Back to you. Family members of a local kidnapping victim are expected to speak this morning. Kpix 5s anne makovec is live in vallejo with the latest on the puzzling case. Anne. Reporter unlike a lot of ak ducks cases that we have seen this is going to be finally the first time that we have heard from family members in this case. Family members of 57yearold elvira babb last seen on june 29 when a coworker dropped her off in vallejo at a market. No sign of forced entry in her apartment also in vallejo. Her son the day after she was last seen got a text from an unknown number said his mother was being held for ransom of 60,000. Four people are arrested in connection with her abduction. We have interviewed all the suspects and, you know, we dont have the location of the victim. No cooperation from the suspects. Heres a look at the suspects in this case. Ist espinosa is suspected of being the ringleader. Larry youngs father says his only involvement in this was buying a cell phone for an acquaintance for cash. Anne makovec, kpix 5. A Blue Ribbon Panel released a critical report on San Francisco Police Department. The panel spent a year investigating issues of potential bias within the Police Department. They found the department is in need of Greater Transparency and the agency lacks oversight. The panel made 81 recommendations including the creation of an office of inspectorgeneral. That office would audit the force on a regular basis. The panel also says that the San Francisco Police Department should pay more attention to the potential for bias against minorities. The president of the San Francisco Police Officers association condemned the panels report. In a statement the Union President called the report divisive at a time when San Francisco sorely needs unity between Police Officers and the community we serve. President obama heads south to dallas today to try to bring comfort to those still reeling from last weeks ambush on police. And Bernie Sanders is set to join former rival Hillary Clinton on the campaign trail for the first time. For insight we turn to our washington insider Marc Sandalow. I guarantee whichever route he takes he will be criticized for going one way or the other but this is one of those speeches thats likely to be very memorable in his legacy. Lets shift gears and talk about the upcoming president ial election. Bernie sanders, what can he possibly say to get his followers to support Hillary Clinton . So theres lots he can say. He can talk about how president um, secretary clinton talks about how education ought to be free for Public Schools now for people of the middle class and poor. He can talk about how Hillary Clinton talks about how those are rigged at the bottom, straight out of his Campaign Speeches and that is because of his candidacy but there are two words he can say to unite democrats more than any others and those words are donald trump. He does not need to support Hillary Clinton, but to say we need the young and liberals need to stop donald trump thats a very easy message for him and by the way, democrats need to remember as hard as it will be for donald trump to unify the republican party, he has two pretty potent words in Hillary Clinton. Tell us about the latest attempt by House Republicans to keep clintons email in the news. Reporter james comey last week the fbi director said there was not a prosecutable offense that Hillary Clinton committed. He didnt think a reasonable prosecutor could go after her but congress obviously wants to keep this in the news. She did testify before congress. She raised her right hand and swore under oath that she never passed classified information or anything marked classified in her personal emails. Well, james comey the fbi director said she did. He said she did indeed past that information. It may not be a lot. It may not be prosecutable. But lying to congress . Thats perjury and its a criminal offense. Happening today in San Francisco a vote that could give City College Students a rare gift of Free Education. So the question then becomes who will pay for it. Supervisor jane kim believes the people who can afford luxury housing. She says there is a way to force those people to pay more to make San Francisco more equitable for others. Her free city plan would qualify any sf resident enrolled in city college for free tuition or supplemental aid applying to students work halftime in the city. If the measure passes it would increase the transfer tracks for commercial and Residential Property sales valued at 5 million and create a new tax bracket for property sales at more than 25 million. And that could bring in as much as 29 million in new revenue for the general fund. The board of supervisors will vote on this measure at 2 p. M. And if passed it will then be on the november ballot. A little bit of coastal fog. Your full forecast is just ahead. In southern california, a man tries to kidnap a little girl by breaking through