Aha affordable homeless housing alternatives a nonprofit organization based in Eureka brought their mobile shower trailer dubbed the care of a man down to southern humble and set up at redwoods Rural Health Center on Sunday December 8th to provide hot showers hot meals clothes and winter weather supplies to people in need and I talked to a few of the people who helped organize this event I'm nosy Wade president of the board for affordable homes outing alternatives aha aha Ok And you're down here at redwoods Rural Health Center in Garberville Is this your 1st trip down here with the shower or yes it is this is our our maiden voyage outside of Eureka and how did you manage to come to this location Well we've always had an interest in Southern home Paul we've been participating with organizations down here since the beginning we've had representation on our board from Southern homo and we were asked to bring the mobile showers down and because we're only funded to do 2 days a week and because we just got up and running we have some extra opportunity to provide service so if it's important to us to be able to do this to get some real information that we can work with about what it takes financially what it takes in terms of time in volunteers and so that when we're writing grants and we're doing all those things we're actually talking real statistics not just estimates brethren Searle Health Center has given us the permissions to operate out of their parking lot and what's required by the conditions of our gratis my letter of permission or approval that's been forthcoming in addition we asked if we could utilize their power and their water because we've only operated off the grid to this point and because it's right here and very convenient were for the 1st time using shore power and their water to fill up our tanks we didn't want to travel with a full tank so now we're able to fill up and we would be at this rate we could provide showers all day if we had the time here so while so how long are you going to be here providing showers probably 4 hours. I'm Teena executive director at records are all Center Oh wonderful So how did it work out that this is happening here Peg and I were talking a while back about services that we could offer homeless in the interim since we aren't able to provide as much housing as we would like but we still want to you know make sure that their needs are met and we had thrown around the idea of a shower trailer and how we could have that here maybe down the road once we were able to secure funding for that and then just this last week I received a call from Peg saying hey I had needed a place for their shower trailer. Because they could have their charge trailer at the library and Garberville And so she asked if we could have it here and I met with our leadership team and we discussed the logistics and everyone was on board with having the shower trailer here has been a huge you know desire for the health center to make sure that people are clean and healthy and and it all fit into that wellness model. Ok not to talk about too much some of the things that you have available. Very poetry you tell me what's going on you have you know various community members have donated clothing and we have some socks we have jackets we have going to a lot of winter clothing so when you get done with your shower if you need clean attire you can you know swap your dirty clothes for clean clothes so that you know you're all nice and fresh and clean including your clothing we also have all the hygiene supplies so we have to thrushes toothpaste. Feminine supplies for the ladies shampoo Combs brushes Cond. In addition we have tarps you know it is the rainy season and people need to stay warm and dry you know further wellbeing and we also have ponchos. There we also are providing free snacks so we're going to have sandwiches snack bars and coffee and water for folks who are here attending the event I'm peg Anderson and I've been part of the nonprofit so housing opportunities for a few years now we have actually have jumped through a lot of hoops to become legal to qualify for a grant so we can start a project here but anyway we keep having meetings about our projects but this is an aha in Eureka qualified for a loan to get this beautiful shower trailers so we're pretty thrilled that they're sharing it with us time here so there this is a trial run see what happens today. The bulk of Tuesday's Eureka city council meeting focused on the 219-2027 Eureka housing element update the city of Eureka is required by the state to create 152 new dwelling units by 2027 the number 952 was determined by a forecast of jobs and growth in Eureka in the next decade back in April the city held a workshop to gauge community opinion on housing priorities specifically where to build affordability of housing homelessness and creative ways to create housing the city's focused on 5 main stages to build on vacant lots to have multiple story apartments and downtown in Old Town to convert old and abandoned buildings into housing to stimulate the creation of excess also known as Mother in Law units and to allow small subdivisions city staff use the information gained during the workshop and applied it to the final version of the 219-2027 Eureka housing element update which was presented to the council Tuesday here's interim development director Brian curving so the current strategy is to make the most of the non site specific allocations and this is really the it's most likely that most units will be created for moderate and above moderate income housing 80 use new houses things like that and then staff is recommending that low income units be concentrated on publicly owned properties and encourage mixed income developments via There are a few process that are a few process has been discussed before or going to be presenting a few changes tweaks to it tonight that we believe will make it a little more feasible for your staff to conduct in a little more practical for respondents to be successful one of those changes to the are if people would be batching proposals meaning by July 2020 steps would release are of peace for 3 sites the next batch would follow one year later and so on and so forth. For a lot of people that are working together to make a better situation for your what you recall has them last couple of years and this is remarkable and commendable for creating programs that can serve folks that don't have a lot of resources so that's a really good thing there are a lot of people still in this community who cannot afford and will not ever be able to afford a place to live until they have an opportunity to become stabilized somewhere I have believed that everyone has a human right to a safe place to live and that poor many people that are out there is just someplace to lay their head and not have to fear what's going to happen to them when the conversation went back to council council member immediately address director curving asking why staff decided to wait until 2021 to even begin the planning process on creating housing for the homeless no deadline in here prevents the city from acting sooner there's nothing that constrains us from developing a plan from revising current plans sooner than is outlined in the document so staff fully expects that efforts will be ongoing between now and 2021 and there's every possibility that it it may happen soon so I'm just also curious as to why I would why would we set a date so far out considering that it's cold right now and there's there's a lot of people that need support why would we push that out to 2021 to even begin looking at think just acknowledging the the difficulty in developing that plan there was a statement that we would begin to look at a plan in 2021 and really the documents. It is a little more broad than that it says The time frame is 212021 to 2022 and that there will be 3 actions all of which will have been completed by that time which is to evaluate the city's existing strategies regarding homelessness conduct a comprehensive review of the current best practices from other California community is develop a report of findings action to is to provide the findings to the housing advisory board and city council and the City Council may direct staff to implement recommendations from the report and action 3 is that the city will produce and adopt a new homelessness strategic plan prioritizes resources for homelessness and that is something that was also identified in the council strategic vision in process earlier this year so we do fully expect that the effort will be ongoing between now and $22122.00 but that all 3 of those actions will have been completed by that time council member gal underscore the urgency of addressing homelessness as it is one of the biggest issues in our community council member Arroyo weighed in as well and I think it's worth noting that this is a document required by the state to accompany or general plan and meet the requirements of state law and it does that very robustly and that government code section also talks about emergency shelter and I'm the criteria for that with a big caveat that it can be modified by a declaration. That we have made. And so but I do want to note that this is an enduring document intended to go with her 2040 general plan and the shelter crisis technician is intended to be addressing an emergency condition which we have determined to be still an emergency but we certainly hope that.
