Moment. Kari hall is tracking rain, are we going to see rain all day . Yes, unfortunately, this is moving slowly. We could see the winds gusting up to 50 miles an hour as we get a look at the storms rolling across the bay area, pretty widespread. We wont see many breaks here. And moving throughout the south bay, well see a lot of yellows and reds. The wind advisory has been extended until 3 00 in the morning. A Flash Flood Watch in effect for today. Well talk about how much rain we could see, especially in the Santa Cruz Mountains, coming up in a few minutes. We may have a couple surprises for drivers coming up. We are looking over here to the peninsula, we have mostly clear flows of traffic. The green highlighted means wet roadways, so our chopper could not make it out to the scene, but we have a crew at 101 where all lanes are closed and the woodside traffic is flowing to the freeway. You may want to take el cimino if you are local. North of the crash and north of the flooding across all the lanes to northbound 101. The tow truck is on scene trying to make its way through. Thats the first surprise, the unpleasant one on the peninsula. An easy drive, just 16 minutes from highway 4 to the bay bridge. And the toll plaza is not a surprise, it is the president s holiday. No metering lights. Very tough conditions. Still be careful out there. Back to you. Mike, thank you. Talk about surprises, wait until you see this. The storm system is packing strong winds and we are seeing major damage in parts of the bay area. We are continuing our Team Coverage this morning in San Francisco where a downed tree is blocking lanes on a busy road. Reporter good morning to you. We are at market in San Francisco. Right behind us we have a downed tree and the crews are getting to work on it clearing up this area. We are being told its split in half right there this morning. The left side first, then the right side second. Quite the scene here. Well get to an interview we have with a person in this area in just a moment, but well show you the other problems we are seeing near San Francisco. This first one is video from the 101 north freeway where you can see flooding there. The water flying under that car. Now youre seeing video off the 101 southbound heading to sfo. The visibility is fairly low heading throughout the area. The wind gusts hitting 40 miles per hour. Well get to the area i just mentioned with a local in the area who heard this tree snap. Heres what he had to say. The first one was like, crack. It was faster than the second one. It was like, crack. And then all of a sudden, whoosh, like, yeah, it was like all the leaves fell out at one time. Then i ran to the window and just saw it on the ground. Reporter back out here at market and goff, the crews are getting to work here cleaning up this area. No word on exactly when this will be officially cleared up. But its a good idea to be careful on the roads with all the wet weather coming in this morning. In San Francisco, pete saratos, today in the bay. This is a live look at Anderson Reservoir in morgan hill. This is the water from anderson at coyote creek in santa clara county. Water is being released from the reservoir. Flood warnings have been issued for those in coyote estates and other surrounding neighborhoods. The Anderson Reservoir is not the only one over capacity. Several others are spilling over including the lexington reservoir near los gatos. Right now its at 101 capacity. With the incoming rain, there could be flooding along the Los Gatos Creek as well. A Water Rescue Team is in sacramento this morning waiting to respond to any possible emergency calls that can come from todays storms. Its expected that some of the calls may come in from the area highlighted on the map there like maxwell. Much of the area is saturated because the topography is so flat. Last week the same team deployed to the oroville area due to the emergency threat of the spill at the dam was reactive. This team thime they are sendin teams to the area beforehand. Certainly, i hope nobody has to be used, but if the teams need to be used, they are in a prepositioned location to do that. The so they are in place to protect folk there is. The menlo park Fire District is trying to rescue people from flooding. They have special boats and helicopters to do that. A great tool to help you through the storm is the nbc bay area weather app. You can locate the weather 30 minutes from your location. You can time lapse the storm as it moves through. It is free for all iphone and android devices. It is 6 06 on your monday morning on this president s day holiday. President trump is busy at his resort in florida. Hes interviewing candidates to replace michael flynn. And hes moving forward with new controversial immigration plans. The white house is set to unveil a new executive order to reinstate a travel ban focused on up seven precomenantly muslim countries. This while new draft memos signed by the Homeland Security secretary outlined plans to speed up deportation of undocumented immigrants. There are also plans to hire thousands of agents to help out with the deportations. The president says the measures are aimed to get the criminals out of the country. Get them the hell out of here. Bring them back to wherever they came from. This will have a Ripple Effect throughout couities acro the country. The debate over immigration could intensify with secretary of state Rex Tillerson and the department of Homeland Security secretary jon kelley scheduled to visit mexico later this week. Well shift back right now to our microclimate weather alert this holiday monday. 