Theres the bay fair station and the fruitvale station, last two bart stations that have service. Even though its just the coliseum and san leandro stations closed, no stations can travel to fruitvale either. They are trying to get a bus bridge in place between fruitvale and bay fair. Thats a pretty good stretch. If you want to drive between the areas, 880 and 580 are cleared. Take to the roads, because right now we dont have the bus set up yet. What have you been able to gather about who this child is . Reporter we just got here a few minutes ago. You may be able to see that bart police and the Fire Department are here. They have cordoned this bart station off and people are lingering around trying to figure out what happened. I did get a chance to talk very briefly with two eyewitnesss. They say they were waiting for a train to arrive about 9 30 when a young woman, somebody who they describe as a young adult, not a small child, appears to be looking down at the tracks as if she had dropped something. Next thing you know, the young woman stepped on to the tracks. Now apparently they say it appeared to them that the train operator did spot this woman and slowed the train down, attempted to slow the train down, but could not stop in time. They estimate that the train was going about 15 miles an hour when it struck this woman. Of course, a very, very disturbing thing for people to see. The platform was full of people. People started screaming and running, very, very tragic. Again, witnesses tell me that this was appeared to be a young adult woman, young adult woman, not a small child, a very petite woman who appeared to intentionally step on to the track, whether she was trying to retrieve something or Something Else, it is very unclear at this point, but, of course, a lot of very shaken people out here in san leandro. A deadly crash happened around 6 00 this morning at the intersection of van ness and lombard near the marina district. Bob redell is live right now on scene, where he just got an update on this developing story from police. Bob . Reporter good morning to you, sam. We know that police are interviewing the man who was behind the wheel of that bus right there, run by the Golden Gate Bridge district. At 6 15, that bus, bus 54 out of nevada was here on lombard when it hit and ran over a jogger, woman in her 50s. Police tell us the driver did stop, 911 was called, the woman was taken to San Francisco general, where she died about an hour later. Investigators are still trying to figure out who was at fault in this accident. The bridge district tells us that their driver is one of their most experienced, having driven for them for over 35 years with an excellent safety record. The driver is incredibly shaken up and all of our hearts here at golden gate transit go out to the victims family. We are cooperating fully with the police, aiding in their investigation, and to find out what happened to cause this tragic accident. Reporter golden gate district will place him on leave. Police have also spoken to passengers onboard the bus before they were shuttled on to their original destinations to get a better idea what happened. The golden gate district said they cant remember when another one of their vehicles was involved in a fatal accident, but it was at least five years. Police are still at the scene collecting evidence, doing measurements and what not, but they plan to have this section of van ness at lombard open within the next 15 minutes. New at 11 00 now, a San Francisco man is under arrest accused of starting a spinoff version of the silk road website, enabling thousands to buy and sell illegal drugs. He is facing charges of conspireing to commit Drug Trafficking by running the silk road 2. 0 website. It started about five weeks ago after the government shut down the original version last year. The man accused of running the original silk road website is still awaiting trial. Hes being held on charges ranging from Drug Trafficking to money laundering. Hes pleaded not guilty. Well, it could cost more to get a uc degree soon. The university of california says it needs more money if its going to continue to deliver a quality education. Nbc bay areas Nannette Miranda joins us live from the uc president s office in downtown oakland. Nannette, this comes as a bit of a surprise. Reporter yeah, total surprise, totally out of the blue. Uc has received more than 100 million in extra state funding in each of the last two years and will continue to do so for a couple more years, but after years of budget cuts during the recession, uc says its time to pay up. It says it needs more money to increase enrollment, hire faculty, and cover employee benefits. Tired of not knowing how much the university of california will get in state funding every year, president Janet Napolitano proposes up to a 5 tuition increase every year for the next five years. Tuition and fees combined are just over 12,000 a year now. Next fall theyll be closer to 13,000 a year. By 2019, undergrad