In this court, judge manlee has seen a trend that discourages him. More and more defendants who should be talking to a Mental Health professional or a doctor, not a judge. The court system has been the place to send people who are mentally ill as opposed to keeping them in treatment in the community. While the judge would not talk specifically about his case, he did tell me he had 500 other people who he had released from jail but who are now being kept in the jail waiting for a bed in a Mental Health facility. We have waiting lists of individuals i have ordered released from jail to go into treatment. Its not an issue of punishment, the punishment is over. The question now is what treatment can we give people . Judge manlee also testified this afternoon before the Mental Health Steering Committee to recommend more Mental Health spending by santa claras board of supervisors. This is not a problem unique to Santa Clara County, either. According to this report from stanford university, the population of mentally ill patients in californias prisons almost doubled since 2000. The people behind me represents eight killed and several injured. This evening gail suno watching crews set up san bruno remembers service sums up the last five years this way. Its been slow with everything. I just dont like it. Its the anniversary of the worst day of our lives. Reporter five years have done little to dull the pain when a pg e transmission line exploded in a fireball that burned for 17 and a half hours, taking lives of neighbors. We had children die, we had moms and dads die, we had grandparents die. Am i angry . Yes. I couldnt breathe. It was like an oven. It was terrible to take a breath. It was like breathing fire, it was so hot. So i knew i was going to die. Reporter maria barr is another survivor. Steel was melted, glass was melted. My fence was gone, so i would not have lived had my neighbor not seen me there. Reporter time has healed some scars. 22 of the homes destroyed have families in them again and two more are being built. Pg e reiterated its apology. We remain deeply sorry for the tragedy. We must never forget the lessons of september 9, 2010. Though the utility has replaced miles of cast iron pipe, replaced emergency shutoff valves and replaced gas sensors, some say its still living in the shadows. This past holiday the utility filed motions to try to get 22 motions filed against it dismissed. I think they pocketed that amount of money as bonuses instead of really working on the line and inspecting it and getting the changes done. Those people are responsible. Reporter in a statement, pg e said its employees acted in good faith and did not intentionally violate the federal Pipeline Safety act. Still, san brunos mayor is calling for jail time. Meanwhile the utility has been fined 1. 6 billion and has paid another half billion to victims families. Lets take you over here to south bay. We have some breaking news coming out of san jose. We want to show you photos sent in to us by a viewer. This is a limo on fire during rush hour. This is 880 near the Stephens Creek exit. Thats the Valley Fair Mall you see there, and what you see behind that photograph is the parking structure theyre building right behind the mac s macys. Heres what we hear happened. A limo driver saw smoke coming out of the car. They believe it was an electric fire. All members of a band presumably traveling to a gig or something. When they had to pull over, they were able to get out of the car. It got engulfed like this. Right now traffic is snarled in that area. That fourth lane, which is the closest to Valley Fair Mall, that one is also tied up. But again, this limo fire happening just a short time ago and a viewer sending in this photo. I want to tell you everyone is okay, which of course brings back bad memories of that fire in a limousine that happened a couple years ago on the san mateo bridge where several women died. In this case everyone was okay and able to get out safely. Rock bottom, thats how Police Officers in san jose are describing the new academy class. The number of cadets is a record low despite good news of a new Labor Agreement with the city. Nbc Sammy Trujillo joins me from Police Headquarters where many are saying it cant get worse than this, and many were anticipating the numbers would be better this time around. The last graduating class graduated 18 cadets and that was a new record low. The next Academy Graduation next month has even fewer. Get your hands up in the air reporter even with todays temperatures, the Current Academy class spent the day practicing in the heat. 15 cadets are slated to graduate in the coming weeks. When the next academy begins in october, the number attempting to join the force is even more dismal. 13 recruits have been hired. Historically only 7 or 8 of them will actually make it to graduation. Have we hit rock bottom . Hopefully this academy will be rock bottom. Reporter the smallest, perhaps, in department history. The bad news comes after good news, the announcement of a labor settlement with the city that ended years of bitter pension and pay fights between the city and police where hundreds of officers left the force for other departments. The Police Union Says that Labor Agreement still has to be signed by the courts, and that could take weeks or months. It really underscores the reason why we need to get the new negotiated settlement implemented as soon as possible, so we can bring our academies back up to the 60 theyre capable of withholding. Reporter in a statement the city said, quote, everyone understands that rebuilding the San Jose Police department will take time, and well be working together with the poa to recruit both new applicants and former san jose officers to join our department. Were confident our renewed partnership with poa will help us achieve this critical goal. For now trainers are putting these cadets through the rigors to ensure that being a san jose cop is really what they want. They have only 13 cadets in the next academy but they had only 2,000 applicants. They will not complicate the standards. The super bowl, as you know, is about five months away but the party begins right now. 49ers legend steve young alongside jim plunkett. The super bowl is february 7 in santa clara. When you average these temperatures together, 101 in brynwood and lafayette to yarinda, into the 80s. We are seeing slightly cooler weather dropping into the 80s. Lets get this out of the way. Tomorrow will be just as hot on your thursday forecast. Well go up to 101 in the south bay. Trivalley 106, San Francisco 85, and for the north bay 104. Fire danger will be high as that humidity will be low. You want to remember a couple things. It seems like common sense, but dont forget that water. Heat exhaustion can catch up with you quickly.
