The driver proceeded on six freeways at more than 100 miles an hour. D thbc bay areas bob redell is live at moor park and 280 where that chase came to a horrifying end. Reporter kris and scott, within the past hour the Coroners Office has identified the driver killed here as 21yearold Daniel Avalos of san jose. Chp does not know if he was under the influence, but they do know he was determined to evade arrest. And it turns out that determination ended up killing him as he lost control of this stolen car here at this turn at over 100 miles an hour. He was intentionally it appeared trying to ram other vehicles. We take into account there was extremely light traffic at the time. This was an extremely dangerous driver and needed to be removed from the road. Reporter this chase started around 3 30 this morning. Chp tried to pull over the driver of this older model honda accord on northbound 101 in gilroy as he traveled at times nearly double the speed limit. I heard up to 125 to 130 miles per hour. Reporter turns out the car was stolen out of los banos. The pursuit traveled up 101, 880, 237, 17, 85 and finally 280. Along the way chp says the driver threatened the lives of others on the road. Vehicle continued to swerve toward other vehicles and take cutting vehicles off. Cutting very close to other vehicles causing them to swerve out of the way and hit their brakes. Reporter traffic was light. No one was hurt. At around 4 00 the driver tried to get off southbound 280 and onto moore park here in san jose but could not slow fast enough. He failed to negotiate the sharp turn at the end of the offramp. The car crashed through a dirt berm, chain link fence and rolled at least once. The car is so old it does not have air bags. The driver, a man in his mid20s, suffered major injuries, died at the hospital. His 18yearold passenger, a woman, survived with minor injuries. They have spoken with her. She appears a little disoriented is not giving much information. Reporter and the latest are from chp is that 18yearold passenger is being uncooperative, is not cooperating with authorities. Again, the driver was 21yearold Daniel Avalos according to the Coroners Office. Were now showing you a damaged windshield, damaged cruiser from chp. This vehicle was involved in the pursuit. The two officers in that vehicle suffered minor injuries when they hit a curb here at the crash site. Again, those injuries are minor. Theyre going to be okay. And pg e acknowledging that its a possibility power line coming into contact with a tree. But saying that cal fire is still officially investigating what happened there. Now, the hearing is still underway at the state building. The utility is pretty tight lip because two Northern California women have sued pg e for the death of their father killed in the butte fire. The two daughters saying their father, owen goldsmith, an 82yearold retired air force Staff Sergeant died in that fire that devastated more than 70,000 acres and destroyed more than 800 homes and buildings in september. They blame it on the lack of care of one single tree. And they want pg e and a Tree Trimming Service to pay. Now, state senator jer e jerry hill who is chair of this mornings panel want to know what utilities have and have not been doing since 2007 when wildfires ignited by power lines destroyed 1 million acres and 3,700 buildings. Specifically he wants to know how theyre proactively determining where fires might be so they can clear trees ahead of time. And hill called out pg e in particular saying its done the worst job so far. Its disturbing to me and going to point it out to them today as to why we still have to undergo their propaganda campaign. In the media every half hour youre inundated by their commercials and ads telling us how theyre part of our community. Well, i want to see pg e play by the rules of this community. The last hour here has mostly been cal fire speaking on how california has experienced nothing like 2015, responding so far this year to more than 6,100 fires, thats 2,000 more than last years count. In the last half hour senator hill asked if utilities are working hard enough on wildfire safety and prevention. Cal fires response is, yes, theres been an increase in prevention activity. A lot of this hearing going on right here at the state building is to pinpoint the most vulnerable areas. Senator hill wanted to know about a high fire hazard map that actually was created after the 91 tunnel fires in the oakland hills. Well, lets check your weather this morning. Kari, youre going to start with a pretty picture of timber. Yes, we are seeing high clouds streaming in. Beautiful sight there, but take a look closely at the golden gate bridge. You can only see the tops of it. So i want to show you a closer look at what the visitors are seeing now as theyre taking pictures out there. You cant see much of the bridge. This is the first time in quite a while weve had the fog return ing across parts of the coastal areas. And our temperatures are starting to warm up inland while staying in the 50s as you head into the inner bay as well as the coastal areas. Now, in San Francisco 59 degrees, 59 in sunnyvale. Livermore at 57 and concord at 63 degrees. So as we