demonstration is expected to be peaceful just like the one at oakland Police Headquarters, which was very disruptive and ended by 1 00. But only after police made about 25 arrests. The driving rain did not discourage nearly 200 protesters from an Early Morning blockade of the oakland Police Headquarters. A move police admit they didnt expect. It was clearly well planned. While some protesters chained themselves to the front doors of Police Headquarters, one man scaled a flag pole and displayed a flag depicting the faces of black men kill ed by police. This state is killing us every day. Every 28 hours either a Police Officer or security offer murders a black person in this country, men, women, children, elders and im tired of it. Reporter more than a dozen protesters connected their arms together and blocked broadway at 7th street. Im standing in solidarity because black lives matter. Reporter police took their time disconnecting each protesters and placing them under arrest. A process that took place while another group were kept back on the other side of the intersection held by a loin of officers in riot gear. Were entering our fourth week with protests. You have to look at that and say services in other areas of the city can and have been impacted. But we have planned for it. We continue to bring in officers. We cancelled days off. We cancelled holidays. What do you say to the folk who is maybe feel like they have seen it, heard it, want to go on with their christmas shopping. They should come out and join us. Its called perform your protest and participants are encouraged to use art and creativity to get their message across instead of violence and destruction. That wasnt the only protest that happened this weekend. Were just getting the first look of a protest in berkley. A large group of demonstrators were standing around chanting when a woman attempted to drive through that crowd. Thats when things began to escalate. Protesters hit that car and yell ed. A few opened her car door and began arguing with her. A short time later the woman was able to turn around and drive off. A Police Officer is now on leave after controversial tweets about those protests. Officer whites tweets were aimed at people protesting Deadly Police brutality. They are creating a real fire storm. Lets go to vick lee with the story. Reporter the posts on officer whites accounts can no longer be accessed by the public, but they were already captured by others in the media which displayed other posts officer white made previously on on the ongoing demonstration. Since the tweets were revealed, theres been a lot of criticism in social media and theres been repurr cushion now. Officer white was not only a cop, he was also an assistant basketball coach. The school fired him today. But thats the least of his troubles. Officer phillip whites tweets read, threaten me or my family and ill use my. Right and duty to kill you. Copslivesmatter. If anyone feels they cant breathe or their lives matter, i will be at the movies tonight offduty carrying my gun. The reaction was quick and predictable. The reverend sits on the Police Community advisory board. He was with other leaders of civil Rights Groups at their regular meeting. Everyone here had read the tweets. The fear is he tweeted this to some other friends. So there are other officers that are part of this tweet. The Police Officers association disavowed the postings. Offensive and inappropriate comments on social media have no place in the Public Discourse revolving the tragic loss of life around the country. We condemn these comments. Reporter someone filed a complaint with the judge. That triggers a Police Internal affairs probe, which will look into whether whites tweets violated a tweets order which warns from posting on social media that would reflect against the department. White may have also violated the duty manuals policy on conduct unbecoming an officer. Basically the rule says officers are not to engage in that kind of conduct either on duty or off duty. The Police Department today placed white on administrative leave saying in a statement his tweets do not reflect the thoughts or feelings of the men and women here at the Police Department. A cafe in sydney, australia, is now a crime scene after a deadly hostage scene lasting more than 16 hours. 17 people were taken to captive. Two hostages were killed along with the lone gunman. Four people were injured, including an officer shot in the face. Police say the gunman was a sexual predator known for sending offensive letters to the families of dead soldiers. The Police Commissioner spoke out about why they decided to storm the cafe. There was a number of gunshots that were heard, which caused officers to move straight to what we call mpa, Emergency Action plan and that caused them to enter. During the standoff, hostages were seen through the Window Holding a black flag showing a muslim profession of faith. At least five hostages were able to escape during the crisis. This time a group was evicted in san jose abts two miles from where they used to live. A site known as the jungle. There is support available. San joses homeless response manager says they are using every resource possible to get homeless into Stable Living environments. Members of a buddhist temple gave them rain boots to make the move easier. Some are waiting on housing and want a legal place to camp. The steadiest rain is well to our east now, but we still have pockets of downpours scattered across the bay area. Parts of northern sonoma county. And down on the east bay right along highway of 680, we have an area of heavy downpours. Look at this big area of Stormy Weather just pushing on shore now. It will cover a wider area from the mountains up to parts of san mahmoud mateo county. Pockets of it are pretty intense. Heres a look at our rainfall totals for the last 24 hours. Every location in the bay area received at least an inch. 2. 5 inches up in mill valley. Here in San Francisco, 1. 4 inches of rain. Nearly an inch in livermore. But that total will increase as well. Heres a live view looking over the bay. The forecast features will see showers continuing tonight and tomorrow morning. Rain intensifies tomorrow afternoon as the second storm of the week arrives. Well see a weaker storm system on friday. Another rainmaker nonetheless. Satellite image shows the frontal system thats now east of us. We have a trailing shower, pockets of rainfall behind that frontal system. And showers tonight will continue into the Morning Hours before the arrival of storm number two of the week tomorrow afternoon. That will bring more intense and widespread rainfall. Storm risks are medium for urban flooding. Slight risk of wind damage. Low risk of river flooding. A late night hours well see pockets of moderate to heavy rainfall. 5 00 tomorrow morning, the start of the morning commute, pockets of lighter rain but it will be wet. The ground will be saturated. Probably wet pasmt and pools of water on some highways tomorrow morning. Tomorrow afternoon the next forceful storm arrives and it will cover virtually all the bay area. So tomorrows late commute, the afternoon will probably be a messy one. Behind that front, well get pockets of showers into wednesday morning and wednesday afternoon. Wednesday afternoon we are projecting rainfall totals as high as 2. 5 inches in the mountains. Up to an inch and a half in e lower elevations. High temperatures tomorrow under rainy and sometimes stormy conditions. Only in the mid to upper 50s for the most part. Heres the sevenday forecast. Well have showers on wednesday. Possibly continuing into early thursday, but most of the day on thursday will probably be dry. Showers lingering into saturday morning. Then after that the remainder of the weekend will be dry. Thats according to a new study. The three were bank robbers who spent months digging san escape tunnel using sharpened spoops.
