We begin this morning with breaking news overnight. An intensive manhunt is under way in Washington State for the gunman who killed five people inside a shopping mall. The shootings happened last night at the cascade mall in burlington, about 60 miles north of seattle. Rifle in the Makeup Department at a Macys Department store killing four women and one man. R clues. Carter evans reports. At the womens macys four possible shots fired. Unknown number of victimss Law Enforcement being as vised. Reporter eyewitnesses said screaming and panic in the mall rounds started going, one, three, four, five, six. So it wasnt all at once. More like a shot and two seconds later another shot, you know . So crazy. Crazy. Reporter police are looking for a lone gunman described as a hispanic male wearing a black shirt and armed with a rifle, last seen moving towards the highway next to the mall. Washingtons governor responded on twitter writing, tragedy has our hearts are in burlington. The fbi is assisting local officials with the hunt for the gunman. A motive for the attack has not been determined, and authorities are now urging people in the area to be diligent, and call 911 if they see anything suspicious. Caution people, stay indoors. Stay secure. If you see something, say something, but definitely stay locked down in your houses until we can get this guy caught. Reporter carter evans, cbs state troopers will remain in charlotte, North Carolina, at least until tomorrow as protests continue over the shooting death of a black man by a black Police Officer. Protestors marched again overnight in charlotte. The numbers were smaller than previous days and unlike the first day of demonstrations, there was no widespread violence. Earlier on friday, keith lamont scotts family released this police recovered a gun, although they said they didnt see one. Cbs wasnt able to authenticate this video. Reporter good morning. Thats right. Police tell us there were no arrests, no violence and no property damage. These boards were a precaution against that, and indeed, protests did remain peaceful, but after the surprise release of that cell phone video on friday, people here still want more information about what [ chanting ] overnight, protestors marched through charlotte for the fourth straight day calling for officers to release footage of the Fatal Shooting death of keith lamont scott. The police its outright embarrassing for the cell phone to be released before the police read the tape. People are under stress, want justers and see it now, so the tape must be released. Reporter police in riot gear moved in to try to s protestors from walking along interstate 277 but the protests remained peaceful. Earlier in the day, graphic cell phone video was released. Dont shoot him. Dont shoot him. He has no weapon. Reporter his wife started recording as officers surrounded their husband. She slowly moved towards them as they remained focused on scott. He better not be [ muted ] i know that much. He better reporter the video does not make it clear whether or not scott was armed. Charlotte police are facing increased pressure to release their footage of the incident. If i were to put it out tembe after four days of protests there have been 47 arrests and 1 deadly shooting incident here at the omni hotel. A suspect is in custody. The city remains under a state of emergency, and a midnight curfew remains in place, although its unclear how strictly it will be enforced. From charlotte, North Carolina, thank you. In oklahoma, a funeral held tonight for the unarmed black man killed by a white p Terence Crutcher shot to death by officer shelby. The officer charged with manslaughter. The video does not show a clear view of when the officer fired the single shot that killed crutcher. A closer look at the shootings in charlotte and tulsa. For that we turn to the president of the National Urban league and a former mayor of new orleans. Hes in our Washington Bureau. Mark, good morning. Good morning, anthony. That keith scotts family released. Whats your reaction to that . Well, the audio is certainly disturbing, but it points out why the dashcam video thats being held by Law Enforcement in charlotte needs to be released. Until that video is released, i think theyre going to remain, theres going to be remain questions, remain protests and i think holding on to the video just breeds distrust. Many believe, anthony, that i charlotte, that theyre holding the video until october the 1 when a new law in North Carolina takes effect, which will in effect prevent them from releasing such a video without a court order. If thats the case, then theyre simply breeding more distrust. In these incidents, the idea is for people to have trust and confidence that there is going to be a fair and independent investigation, and that if if the officers used Excessive Force and violated the law in doing so, or violated Police Standards in doing so theyll be accountability. You mentioned the mistrust. When you look at the numbers, more than 700 people have been shot by police. In your view, what are the first steps . What needs to happen first for that mistrust, that rift to start to heal . I really believe that so much of this is on mayors and Police Chiefs and leaders at the city level, at the Community Going to focus on public safety, but what were not going to do is support overpolicing or aggressive tactics that breed more distrust. I think that the breeding of distrust is why, is why in many cases could you have an arrest, but the investigation is incomplete, because people dont cooperate, or when a matter comes to court, Police Officers on the witness stand. This is a cycle, and i think creating better trust requires work at the local level, but now this is a National Narrative, and because its a National Narrative think its an important issue in the president ial election in Congress Elections and senate races, because its unacceptable. The cycle of violence in america, whether its out there in Washington State, Police Killings of citizens, citizens killing each other, incidents, is something that is a tragedy in america today. Mark, youve been a mayor and seen this kind of from both sides. I mean, how do you communicate what youre talking about to a police force in a major city . All i can say is that in my experience, we needed to change the philosophy of policing, which we did in new orleans in the 1990s to a Community Policing model, and the Community Policing model meant Police Officers got out of their they were on bicycles, building