go hour by hour in san jose a lot of sunshine there, 65 degrees. We stay in the mid60s through most of the afternoon heading home driving you feel a temperature of 64. And then by tonight as the skies stay mostly clear dropping back into the 50s and it will be another cool one once again. A look at all the microclimates and what you can expect, 69 degrees in redwood city. The castro at 65 degrees. In the north bay 70 in napa. We are seeing more 70s today compared to the past few days. It is starting to warm up and that will be the trend over the next few days. High pressure is just to the west of us, and it causes a lot of those weather systems to move around the bay area. Keeping it clear and dry and the rain has stayed well to the north. So over the next few days more of a northerly wind. And the clouds staying away for the most part with the exception of the fog. And cold fronts rolling just to the north of us and off to the east. So with the High Pressure there and really being stubborn it looks like it takes a while before we get any rain in the forecast. Here we are not until next tuesday or wednesday. And thats pretty bad timing considering a lot of people will be hitting the road for thanksgiving, but we do need that rain especially after having several days of dry weather and temperatures well above average. So for the next seven days a look at the inland forecast. 69 degrees today. 73 degrees tomorrow. Look at these upper mid70s as we go into the next few days and then upper 60s bay side. Staying in the 60s there and then dropping off with some cooler air moving in by the beginning of next week. The comments come from dwayne claridge, a controversial figure indicted for lying to congress but later pardoned. Carson now distancing himself. He is not my adviser. He is a person who has come in on a couple of our sessions to offer his opinions about what was going on. Reporter carson has seemed to stumble on Foreign Policy before, like this moment during last weeks debate on syria. We also must recognize that its a very complex place. You know, the chinese is there as well as the russians. Reporter the white house shooting down the china claim. And on sunday when carson was asked on fox news who hed call first if the paris attacks happened on his watch, he refused to answer three times. Who would you call first . But who would you call first specifically . But can you tell us who you would call first, sir . On the international scene. I would call for all of the arab states to be involved in this. Reporter the candidate implying now those were gotcha questions. I know how that works. And thats just silly. Reporter carson himself acknowledges hes on a learning curve when it comes to Foreign Policy. While he may lack that traditional political experience, his supporters seem to like it. Meantime carsons staff says they dont think this will hurt the candidate with voters pointing out he does get daily briefings. Carson has lived abroad according to Campaign Staff and has lived or worked in 57 countries. Things werent stolen or, you know, placed in locations that they shouldnt have been. Its certainly possible. Up next at 11 00, hundreds of items and equipment now missing after millions of your tax dollars were spent buying it all. Equipment bought with welcome back. Costly medical equipment is missing from a south bay Medical Center, equipment bought with your tax dollars. And now government leaders say thousands of pieces of missing equipment werent misplaced, they were stolen. Investigative reporter bigad [ shouting ] shaban spent the last three months uncovering a history of poor recordkeeping. Agencies that run off your tax dollars need to be accountable for how they spend your money. Now, that can include doing an annual inventory of what they still have or what they may have lost. Now, in doing that inventory one Bay Area Medical Center discovered that it had no idea what happened to hundreds of its items. One thing they were sure about is that millions of your tax dollars helped pay for all that equipment thats now missing. Valley Medical Center in san jose, or vmc, is the county hospital for santa clara. So its mostly funded by taxpayers, a total of 1. 2 billion each year. Or 83 of the hospital budget. But we discovered vmc and its clinic haves a track record of losing track of their own equipment, records we obtained from Santa Clara County show over the last five years 383 items were reported as missing. Heart monitors, office furniture, microscopes, even an lcd projector, all listed adds utl, or unable to locate. And the county recorded the total Purchase Price at over 11. 