Its deja vu for a Community Already hit by a destructive fire last year. The clayton fire ignited late yesterday afternoon. It spread quickly overnight. It has burned 600 acres. Its creating a lot of smoke in the skies over that area. People who live in the lower lake area have been told to leave their homes. This by the way is just miles from the area that was evacuated in september of last year because of the valley fire. That massive fire destroyed more than 1300 homes and killed four people. Were told cal fire is sending bay area resources to help fight this new fire right now. The clayton fire is 15 contained. New details on the battle to contain another fire burning in monterey county. About 20 miles of highway 1 south of Point Sur State Historic Park will be closed beginning this afternoon. This is so firefighters can try to protect a containment line there. The closure will begin at 2 00. It goes from the point sur lightstation to coast ridge rode. It could last up to 24 hours. The fire is 60 contained but were told it continues to grow by the day. It has burned nearly 71,000 acres. One person has died, 57 homes have been destroyed. New details from hayward where Police Police were forced to open fire. It happened around 4 30 yesterday afternoon. A call about a stolen car. When officers responded, that driver of the stolen car suddenly hit the gas and rammed both police cruisers. Police say he didnt stop there but drove down the street hitting multiple parked cars. Suspect vehicle was Ramming Police vehicles and additionally hit one officer on foot in the area, knocking him down. And officers did discharge their firearms. One of the men in the car was shot and taken to the hospital. His accomplice tried to run away but police were able to take him into custody. The two injured Police Officers were not hospitalized. They are expected to recover. Now to dublin where police are asking for your help in finding a little boy kidnapped by his biological mother who does not have custody of him. The 7yearold was taken around 7 00 yesterday morning from a home in dublin. Police say his mother kidnapped him with help from her exbrotherinlaw, the boys uncle. But injured workers across our state say that that promise is being broken. Here is liz wagner. Reporter we have been contacted by more than a dozen people who say they are hurting after the Workers Compensation<\/a> system left them high and dry. You are about to hear from a firefighter who responded to a building fire. His injury was captured on camera. He says if he cant get treatment for an obvious on the job injury, who can . Smoke coming from a building. Reporter february 18, 1999. Downtown san jose. Firefighters battle a warehouse fire. Engine 8. Reporter then this happened. When the building collapsed, it crashed on to captain marty honish. I was face down. I could feel my right leg wrapped up behind me. It just crushed me. Reporter broken back, busted leg, fractured pelvis. After months of rehab, he returned to his firehouse. He retired in 2009 with lifetime medical benefits awarded by the city. He needed them when he woke up in pain in may 2014. My legs were weak and my feet were numb. I was going, what is this . Reporter to get to the bottom of it, his doctor requested tests. It was denied. Reporter he is talking about athens administrators. In 2013 the city of san jose farmed out half its Workers Compensation<\/a> program to the company to contain costs and improve service to injured workers. For him, treatment approved for years suddenly stopped. The Business Model<\/a> is deny first. Deny again. Reporter is that right . No. Delay. Delay. They hope you go away. Reporter requested for mris, physical therapy and epidurals and medical consultations, all denied. Does that make sense . It doesnt. It doesnt make sense to anybody. Reporter it didnt make sense to other injured firefighters either. They contacted the city with problems of their own. In the cases that came to us, many of them, the treatment was denied. Reporter joe is the citys director of human resources. He has received 74 complaints from firefighters in the past two years. His team investigated each one. They found that there was an opportunity to revisit the decision. Reporter in how many . 70 0 out of 74. Reporter the city agreed with 95 of the complaints. Reversed denials and approved treatment. There was evidence clearly that substantiated the need for additional medical care. Reporter what does it say the city had to step in and overturn decisions made by your company in these cases . Thats not unusual for a decision to come down based on the guidelines and then further discussion to be had. This woman leads the Workers Compensation<\/a> unit, the guidelines shes talking about are used in a process called utilization review. Thats how managed Care Companies<\/a> make sure employers and insurance carriers arent paying for unnecessary treatment. The California Department<\/a> of industrial relations sets the guidelines. Her company is just following the states play book. The process in your opinion is working . It is working. Reporter according to city data in the past three years, athens denied a quarter of all treatment requests submitted by san joses injured workers. A firefighter said he believes its your companys job to delay care and to deny care. Is it . Our job is to provide the appropriate benefits to injured workers. Some of the cases, its unbelievable that folks cannot get treatment for their injuries. Reporter thats lou paulson, president of the cps, california professional firefighters. The organization represents 30,000 first responders. He says many are falling through the cracks. Theres no logical reason why they shouldnt be treated for the injuries that they have and that they have to wait