6 07. And on the left side of the screen, it is a holiday, so not the same typical kind of backup on the bay bridge toll blplaza. On t we have a closer look at the radar and how long this storm will last. It is 6 07 and we are seeing pockets of really heavy rain moving through parts of the delta into the trivalley as well as the south bay. All of this will up continue as we get a closer look for pretty much on and off all day. So we will be in with this for several hours. And that is raising the concern of flooding. We are also seeing that rain coming through livermore and along 580. Heading a little farther to the south, also seeing this rain moving through milpitas and the rain continuing into gilroy and morgan hill and san martin. Mike is starting us out in oakland. It is a holiday and we have a lighter traffic of volume. That means the bay bridge meter lights are not on, but you should still allow extra time, more time than you think because you should drive slow. This is impacting the north bay including there in novato and highway 37. I said we will start in oakland, so well follow along westbound 580 with the lake shore. Two lanes are blocked near westbound 580. And you can see the light traffic near this area. You can see it move over to the right as you pass that scene. And looking to the peninsula, you can see it completely closed down. The redwood area said chp is north of there near whipple where you see a tow truck passing through the area. This is not that bad, it is just from marsh road. 287 is completely clear. El cimino is looking very soupy. Be careful out there. Thank you very much. There are some weatherrelated closures today. Back to our storm coverage this morning, we are not the only ones being hit by powerful storms. Southern california also being mattered by rain. Take a look at this aerial view, this is a sinkhole swallowing up two cars. If you would conjure up the most frightful area of what a storm could leave in its path, it may look like this. To tony begguinyard is live with m. Good morning, toni. Reporter its a good thing its a holiday because this is a major thoroughfare, Laurel Canyon boulevard is closed and has been since friday evening when the sinkhole opened up. Public works crews were at work 24 7. Take a look at something. Come over here. The sinkhole is on the other side of this, you can see the big mound of dirt. The sinkhole is 20 feet deep wide. And the suv swallowed up is something that sticks with you and makes you wonder about the soil under the streets, whether they have been undermined during a recent heavy rainfall. The sewer pipe that runs through the sinkhole is 80 to 90 years old. And theres a hole on top of the aging pipe. If you take a look, theres a trench they have built over in the middle of the street. That trench, they will place a 30inch plastic pipe there and basically pump some of the water from the sewer lines, pump the water out and allow engineers to get a better look at the sewer lines. This is finding to take some time. Repair work may not be completed for three to four weeks. So just looking around here, even though you are quite a distance away, im sure the viewers will understand what it is like to try to find a detour around a mess like. This all because of the weather and an aging infrastructure. Im toni guinyard, back to you in the studio. I have to be honest, when i saw the sinkhole shot, i thought, oh, come on. But that is amazing. They have heavy machinery there. Luckily, those people survived. Well touch on highway 101 in a second. First of all, we are talking about how much rain is happening this time around for the creeks. And it seems like we cant take any more, but theres more coming as we go throughout the day. And the potential for several more inches of rain and the possibility of more downed trees. Heres what to expect stepping out the door in San Francisco, running across the Golden Gate Bridge, the water is just kicking up from the cars. Were getting you out with a look at the microclimate and 56 degrees. And the sevenday forecast, we have a couple days of rain for the middle of the week. And the steady downpour is happening across the bay area. We are seeing pockets of heavy rain moving through fairfield and extending down to antioch and all or off to the east for discovery bay. We are seeing the steady rain coming down at a quarter inch of rain per hour. Well continue to see this causing problems on the roadway. Also for the south county, also for the Santa Cruz Mountains, we will continue to see this moving through throughout the main morning commute. Maybe a few more people out there on the roadways. But hopefully with this as a holiday, we wont see this busy hour at 8 00 to 9 00, but we are looking at the rain and rising rivering likely throughout the day. We still have rain coming through. Pockets of heavy downpours through early tomorrow. Well see that also with a few more breaks going throughout the day. Looking at the potential of several inches of rain here, where we see the yellows, that is where the heaviest rain will be concentrated. Notice that is the Santa Cruz Mountains and for morgan hill with a lot of problems with downed trees and Power Outages. Looking at a widespread two to three inches of rain throughout the day and also the high wind warning that continues into early tomorrow morning. The hills will see the highest wind gusts, possibly up to 50 miles an hour. Looking at the forecast through the week, a little bit of a break on wednesday, thursday and friday. And notice the weekend, still hard to make some plans to get outside after this soggy weekend. It will be raining once again. Now as we head over to mike, still part of highway 101 closed. Thats part of the peninsula. Traffic is lighter from the bigger shot of the bay. Overall, almost everyone is just fine as far as the drive. Lower the speeds because of the conditions. Peninsula, highway 101 out of pal l palo alto, all lanes are closed due to water. Chp says there was a crash in the area, so take care of that. Take the el cimino pass near whipple area. You are fine north of there. 