her bedroom window. But then he discovers this 8 yearold knows kung fu. I was sleeping. The little girl was scared but she summoned all the skills she learned in class and in that moment she felt the best move was a jab to his neck that would scare him off and it worked. She was able to get free and run to her parents while the man ran away. Her mother is proud but rattled. I mean, i dont think theres any safer place than a kid sleeping in bed. It is scary. Police are skill searching for the suspect. Investigators believe he might be a homeless man. This morning, the search is on for the person who let nearly 2 dozen pigs out of their pen at a school in the south bay. The pigs are part of the morgan Hill High School future farmers of america program. They live in a barn on campus. As part of the program, students pay for everything needed to take care of the pigs and go there over the sum inner to feed and raise them. Go there over the summer to feed and raise them. Once they got let out, they fought and got seriously hurt. When you let them out, they are very territorial. So they are going to try to establish a pecking order. And so they get very aggressive when put in that kind of situation. They are normally a very docile animal. Staff say theres no evidence that someone broke into the barn. The animals will go to auction at the Santa Clara County fair in a few weeks. Little bite marks look bad. Didnt know that pigs were territorial. Would bite each other. Now we know. Keep in mind roadwork is scheduled until 1 00 starting at 7 00 on the eastbound side for road repairs. Westbound no problems. Okay into foster city. 880 both directions northbound 238 to the maze, just past the coliseum not a lot going on. Its been light conditions along 880. In fact, no roadwork or accidents. Youre clear for at least 238 to the maze with a 16minute drive time. Southbound pretty quiet right now and looks like youre clear into fremont. Heres a live look at the san mateo bridge. Right now westbound is not showing any delays. 13 minutes youre clear 880 to 101 as you head into foster city on 101. Traffic is good in both directions. Again, eastbound thats where you will find that roadwork until 1 00 this afternoon. At least the right lane and the shoulder will be closed. The rest of our bay area bridges off to a great start this morning as you work your way on the bay bridge westbound near the toll plaza metering lights are off. You have an easy ride across the upper deck into San Francisco. No delays on the lower deck if you are working your way out of San Francisco into emeryville and taking a look at the Richmond San Rafael bridge, nice shot. Clouds look pretty. So far traffic is quiet no delays out of richmond into marin county. 101 southbound into San Francisco by the Golden Gate Bridge. No problems. South bay commute is looking good. No delays north 101, 280 or guadalupe parkway. Heres julie watts with the forecast. A lot of folks starting off this morning with low cloud and fog. Temperatures around the bay area in the 50s for the most part. Low 50s places like santa rosa, san jose at 56. 55 San Francisco. Livermore 58. Concord and oakland 58. We are going to start off kind of socked in with those gray skies not the bright sunny start we saw yesterday but throughout the day these clouds pull back away from the coast. There will be a little bit of Coastal Cloud cover but well see more sunshine especially inland. Clouds return tomorrow morning. We are kicking off a warming trend tomorrow that will increase temperatures especially inland as High Pressure continues to build. By later on this week, we can take futurecast out to thursday and well see much less of that ocean influence. We have dual High Pressure in place here. Thats going to really help to keep things warmer inland. Again along the coast i think well see a bit of marine influence but inland warming significantly. So what to expect today . Morning fog and clouds to start off by the coast and the bay. And some spots in the east bay and south bay seeing low clouds. Breezy but staying seasonal for your tuesday. Warming is coming up mid to end of week especially inland. High temperatures today in the low to mid80s for some of the warmest spots in san jose. Mid60s along the coast 70s by bay upper 80s for folks inland as well as in the north bay, sunrise today 5 58. Sunset at 8 32. And your extended forecast shows that warming trend we have been talking about for today. Low to mid90s outlying areas inland but tomorrow and through friday well see more widespread mid to upper 90s inland. 70s by the bay. And then well stay in the 60s along the coast with a mixture of sun and clouds. Well still keep that marine influence along the coast. Now, we do see a cooling trend into the weekend. Temperatures down to seasonal norms for saturday, sunday. Cooler monday. A brief warming trend might be hot inland over the next few days then at the coast youre chilly.
