This is san jose where people were loading up the back of their pickup trucks. They were filling up in fremont, as well. There are dozen of sandbag stations set up all over the bay area pretty much free to anybody who wants em. We have a team of reporters on storm preps. Ann notarangelo is in the east bay. But first, len ramirez in palo alto where they are sandbagging san fransesquito creek. Reporter they dont want a repeat of two years ago when san fransesquito creek flooded East Palo Alto so workers spent the day building up this wall of sandbags. Reporter on the banks of the san fransesquito creek a small army of the california conservation corps worked fast against the oncoming storm. They are building a wall of sandbags and it just may be the only thing standing between East Palo Alto and a flood. Now the creek itself is dry but its prone to flash flooding. We do see within a couple of hours the creek go from, um, a creek of no concern in terms of flooding to real concern. Reporter the creek which runs between palo alto and East Palo Alto last flooded in 2012 at almost this exact spot. The workers are building up the bank on the East Palo Alto side which is lower than the palo alto side by about 2 feet. We dont expect it to flood. We did in the expect it to flood in 2012 and so its being overly cautious but appropriately cautious. Reporter throughout the south bay, sand was almost as good as gold. I got one door that the rain will come into my garage if i dont sandbag it. Reporter this sandbag station in south san jose was swamped with people who had to fill their own bags. But they were happy for the chance to do it. Gary paulson lives near a canal that floods his house in heavy storms. Im going to sandbag that and then, you know, pray that we dont get real heavy concentrated rain. Reporter in addition to all the sandbagging, the san fransesquito creek joint Powers Authority installed new monitors in the creek to give them a better idea of when the creeks water level is rising and how fast its going. Usually all that water wants to go directly into his basement. Tied it down. I been flooded before. I just horsed around and thinking oh, yeah, you know, im ready. Youre not. Youre not. Reporter theres nothing last minute about joes preps this time. He started two days ago cleaning out drains and gutters and raking leaves. All the Patio Furniture is covered. His project today . Redirecting water from the roof. This will reflect the water from the front yard to the back. And hopefully it will run here and run down in the street rather than back in the yard. Reporter he even got everything off his garage and basement floors and bought a new pump. He thinks he has a handle on the flooding issue. But what concerns him most . He can do very little about. The wind. Because these trees are old. And when it starts blowing around, then you have problems. Reporter in case the power goes out, a bigtime camper joes got his stove fresh propane and lights. See if this works, yeah, it works. Reporter he stocked up on canned goods. His sandbags are in place and the rain woods are out. Bring it on. Lets see what happens. But its not pretty. Reporter and joes curious to see if all these storm preps pay off. I also talked to another homeowner who said really the storm prep she is doing are an excuse to update her earthquake kit. In martinez, Ann Notarangelo, kpix 5. Marin county emergency planners warn that last weeks north bay flooding may have been a test run for tomorrow. An Emergency Operations center will open up tonight. Authorities tell us they are most worried about tomorrow afternoon when that high tide hits. Last week a combination of heavy rains and high tide led to severe flooding on 101 near tam high school. Paul deanno reports. The leading edge is already here in mendocino, lake county, north Sonoma County where already half inch of rainfall is on the ground with several more to come up to 8 of rain by this time tomorrow. Its going to take a long time for the worst of this weather to get here but well begin to see rain north of the golden gate this evening. And it will likely add up to an inch of rainfall for some of you by midnight. We are expecting flooding rainfall tomorrow. We are expecting damaging winds tomorrow. And we are expecting Power Outages tomorrow because the wind will be that strong in excess of 50 Miles Per Hour everywhere throughout the bay area with the strongest gusts. Your curious to know what time its going to be bad where you are. So lets go region by region. In the north bay, youre first up. This is going to be a thin band of intense wind and very intense rainfall. The worst of the weather for you in the north bay will be 3 00 tomorrow morning until 9 00 tomorrow morning. Very strong wind gusts and perhaps up to half foot of rainfall in just a 12hour period. We go farther south San Francisco, san mateo county, in the east bay, your worst weather will be 7 a. M. To 1 00 p. M. And farther to the south in the south bay, the window of opportunity for the worst weather for you 10 a. M. Until 4 00 in the afternoon. This is unique that the worst of the weather will be confined this this strong front. We are still in the high wind warning with damaging winds likely and a storm right new still doesnt look like much or satellite image like a blob of clouds out there. Thats the low thats going to strengthen overnight and give us wind gusts that we have not seen in at least 6 years. So this is a big deal and its heading toward the bay area and after midnight tonight, things are going to get intense weatherwise very strong winds, very heavy rainfall. Well have more coming up. It doesnt look like it but airlines, they are cancersling canceling 80 flights up and down the coast but there could be more. One of the things we are seeing is proactively reducing the flight schedule by canceling flights in advance and i think their goal is really to avoid having customers already at the airport when a flight is cancelled. The