280 is clear. No delays for transit system. Htrain is running one train does to the flood advisory. And we have Holiday Service and saturday service for the golden gate ferry. And a live look at the oakland conditions, a tougher drive out there. And getting out to the rest of the map, traffic is slow throughout the south bay. Highway 17 Silicon Valley is fine. We have the slower drive through scotts valley. Back to you. As this storm hits thererconct here is a live look at the latest storm hitting our area. And we have flooding concerns in santa clara county. This is a live look at coyote creek. The Anderson Reservoir ran over. It is full and spilled over into the creek leading to flood warnings for several communities. And we are in the Santa Cruz Mountains. As much as ten inches of rain could fall in some spots. You can see a large tree broke and fell right on the roadway. From downed trees to dapgers on the road, and highway 101 and marin county we are seeing standing water on the roadway making for a treacherous drive. I want to say good morning to you. A lot of people are preparing with sandbagging as well. We have some good news for those coming up in a little bit, even if you are working today. But first, heres a check on the microclimate forecast. We are seeing the water rising in several areas. And we are seeing heavy rain through parts of the bay area. Some of the heaviest rain is shifting over to patterson where we see the bright yellows and the reds. I want to take you through the timeline today as the rain will continue. We are seeing localized flooding likely and even at lunchtime, still bright reds here and showing the most intense rain. And through the evening commute, still some downpours as we see this activity become more scattered for tonight. And still some scattered rain and a a few thunderstorms through tomorrow. Well look at the wind forecast which may cause more problems coming up at 6 36. And mike now has better news for redwood city. I just got word from chp they are in the process of opening three of the lanes, three of the five lanes northbound on 1301. That means right now they may still be closed for the next few seconds. Northbound 101 at woodside. First it was a crash at whipple. Then there was flooding reported in the area as chp said shut it down, we have to clear the area of the crash and all the distractions. So were looking at northbound 101 still slow. In the next few minutes they will clear that and they should be able to travel. But right now, el cimino and 280 are look okay. As you look over to the bay bridge, we have a smooth drive. The bay bridge itself is slowing because of folks traveling across it. The same thing for the dumbarton bridge. No big deal. Well look at the san mateo shot. Theres a highlight volume of traffic. We see wind and rain flowing causing windy conditions across the bay. Thank you, mike. We have live Team Coverage tracking the powerful storm this morning. Kris sanchez is live in felton in the Santa Cruz Mountains. Thats finding to be one of the hardesthit areas as the storm moves through. But first well two to bob redell for those living along coyote creek. Good morning to you, bob. Reporter good morning to you, laura. On friday the sAnderson Reservoir was rising at 400 cubic feet per second. For the first time, it is overflowing the operational spillway. The rate is expected to rise to 3,000 cubic feet per second. By 6 00 today, that is. And by midnight, the number will be at 6,000 cubic feet per second. We are seeing possible flooding downstream along coyote creek. We are also advising people in coyote estate to consider sandbagging their home. Farther downstream, the santa clara Water District is telling residents to clear out and remove debris so water doesnt back up into their homes. This may be the highest i have seen in the nine years you have lived in my house here. Reporter the santa clara Water District is concerned about the rock springs neighborhood, the area near kelly park and the golden wheel Mobile Home Park that flooded back in 1997 and 98. The Water District has since shored up a levee that runs behind the Mobile Home Park. That levee is expected to be tested over the next 24 hours. Reporting live here along the coyote creek in morgan hill, bob redell, today in the bay. Bob, thank you very much. As we mentioned, one of the areas to get hit the hardest in the storm, the Santa Cruz Mountains. And all eyes are on the San Lorenzo River expected to rise rapidly creating dangerous conditions for those who live nearby. Thats where we find Chris Sanchez live to explain how the dangerous conditions have turned deadly. Kris . Reporter well, hi there, sam. We finally can show you what the San Lorenzo River looks like. Earlier it was raining so hard it kept blowing out all the lights. So now you can see that the water is moving very swiftly. This river is at 8. 5 feet. By 4 00 this afternoon, its expected to reach 21. 5 feet, which is considered a major flood stage. Now yesterday swift water rescue crews had to brave that river to pull the body of the man from the water. We now know hes a 46yearold man from ben loman. The coroner wont be able to say if he drowned until an autopsy is done later this week. This happened behind dick sergeants home. We were standing here and were looking at two trees close together down there, and it appeared there was a body. And we called 911. Reporter so it will be critical for folks to stay away from this river and other local streams in the bay area because they are all going to rise very quickly. Kari hall and the nbc bay area weather team are forecasting five to ten inches for the Santa Cruz Mountains to push the san leandro river to major flood stage. We are on the bridge leading too the state park. On this bridge you can see that box down there, thats one of the gauges that measures the height of the river. And it will send that information to the u. S. Geological survey and the National Weather service. Well be monitoring that today and be watching the figures. Now well bring in meteorologist kari hall to talk about the rising rivers as the storm pushes through. We are looking at a lot of areas near the bay area. We are looking at the Coyote Reservoir over capacity. And we are looking at the rivers we are concerned with, once again, we talked about the coyote creek expected to rise to 12. 