In the city of pinole it could take months to repair a road damaged during the storm. Alhambra valley road is damaged where it crosses pinole creek. The creek normally runs under the road through a pipe. The road collapsed. Crews discovered the problem as they were dealing with mudslides. Santa cruz county has declared a state of emergency because of the storm and the trouble in the harbor because of large mounds of sediment created by runoff from the recent storms. At least half a dozen boats have had to be moved. Others will be stuck until high tide. The sediment has piled up significantly. Now the harbor master says the basic purpose cant be carried out. Our mission is to provide water for vessels to move around and be stored in. And when they cant move, um, then we have some serious work to do. Port director lisa ekers says it will cost millions of dollars to repair and clean up the harbor after the storms. So the big question after all this rain, how close are we to being out of the drought . Today well get an answer hopefully or an update on conditions around the state. Drought experts say Southern California will likely stay red even after the latest map is released today. But the red around the rest of the state could disappear altogether. Many parts of the bay area need the expected relief from the storms. The saturated ground needs time to dry out to prevent more problems. This man manages a team of hydrologist for the Santa Clara Valley water district. [ nonenglish name ] says too much water all at once could mean very little help for the water supply. When the ground is saturated, maybe only 20 will go into the ground, 80 maybe become a runoff. He says normally 50 or more of the rain that falls is absorbed by the ground. But he says that once the ground is saturated, more water goes straight into rivers and streams, increasing flooding. After a string of freeway shootings along interstate 80, san pablo is pushing hard to prevent this kind of crime. City leaders are now working with caltrans to install three new surveillance cameras along this stretch of 80. The devices will go up between el portal drive and San Pablo Dam road. Since 2015 there have been dozens of freeway shootings and this one on highway 4 a pregnant mother of four small children was killed. Moving over to the marin county commute from the Golden Gate Bridge into San Francisco, 580 in san rafael to the golden gate toll plaza will take you about 14 minutes. And if you are traveling on the nimitz freeway this morning listen up, you have a Traffic Alert here since 1 a. M. Northbound 880. At this particular time i see shades of pink towards yountville and another Mountain Range at 4700 feet. Look at the radar site the pink zone thats mount vaca about 2700 feet with snowfall. Eastern portion of the bay area redwood road moderate rainfall through Castro Valley on the commute from 580. And then as you divert off the 238 on to 880, pretty moderate to heavy rainfall. We have seen specks of pink over Mount Hamilton 4200 feet there. Meanwhile los altos drifting into the bay at this time, light to moderate rainfall. Peninsula youre filling in from Half Moon Bay through redwood city and again, off into the bay and landing with the heavy rain cell now drifting into hayward. Bottom line is you need extra time heading out the door. Heavy rain in the bay area right now. Behind it there are a lot of instabilities so well see a scattered shower throughout the day.
