Danville and out toward clayton we are getting some heavy rain now. That yellow. Mount tam 1. 5 of rain over the past 24 hours. Half inch in berkeley and vacaville. A little more than a third in San Francisco. About a quarter inch of rain in pittsburg. Lots to talk about. We have a wind advisory everywhere in the bay area. Sustained winds tomorrow 15 to 25 Miles Per Hour. Isolated gusts stronger than 40 Miles Per Hour. In the hills likely up to 50 or 60mileperhour wind gusts. In the sierra, this is wonderful news, heavy snow starting late tomorrow. The snow level will eventually drop to 4500 feet. Up to 2 feet of snow above 7,000 feet up to 48 of snow. And not so good in the burn zone. Specifically, lake county where we had that huge valley fire over the summer. Theres no vegetation to catch the water. A tree that came down in San Francisco had nothing to do with the weather. A 30foot tree smashed into cars and a muni bus near sacramento street. You can see the roots lifted chunks of the sidewalk. The city is investigating now whether construction crews jackhammering a nearby sewer line caused that tree to come down. I had to crawl out through my car and get out the very back because i couldnt get out either of the doors because it was covered by tree branches. As we said, that tree damaged both cars and the bus. But nobody was hurt. The livermore babysitter accused of hurting a baby boy in her care went to court today. Kpix 5s anne makovec on the Court Documents that suggest she nearly suffocated the child. Reporter 20yearold nanny Moriah Gonzales walked into court with her lawyer by her side and pleaded not guilty to felony child abuse. She was just taking care of the child and putting him down. Reporter it was february 18th that Court Records say gonzales was captured on a nanny cam at a home in livermore trying to calm a 13 monthold boy referred to as john doe. Moriah was holding him with her hands nearing his face then placed her hands closer to his face and the sounds went from clear and audible to a muffled cry. Doe began to squirm and kick. He then went limp. But gonzales lawyer says theres no evidence in this case whatsoever of any injury to this child. Reporter gonzales had advertised her services on the website care. Com which released a statement saying, we are deeply troubled by this incident and our thoughts are with the family. We have proactively contacted Law Enforcement to provide whatever assistance we can. For now, gonzales is out on a 100,000 bond. She is demolished by this. This is ruins her whole life. Reporter she is ordered to stay away from anyone under 18. Her lawyer is trying to get that to age 14 as he maintains her innocence. The child was not in any way mishandled or mistreated. Reporter how did things turn so ugly, then . I think that story will be one of the real sub stories of this case. I think youll find theres a certain bond between the parents and the Livermore Police department. Reporter he didnt say though exactly what that might be. But its a time that i need step back and be with my family. Reporter now the city manager is quitting amid allegations of racism at city hall and a grand jury investigation into questionable finances with levis stadium. Santa clara isnt santa clara right now. We have a city that used to be very open and very friendly to its sense. It isnt. Reporter the city manager announced his resignation after three years in Office Effective in may. We went to his office but were told he wasnt available. And the city spokesman who works for him declined to comment. At the mayors office, lisa gillmor, who is just appointed to fill the vacancy, issued a statement saying, the city would, quote, move forward in an open and transparent way. But she was not available either. The vocal critic of the levis stadium deal is one of 17 people who have applied to fill the vacancy on the council created by gillmors move to the mayors office. Its a pretty miserable place to be when you cant trust the people who run your city to run it in your best interests. It appears to be run in somebody elses best interests. That brings the bay area total to five. Two cases are in contra costa county. One is in alameda county. The person in San Francisco tested positive but has since recovered. And a pregnant woman in napa county tested positive after traveling to central america. Officials in all four counties say there is no threat to public health. So this is where this temporary fix is located at the west oakland bart stop. So by turning off the substation here they fixed the problem temporarily but the mystery of whats knocking out power to dozens of bart cars remains. Power problems that took 80 bart cars out of service could be traced back to here the substation at the west oakland bart stop the same one replaced in october of last year. Its not an uncommon problem at bart. But i do admit that, yes, 80 cars is a lot in one week period to have a propulsion problem. Reporter a bart spokesman tells me that this problem actually happens in about five cars every day. The issue only became a major concern when it started happening to dozens of trains going eastbound through the transbay tunnel. People who take bart all the time say there were some overcrowding issues on the trains this week but that part is nothing new. Not as bad as like a muni bus in the city but its pretty close. You kind of just hope you can make it and you could walk if you have to get off early. Its not fun. The morning commute is awful and particularly if a train is going to the airport, you can barely get on it. Ever since like super bowl weekend, its been busy. Reporter ridership in february was set at a record high. The average weekday numbers were close to 450,000. Not great timing for fluctuation in voltage that damages the circuit of the motor. We dont know if it is the substation causing it. We know that taking that offline has solved the problem for now. Tens of thousands of pg e customers are facing a deadline that will determine how much they will pay for electricity. And as julie watts explains, some are complaining the utility left them in the dark. Reporter Marcia Townsend says the letter cames surprise. Take action today. Reporter it said pg es pulling the plug on the rate plan she enjoyed for 25 years. A plan that rewards customers for cutting electricity use between noon and 6 p. M. When most are away. We were very upset. Reporter not because pg es changing the plan but because she says pg e is not making it easy to figure out which of the four new plans she should choose. I could not get through and i tried ten or twelve times. Reporter she said the website didnt help, either. They communicated incredibly badly. Reporter marcel of the Utility Reform Network is not opposed to the plan changes in general. Its how pg e is handling the change. The utility only gave customers one month to choose a new plan and there was inaccurate and misleading information on the letters that pg e sent to many of the customers. Reporter an Administrative Law judge agrees. She recently ruled the transition has, quote, caused widespread confusion among customers. We have heard our customers and been working with them and our regulator to understand the issues that are coming up. Reporter pg e says its improving its outreach, although those hoe dont make a choice will automatically be enrolled in a plan that rewards Energy Savings before 3 p. M. And after 8 p. M. Which he points out pg es own data shows isnt the best choice for most. Most of them will do worse on the default option. Reporter thats something townsend would like to avoid but how do you make a decision if you dont have all the information . Reporter now, this week was the deadline. But pg e has extended it now until may 3. In addition, the utility says its put more information on its website, its online tool is doing better and its doing more outreach. Two members of Congress Introduced a bill today that would bring in 138 million in disaster relief. The crab industry has struggled since november when crabs started testing positive for a toxin caused by algae bloom. The bill includes grants to Fund Research of the blooms off the west coast.