8 million. First of all, i have to say we take this very seriously. Reporter paul lorenz is the hospital ceo and agreed to sit down with us along with his boss, jeff smith. We found that we really had a broken inventory system. These are items that cost taxpayers millions of dollars and theres no record of where they are. How do you justify that . You know, i was as you are and as your viewers are, concerned how much of that 11 million was really because something was misplaced and how much of it was because of sloppy processes. What happens if you dont have good recordkeeping . You lose things. Chuck says its a basic principle you learn as a business owner. His used Electronics Warehouse is 27,000 square feet worth of, well, weird stuff. Thats the name of his business, which Sells Everything from laptop hard drives and high priced medical equipment to whatever this thing is. Even in the midst of all this clutter and pardon the phrase here, even some junk, your employees can still find everything on your inventory. Yeah. Reporter so we decided to test their system. So you can tell us where this is right now . I can. Reporter we randomly pick thd microscope from their online store. Employee Spencer Thompson used the tag number to look up its exact location. Aisle g bay 6. Reporter and sure enough he took us right to it. And there it is. But the kind of poor recordkeeping that chuck says would have quickly forced his business to go out of business, may have been in place for years at the county hospital in santa clara. The county over ten years of budget cuts had cut away all of the administrative structure thats needed to do an appropriate inventory. Were talking about hundreds of thousands of items. Do you know if taxpayer dollars could have been wasted because of poor practices at the county hospital . Because we had a system that was not very accurate, we cant say that with 100 accuracy. Reporter smith believes some older items may have been thrown out or donated by vmc staff who failed to notify the county. But isnt part of the problem that you actually cant say that for sure because the very reason that on that list is you have no record of where they are . Well, thats part of the concern. The hospital also listed a mobile medical van is missing. But after we started asking questions, vmc said it found the van parked in another wing of the hospital just over a week ago. Thats one year after the 26,000 van was declared lost. Lorenz also said the hospital found proof that many of the other items that went missing over the past five years were actually properly sold or thrown out by the hospital because they were broken or no longer needed. But just last year there were items that were only five years old or less that cost about 350,000. I think ive been very clear that most of those items, if not all the items of more recent, have been located. After the interview, we asked for a list of those exact items and found out the county could only account for just 29 pieces of equipment, which means 354 other items remain missing. And that lost equipment cost taxpayers 11. 3 million. There was no consistency in the dollars that were missing yeartoyear. Reporter accountant jeff has spent the last 18 years keeping hospitals keep track of equipment. Hes based in Central Florida and never worked in the bay area. To get his unbiased expert opinion, we showed him the records we obtained from the hospital. In years that were in certain cases double the previous year, thats certainly something that i would say warrants an investigation by senior management. We obtained internal memos from 2009 that show county leaders knew the Medical Center had a large amount of missing items even back then. And provided valley Medical Center recommendations to improve. That vmc has agreed to implement. The county even promised that the missing list would decrease substantially in the coming years. And that was six years ago. Its going to take some time to continue to fix it. And its going to take more resources, more attention to detail on a daytoday basis. Two years ago vmc started attaching these hightech tags to more than 2,700 pieces of equipment. So staff can now track their location. The Medical Center also hired someone to oversee the hospitals inventory in hopes of cutting down the list of missing items. Were down to 70 items on the current list. And we expect that number to continue to drop. That list of 70 missing items this year is down from the 162 last year. But its still more missing items than were reported in 2013 and 2012. We cant say 100 that things werent stolen or, you know, placed in locations that they shouldnt have been. Its certainly possible. And thats why weve been so vigorously working on changing the process. The Medical Center estimates that by the time many of the items went missing their value depreciated so much that they were no longer worth anything. Six of the items on the list date back to the 1960s, those are the oldest. But of all the items the hospital lost over the past five years, we discovered that about half went missing within ten years of being purchased. Guys, back to you. Amid the clatter of this rough and tumble neighborhood is an sro hotel that tries to bring a little harmony to the lives of the down and out. Well, the Cadillac Hotel is a residential hotel. They have 158 residents here who are all reporter back in the 70s kathy and her late husband bought the Cadillac Hotel to provide inpensive rooms to the hotel. We felt you should run your nonprofit like you do your own home. Reporter for many the building is home. The lobbys a Gathering Place for weekly donut parties, donated 1884 steinway piano is the center place of free monthly concerts. Robert usually has a front row seat. Well, lets see, i checked in here