hit by a destructive fire last year. The clayton fire ignited late yesterday afternoon. It spread quickly overnight. It has burned 600 acres. Its creating a lot of smoke in the skies over that area. People who live in the lower lake area have been told to leave their homes. This by the way is just miles from the area that was evacuated in september of last year because of the valley fire. That massive fire destroyed more than 1300 homes and killed four people. Were told cal fire is sending bay area resources to help fight this new fire right now. The clayton fire is 15 contained. New details on the battle to contain another fire burning in monterey county. About 20 miles of highway 1 south of
Point Sur State Historic Park
will be closed beginning this afternoon. This is so firefighters can try to protect a containment line there. The closure will begin at 2 00. It goes from the point sur lightstation to coast ridge rode. It could last up to 24 hours. The fire is 60 contained but were told it continues to grow by the day. It has burned nearly 71,000 acres. He says if he cant get treatment for an obvious on the job injury, who can . Smoke coming from a building. Reporter february 18, 1999. Downtown san jose. Firefighters battle a warehouse fire. Engine 8. Reporter then this happened. When the building collapsed, it crashed on to captain marty honish. I was face down. I could feel my right leg wrapped up behind me. It just crushed me. Reporter broken back, busted leg, fractured pelvis. After months of rehab, he returned to his firehouse. He retired in 2009 with lifetime medical benefits awarded by the city. He needed them when he woke up in pain in may 2014. My legs were weak and my feet were numb. I was going, what is this . Reporter to get to the bottom of it, his doctor requested tests. It was denied. Reporter he is talking about athens administrators. In 2013 the city of san jose farmed out half its
Workers Compensation<\/a> program to the company to contain costs and improve service to injured workers. For him, treatment approved for years suddenly stopped. The

Reporter requested for mris, physical therapy and epidurals and medical consultations, all denied. Does that make sense . It doesnt. It doesnt make sense to anybody. Reporter it didnt make sense to other injured firefighters either. They contacted the city with problems of their own. In the cases that came to us, many of them, the treatment was denied. Reporter joe is the citys director of human resources. He has received 74 complaints from firefighters in the past two years. His team investigated each one. They found that there was an opportunity to revisit the decision. Reporter in how many . 70 0 out of 74. Reporter the city agreed with 95 of the complaints. Reversed denials and approved treatment. There was evidence clearly that substantiated the need for additional medical care. Reporter what does it say the city had to step in and overturn decisions made by your company in these cases . Thats not unusual for a decision to come down based on the guidelines and then further discussion to be had. This woman leads the

A firefighter said he believes its your companys job to delay care and to deny care. Is it . Our job is to provide the appropriate benefits to injured workers. Some of the cases, its unbelievable that folks cannot get treatment for their injuries. Reporter thats lou paulson, president of the cps, california professional firefighters. The organization represents 30,000 first responders. He says many are falling through the cracks. Theres no logical reason why they shouldnt be treated for the injuries that they have and that they have to wait for review to do that. Reporter earlier this year, he asked local
Fire Departments<\/a> if injured firefighters are receiving the care they need. He got back piles of paperwork. What does it say to you that so many firefighters are complaining about the system . What this says is what we believe, is that there was a problem with the system. Reporter many injured workers we talked to feel they are fighting a perception they are bilking the system and not really hurt. He says just take this video, a private investigator hired by the city captured him raking leaves last year. He believes its an attempt by athens to discredit his injuries. This isnt a case of fraud. After our series of reports and investigations first aired, state law was changed to require tracking and regulating of all fracking operations here in california. But we found that the state isnt always following that law. Fracking or hydraulic fracturing is the controversial practice of using