4 feet tomorrow afternoon as well as the San Lorenzo River at felton. We have already measured three inches of rain in Boulder Creek in the Santa Cruz Mountains. We will rise above flood stage by tomorrow afternoon. We will keep an eye on this and we will talk about how much rain to expect coming up too a few minutes. Thank you very much, kari. And 6 38 and still no relief for commuters in the Santa Cruz Mountains. We are remaining closed from Santa Cruz County to summit road. It appears the target for reopening of the highway is now february 28th. But commuters have come to learn the hard way it is highly possible that date will be pushed back once again. Up to our north in oroville, fears are easing as the next round of rain makes its way in. This is a look at the spillway and the action and construction work they have done to dampen the erosion scars in the land there. The department of Water Resources increased the spillway in anticipation of water coming in. It is expected to balance the water flowing in and out of the reservoir. Good news this morning, kari just told us the water is 50 feet below the top of the emergency spillway. State Officials Say it is unlikely the rainfall will create another emergency. And a live drive along lucky highway in marin county. The road tends to flood here, so well go back to meteorologist kari hall with a look at the outthedoor conditions. Well get you out the door with a look at all the microclimates with temperatures in the mid50s. And its very cool. Well see temperatures Holding Steady throughout the day and some slick Road Conditions. You can see all the rain rolling into the bay area. The target of the heaviest rain is moving through our area. And we will continue to see round after round of rain going throughout the day becoming more scattered later on tonight. Coming up in a few minutes, well look at the wind speeds expected with the storm and the problems that it may cause. Mike is talking to us about what is happening on highway 101. It has officially roped on the peninsula where it was close in the northbound direction near redwood city. Smaller crashes, many of them sound like conditions where the car lost traction, but we are looking over here to the crash near whipple with activity in the left two lanes. The fast lanes and the right lanes im getting mixed up, the slower lanes are still open. The three lanes are open on northbound 101 past woodside. Thats all you need to know. Slow through the area north of marsh, but recovery should continue. Over here with the crash that continues to work on westbound 580 at lake shore boulevard, headache shore drive, we are looking at a problem here in oakland. No major injuries, but they are having trouble clearing it. And market street, we are seeing a disturbance near the bay bridge. The light traffic flow through the area, we are seeing no meter lights. Coming up in three minutes, the Business Owners in one city are taking these steps to prevent any major storm damage. And a busy day at the pentagon as it gets the president s plan to defeat isis. Well take a look at day 32. It is 6 44. We are expecting some high winds as a high wind warning will continue into early tomorrow morning. All the eye areas shade in purple including the hills. The winds may reach 50 miles an hour. Well talk about how much rain to expect coming up in six minutes. And were looking at no problems as far as your transit systems go. The ace train is running one train this morning and will continue to have issues because of the flash flood advisory for the central valley. Over here we have localized flooding as well. It is blocked off with Redwood Police here in place right now. Thats all because of flooding on northbound 101 near woodside road. Of course, that is something we have seen bouncing around this morning. We showed you video earlier from San Francisco at the ninth street exit ramp where you saw the flooding. Of course, you want to be careful when on the roads this morning. And right now, guys, its looking like it will be a wet run on the roads around the bay area. Back to you in the newsroom. Pete, watching conditions for us from the peninsula. You talk about a wet one on the roads, heres a picture from contra costa county. This is video from downtown lafayette. A lot of water was ponding on the streets there. In martinez businesses were taking no chances. The business area is no stranger to flooding. The el hombre creek has flooded before. This is video of it happening just last month. And breaking news overnight in san antonio, texas, where thousands of people are waking up without power after a severe storm system moved through that area. They were reporting roofs of homes being removed. That system even spawning a possible tornado with many trees down. Theres damage to 150 homes, and 37,000 customers lost power. So far, though, only minor injuries have been reported. Back here to the bay area, new video to show you this morning of a horrific crash in the north bay. A driver slamming into a metal sign last night. This video was posted by the southern marin fire department. This happened on highway 101 about 7 00 last night. Sadly, the driver did not survive. The chp is investigating the crash. Thats incredibly tragic there. 