A suspected gunman accused of killing two sheriffs deputies in Northern California in custody this morning following a massive manhunt and standoff. Marcelo marquez is suspected of killing deputies Michael Davis jr. Of Placer County, Deputy Danny Oliver of sacramento county. The shooting rampage started in sacramento yesterday morning and ended 30 malesiles away in aubu. Elissa harrington has more. An entire community is in mourning, flowers have been placed at the Auburn Justice Center for two sheriffs deputies killed in a violent rampage. 47yearold sheriffs Deputy Danny Oliver and 42yearold Placer County detective Michael David davis jr. Were killed. In a deadly chain of events that spanned twocounties. The chaotic scene started when Deputy Oliver responded to a suspicious vehicle at a motel, a man and woman inside opened fire with an assault rifle. At least one of those rounds struck Deputy Oliver in the forehead, which caused his death. Reporter the pair then shot a man they were trying to carjack and stole a red pickup truck. It was spotted in auburn about 30 miles north. The two Placer County sheriffs deputies who approached were shot, one of them, detective davis, was killed. His father a Riverside County detective, was also killed in the line of duty 26 years ago today. This organization, this family, has suffered a horrific loss. Reporter Law Enforcement took the woman into can custody and apprehended the man, 34yearold Marcelo Marquez inside a house where he was holed up. Chp officers say a flash grenade forced him out. Still, he cant believe his brother shot three deputies. Police are still trying to figure out a motive in yesterdays shooting spree at a high school in washington state. One girl was killed and four others injured after Jaylen Fryberg opened fire in the cafeteria in marysville just north of seattle. A witness says fryberg gave no warning and calmly stared at the victims as he shot them. He then killed himself. Students say fryberg had just been named homecoming prince. Weve new details on how far canadian lawmakers went to protect their prime minister. A gunman killed a soldier at a war memorial and wounded another at the Canadian Parliament building. It would give the states insurance commissioner the power to veto rate increases on your Health Insurance. Right now only 39 say theyll vote for it. There were no price controls and rates were going up. Consumer watchdog jumped in and put prop 103 on the ballot and it passed. The wild west is over and the sheriff has come to town. And prop 103 is the sheriff. Reporter Consumer Federation of america estimates california drivers have saved more than 100 billion because of that vote. Well, its happened again. The government is telling us we must buy insurance, this time Health Insurance, but there are no strict price controls. So, again, consumer watchdog is jumping into the fray. We all have to buy Health Insurance in california, its the law. But theres no one who says its unaffordable. Reporter the Consumer Group that put prop 45 on the ballot. What prop 45 does is forces Health Insurance companies to open their books, be transparent about why theyre raising rates. It requires Health Insurance can company ceos to certify why they need a rate hike and the elected insurance commissioner can he reject the rate hike if he finds its not necessary. Reporter now there is a major difference between prop 45 today and prop 103 back in the day. With Auto Insurance consumers were complete ly on their own. With Health Insurance theres a board set up to negotiate rates. We have to remember the Affordable Care act was Health Insurance reform.
