People who need them can include them in their coverage. They want to leave that up to those individual insurers. What a lot of people are saying if you do that, its going to cost more for, lets say, women who are pregnant and want to have the maternity coverage or things like that. A meeting with the Freedom Caucus and the president just ended. We are told it got a standing ovation during that meeting but theres been no indication at all whether any votes were swayed during that meeting. He is 52yearold khalid sks masood with prior criminal convictions. He was a soldier in the islamic state. He struck dozens of people with an suv on Westminster Bridge before crashing that vehicle into the gates of parliament. That is where he stabbed and killed an unarmed Police Officer. Ma sood himself was eventually shot and killed by police. We are also learning more about this man from utah who was killed on that bridge. Kurt cochran was killed with his wife, melissa at his side. She was seriously wounded. So, we are keeping a very close eye on the situation in london. Here is another view of San Francisco right now as we do see all of that sunshine and temperatures are still a little bit on the cool side. We are starting to close the gap here. We did have a wide range in temperatures from some upper 30s in the north bay to some lower 50s to start earlier this morning. But now we are all in the mid to upper 50s and looking at that temperature trend that will continue into the afternoon into the low 60s, and as you can see this will be below our normal high of 66 degrees in santa clara. We will get some sunshine today, clouds rolling in tonight. Here is that storm system as it reaches closer to the coast. The north bay will start to see that rain by late tonight. So, ill detail the time line of when the rest of the bay area will see some of those showers. Its coming up in the microclimate forecast. Kari, thank you. More than a month now after flood waters absolutely devastated several san jose communities, at this point there are still 500 families who still need a long term place to live. The flood waters came without warning and dozens had to be rescued. Less than an hour ago, san jose mayor sam liccardo pushed for help for those hit hardest. Nbc bay areas pete suratos is joining us live. What is the mayor asking for, pete . Good morning. Reporter good morning to you, sam. Mayor sam liccardo just wrapped up the News Conference not long ago at the pau say owe center at coyote creek. He is calling on landlords with vacant units to offer them up for those displaced, at least offer them on a shortterm basis. They had good news during the conference several dozens of units have been made available by landlords around san jose. Now, some of those landlords are waving any fees for those displaced to stay in those units. Other units will be subsidized by charities. I had a chance to speak to the mayor after this press this News Conference about the importance of landlords helping out during this tough time. We need apartments. We had a housing crisis before the floods. We have a more acute housing crisis today. Were putting a call out to all apartment owners, please identify vacant units. Reporter san jose floods affecting many along coyote creek primarily rock springs neighborhood. Estimating 500 households were displaced. Happening now, a Memorial Service for a cal fire captain, our camera is outside the service at church on the hill in san jose. Julie freeman of san jose passed away on march 5th after a battle with cancer. New at 11 00 we are still waiting on pg e to tell us what caused that underground vault to catch flyer with flames spreading to nearby trees. It was happening dangerously close to homes as you can see from nbc bay areas sky ranger. That vault erupted in flames around 6 30 this morning. Thankfully Fire Fighters were able to stop the fire from spreading. It did get close trees. No one was hurt and we are waiting to hear from pg e on what the cause of that fire might have been. Kris, another fire to tell you about in Santa Clara County this morning, this time it was a home on the western edge of los gatos. Thats at broadway and west main street. You see that early this morning, the fire was reported about 6 00 this morning at that house. Fire fighters say due to the age of the home, the flames quickly moved through it. Neighbors were concerned about an elderly woman who lives there. Fire fighters, though, say they searched the structure and concluded she was not home at the time. Cause of that fire is still under investigation. Always watching San Franciscos board of supervisors wants to avoid more problems at their jail. They are considering a Pilot Program that would equip jail deputies with bodyworn cameras. Nbc bay areas bob redell is live. This comes after reports that they were forced to fight each other, there was no video to show anything was happening. Reporter good morning to you, kris. This morning the San Francisco Sheriffs Department tells us that body cameras would help them improve accountability and transparency. Now, within the past 30 minutes within city hall, the board of supervisors budget and finance subcommittee approved spending a little over 41,000 to start a pilot Body Cam Program for the Sheriffs Department. Full board approval is not needed since it already put this money into reserves last year. So, the Sheriffs Department will be able to use this money to buy 40 body cameras for use by 30 of its deputies. Specifically those deputies working in the maximum security part of the lock up known as jail number 4 located on the seventh floor of the hall of justice. Thats where deputies as you were alluding to, kris, allegedly forced inmates to fight each other back in 2014 and 2015. Its also an area with limited surveillance camera coverage. Now, according to a draft policy, deputies would turn on their cameras to record things like emergency calls in the jail, inmate fights, criminal activity, instances when the inmates are being noncompliant. Heres what the Sheriffs Department will be telling his deputies who might be reluctant about wearing the new cameras. We