6 46 rights now on your monday morning. And today the Oakland Asian Cultural Center is highlighting a dark chapter in americas history. 75 years ago president Franklin Roosevelt led the executive order leading to the internment of several japanese after the bombing began at pearl harbor. And president s day is taking on a different meaning across the bay area. Organizers say its the not my president s day rallies. Several are taking place all over the country. They are also being put together in los angeles and washington. And today is President Trumps day 32. And its a busy day because the president s secret plan to defeat isis is now in place. President trump over the weekend clarified a statement he made at the florida rally over the weekend when he lamented over something that happened in sweden. Take a listen. That documentary claims swedens crime rate has gone up after the country accepted ref jis. Swedish government statistics show that is not true. Now President Trump this morning also did a tweet. He said, give the public a break. The Fake News Media is trying to say that large scale immigration in sweden is working out just beautifully. Not we are not saying that, we are just quoting swedish government statistics to stay crime did not rise. Either way, they found humor to say, sweden will rebuild. And donald trump said something happened in sweden on friday. It did not. Later he was talking about a news report on immigration, but it was a news report that was inaccurate. And the president said the news media is applauding swedish immigration policies, which it isnt. Guys . Thanks for the clarity there. Yes, it was the use of the words last night in his remarks. They are looking at President Trumps speeches and orders throughout the first 100 days on today in the bay. You can see his twitter handle right there on the screen scottmcgrew. We have all the latest political news on nbcbayarea. Com. And last night was the calm before the storm. As we drove in early this morning, it was already coming down. And its still going to be coming down all day. This is going to be the ongoing issue with a slowmoving storm moving across the bay area and bringing additional rainfall on top of the already saturated ground. This is a look at driving conditions youre seeing right now in san jose. And it is very sloppy. Windshield wipers on, headlights on, and the heater on. Its kind of chilly out there. A flood watch continues with heavy rain and rising creeks and rivers expected today. And the winds may gust to 50 miles an hour in the heavier downpours creating more downed trees and power impacts. And also with a slowmoving storm, expecting several inches of rain. Heres a live look outside at the Golden Gate Bridge and the sloppy Road Conditions once again. We are looking at very heavy rain that continues to stream in with this target of the heaviest rain right over the bay area. Also producing some heavy snow for the sierra. So if youre planning on hitting the roads today, no matter where you go, its going to be really hard to get there. We are also seeing some pockets of heavy rain. This will continue even through the 9 00 hour. So lets go through the day. Here we are, we see very heavy rain moving through parts of the east bay and south bay and the peninsula. And we will continue to see this streaming through the evening commute. So it will be sloppy all day. And then starting to see a few more breaks later on this evening, but it will be windy and continue into early tomorrow morning with onandoff rain throughout the afternoon. With all of this, we are expecting the potential of a couple more inches of rain. We have seen three inches of rain in parts of the Santa Cruz Mountains. We are looking at the only slow spot at northbound 101 with still two lanes blocked just north of woodside road. So they are slowing on the approach, but the freeway soap. It was closed for 45 minutes this morning. Now southbound 287, we have a number of lanes blocked due to a crash. But note heading south out of Silicon Valley to downtown its slow. And northbound 80 is seeing a slowing near market. And the conditions in oakland, we are seeing slower conditions due to the soupy weather conditions. We have just learned most of the lanes of 101 reopened within the last few minutes. Still backed up there. Slow going. But these are pictures from highway 101 in redwood city where the woodside road onramp to northbound 101 closed due to flooding. Flooding caused lane closures on the highway, but they reopened earlier. Bob redell is south of here in morgan hill with concerns about flooding around coyote creek. Reporter which as you can see has already risen. It is expected to rise significantly over the next 24 hours. The problem down here at morgan hill is there is too much rain. The ground is saturated. The Anderson Reservoir is overflowing the spillway for the first time in 11 years. The relief from Anderson Reservoir was 400 cuber feet per second. Tonight its expected to be 6,000 cubic feet per second. A 15fold increase. Bob redell for today in the bay. So the river gauges here at San Lorenzo River in felton measure about every hour. The last reading from this gauge was about an hour ago. And in one hours time, the river rose 1. 8 feet. Thats how fast these waters are rising. And just yesterday, swift water rescue crews had to pull a mans body from this river. We dont know yet whether or not he drowned. An autopsy is pending, but do watch from a safe distance. Because the Santa Cruz Mountains could get up to ten inches of rain just today. Kris sanchez, today in the bay. Thats why we have flood watches in effect with all the rising water.
