System on tap tuesday. And tonight, a bay area man has become the First American citizen to be killed in the latest violence in yemen. Christian hartnett spoke with the oakland mans family and friends today. And they feel like the u. S. Government let them down. Reporter jamal aleveny is the First American killed during the conflict. His family says the u. S. Government should have done something to help him. Family and friends gather in prayer to remember the life of jamal alebeny. Mohammed is jamals cousin. He said he left for his home country of yemen to see his two andahalfyearold daughter and wife who is pregnant. He wanted to bring them back to the u. S. Where helied lived as a u. S. Citizen in oakland. But it became impossible to leave. He was pretty worried the past three weeks. Reporter jamal was leaving a mosque with his nephew when they were hit in a rebel attack. Family and friends say it could have been prevented. They were killed instantly. So far l are no plans to help u. S. Citizens safely escape. That with American Islamic groups. We have the Largest Military in the world. By far. And to see that smaller lest stable countries are able to get their citizens out, the u. S. Government is saying it is impossible is difficult to believe and very disappointing. It is really upsetting. It is really sad. I talked to other families here. They have some american relatives back in yemen. And they dont know what to do. Those families want something done soon. They are hoping that news of jamals death prompts the u. S. State department to begin government aided evacuations out of yemen. Christian hartnett, kpix5. And there is also concern about another bay area man trapped in yemen. Moctar alsharli is the creator of mocha mill. He was in the country helping coffee farmers improve their production and trade skills. He made his way into the port city of aden this week, but was stopped by an armed militia group. He was there because he heard there was a ship taking u. S. Citizens out of the country. A bay area rap artist is under arrest accused of pimping out a teenage girl. 31yearold dwayne ferguson. Police in san rafael pulled him over for a Traffic Violation this morning. The girl was in the car with him. Officers say they concluded she was being sexually exploited after questioning ferguson. He is now facing a Human Trafficking charge. The girl was returned to her family. And police in novato are trying to track down the vandals who slashed the tires on 20 cars. The cars were all parked along the 1,000 block of Fourth Street when they were hit. Police say it happened while it was still dark. One person reported hearing a loud noise around 5 30 this morning. We spotted a man changing a flat on his tire this afternoon. So far, police have no suspects and the vandal is on a spree. They asked anyone who saw anything suspicious to call. While we are thinking about rain, a wild fire forced evacuations in the sierra foothills near fresno. It is 40 contained tonight. It burned 40acre of forestland in the national park. The park released this photo taken earlier today. No structures were threatened by several nearby campgrounds were evacuated just as a precaution. Firefighters will stay on scene all night. No word on how it started. State lawmakers are raking in millions of dollars in staff cost by leading special committees that dont have to meet or propose bills according to a news survey by the associated press. More than 6. 5 million was spent in the last two year session. Almost 4 million of that went to panels that held just one or no hearings. Now select committees are supposed to study issues like wine outside the demands of law making. Many who came to hear what is being done told us they are already making sacrifices. I havent watered my lawn over a yearandahalf. I have taken two showers a week. Im trying to do the best i can with the water conservation. And about four years ago, we got rid of our front lawn so we dont water that anymore. And i walk around fremont and i think some of these people with pristine Green Emerald lawns dont understand what the word drought means. 340,000 people in fremont and newark rely on the Alameda County district. There are calls for an east Bay School Board member to go after comments she made about whether two martinez Elementary Schools should be air conditioned. Neither school has a cooling system. And it can get hot in martinez during the summer. School board member denise elkin staid she was okay with putting airconditioning in the more affluent john sweat but not the lower income las juntas. I would say 95 of them dont have airconditioning in their home. Whether that means the students are more acclimated and can handle a little more heat. I would say 95 of their residents have air conditioning. Im sorry. That was taken in a way that sounded discriminatory. It wasnt. It was fairly factual. She thinks it could be better spent on education and teachers. She suggested cool roofs and shade trees. A couple more trees. That is all i want to do. It wasnt planting trees is a solution. It was just an option we could use at this