have to accept now in terms of the expectations of the public and our community for us to be able to show people what we do and to make sure that all of us have accountability and that there is transparency in what we do. Reporter the San Francisco Sheriffs Office will be joining the Santa Clara County Sheriffs Office which approved body cameras for its jail deputies back in january. That happened after three guards there were accused of beating an inmate to death and those three guards are now on trial. Now, the Pilot Program here in San Francisco would start, theyre hoping, in the summer would run six to 12 months. Theyll use that time to draft a final policy. One of the issues under consideration is whether or not to allow deputies to view their footage before or after they have to file a report. Its even cool as you step out right now. But it is spring if you can believe it. It doesnt really feel like it, and here is a look at some video we had earlier today from sky ranger. Absolutely gorgeous. The rays you see there coming through the clouds and it is absolutely gorgeous as you see those rays coming down towards the bay. This is the type of view you have as you head out. So, very fortunate to have views like this around the bay area. I also want to show you what it loorkz like at the outer sunset right now. We have some higher clouds there at the coast line and its 56 degrees, still fairly cool out there. And we have such a chilly start this morning. And now we are seeing those temperatures making it into the upper 50s. Were heading up to 62 today in the peninsula and 64 in the south bay. The sevenday forecast now coming up at the bottom of the screen, youll see well have some rain on the way tomorrow. Youll want to take in all of the sunshine and all of those rays, too, as we will continue to see the cloud cover increasing later on this evening. Looking at what to expect as those clouds move in, its out ahead of a storm system. The rain will start to move into the north bay first and thats later on tonight. And then as the rain spreads to the south, it does get heavy at times, but we are not expecting any major river flooding. There may be some creek flooding, especially maybe some street flooding rather because we will have some heavy rain at times, some of those poor drainage areas. By friday night, all wranz up and comes to an end. Here is a look at the satellite imagery as we are seeing a lot of clouds there, spanning over the pacific. And this will take several hours for this rain to work its way through the bay area, going to start to see the sun cover by the clouds by 6 30 this evening. Most likely during the drive home it will be cloudy but still dry. And then we start to see the rain moving into the north bay first. And where we see yellows and reds that shows where the pockets of heaviest rain will be. Moment of that over the north bay throughout the day and then as it moves into the south bay it becomes more scattered and thats where we will see the lesser rainfall amounts. All of this clear by the time you head out on saturday morning as far as the rain. Were looking at the potential in parts of the bay area of getting over an inch of rain and especially for the Santa Cruz Mountains, there may be over an inch and a half, close to that, also for parts of the north bay. And weve only gotten about half of what we should get for the month of march in san jose. So, maybe well make things up over the next couple of days. Well take a close look at the weekend forecast as all of this rain clears out. Thats coming up a little bit later, kris and sam. All right, thank you, kari. A lot of folks showed up demanding answers. An earthquake could cause major flooding in the south bay because of the anderson dam. The local Water District says anderson dam in morgan hill could fail in a major quake and there is no quick fix. Nbc bay areas ian cole has sobering news from a region just flooded. Reporter many now look at the anderson dam with caution. From a recent report a 7. 2 earthquake could cause it to fail. Potentially sending a wall of water to the city below and create widespread flooding in the south bay. What else dont we know . Reporter tonight the first chance for people to fire questions at the Santa Clara Valley Water District. Why werent they concerned about fixing this back then . Failure of that dam destroys the city or damages it immensely. Reporter construction to basically replace the dam has been pushed back from 2018 to 2020. The Water District says new studies found more retrofitting needed to be done. The designs and permits will take longer to obtain. The entire project can be extended because its a much larger effort than we originally expected. Reporter water levels in the reservoir need to drop another 20 right now for it to be safe. We asked the Water District why it did not release water last december before the storms to keep it at a safe level and perhaps prevent that spill over that led to the san jose flood. It was very low in december. We were well below the restricted level. And the charts will show that, all right. So, you know, weve got to balance that with water supply. We are looking closely now at the markets and they are up across the board as we await a vote on the Health Care Bill in d. C. The dow jones up about 60 points so far, 20,720. Different kinds of numbers to breakdown now new at 11 00, the number of people moving into the bay area slowing down. It is still going up but at less of a higher pace. In counties like marin, santa clara, 0 more people are moving tout than moving in. The chronicle reports a new census data looked at population growth last year. While San Francisco and alameda and contra costa continue to show growth, it was at a much slower pace than previous years. Overall the bay areas population increased. 7 to 7. 6 Million People total. The reason for the slight slow down here should not come as a surprise. Skyrocketing home prices and a slowing job market. Now to florida where a legal fight is brewing between disney, universal and sea world theme parks. And their home orange county. It is all about property taxes.