airport itself also preparing clearing drains setting up pumps testing the backup generators, too. The vta is warning riders to prepare for longer commute times tomorrow. The Highway Patrol says it will use whatever force it needs to clear protestors from the freeways. It arrested 13 people last night on highway 24 near the Macarthur Bart station. Officers were pelted with rocks and other projects by some of the protestors. They responded with force to deal with the Aggressive Group that refused to leave. Chp is trying to keep people from getting hurt or killed by the online Hacker Group Anonymous says it took out oakland Law Enforcement websites in response to the protests. The city, police and Fire Department websites have experienced problems since last night. While the city hasnt confirmed the source, anonymous took credit online for hacking them. Crews suspended the search when nothing turned up but his son still believed he was alive. And the fisherman made one more mayday call. The coast guard picked it up and tracked him about 60 miles south of honolulu. The 67yearold was weak and dehydrated but alive. I was out of water with you i hydrated on fish. Im a fisherman so i caught fish and thats what it wasnt as good as the sushi bar but thats how i hydrated. His mast was broken and he used a sail to get closer to land. He still had his priorities. Whoever was behind the wheel took off before the police got there. As we have been reporting, the biggest storm of the year is moving in. And its bound to leave behind some damage. Kpix 5 consumerwatch reporter julie watts on how much help homeowners can expect from their insurance policies. Reporter whether its a downed tree or flooded home theres no shortage of damage following major storms. Oh, my god reporter theres also no shortage of folks shocked to find out their insurance policies dont cover the damage. Most of it is what they are not going to cover. Reporter for instance, if a tree falls on your house the resulting damage is generally covered. But if it falls on your car, well, it depends. Insurance. Coms laura adams explains you must have comprehensive coverage. If you only have liability, that damage will have to be paid out of pocket. Reporter and these tiburon Business Owners were horrified to learn their flood damage from last weeks storm is not covered because the water came from the ground. Had the water damage come from a leak or hole in the roof, it would have been covered. Water from above is covered with a policy. Water from the ground is considered flooding and would not be covered under a typical policy. Reporter for that you would need separate Flood Insurance and runoff or clogged storm drains often lead to flooding in areas homeowners might not expect. For example, you may remember the 2011 capitola floods or this water main break in San Francisco last year. The response from most insurers . I talked to them on the phone for a minute or two. They said were not covering it and thats it. Reporter if a pipe breaks inside your home the flood damage is generally covered. But flooding due to city pipes or sewer backups, not necessarily covered. That would be up to the individual consumer to add that policy. So make sure you know if its in there or not. Reporter now is the time to check your policy and consider buying Flood Insurance even if you dont live in a fema flood zone. After all, you dont want to wait until a rainy day to find out youre not covered. Now, there is a 30day waiting period for policies to go into effect so its too late to add Flood Insurance tonight for this evenings storm. But what you can do is head outside and clean the gutters near your house. Many are clogged with leaves this time of year and that can cause flooding that will not be covered under most policies. And if you have a stormrelated Consumer Problem or question, go ahead and give us a call 888 5helpsu. A lot of those leaves are saturated because the storm we had before is just a mess. Exactly. Thats the best thing you can do to protect yourself. People dont think, hey, i dont live in a flood zone but it may still flood due to storm drains. The storm is expected to bring near whiteout conditions near tahoe. The National Weather service has issued a blizzard warning for parts of the sierra. Could get so bad some of the mountain passes close. In tahoe winds expected to whip up waves on the lake to almost 7 feet high. Wow. Speaking of the storm, paul, where is it right now . Its up to the north working its way here. A lot of folks are saying hey, its raining in santa rosa, cloverdale, ukiah. Thats the rain way ahead of the wind and rain. We have a front thats coming through. Usually when we talk about the storm system in the bay area its the Pineapple Express that floods us by giving us rainfall for a day or two continuously. Thats not the case this time. This will be a thin band of very intense rainfall and wind thats going to get us throughout the day tomorrow. So its not your typical bay area storm. Its going to be stronger and shaped kind of differently. Wind gusts already way ahead im talking 12 hours ahead of the worst of the wind gusts close to 40 Miles Per Hour. Point reyes and also sea ranch, mount tam 32mileperhour wind gust, sfo 28, Half Moon Bay 26, hayward 23. If that was it, we would say okay, no big deal. Thats your average wednesday. But its going to get much more intense, the rainfall and the wind later on. Way ahead of the storm we have rain impacting you in marin county, Sonoma County, getting a few emails from vallejo where the rain has begun. We look up to the north. Thats the intense rainfall and this band of rain will stay in the north bay for several hours. Thats why your rainfall totals will be markedly higher than everybody else. That said, Flash Flood Watch for the entire bay area through the day tomorrow. Heavy rainfall is likely. Soil is still saturated from last week. Any new heavy rainfall will cause flooding and we may see some river flooding in the