school. She say it is backlash against her hurts because she is not affluent and she went to las juntas without air conditioning. A lot of attention on indianapolis tonight for two very different reasons. Lucas oil stadium hosted the final four of the ncaa mens basketball tournament. Duke and wisconsin came out on top. Reporter gay pride flags flew in the shadow of Lucas Oil Stadium before saturdays first tipoff. At least 500 demonstrators aimed to keep National Attention on equal rights in indiana. This week, public pressure pressed lawmakers to add some amendments to the freedom of religion law. But some say that is not enough. We are not satisfied with the fix and we are in the going to go away. We wan protection everywhere. Reporter their goal to add gays and lesbians to the gays civil rights codes which prohibits discrimination on race, gender, and religion, but not sexual orientation. While some basketball fans protested the protesters, others supported their cause. Gay athletes joined the quorum. Jason collins was the first openly gay player in the nba. But kris van cleave reports tonight there is a deadly outbreak in parts of the u. S. Spreading among dogs. Reporter that is a sound veterinarians in illinois are hearing a lot. It is canine influenza. And it is extremely contagious to other dogs in close contact. Dr. Jerry cline has treated several cases. It is probably the worst type of outbreak i have ever experienced. Reporter this puppy named lulu is in isolation. Her owner says she got the dog flu after going to doggy day care. Coming in and finding out she has that and pneumonia, it is a big shock. Reporter how concerning is a thousand dogs coming down with the flu . Very. That is frightening. Good girl. Reporter dr. Judith schwartz works at the Humane Society of new york. It the cost thousands to treat a dog with the flu. There is an annual vaccine about 100 that is highly effective. It is concern for me not just because of the animals i see, but you could have a dog in the waiting room saying hello to another dog in the waiting room and they could be incubating and no one would know it. Reporter the number of cases are not tracked but since it was discovered in 2004, 40 states have seen outbreaks. 2011 was the worst year on record. 17 states reported infections. This week, cooke county warned this latest outbreak could last for several more weeks. Urging pet owners to avoid dog parks. Group dog training activity, animal boarding houses, and travel. Kris van cleave, cbs news, new york. It is important to note that people cannot contract this strain of flu from their pets. There is a new app that promises to stop teenage tecters in their tracks. When they get behind the wheel, here is how it works. When the car reaches a certain speed, most of the phones applications simply shut down. Bauds there are a couple of storms on the way in the bay area. As we look live over San Francisco tonight and the tallest skyscraper there on the left side of the screen. The numbers now in San Francisco, 51 degrees. Concord, 52. Santa rosa, 46. San jose, 50. We have clear skies up in santa rosa. And clear skies in hayward, but partly cloudy skies around the rest of the bay area in advance of the system moving toward the bay. And we will give showers tomorrow morning, we are looking for rain to develop overnight. It will begin in classic wintertime fashion. A good old cold storm in the gulf of alaska pushing cold fronts south over the area. Didnt happen much this winter but it will happen the next few days. Upper 40s , low 50s tomorrow afternoon. The showers become much more widespread and scattered and the temperatures do no better than mid 50s in the shoreline and low 60s inland. Lit be significantly colder tomorrow than it was today. And more of that on tuesday, too. What is happening is High Pressure is guarded us from much of the storms that were offshore has moved to the west. And that is opening the storm door a bit so the ridge is helping to steer moisture our way. We will get wet again. Even wetter. Tuesdays storm looks more unstable. Colder, the storm levels down to 3500 feet. And there is also the potential for thunderstorms by then. For thunderstorm, we are just looking for showers tomorrow morning and then a kind of on again off again day by the afternoon. You can see on the future cast, i want to show this for you again. It moves very quickly and unstable air and widely scattered showers. As we head toward the evening, it should be a beautiful finish to sunday with clearing skies. Well, somewhat clearing skies. And visibility improves. To get an idea of the amounts. It is not much. Less than half an inch of rain tomorrow. The rain will spread all the way down to the south bay and the diablo range as well. So to sum it all up, we get showers moving over the bay area tomorrow morning and we clear it up in the afternoon and get some sunny breaks. Clouds come in on monday. In advance of tuesday system which is a more robust system. Twice as much rain tuesday and the potential on tuesday for thunderstorms. A slight chance tomorrow, too. Overnight lows tonight.
