Clear skies around the bay area and relatively mild at the moment. Today it was absolutely sizzling. Around the San Francisco bay, we had several record highs from the state. 72 in napa, 68 in kentfield, over at oakland museum, 66 degrees, 72 at moffatfield. Now lets shift our focus southward around monterrey bay where there were record highs in the 80s. 82 in santa cruz, 82 at monterrey, 85 in salinas and 82 at salinas airport. Its a record high in january for salinas airport. Winds will be gusting 30 to 40 Miles Per Hour tomorrow morning. Humidity dangerously low. Of course, that means rapidly spreading fire conditions should there be a fire. Although were hoping that will not be the case. Winds gusting to 20 miles an hour in asheville creek. These are not the strongest gusts weve seen and were hoping the winds remain relatively mild. Marin county will begin tapping into its water reservoirs and reserves starting tomorrow because of the dry conditions. The marin municipal Water District will drill water from phoenix lake. It is one of two reservoirs the county relies on during dry years, and this is certainly one of them. Reservoir storage is now well below 55 of capacity, and depending on how much water is left in april, the district may call for mandatory cutbacks. Well have more on this story coming up on abc 7 news at 11 00 over on channel 7. Meantime, the town of willits in Mendocino County is down to a 100day supply of water and could run out altogether. We traveled to willits to find out what theyre doing to keep from going dry. Reporter its just a trickle. The water now flowing into centennial reservoir a major source of water for the small town of willits. This looks very concerning to me. Reporter willits city leaders announced they have about 100 days of water left, a number thats Holding Steady thanks to a huge conservation effort by the citys 5,000 residents. The message has gotten out to the community and theyve really stepped up their conservation. Since our last city council meeting, weve been saving 200,000 gallons out of the reservoir per day. Reporter still, this reservoir now sits at just 17 of capacity. There is dirt where the depth should be 40 feet. Centennial is almost to the point where city water managers cant pull any more out of it. We wouldnt want to take the water in this reservoir down much lower because we could create a fishkill, which wouldnt give us good water quality. Its basically rainfall that supplies two reservoirs. There is a spring and two wells, but thats it. The emergency plan is to start pulling water from the wells and treating it to make it potable. Right now residents can only use 55 gallons a day. Residence users must cut bambi down by 35 . The owner says his other bays have actually been quite busy since residents are prohibited from washing their cars at home. But he worries about the future. If i have to shut down, thats my livelihood and i wont have an income. Reporter at the briquette coffee house, plates have been replaced with paper. We go through a lot of dishes. Typically were required to fill our sinks with certain solutions. Switching to Paper Products has eliminated a lot of use in the water. Reporter as it is now, the people of willits have riz tsen the occasion, doing their part to keep the water usage low. The difficult times could turn dire. Lawyers for many of the asiana passengers released dramatic video today, catching the chaotic aftermath of the crash. This video shows a driver refusing to allow a man in a wheelchair to board a bus. You can see another passenger walk around the man as hes talking to the bus driver who says there is no room. The man blocks the bus. Several minutes later, the ramp is finally lowered and he enters through a side door. In a statement, an ac transit spokesman says, quote, for safetys sake, there are reasons why the bus operator may have refused this wheelchair passenger. The agency is currently investigating. The man accused of setting off a firebomb in San Franciscos chinese consulate has waived his right to a bail hearing. Yeng fang disappeared in federal court today and did not oppose the prosecutors request to hold him without bail. It means hes going to stay in jail while awaiting trial. Fang has admitted to pouring 300 gallons of gasoline near the consulate and lighting it. He is a native of china and said he was hearing voices in his head at the time of the fire. Federal regulators have just released their latest findings in the refinery fire in richmond. That fire in 2012 was caused by a corroded pipe. A massive gas cloud sent many people to the hospital, mostly with breathing problems. They are recommending major changes w to the way refineries are regulated across california. It requires for companies to submit written reports on how theyll control major hazards and reduce risks. We still have a red flag warning in effect for high fire danger. Record highs likely tomorrow, and this dry pattern will be with us for at least a week. Lets take a look at the pacific satellite. Its showing this huge ridge of High Pressure dominating our weather picture. There is no rain in sight as we look ahead seven days for the next week. And it doesnt look like things will change very much after next week, either. What we do have right now is a steady offshore flow of warm, dry air, and that of course increases the fire danger and thats why we have a red flag warning in effect. Overnight tonight, look for clear skies and a wide range of temperatures from the low 30s to upper 30s in the inland east bay to mid40s up to 50 on the coast. Then tomorrow, another day of possibly record warmth. Well see low to mid70s in the south bay, a high of 73 were predicting at san jose would be a record for tomorrows date and 76 in gilroy likewise would be a record high on todays date. Were seeing 73, 71 in pacifica, 74 in half moon bay. 71 in downtown San Francisco tomorrow. Look for low 70s on the coast. Inland 78 and cloverdale 74, santa rosa 73. Napa, over in the east bay, were expecting highs in the low to mid70s, and if oakland reaches 73, that would be a record High Temperature for tomorrows date in oakland. All the way through the weekend and into monday, were looking at highs along the bay and inland in the low to mid70s, and 70 on the coast for the next couple days. Well finally see temperatures dropping off just a couple degrees on tuesday and wednesday of next week, but still no storms in sight, no rain in sight, no significant change in the temperature pattern. Abc News ReporterJonathan Carl has more. It was a brazen attack that left a u. S. Consulate in flames and four americans dead, including u. S. Ambassador christopher stevens. The 2011, september 12 attack in libya was a political football. Now after an extensive yearlong investigation, the intelligence committees stark conclusion, the attacks were preventable. It was a first bipartisan look at what went down that night. The conclusions . There were no protests prior to the attacks as the white house first claimed. At least 60 attackers penetrated the consulate while ambassador stevens was inside. Five extremist groups took part, all with ties to al qaeda. Most damning . The report concludes there was ample strategic warning that u. S. Facilities and personnel in benghazi were at risk. A and that the state department failed to increase security. On one point, the report backs up the white house. It says there were no military resources nearby that could have helped defend the compound. In fact, both the state department and ambassador stevens himself turned down an offer from the military to keep a special forces unit in libya a month before the attacks. Overall, the report is highly critical of the state department whic
