We have breaking news, the first major casualty in the trump administration, the russian scandal surrounding the president S National Security advisor just cost him his job. But first the threat of a dam disaster, tonight a race against time to avoid a catastrophic collapse and dangerous flooding before the next storm. Good evening. Im elizabeth cook. Im ken bastida. The compromised oroville dam is in butte county north of sacramento. We have Team Coverage tonight. First off kpix5s joe vazquez who is at Lake Oroville. Joe . Reporter ken, you can see all these big trucks behind me. Clearly they are hard at work trying to put these big rocks onto the broken spillway and trying to fix it. What is not so clear tonight is the degree to which communities downstream are still in harms way. Its very difficult. Its hard to understand how people have been able to evacuate so quickly and the disturbance to their lives. Reporter california governor jerry brown says the situation along the oroville dam is serious and potentially dangerous and hes asked the white house for help. Just know that their government and their representatives are doing everything they can and will continue to do whatever it takes to make sure we have a safe dam. Reporter how did we get here . Last weeks storms started the process in motion after the main concrete spillway started breaking apart. As that hole got bigger, engineers decided to use the emergency spillway for the first time in the dams 48 year history. That worked for a while until water started pouring over the emergency spillway gouging huge craters out of the hillside taking out a road, altering the landscape. The holes were in the base of the emergency spillway, so it was in serious danger of collapsing onto himself and sending a tsunami downstream. Onto itself and sending a tsunami downstream. If it had collapsed, there would be a 30foot wall of water descending on the town of oroville and very quickly gridley, live oak, yuba city, marysville. The calculations are the waters in oroville would have been 100 feet deep within one hour. Reporter but that hasnt happened. Now the plan is to use helicopters to drop rocks onto the craters hoping to plug the massive hole. Were not out of the woods. The water is still up against that emergency spillway. That is heavy, heavy pressure against a damaged emergency spillway. Reporter frankly, right now its confusing and a bit awkward, especially for all those evacuees who heard just yesterday that they had one hour to leave because a giant tsunami was going to come down river and wipe out their community. Today theyre hearing theres some erosion, maybe well be able to fix it, but another storm is coming, so were not sure. The bottom line is who and what to believe. This latest video shows how much water gushed from the main spillway. Water poured onto the sides of the spillway into the lake below. Heres a closer look at all this water running down through the hillside, unbelievable, pouring over mud and debris. Tonight federal officials ordered the state to assess damage and issue recommendations to prevent future problems. Nearly 200 People Living downstream are forced out of their homes, one of the biggest evacuations in california history. Tonight the town of oroville, gridley, live oak, marysville and yuba city are under orders to get out. Kpix5s emily turner is also at Lake Oroville tonight with her report. Reporter there are two very different stories here, one is all the bustle to shore up the dam, the other down in oroville itself. There is nothing happening there right now. Is in the sight this is the sight running through the minds of the people holed up in shelters. Peoples biggest fear is flooding and they fled as fast as they could when the alerts went out. We got this crazy alert that said hey, Everybody Needs to evacuate now. In 60 minutes oroville needs to be under water. So everybody is panicking. Cars are almost crashing into each other. Reporter these are just a few of the almost 200,000 people told to leave their homes and head to higher ground. The streets are deserted with their departure. The Evacuation Order was given yesterday. Tonight the same folks will be spending another night away from their beds. Honestly i feel like were very close to the clear zone right now, but i wouldnt be here. I would take every precaution that i can. Reporter folks fleeing the flooding filled the shelters like this one in chico. This place has been a blessing to all of us. Reporter many went to stay with friends or family nearby, but plenty landed wherever there was room filling up roadside inns and hotels for miles, but wherever these folks lay their heads tonight, it will be the Feather River on all of their minds. They always tell you here we dont have to worry about hurricanes or tornadoes. All we got to worry about is that dam. Reporter we talked to some chp officers heading into towns today. They talked to several evacuees who were impatient to come home and have tried and theyve had to turn them away because the Evacuation Order is still in effect. Some think theyre through the worst of it and others are concerned about looting. Chp said there has not been any looting, only one Convenience Store burglarized last night, but other than that, everything is safe and sound. Emily turner, kpix5. Butte county jail in oroville is also at risk. The inmates are being temporarily relocated to two jails in al need a county. The alameda county. The transfers started last night. Tonight veronica de la cruz shows us some businesses in the evacuation zone are concerned about some possible looters tonight. Everyone was forced out of oroville including the mayor herself. I started to cry. Its truly overwhelming. Its hard. Its difficult. My heart goes out to them. Its a difficult time. Some Business Owners are preparing for the threat of floods and for possible crimes of opportunity. Came down to try and help mitigate any losses either from looters or, you know, if something does happen with the dam. Californias Lieutenant Governor said he is troubled by reports that state and federal officials received warnings about the emergency spillway more than a decade ago. Lets not wait till something happens to address it. Lets make sure that if there was a report in 2005, a repair in 2013, as was the case here, on another reservoir dam, that we made sure that those patches are actually secure and those warnings were heeded. At the state Emergency Center near sacramento multiple agencies are monitoring the oroville crisis and briefing elected officials. Now the red crosses, Salvation Army are assisting evacuees where they can accepting donations for Disaster Relief and starting tomorrow the red cross will take donations at food mack stores in contra costa and solano counties. The Justice Department warned the white house about Michael Flynns secret contacts with russia in january. The doj also said flynn misled the administration and could be vulnerable to russian blackmail. Tonight sources tell cbs news President Trump named retired Lieutenant General