students could be paying as much as 15,500 a year. With a chart showing the ups and downs of funding and consequent tuition increases and decreases over the last 20 years, ucs chief Financial Officer says the new plan will bring stabilization to the systems budget and families can plan. We have a significant amount of mandatory costs, we have retirement contributions to our pension system, retiree health, our own health benefits, one of the other areas that id point out the state could help us in is retirement. Reporter when Governor Brown signed the state budget, though, he said uc gets a 4 to 5 boost in funding every year for a few years. In exchange, tuition wouldnt go up. He now says such an agreement was never in place. Today students feel theyve been blindsided and are upset about the prospect of paying more for their college education. They are going to be stealing money from broke college students. Most of us are taking out loans. Its pretty awful, in my opinion. For them to raise their tuition every year so much for the students, especially the ones who were struggling, i think thats kind of cruel. Reporter now the state can actually buy down that tuition increase for every 20 to 25 million extra a year that the state gives uc. The tuition hike will decrease by 1 . The board of regents will meet in a couple weeks to discuss this plan. A tuition hike for grad students and out of state students are also on the table. I took a glance at that stage budget, on page 34, it clearly says uc can only get this extra money if tuition is flat through the school year 20162017. Nannette miranda, nbc bay area news. All right, thank you very much, nannette. Right now a bay area doctor is headed to the ebola hot zone, helping to stop the spread of the deadly virus. The doctor lives in San Francisco with his wife and daughter, and this morning he caught a flight to liberia, where he will spend the next month treating people with ebola. He received special training through the cdc and plans to be quarantined for 21 days once he returns to the states. I definitely have a healthy, healthy respect for this disease, based on what i know about it, and theres absolutely no doubt that i have a certain level of anxiety about it, but im hoping to channel that anxiety into vigilance and diligence and taking that respect and turning it into self preservation, doing everything i can to make sure i dont contaminate myself. The doctor hopes to get back to the states in time to spend christmas with his wife and his little daughter. Well, the dallas nurse who got on an airplane after contracting ebola is speaking out now for the very first time this morning. Amber vinson, who was diagnosed with ebola after treating a patient in texas. Before showing any symptoms she flew to visit her fiance in ohio, but now is responding to critics who say that decision was careless. It makes me feel terrible, because thats not me. A meeting in a south Bay Community tonight is a Community Still mourning the death of a High School Student who was killed while riding his bike to school last week. 15yearold ethan wong was headed to school on october 27th when he was hit and killed by a gravel truck. Police say wong was in the bike lane wearing a helmet and the big rig driver unknowingly kept going for a few blocks before witnesses caught up with him. The driver has not been charged. Tonight the vta may go forward with express lanes for pay on highway 85. The diamond lanes would run about 27 miles between the bailey exit in south san jose north to the 101 connector in mountain view. The proposal also adds an extra car pool lane on 85. The express lanes would be free for car poolers, motorcyclists, buses, and lowemission vehicles and solo drivers could use them, as well, for a fee dependent on the amount of congestion. It is the black plastic piping that pot growers are using to steal and divert water from public lands and parks in california. The Investigative Unit revealed growers have stolen more than a billion gallons of water during times our lands really need it. 1. 2 billion gallons were stolen in the last two years, all to grow waterthirsty marijuana plants. To put a stop to it, the department of fish and wildlife launched a first of its kind enforcement team, team trained in military tact ticks. So far the team has collected hundreds of miles of black plastic piping they say the cartels are using to steal the water meant for nature and local communities. A killing in the east bay leads to controversy as a man is now behind bars after carrying out his wifes dying wishes. He said he did it for his wife, killed her as part of an agreement they had. Jerry canfield turned himself in and is being charged with murder. Should there be a right to die in california . Nbc bay areas cheryl hurd has new details from the Alameda Police department. Never heard one unkind word, they were always together, they took care of each other. Reporter that devotion between jerry and Joann Canfield may be the reason why