It is causing some delays for the commute approaching the bay bridge toll plaza area. Once you pass the Construction Zone traffic breaks loose and moving well westbound 580 continues 8 continues light across the bridge into downtown San Francisco. The san mateo bridge, no eastbound roadwork overnight. So all lanes are open for you as you make the commute between hayward and foster city. Passengers still will not be able to get a lyft or uber at mineta san jose airport. New rules were supposed to take effect today on a trial basis. The Pilot Program would require drivers to get a business license and be fingerprinted but the mercury news reports they dont have plans to participate under the rules. Here in the bay area expensive housing is seemingly everywhere you turn. So today, the San Jose City council will consider some new rules to help out the renters out there. You know the average rent in san jose right now for a one bedroom apartment . Starts at around 2,300. It has gone up by 1,000 or 77 in the past six years alone and so tonight, the city council is looking at ways to try and dramatically slow that down. With a proposed apartment rent ordinance. Among the ideas to reduce allowable rent increases to 4 a year. The city is also looking at a good cause eviction rule to protect tenants. Now rising rent has forced a lot of people to move out of san jose and into outlying areas with long commutes. Landlords and Property Owners argue it deprives them of money for maintenance and upkeep and discourages new development. The current ordinance doesnt allow rent control on any building built after 1979. We are not doing enough to make sure theres Affordable Housing for everyone, our Homeless Population is far too large. Reporter the city counsel sill will be voting on this on staff report this afternoon. If it passes, staff will start running the numbers to see if it will work for everyone and some kind of change to the law could come as early as december of this year. The state of a Mobile Home Park in palo alto is up in the air after the owner broke off negotiations for a potential sale. For three years the buena vista Mobile Home Park has been facing closure, about 400 people live there. The owner stopped talking with the city as well as a nonprofit offering to buy the property. Accused their landlord of housing discrimination. The rentes of the apartments say the Property Owner banned them from the common space because it was being used by families with children. They say the landlord also made sure there were no play areas and changed the common space so it wouldnt be used for gatherings. The plaintiffs are getting a total of 370,000. Santa clara county leaders taking action after the Valley Medical Center expansion project. The county hired Turner Construction shortly after voters approved the project back in 08 but delays had pushed the completion date from 2013 up three years to 2016. And now its backed up again to 2017. County says construction on the 49ers santa clara stadium was a big factor. The minute that the levis stadium project offered an incentive for early completion, turner, who was the general contractor there, pulled many of its subcontractors in our project, we believe got neglected. A spokesman for Turner Construction denied the company favored the stadium project and said county officials are to blame for the delays. County is considering getting another company to finish that project. Later this morning, San Francisco congresswoman pelosi will highlight the city sequinned garden to college initiative. Researchers tracked the sleep patterns of people for a week using fit bit and after a week they injected them with the cold virus. Officials say there was a clear amount of zs that seem to set people up for their immune system failure and six hours seemed to be the tipping point. People that are chronically sleepdeprived, say getting five, six hours of sleep a night for a long period of time are the ones that have the rundown immune system and particularly vulnerable. We are in deep trouble folks. The study found people who slept six hours or less were four and a half times more likely to catch a cold. The extra hour didnt seem to help much either. Bottom line shoot for seven hours or more every night. I think roberta needs to listen to that. The end of longterm solitary confinement may be in sight. The case challenges longterm confinement in state prisons. A major announcement on the case will be made later this morning. Reporter San Francisco supervisor mark feral took a close look at the video from friday night. A woman in a zip car surrounded by a large group of bicyclists from critical mass. As the woman decides to drive off, a bicyclist begins to smash her windows several times with a ushaped bicycle lock. I think its ridiculous the behavior that happened that person should be held accountable. You dont want to be too quick to condemn an entire group or organization thats been very peaceful over the past few years. Reporter the american who posted the video didnt respond to our request for an interview. But we noticed he or she has many video postings of rudeness on the road. This little girl gets hit by a car drivers who apparently wasnt watching where she was going. Then theres the bus driver who refuses to let a disabled man on board. And yet another scene where a driver and some cyclists get in an argument. The driver lurches toward one of the the cyclists almost hitting him. That last event was also at critical mass. Which has always had its detractors who say local officials encourage this sort of behavior by letting it go on. Well, what City Government allows to go on is a group of bicycle riders. Last week a tourist from thailand was robbed and shot in that area. The russian hill neighborhood has seen a surge in crime recently as well as traffic. This is in the novato area, southbound 101 approaching roland thats an accident in the clearing stages blocking the right lane but traffic still doing okay approach asking passing the traffic sent approaching and passing the traffic sent. Right here 101 wide open at the Golden Gate Bridge. So drive times for marin county are Still Holding steady. With no big delays and the quick 14 minute drive between 580 and the Golden Gate Bridge. This is as you travel south on 101. The rest of the commute has been okay. 580 approaching and heading across the richmondsan rafael bridge. Still in good shape. Very early and not too many people making that commute. The bay bridge drive, traffic volumes are up just a bit. But still no big brake lites for the drive lights for the drive out of oakland heading into San Francisco. The roadwork we had on 580. Thats been cleared up a few minutes early. Westbound 92 is fine. So both the san mateo bridge and the dunbarton bridges are good options now for the drive out of the east heading towards the peninsula. So again, no major accidents for most bay area roadways. Highway 4 very slow now leaving antioch. In stretches approaching pittsburg but it brachs leek in the breaks loose with no big delays for 680 approaching the walnut creek interchange. Now to roberta. Now the one weve been keeping eyes on is this one. Its ignacio. And its making a turn away from the Hawaiian Islands so certainly good news there. Well keep a watchful eye on that as it just causes some buffeting winds to the east and the south shores of the Hawaiian Islands. Otherwise, jimena is ondeck. Now this is that area of low pressure causing a little bit of cloudiness to the knot of the bay area. North of the bay area. If i move out of the way you can actually see the hurricanes out towards hawaii. We have high pressure. It will build back in but not after a couple of days. This area of low pressure is spilling some cooler air mass into the bay area. So temperatures going down today. And tomorrow before we rebound with warmer and seasonal conditions just in time for the holiday weekend. 96 today in redding and low 90s state capital. Mid 90s in fresno. Low 80s really dry conditions in the high sierra. 70 monterey bay. 88 yosemite.