in the 1950s, somewhere along the lines. Oh, my god, were providing housing for people who normally would never be able to get find a place. Reporter loopers also a big cheerleader for the neighborhood. Recently dedicated the corner of the building for a museum devoted to the tenderloin history. Every inspector in the world came and looked at our hotel and found this flaw in the electrical system. Reporter thats where the troubles started. And thats going to cost me 300,000 to fix it. Reporter shes now facing a 300,000 bill and just over a month to pay it. I have until december 31st to get all the work that weve done passed or closed the hotel. Never seen her upset. Reporter loopers troubles betrayed. She says weve been hit with a 300,000 electrical bill and i dont know what to do. Reporter but she did know what to do. She and her husband put out a call to musician friend. They were all really happy to donate their time and their music. Reporter this past saturday the lobby at the Cadillac Hotel filled with people and music. And were here today to put on a concert and see if we can raise a little money to help them with that. Reporter it was a musical barn raising as dozens of musicians came together to try and raise donations for the hotel. And they said, you know, lets get together and do something thats going to really make a difference. I think it shows that the spirit of San Francisco still alive in a lot of people. Reporter the concert ended up raising thousands of dollars for the hotel, far from the amount looper ultimately needs, but enough to show this tough neighborhood can occasionally sing a different tune. Of all the awful things that come with a cancer diagnosis, well, of all the things that come with a cancer diagnosis, awful things, chemotherapy is one of the things at the top of the list. A San Francisco woman is dedicating her time and talents to bring beauty to a place where no one really wants to end up. Garvin thomas is here with todays bay area proud. Nancy ballard knows shes fortunate that neither she or anyone in her immediate family has had to battle cancer, which is why its a surprise to her as much as anyone that she has chosen the mission she has. Nancy says it just had to be done. When it comes to directions, taking a left where you normally take a right can lead to some unexpected places. In her Doctors Office for a routine visit six years ago, Nancy Ballard took such a turn and hasnt turned back since. Yeah, i really didnt think that was the path i was going to be taking. I hate to hurt your heart reporter that left, you see, led to a chemotherapy treatment room. The place where Cancer Patients spend hours upon hours depressed nancy in a matter of seconds. 70 sad. When i saw that room and knew what people had to go through in there, it kind of clicked. I wouldnt want to be there on a good day let alone a day i was fighting for my life. Reporter nancy vowed to remodel that room. And though not a designer herself, she found some to help her. And she hasnt stopped since. This past weekend through her rooms that rock for chemononprofit, nancy and her team made over three rooms at San Franciscos st. Francis hospital. Add that to the more than 150 other rooms in 15 facilities and nancy has touched spaces that see 800,000 Cancer Patients a year. Patients nancy will never see. Shes gone long before they can ever say thanks. Its not about seeing the persons gratitude, but its knowing that if your mom or dad or your kid or your somebody was in there, youd want them to be in a room like this too. Nancy did stick around though long enough this time for former giant and cancer survivor to dedicate all the hard work. It creates an environment for where just a few moments in their day or, you know, sometimes its more than a few moments as theyre getting their chemo, they can actually push the pause button and look around them and experience something other than the pain that they are going through. And that is a beautiful thing. Even with more than 150 rooms rocked, nancy knows thats just a drop in the bucket compared to the number of chemotherapy rooms out there. Shed love to see her idea spread to other cities and get more people involved making what for many patients is a very unpleasant experience at least a little more tolerable. And were seeing it warming up as we head to the north bay with all of that sunshine. So as we get a closer look there are some spots up to 74 degrees now like novato. Head towards vallejo and its 63. Also 63 in napa. Lets take it hour by hour for livermore. At lunchtime youre taking it outside and its 6 3 degrees. 69 degrees by 2 00. Briefly hit 70 degrees before it drops back down into the 50s and looking at some mid40s as you wake up early tomorrow. So another cool start to the day, but warming up as we go into the afternoon. And there will be no changes in our forecast with the stubborn area of High Pressure pretty strong too. And into the next couple of days it keeps those cold fronts from moving into the bay area. So that means no chances of rain. It stays clear. And we could also see that fog returning. But its been so wet for the Pacific Northwest while we can even get a drop of rain to fall around here.