relationships in the community, learning who the Community Leaders were. Community leaders, therefore, shared information with them. So that they could respond. We used Technology Like comstat and had a significant investment in youth programs, which in these neighborhoods creates a sense of hope and a sense of support. So the the solutions are comprehensive to create this trust. Whats going on in many communities said to that the economic challenges that people face, the poverty that has risen in the aftermath of Great Recession has had a debilitating effect and creating hopelessness in a sense of lack of confidence in the future has prepped up. Even though the economys begun to come back, many of these communities feel locked out and left out of that recovering community. Theres underlying social issues that have to be addressed. Mayor Jennifer Roberts says clinton should let the city recuperate. Getting ready for a president ial debate, it usually involves hours just locked inside a Hotel Conference room where theyre running through every possible scenario. So we ket up our own makeshift to two political strategists how it all works and what both candidates need to do to win. With three days left until the first president ial debate, donald trump questioned Hillary Clintons absence on the campaign trail. Well, they say shes been practicing for the debate. Some people think shes slipping. Reporter trump had a full schedule this week traveling to the battleground states of North Carolina, ohio, and pennsylvania, instead of prepping for the debate. How are you prepping right now . Well, im here. Reporter clinton on the other hand has been holed up with top advisers preparing for what her campaign believes will be the single most event leading up to election day. This is the only one when the america people are jumping both candidates side by side and next to each other. So its less about scoring points and more about what kind reporter democratic strategies Michael Feldman helped run al gores 2000 president ial campaign. We sat down with him and republican strategist who helped the debate against president obama to find out what goes into winning. The best performers are the ones who say im not going to win or lose this debate on this or that detail. Its the general impression i make. Reporter of the two candidates, trump is more difficult to predict, and unlike his opponent, never gone candidate, physically exhausting task. Its a very physical experience. 90 minutes, oneonone with the moderator. No breaks, distractions, no ads. Standing up. Its exhausting. These strategists predict mondays debate could change the contours of the 2016 race with over 60 of voters expressing concern about touchs temperament, expectations are high. It is the super bowl of american politics. And if it were Hillary Rubio or whomever, sure. It would be the first debate a big deal, but Hillary Clinton against donald trump, its its a show of epic proportions. Reporter and maybe unlike anything weve ever seen. Yes. In 2008 he was part of then senator obamas prep team, good morning to you. Good morning. We heard jan say basically locked inside conference rooms. Moderators, fake opponents. What do we know how theyre actually prepping . They take this very seriously to make sure that their candidates are ready for that moment. Of course, everyones watching. They want to really replicate the scenario as much as possible. Have somebody on the other side of the stage, exactly like Hillary Clinton. Really going to push them to be their best, because if you practice and have the hardest possible practice, when you get to the real thing youll be ready for it. The quality of the standin is important . Yes. So we heard dan say theres a couple key thing heres. First, you want to make a general impression. Thats the key thing. Right. But this is also a very physical thing. Sure. Being 90 minutes. How do you prepare for that . Well, the reality is i think both of these candidates out there on the stage, theyve been preparing for their entire lives theyre very seasoned in their professional lives and will be in a position to say what can i do for 90 minutes, stand in and say, this is who i am and physically, of course, theres a lot to do, but i think theyre ready for it. We heard jan mention the interesting gender component. Yes. Normally i think a lot of people might say this is a difficult topic to even bring up until you look at the stats. Sort of the Science Behind how people respond to women in a different way than they respond to men in this position . A different dynamic, of seeing is also something theyve never seen before. Theyve never seen a woman in a president ial debate stage. Yeah. This is a different kind of thing. They had, of course, Geraldine Ferraro and a Vice President ial debated, but to have a president ial candidate, something they have not seen before, for the American People. Frankly, donald trump is something American People have not seen before in the traditional sense. As hom, she has to strike a different balance . D both have a high bar to clear. This is a person we say will be the next president of the United States. So that person, whoever it is harks to clear a certain bar, but it will be different. We look at men and women differently, but ultimately the bar is who is actually going to be someone were comfortable with as president of the United States. You worked with senator ted kennedy, senator bill bradley in terms of debate preparation. Yes. How many scenarios do we tend to run through with a candidate when youre preparing for Something Like this . Really feel like the other candidate . Right. Theres a ton of work that goes into it, and you need to have a couple of different components. One is, you need a standin. Someone who will be able to occupy that role of the opponent, and also you need to frankly you guys. The moderators. You need someone able to pepper with the questions, whos going to say, well, im sorry, senator, this is not the right answer. This is not the right you need to recreate the whole thing so the candidate is ready at that time for that moment. And i think Hillary Clinton standin. Standin for clinton . Its her standin for trump. Somebody who is going to be very important. I think the kind of person, a trusted aide, able to say i think thats not a good answer when youre done. Push and push and really know those soft spots because the more you test yourself in practice the better youll be in the actual debate. Mark alexander, thanks for being with us.
