Memorial park at 3 a. M. Thats when police say 23year old ivan gomez fired at police. Officers had to shoot back. Nobody was injured in the gunfire but gomez escaped. Neighbors werent allowed to leave their homes for much of the morning. I didnt know why what was going on. So, um, i got mad because my son has a responsibility just like everybody else. And he couldnt go to work. Officers found gomez about 10 30 this morning hiding nearby. He was arrested and charged with attempted murder of two Police Officers. Oakland had its first homicide of the year. It happened today about 1 30 this afternoon at 73rd avenue and bancroft. Police havent released information on what happened. The city saw a drop in homicide last year. The start of the new year means new laws. The one with perhaps the greatest impact is a new state law that will allow drivers licenses for undocumented immigrants. Starting today, people do not need to prove they are in the country legally to get a drivers license. A new dmv office in san jose is one of four added locations across the state to handle all the new drivers. 1. 4million people are expected to apply under this law. Another new law is driving up gas prices in the new year. According to our check of some of the bay area gas stations, we saw a jump of at least 8 cents per gallon. There is a new cap and trade surcharge on all gas sales for wholesalers. Its a cost thats being passed on to the drivers. The surcharge is aimed at reducing pollution. Kpix 5s ryan takeo is in berkeley where another new law hit the books taxing the soda you buy but not yet. Reporter no soda sticker shock here because even though the law is already technically in effect, there is no system that the city has set up yet. I have a favorite such as ginger man soda. Reporter this is a soda drinkers dream. There are more than 200 choices here and all fall under berkeleys a penny an ounce sugary drinks tax. Nothing is different. Reporter the owner says it was business as usual. The prices stayed the same here and at five other stores we visited. And no one seemed to know how the tax works. Thats because the city is still figuring it all out. We are setting up the mechanisms to get it rolling. Reporter two months after berkeley made history city leaders are trying to set up the system from scratch because this is the nations first try at this tax. There are no blueprints to follow. How people will keep track, when theyll pay the tax, um, how how it will be collected. Reporter this City Council Member says berkeley will not tax the customers or the retailers but the distributors. The distributers could then pass along some or all of the extra costs trickling down to the consumers. But this owner said he would swallow the tax so the customers pay the same price. I dont find personally they should pay more money for someone elses agenda. Initially the thought was the tax will reduce consumption. But i think the reality is, is that the discussion and the education around the tax has been just as important. Reporter today the discussion was not about pricier pop. The new year brought the same old prices. At least for now. Other cities are keeping a close eye on how berkeley handles this rollout. That City Council Member says seattle and montreal just a couple of those cities that could follow suit and follow berkeleys lead. Reporter well, ken, this totally empty pond behind me is used to refill ground water deep underground. It is completely empty right now. As with so many streams and reservoirs in california right now theres simply not enough water to go around. It doesnt take more than a quick look at lexington reservoir to see the water level is still very low. The spillways are completely dry. It is a disappointing sight for lisa. It is sad. I mean, as i mentioned, i thought there would be more water here because it poured. Reporter there is no question the recent rains did help lexington reservoir filling it up by about 20 from the low point in late november but this reservoir is at exactly the same level as it was one year ago today. That is sad. Quite frightening. Reporter last year, the federal seasonal drought outlook called for persistent drought in california and that came through and the drought remains but is improving. Theres good news for agriculture which last year faced big cuts in water supplies. At this farm there were fewer hours for employees and 15 of the fields left fallow. 2015 is shaping up a lot like 2014 with plenty of uncertainty. I think initially you will start see people not plant certain crops for a while and those prices will probably start to escalate. I think you could city Dairy Products go up in cost. Reporter and the 2015 outlook for agriculture is essentially the same as last year. These planting decisions need to be made before the farmers know what their allotment of water is going to be so again this year farmers expect to fallow some fields and there may be higher prices at the checkout stand. Mccoll almost is cooperating with state investigators. His wife is in critical condition. Bad weather has delayed but not stopped the search for victims of the airasia crash in the java sea. Reporter Craig Boswell says more bodies were recovered today. Reporter she was laid to rest thursday, the 49yearold the first victim from airasia flight 8501 to be positively identified and returned to family members. More bodies were returned to indonesia for identification thursday, an honor guard carried the coffins marked only with numbers. The search for victims and debris from the flight was suspended again as heavy seas prevented divers from entering the water. The seas have even prevented crews from hearing the pings from the planes black boxes. You need real calm or silent quiet water in order to do that. Otherwise you will interfere with the other signal or other noise. Reporter search planes have identified a large shadow in the sea which is believed to be it the wreckage of the flight. Hundreds of people gathered at the Fruitvale Bart station today on the sixth anniversary of oscar grants death. Grants mother led the remembrance saying that oscar would be, quote, smiling down on the sea of people. Grant was killed by bart Police OfficerJohannes Mehserle early on new years day 2009. Mehserle served about a year after being convicted of involuntary manslaughter. 29 people were arrested last night during a protest against Police Violence in oakland. We get several hundred,000 complaints a month and obviously we do not have the resources to investigate each of those complaints individually. Reporter in fact, the ftcs representative says its only taken action against about 600 telemarketers since 2003 and the registry only applies to calls coming from outside of your state. So in some states, local telemarketers may not actually be breaking the law. Now, the national do not call registry is a great tool to stop legitimate out of state telemarketers but there are a growing number of products intended to block all the others. The number you are calling does not accept unidentified calls. Reporter anonymous call rejection is free. Just dial star 7 from your land line to block calls from blocked numbers. And for unwanted calls to your cell phone, well, theres an app for that. Several in fact. One screens calls and rates them red, yellow and green based on the caller activity and complaint history of the number. The free service screens out illegal robo callers and telemarketers but only works if you get your phone service through your cable provider.