for review to do that. Reporter earlier this year, he asked local Fire Departments<\/a> if injured firefighters are receiving the care they need. He got back piles of paperwork. What does it say to you that so many firefighters are complaining about the system . What this says is what we believe, is that there was a problem with the system. Reporter many injured workers we talked to feel they are fighting a perception they are bilking the system and not really hurt. He says just take this video, a private investigator hired by the city captured him raking leaves last year. He believes its an attempt by athens to discredit his injuries. This isnt a case of fraud. With the Investigative Unit<\/a>, im liz wagner. Two years after a new state law was supposed to keep the public informed about fracking, an nbc bay area investigation found in some cases, citizens are still being kept in the dark. After our series of reports and investigations first aired, state law was changed to require tracking and regulating of all fracking operations here in california. But we found that the state isnt always following that law. Fracking or hydraulic fracturing is the controversial practice of using High Pressure<\/a> water and chemicals to split rocks deep under ground to get at oil and natural gas. Four years ago, our Investigative Unit<\/a> exposed the widespread and unregulated use of fracking in california at the time. That prompted this new law requiring the state to regulate and track the practice. We found the state agency in charge of keeping the public informed isnt always following the law. If activities arent disclosed, the public is denied about the chemicals used. They can be toxic. If its not on the state website, we dont know if theres fracking going on. Absolutely. If its not reported on the website, you dont know where fracking is happening in your community. The state agency in charge of publishing this information admits that it has missed hundreds of wells in last six months alone. It vows to do better. Before we go any further, a caveat here. Not everyone in the Silicon Valley<\/a> has embraced hillary clinton, of course. Theres donald trump supporters. Peter teal, he spoke at the Republican National<\/a> convention. That notwithstanding, clearly, in terms of campaign contributions, its clinton. She has the most support. Of course, the bay area is very liberal compared to other parts of california. What is it that leads valley voters to be so supportive of clinton . Theres no one answer. If i had to wrap it up, i would say the answer is best explained with clintons initiative on technology and innovation, which she outlined six weeks ago. Affordable high Speed Internet<\/a> for everyone throughout the country. Net neutrality, Computer Science<\/a> and Stem Education<\/a> for 50,000 teachers or more. Other things, she also proposed student loan forgiveness for entrepreneurs who launch businesses in distressed communities. A Blue Ribbon Commission<\/a> on Digital Security<\/a> and encryption and she supports a strong h1b visa program. Thats critical to valley companies. Thats a robust package that shes put together. Right. It appeals to a lot of those valley companies. Where do trumps choices fit on the valley scale . To begin with, he hasnt articulated an overall plan. But we have got a few ideas. We gleaned a few of his ideas. He believes we should wasnean ourselves off the internet to prevent hacking. He has concerns about immigration in general. And finally, trump wants to negotiate or maybe i should say renegotiate all of our trade agreements and impose huge tariffs on countries like china if they dont go along. For valley companies, thats death. Thats potentially big trouble. Why . They have markets all around the world. Right. Of course. What does this mean for the owe election as a whole . I think we can expect democratic value leaders like mark zuckerberg, lots of others, to pour lots of money into clintons coffers. They will be joined by wellknown republicans. Mark andresen and others who have those deep pockets. It was surprising that meg witman came out to support hillary clinton. And she said, not only will she support clinton but she will raise bundles of money for her. Which is the key move that really helps those candidates. What about, speaking of meg, rank and file republicans in Silicon Valley<\/a> . This is interesting. So far, very little known here. But there are two data points that may give us insight. First, only 54 let me let that resonate. 54 of the valleys republicans intend to vote for donald trump according to a poll recently commissioned by the Silicon Valley<\/a> leadership. Thats astounding that only half will vote for their partys nominee. Second, all this translates into Campaign Donations<\/a> or in trumps case the lack thereof. Trump raced only 6 6 of the money raised by mit rom knee t 2012. If trump is going to capture the valley and votes, gotta start soon. Those 86 days cant end soon enough for me. Police caught the emu and returned him to his home on hill road safe and sound. She always said we can do it. And they did it. The new rosie the riveter record by thousands of people dressed up as the cultural icon. This happened yesterday at the rosie the riveter World War Ii National<\/a> historic park in richmond. They were out for redemption. They set a world record of the most rosies in one place last year and then they got edged out by another group in michigan. I did the panel boxes that went on to the ship. For six months, we worked every day. And i was one of them that didnt take a day off. Some original rosies there. More than 2,000 other rosies showed up to join them yesterday. That is enough to set a new world record. Nothing is official until they announce it. That takes a few months.
