Joining us. Im alma dietz. We begin with developing news out of the east bay. An investigation of a house fire is now a homicide investigation. The fire started inside a home on grove way in castro valley. The Sheriffs Office is there now and so is abc 7 reporter katie marzullo. Katie, whats the latest . Reporter they let us know that technicians inside the home will be on the scene for several more hours, if not overnight, sifting through the debris inside the home there. They tell us this is truly a horrific crime scene. Heres what we know right now as we take a look at some video shot earlier today, that a woman was found dead in a burning home. It was around 2 45 this morning. But as we mentioned, we know now that the woman was not killed in the fire. They performed an autopsy around 9 00 this morning calling her death a murder. Sheriffs spokesperson telling me that he can confirm she was not shot but that she suffered brutal and violent injuries consistent with homicide. Her body was found in the garage and it was actually her body that was set on fire, and then that fire spread to the garage and the attic. It will take them several hours to go through the evidence they have here. The victim has not been identified. We know she is a 59yearold woman. She was just widowed in april. She has two adult daughters. They lived here more than 30 years, she and her husband had, and this is a close neighborhood. The neighbors had been coming together and helng her for several months with her mourning, over her grieving with the loss of her husband and now this. Truly devastating this community. At this time tonight, sheriffs investigators have not identified any suspects. They have not identified a motive. They said its too soon at this point to know if anything was stolen from the house. They have to go through the scene closer and bring family members to the home to see if anything was taken. Theyre also asking for the publics help at this point. Theyre hoping some Surveillance Video will lead to clues, will lead to a suspect. Specifically if you have any Surveillance Video between the hours of 10 00 last night and 2 00 this morning, sheriffs investigators would very much like to see that. The preparations were in advance of thursdays storm and another expected king tide. Public works announced it will have a few crews starting at 4 00 thursday morning to respond to any flooding. Turning to some other news tonight, we are learning more about what the Oakland Fire Department knew and didnt know about the ghost ship warehouse before a fire killed 36 people. Oakland follows state law when it comes to which types of buildings must be inspected by the fire department. The fire chief claims the ghost ship didnt meet that criteria. Warehouse that is an empty structure would not constitute inspection. Reporter chief teresa reed says her agency has no record of visiting the warehouse in the past 12 years. Thats despite crews putting out a fire that was determined to be arson outside the ghost ship in 2014. Atf emphasized today that no determination has been made on what caused the fire. They continue to look at the buildings electrical system. A fire claimed the lives of two chilen near manchester about two hours away from santa rosa. In San Francisco, melanie woodrow, abc 7 news. San franciscos board of supervisors this afternoon unanimously supported a resolution to require the chief of police to live in the city. The boards resolution is nonbinding meaning it cannot become law. It urges the Police Commission and the mayor to implement this requirement. Interim chief tony chaplain, who is a finalist for the post, does not live in San Francisco. He says its about ability, not residency, that makes a good police officer. It would kill the residents requirement to get the best candidates for the job, so i think with logic, were looking for the best person to do the job. They dont necessarily have to reside in the city. Reporter chaplain says hes open to reconsidering his living situation if the resolution becomes a requirement and if hes chosen as the permanent chief. A state Watchdog Group is accused of turning a blind eye to issues that could mean the difference between life and death. Supporters of Free Community college in San Francisco used an unreasonable tactic to try to secure money for their cause. I never in my wildest dreams thought i would get there. Its pretty surreal. A star wars fan turned movie director is living his dream. A a state board charged with investigating complaints about nurses is facing Harsh Criticism tonight. Its accused of not doing its job and putting patients lives at risk. Abc 7 news anchor kristin zee has the details. The board of registered nurses is slow to investigate complaints and bad about overseeing the resolution. One case a Nurse Midwife did not consult with an obstetrician during the womans labor. That baby was born with neurological damage. The board took no action for two and a half years. Another case, a toddler died after a nurse allegedly gave the wrong dose of medication. It took 39 months for the board to finish investigating. In fact, threequarters of the complaints took longer than 18 months to investigate. The state Auditors Office says the delays are worrisome. Then how do we know the complaint is being processed, that nurses are being held accountable and that we are ensuring the health and safety of patients . Reporter the state auditor is recommending a deadline for next march for the board of registered nurses to develop a plan to better train investigators. If the board doesnt comply, it may lose some of its power and funding. A matter of money brought out supporters today of Free Community college in San Francisco. San francisco supervisors overwhelmingly approved funding to turn the dream of a tuitionFree City College into a reality. Now the push is on to get the mayor on board. After danny glover attended the college back in 1964 and sees it as a pathway to higher education. The will of the people say that we want Free City College available to all kinds of citizens. Reporter last month 62 of San Francisco voters approved prop w, a tax on luxury properties, believing nearly 13 million each year would go toward a tuitionFree City College. But the money wasnt officially earmarked for that and now the mayor wants to use a portion for other purposes, including homeless services. We didnt fight for, campaign for and door knock for this revenue to solve other city problems. We specifically wanted to make City College Free for residents. She plans to enroll next month. It wont be available then, but hopefully by the time i finish mydegree, it will be. Reporter the college could use a boost of students. The city just learned they have to repay the state nearly 39 million for what they call accounting errors in online courses. Our budget is based on the number of students that we serve, and so our main way of addressing that is looking at t. You can see we have light scattered showers around the bay area right now, and these showers are getting well organized or better organized into a light rain event for tomorrow. Thats ahead of a stronger rain event to come later in the week. Lets focus on tomorrows storm first. Its a storm of light intensity ranking only 1 on the storm impact scale. It will be confined mainly to the north bay. It will create half an inch of rain from that storm. At 6 00 tomorrow morning, most of the rain at that hour will be confined to the north bay, but there will be pockets of showers throughout the north bay. Once again, rain confined mainly to the north bay, but late tomorrow night, well see this area of rainfall up north become more organized, more energized as that stronger storm moves in for thursday. That storm ranks 3 on the storm impact scale, a strong storm that will produce moderate to heavy rainfall with winds gusting between 33 and 40 miles an hour and flooding is a possibility in the lowlying areas and berm scar areas. Lets take a look at this developing storm. Early thursday morning, about 7 00 a. M. , well see most of the rain confined to the north bay, but it will be more widespread and steadier than tomorrows rain, and there will be pockets of rain in other parts of the bay area as well. Later in the morning, well see rain spreading to all parts of the bay area, becoming steadier and heavier. About 2 00 p. M. In the afternoon, well see moderate to heavy rainfall as indicated by the areas in yellow and orange in the bay area. That will make localized flooding. The afternoon commute is likely to be a nightmare for many. It continues into the evening hours. Well continue to see the wind winding down in the north bay but it stays wet in other parts of the bay area. Finally tapering off in all parts of the bay area thursday night into friday morning, which well see a sunny pattern. Rainfall totals by friday morning will range anywhere from just over an inch in San Francisco to an inch and a half in half moon bay, about an inch and a quarter in san jose. Over two and a quarter inches likely in santa rosa. I mentioned wind gusts. Theyre gusting throughout the day on thursday. Into the evening well see wind gusts 30 to 35 miles an hour on thursday.