the husband allegedly killed his wife. This is strict ly might have been last best thing that he could do for her. Reporter Police Sergeant rick bradley said when canfield turned himself in a week and a half ago, he showed a lot of remorse. Very emotional, and very remorseful about the incident. He felt what he did was in his wifes best interests. Reporter police wont go into detail about canfields wifes condition. Rob baker believes she suffered from dementia and since june has been in declining health after suffering from a fall. There were probably other avenues for them to take, but they didnt know how to get there. Well, i think situations like this point to the need for good end of life care. One of the things weve learned from the death with dignity law in oregon state, which weve been keeping records on now for 17 years, is that when you have a death with dignity law in the state, those end of life conversations actually increase. Former San Francisco resident Brittney Maynard moved to oregon to end her life before suffering from the worst effects of a brain tumor. Carlesha freeland has been rescued, her abductor has been arrested. [ applause ] in maryland. Reporter this Security Camera video shows the violent attack on a philadelphia sidewalk monday night, carried out, police say, by 37yearold dell vin barnes. They didnt know one another beforehand and it could just be a chance encounter. I mean, well know more when we have a chance to sit down and thoroughly interview her and interrogate him. Reporter a car dealer installed a gps device in barnes dealer when he bought it. That led investigators to this maryland parking lot, where federal agents moved in. He has a very extensive criminal history, a violent predator, were very fortunate to get her back alive. A predator, officials say, with a violent past. Barnes was already wanted on six felony warrants, included attempted capital murder and alleged kidnapping last month. I was elated, happy they found my granddaughter alive. And now back to decision 2014. California voters approved prop 47 on election night, but whats the bottom line . People with relatively small drug and property crimes get downgraded from a felony to a demeanor. The goal is to alleviate our overcrowded jails. Nbc bay areas jean ellie has the latest from San Francisco, where not everyone is convinced that this is going to work. This law is immediate. In fact, we put out a bulletin here in the police department. Reporter greg sur is letting officers know voter approved prop 47 changed the law in california. Some lowlevel drug possession and theftrelated crimes are no longer felonies, they are now misdemeanors. The reality is, the system we have right now hasnt been working. Reporter San Franciscos District Attorney helped write 47. He said california is wasting hundreds of millions of dollars incarcerating people with drug addiction and mental illness, and when they are released, they reoffend. Six out of ten times when we put somebody in prison, they go back to prison within three years, primarily because were not dealing with the root cause of the problem in the first place. Reporter he said prop 47 reduces the penalty for things like shoplifting and drug possession. You try to craft a settlement that would put them into treatment very early on and maybe a split sentence or use some other tools. Reporter the chief is concerned prop 47 removes an effective tool. That felony charge was often reduced to a misdemeanor to convince offenders to get help. Im just concerned that perhaps the unintended consequence where were unable to leverage some of these people into the help they desperately need. Reporter supporters say money saved by reducing the prison population will help Fund Additional programs, but at this point no one knows if the new charging rules will help replace jail time with treatment. Republicans now hold the majorities in both the house and the senate, but does the gop takeover mean more influence for the republican party, and if so, how . Another story that might make you feel good today, a sea otter pup found stranded at a san mateo beach has a new home, sadly its not my house. Dont you wish . I dont know if you have the climate for it. There he is, the nearly onemonthold otter is living at the shed aquarium in chicago, getting round the clock care. Hes one of the only aquariums in the entire country equipped to help stranded sea otters. This video posted by the aquarium, doing some sort of side stroke there. Hes learning how to swim. The otter was found last month about 20 miles north of santa cruz. It had been separated from its mother for nearly 16 hours. Now its getting a good rub down. The pup is currently doing well and growing bigger every day. You were distracted by the video. Hopefully christina is still focused and on point. How cute was that guy . So cute. Now hes going to get a surrogate mother to teach him how to take care of himself and hopefully make it out there in the wild. Thats a really cool story.