joseph keith kellogg, jr. , as acting National Security advisor. Heres allen martin. This is all about conversations Michael Flynn had with the ambassador before President Trump was in office. We will deal with that very strongly. As President Trump and canadian Prime MinisterJustin Trudeau appeared at the white house today, the National Security advisor joined other senior white house officials in the front row. Mr. Trump ignored questions about his confidence in flynn. The general enjoys the full confidence of the president. An hour later the white house said the fbi is investigating the situation. President trump is asked to approve a major storm declaration for california. It seems like weve seen a different storm every day. Tonight this sinkhole is 20 feet wide and 20 feet deep. Neighbors say its grown quickly since it opened up with a loud crack yesterday morning. Construction crews working day and night to fix a couple of broken lines that burst underground after heavy rain last week. By yesterday morning gushing water started washing the soil away into nearby fossil creek and a portion of the street collapsed nearly swallowing a parked car. I was astounded. Reporter the sinkhole expanded from 8 feet sunday to more than 20 feet today. Crews are racing to reconnect drainage and sewer pipes before they can start backfilling the hole. Public works Officials Say one of their Biggest Challenges . Aging infrastructure. Some of the pipes are almost 100 years old. I mean its devastating. Its clearly an indication that somewhere along the line some ball got dropped on just staying on top of infrastructure. I just hope it doesnt get worse and they can fix it as quickly as possible. The problem, flooding in the central valley. Last weeks Union PacificTrain Derailment nearly elk grove. Freight trains are rerouted onto the ace tracks. Ace train officials hope to have service back up and running by thursday morning. Santa cruz county is practically cut off tonight. Kpix5s mark sayre shows us no matter which way you go its almost impossible to get there. Reporter this is highway 9 outside saratoga and yet another mudslide called caltrans to close this road between here and skyline boulevard. Always the highway goes over the hill down into Boulder Creek and sultan there are still more closures. Warnings issued. Reporter this video shows the extent of the mudslide on highway 9. Both lanes are closed as crews work to shore up about the road, but this is just one of the routes to and from santa cruz heavily impacted by the storms. Highway 152 over hecker pass is closed. Mudslides have low 17 down to one lane each direction and highway 35 is washed out. You can see the dramatic damage from sky drone 5. Caltrans by its own admission does not yet have a plan to fix highway 35, but says it will likely be weeks, if not months, before repairs can be made. This is our community. Highway 50 closed due to multiple mud slides, at least three in a 12mile stretch. Two dozen trucks have taken away debris all day long. They are making progress but dont know when theyll be able to reopen and interstate 80 closed after a mudslide there. A popular beach looks different after the storm. Reporter with the recent amount of rain the golden gate Recreational Area has been keeping a close eye on their coastal trails maintaining them after each storm to make sure places like ft. Funston stay open to the public. Just a few months ago this is what ft. Funstons coast line looked like. It is also near the time teddy pro posed to his girl friend olivia near the cliff, but today we just noticed most of the area that i actually proposed to since has eroded away. Reporter the sand is now all black. Experts tell us this is a natural occurrence for the bay area coast during the winter time, storms washing out the top layer exposing the darker grains. The city is keeping a close eye on the coast. San Francisco Public Utilities Commission put the ocean beach master plan in place in 2012 to protect the nearby Water Treatment plant and recreation areas. To the untrained eye, they may go out and say things look really bad, but the merles have been successful. This morning these palo alto firefighters handed out blankets to the homeless. Firefighters say because of all the recent storms the Homeless Population is struggling more than ever just to find a warm dry place to sleep. Nearby just minutes from multimillion dollar estates hundreds of children caught up in the crisis. Only on nie tonight betty yu found it out more than half of the students are homeless. Reporter when school lets out in East Palo Alto, more than half the kids are homeless with no place to go, most living in the shadows of Silicon Valley in cars and rundown rvs tucked away on industrial forgotten blocks. Its crowded. Its hard. Reporter Lynnette Chavez is homeless. The last year the 15yearold has shared a bed with her two younger sisters. They are the faces of a staggering statistics. Of the 3,071 students in the ravens school district, 1 3 are homeless. This is a bathroom. This is a closet, but its a shoe closet. Reporter the family showers at the ymca. There is virtually no free space, no heat and no working fridge. This wont work, but this one stinks. Reporter they rarely run the generator for fear of upsetting the neighbors who mostly look away. When you think about homeless, its like you think about somebody in the streets. Not this. Reporter not this. Adrianna and her husband omar never imagined their family homeless. They were evicted from their 1,200 a month studio in East Palo Alto when omar hurt his back. He worked multiple jobs in the restaurant industry. The family suddenly found themselves living in their car before they scraped together 1,000 to buy this battered rv at a junkyard. Adrianna now works at a daycare making about 10 an hour. Its enough to keep a roof over their heads but not enough to get out. When you realized that you would be homeless, how did you digest that . I think theres no words that i can describe. Reporter but she knows the moment that it hit her. That i have to register my daughter for high school and i dont have an address to provide. Then thats homeless, you know. Reporter the chavez family is part of a growing number of working homeless, the working poor. Its really sad. You cross the 101 and come into east menlo park and you see a very different world in the midst of all this affluence. Reporter sap dray goffs district sits in the middle sandra goffs district sits in the middle of the booming economy and yet 60 of the kids are homeless, the highest number of all her schools. Drive a 1 2 mile south to pam low alto and its easy palo alto and its easy to see why the zip code has been the area for the some of the most expensive homes. She wants to have a safe parking lot like this one so families can park their rs safely at night. Rvs safely at night. They dont get adequate sleep or have adequate movies. They dont have access to the things that most families expect to have. Its very different, but you want to help others because people help you.
