But there will also likely be caveats. This official also stressing nothing is final until it comes out of the president s mouth. Im hearing from a lot of people both ways. Reporter everyone from the pope to the president s daughter and his secretary of state, a former oil executive, want President Trump to stay in the 2015 paris climate agreement, aimed at cutting greenhouse emissions. But top strategist steve bannon and epa chief scott pruitt want the u. S. Out, arguing it hurts business and could embolden environmentalists to fight the president s policy. And with almost a fifth of the worlds emissions, could a u. S. Withdrawal make it all go up in smoke . Fired fbi director james comey has now been cleared to testify on capitol hill. And lawmakers are now issuing new subpoenas to some key figures tied to the Trump Campaign. The russia questions are mounting just as the white house says its done answering them ahead of james comeys upcoming testimony, the press Secretary Sean Spicer has announced hes now going to refer all questions about russia to the president s newly appointed outside counsel. This morning james comey is ready to share his story, a source close to the former fbi director tells nbc news that comey has been, quote, cleared for takeoff by special Counsel Robert Mueller, getting the goahead to testify before congress as early as next week where hes certain to be asked what President Trump said to him about the russia investigation. Nbc news has previously learned comey told friends he felt pressured by the president to back off the investigation. It comes as the russia inquiry grows with new subpoenas issued for ousted National Security adviser michael flynn, the president s personal lawyer michael cohen, and both mens companies. Subpoenas also sent from the republicanled House Intelligence Committee related to possible improper unmasking of trump associates. The committee seeking information on requests made by three top obama officials. National security adviser susan rice, cia director john brennan, and u. N. Ambassador samantha power. Rice is vigorously denied any wrongdoing. I leaked nothing to nobody. And never have and never will. Reporter also this morning the Washington Post reporting the Trump Administration is considering giving russia back a pair of luxury retreats near new york city and on marylands eastern shore. And i have proposed to the white house a carbon dividends proposal where we would impose a carbon tax, but rebate it all to the American People so it doesnt grow government. Its conservative, free market, limited government and internationally competitive. That would put us in compliance with that accord. Tom, mitt romney tweeted yesterday, he said, affirmation of the Paris Agreement is not only about climate, its about america remaining a global leader. Do you think we have to stay in to change the future of the world . I feel very strongly about the reality of global Climate Change. And i think we have to acknowledge that. Jim also has an idea that i think has real merit. Not just have the white house make the decision, but we talked about pumping it over to the senate. This is a treaty, might ought to need ratification and have a National Debate about that. I think president obama didnt submit it to the senate because he was afraid it wouldnt get approval. So he called it an executive agreement. Why not submit it to the senate . If the Senate Ratifies it as a treaty, then we know the American People are behind it and see what happens. Im not sure it would get through the senate. Interesting. Because, of course, the senate is controlled by republicans. Ive got to ask you about another big topic we just talked about. James comey, the fired fbi director set to testify perhaps as early as next week. If you had been in the white house, comey has detractors on all sides, but would you have advised the president to fire the fbi director in these circumstances . Or did he make this situation worse for himself . I dont know the answer to that because i dont know everything that was going on at the time. But i will say this, i think director comey made a huge mistake back in july when he stepped down and held that press conference saying, weve seen a lot of bad activity here on the part of Hillary Clinton but nothing that would result in her being charged. He assumed usurped himself the prosecutorial discretion that should rest in the justice department. You can say Loretta Lynch was disqualified because she met with bill clinton on her airplane, but there was a Deputy Attorney general who should have made that decision. The fbis investigative agent. If it was a fireable offense, should trump have done it on day one . Well, again, i dont know everything that happened. But the president has absolute power to fire the fbi director any time he wants to. You are often seen as the Gold Standard when it comes to white house chiefs of staff serving in that position twice. When you look at what is going on in the white house right now, and assess the dynamic, whos running the show . Is it the right person . And are there too many competing interests . Well, i said back on february 9th to politico, i did an interview and said the one thing that worries me about the way theyre set up is there are five or six competing Power Centers with broad overlapping authority and mega responsibility. And thats not a good recipe because thats contributed to all the fighting going on in there. He needs to empower one person, make sure everybody understands thats the guy or thats the lady, and give them the authority to run the white house. And make it a strong chief of staff. He needs that. They badly need also a message discipline in that white house. You know, you cant run something as big as the government unless everybodys singing from the same hymnal. It was a lot tougher to cover them than it is to cover this white house, by the way, because there are so many competing in this white house. Everybody wants to get their message out. Thats why you see the stuff coming out 24 7. When jim baker was chief of staff of Ronald Reagan, it was a tightly run ship. And you dealt with a single or a couple of people in key positions, and he was always very straight with us. He didnt give up anything he didnt want to. Sometimes i was pushing him pretty hard at that point but he wouldnt give it up. But in this white house, its not just about the public image of it but the chaos behind the scenes ive never seen before in any ways. A lot of the power struggle playing out publicly. And when they finally approached him, a scuffle led to a shootout right in front of employees and customers. A terrifying and deadly shootout caught on camera. New cell phone video released overnight shows the chaotic moments when two bounty hunters approached a fugitive at a texas car dealership. The suspect open fire sparking a short but intense gun battle that sent customers and workers diving for cover. Oh, my gosh, where is he . Greenville 911, whats going on . I dont know where he is Reporter Police say two investigators from corpus christi, gabriel burnall and fidel garcia, tried to arrest ramone hutchison. There was a warrant out for his arrest. The bounty hunters approached with guns drawn. Hutchinson tried to pull a pistol from his waistband. After a brief scuffle, all three men unloaded their weapons. Police say 20 shots were fired in just six seconds. The bullets shattering glass and sending terrified customers running for their lives.
